:00:48. > :00:53.It tells of patients put at risk from faulty electrical equipment

:00:54. > :00:58.and broken beds Ambulance staff were bullied, and an ambulance

:00:59. > :01:02.station left open, with vehicles unlocked and the keys inside.

:01:03. > :01:05.The Accident and Emergency Department didn't have enough nurses

:01:06. > :01:13.And the leadership from board level down failed staff and patients.

:01:14. > :01:16.The Trust has apologised and promised to make things right.

:01:17. > :01:18.Our Health Correspondent David Fenton has spent the day

:01:19. > :01:25.on the Island finding out how things went so wrong.

:01:26. > :01:28.Stuart Clements has a serious heart and lung problem and finds

:01:29. > :01:34.Even light gardening can cause a problem.

:01:35. > :01:37.I continually have this breathlessness and it limits

:01:38. > :01:44.Last year his wife rushed him to A where he spent 13 hours

:01:45. > :01:51.He said the staff were great but he had to throw newspapers over

:01:52. > :01:59.In one sense I was appalled because I felt here were people

:02:00. > :02:03.who were being incredibly kind to me, who seemed to be very

:02:04. > :02:06.efficient and effective and professional in the way

:02:07. > :02:10.they were working, but it was quite clear that the hospital as a whole

:02:11. > :02:14.did not have the capacity to deal with me.

:02:15. > :02:17.Failings in the island's health care were laid bare in today's report.

:02:18. > :02:22.Mental health patients were put at risk, leaders failed to act

:02:23. > :02:29.It is far too prevalent in the NHS, the bullying of staff.

:02:30. > :02:36.What we don't hear about is how difficult the staff find it to work

:02:37. > :02:41.This was particularly true in the Isle of Wight.

:02:42. > :02:44.These problems will not be easily solved but solved,

:02:45. > :02:46.they must be for the sake of patients and everyone

:02:47. > :02:55.The trust's Chief Executive stood down last month,

:02:56. > :03:00.An improvement director - brought in by the regulator -

:03:01. > :03:04.Dr Mark Pugh has been an important part of the leadership team

:03:05. > :03:11.For the last week and a half he's been the Acting Chief Executive.

:03:12. > :03:14.We asked him about the report's findings and how patients

:03:15. > :03:21.Absolutely I can see why patients would be concerned by that

:03:22. > :03:27.I can point to a slew of safety outcomes for this organisation

:03:28. > :03:29.which shows that we're not putting patients across the board

:03:30. > :03:35.I live and work on the Isle of Wight, my family use this trust,

:03:36. > :03:37.they have used it in the past and they will continue

:03:38. > :03:43.But what we have clearly got wrong as the safety assurance mechanisms

:03:44. > :03:44.and safety reporting across the organisation

:03:45. > :03:47.and our background planning to ensure safety even when things

:03:48. > :03:53.That is what we will be putting right.

:03:54. > :03:57.Is there a bullying in the Ambulance Service?

:03:58. > :04:01.Yes, that has been an issue for that service, it has felt itself under

:04:02. > :04:04.pressure to meet national targets and to work against a background

:04:05. > :04:10.It's part of a larger investigation which the trust has undertaken

:04:11. > :04:20.and we believe that is no move to a better place.

:04:21. > :04:23.The only way is up from here, there is no doubt about that.

:04:24. > :04:26.Being in special measures, although it has issues around

:04:27. > :04:28.reputation and make make it more difficult for us to recruit staff,

:04:29. > :04:31.it does also come with additional support in the ready

:04:32. > :04:33.have an improvement director on site who has made a helpful

:04:34. > :04:36.impact already in the time she has been here.

:04:37. > :04:38.And of course there will be the relentless scrutiny

:04:39. > :04:40.of the organisation to make absolutely sure that

:04:41. > :04:51.to apologise to patients, population and staff

:04:52. > :04:53.Absolutely, and I'd like again to take this opportunity

:04:54. > :04:55.to apologise to patients, population and staff

:04:56. > :04:57.for our organisation and again absolutely give my commitment

:04:58. > :05:01.We have already started, we know what we need to do

:05:02. > :05:06.and we will get this organisation back into a respectable condition.

:05:07. > :05:09.A law student's been sentenced to six years for killing a father

:05:10. > :05:13.of ten on the Isle of Wight with a single punch.

:05:14. > :05:16.Gary Stacey died when he fell and injured his head after being hit

:05:17. > :05:19.by 21-year-old Ryan Cooper on a night out in Newport.

:05:20. > :05:23.Winchester Crown Court heard how Cooper had drunk vodka excessively

:05:24. > :05:30.He told police that Gary Stacey had threatened him when he approached

:05:31. > :05:34.But the jury didn't believe him and found him guilty of manslaughter

:05:35. > :05:41.Cooper will serve half of his six year sentence in jail and then be

:05:42. > :05:48.He was a lovely man and wanted to go out and have a good

:05:49. > :05:52.night and it was his last and it wasn't fair.

:05:53. > :05:56.I don't think any of us will get over it.

:05:57. > :06:00.We will learn to live with it and get on with our lives

:06:01. > :06:03.but there is still a hole in the heart of the family and

:06:04. > :06:12.I think that a poor decision within a couple of seconds can have

:06:13. > :06:13.life-changing consequences, both for Ