:00:35. > :00:37.Simply not good enough - that's the finding of a report out
:00:38. > :00:40.today, which shows that a worrying number of care homes in the south
:00:41. > :00:43.Figures on care home performance, gathered by the charity
:00:44. > :00:45."Independent Age", show that, in the South West region,
:00:46. > :00:48.more than one in five homes was rated as "requires improvement"
:00:49. > :00:52.In the South East region, that figure goes up to more
:00:53. > :00:55.In Portsmouth, more than 40% of care homes fell
:00:56. > :01:01.And other parts of the south weren't far behind.
:01:02. > :01:04.Tom Hepworth reports from one care home in Weymouth
:01:05. > :01:16.Care homes are taking a financial hit.
:01:17. > :01:21.with moderate needs here is around ?850, but social services pay ?590.
:01:22. > :01:23.If it didn't have private or self funding residents,
:01:24. > :01:28.and recruitment and retention is a big issue particularly
:01:29. > :01:51.It is almost exclusively now staffed by people from overseas. And so I
:01:52. > :01:56.don't know what the plans are for that. But that is putting doubt into
:01:57. > :02:00.the minds. If this is the attitude towards us in this country, then we
:02:01. > :02:04.will go back home. That would be the worst thing that could happen to us
:02:05. > :02:06.and it is already happening at the moment. Every day, we wrestle with
:02:07. > :02:09.finding trained nurses. care homes are facing more exacting
:02:10. > :02:13.standards, but there are questions about whether the Care
:02:14. > :02:25.Quality Commission's They are not supporting managers who
:02:26. > :02:28.are struggling to comply and want to comply and they are not actually
:02:29. > :02:30.supporting them and saying, if you do it this way, you won't get this
:02:31. > :02:33.result next time. Though care was rated good
:02:34. > :02:35.at all four council run homes in Portsmouth the CQC found
:02:36. > :02:37.they required improvement, We did ask the city council
:02:38. > :02:41.for an interview but were told In a statement, it said robust
:02:42. > :02:45.action plans have been put in place, staff will be better supervised
:02:46. > :02:48.and they'll improve the joined up management of care
:02:49. > :02:49.across the system. to here said it was better run
:02:50. > :02:54.than many of the private homes she'd worked in,
:02:55. > :03:13.and said caring should be more There are 18,000 vacancies in
:03:14. > :03:17.Hampshire. That means if every single child leaving school with
:03:18. > :03:22.GCSEs this summer went to work in health and social, there still would
:03:23. > :03:27.not fail all the vacancies. People are not paid good wages. I am not
:03:28. > :03:28.sure that in society we really value them.
:03:29. > :03:31.This is by no means a problem specific to Portsmouth.
:03:32. > :03:35.The number of people over 85 has increased by nearly a third
:03:36. > :03:37.in little more than a decade and although the government's
:03:38. > :03:40.increased funding for adult social care by ?2 billion, budgets
:03:41. > :03:42.have been cut by more than double that since 2010.
:03:43. > :03:45.Care is costing more, we're all going to have to foot
:03:46. > :03:48.the bill, the detail will be in the government's green paper due
:03:49. > :03:54.It was a violent encounter which lasted seconds.
:03:55. > :03:57.And now a jury will decide whether a young student is guilty
:03:58. > :04:00.of manslaughter after killing a man with just one punch.
:04:01. > :04:03.Ryan Cooper hit fellow Isle of Wight resident Gary Stacey after a night
:04:04. > :04:07.But he claims it was in self defence after he was
:04:08. > :04:10.The prosecution say it was an unprovoked attack.

:04:23. > :04:25.Mr Justice Welby listed the events that led to tragedy in the early
:04:26. > :04:30.A tragedy that centres around two people from the Isle of Wight,
:04:31. > :04:31.20-year-old Ryan Cooper and 49-year-old Gary Stacey.
:04:32. > :04:34.Ryan Cooper was a law student at Southampton University out
:04:35. > :04:36.with friends after returning to Newport at the weekend.
:04:37. > :04:38.He was rejected from the pub at around 2:30am.
:04:39. > :04:47.But it was on the street just before 4am when the two met.
:04:48. > :04:50.The court was reminded how Ryan Cooper and other witnesses
:04:51. > :04:52.maintained Gary Stacey had threatened to knock him
:04:53. > :04:56.out after confusing him with a different group of people.
:04:57. > :04:58.What is captured on CCTV and not in dispute is that
:04:59. > :05:05.The defence say Ryan Cooper was acting in self defence,
:05:06. > :05:11.The prosecution says this is a cover-up and lies,
:05:12. > :05:13.after Gary Stacey died after falling to the pavement and receiving
:05:14. > :05:22.a blow to the head and a bleed to the brain.
:05:23. > :05:25.Friends and parents described him as distraught as he dialled 999
:05:26. > :05:37.But after three weeks of evidence, it is up to the jury
:05:38. > :05:54.Police investigating a fire at a tower block in Southampton have
:05:55. > :05:57.Officers say the 28-year-old is still under investigation.
:05:58. > :05:59.Sunday's fire at Redbridge Towers completely destroyed a flat
:06:00. > :06:02.No one was seriously injured and firefighters managed
:06:03. > :06:04.to prevent the blaze spreading to neighbouring flats.
:06:05. > :06:15.The cause of the fire is not yet known.
:06:16. > :06:18.It's been described as one of the most important
:06:19. > :06:20.developments in the South, but now the future of
:06:21. > :06:23.The ?500 million plan for flats, shops and offices
:06:24. > :06:26.near to Reading Station has been on the table since 2005.
:06:27. > :06:29.But now the BBC understands that the owners of the site have put
:06:30. > :06:37.it on the market as our Business correspondent Alastair Fee reports.
:06:38. > :06:40.It's been talked about for years, a public space with retail,
:06:41. > :06:42.homes and offices, but the town is still waiting.
:06:43. > :06:44.Now the owners, Stanhope, having secured planning permission,
:06:45. > :06:50.are believed to have put the site back on the market.
:06:51. > :06:53.We had hoped that Station Hill would have been completed to now.
:06:54. > :06:56.Certainly it has been going on for over ten years
:06:57. > :06:58.with different ownership in that period and we the council
:06:59. > :07:00.are very concerned that this might mean further delay
:07:01. > :07:11.Progress has been made levelling the area -
:07:12. > :07:14.Excietment began 12 years ago when it was bought
:07:15. > :07:16.by Sir John Madjeski, he later sold it.
:07:17. > :07:19.The plan went through council in 2015, but since then several
:07:20. > :07:21.new offices have sprung up around the town.
:07:22. > :07:22.Property agents suspect that is putting off more
:07:23. > :07:32.The offices are probably the part of the site that was slowing down
:07:33. > :07:36.and reduced the likely demand for it because there is a million square
:07:37. > :07:39.Building out another million square feet today is clearly
:07:40. > :07:43.So the office element will be delayed and that is a pretty big
:07:44. > :07:54.Crossrail and the promise of more firms relocating to the town
:07:55. > :07:57.But first a new buyer needs to be found.
:07:58. > :08:00.The current owner Stanhope has refused to comment.
:08:01. > :08:07.Reading's flagship development is still a long way off.
:08:08. > :08:09.So what now for the Station Hill development?
:08:10. > :08:12.Earlier Matthew Treacy sent this report from the site and he outlined
:08:13. > :08:17.how the town could address the issue of empty office space.
:08:18. > :08:20.It's still an attractive option to have offices here in Reading.
:08:21. > :08:22.There is an ever growing list of companies from the surrounding area.
:08:23. > :08:24.Including Pharmaceutical giant Bayer, energy company SSE
:08:25. > :08:26.and electronics firm Thales, who have moved here
:08:27. > :08:33.But there is still a lot of empty offices in this town.
:08:34. > :08:35.The real prize is pulling big international companies out
:08:36. > :08:37.of London and making there home here.
:08:38. > :08:39.There's a ?15 billion reason why that's a realistic possibility,
:08:40. > :08:41.and it's called Crossrail, a new fast direct service
:08:42. > :08:48.But the first trains aren't due until the end of the decade.
:08:49. > :08:50.In the mean time, there is big demand for housing.
:08:51. > :08:53.This plan was always aiming to be a mix of shops, offices and homes,
:08:54. > :08:56.but the council is now saying it will look at any future
:08:57. > :08:58.planning applications, which may open the door to this
:08:59. > :09:00.being a lot more about building houses.
:09:01. > :09:03.That could restart this project, but possibly at the longer term cost
:09:04. > :09:26.of having a prime site for big businesses to move into.
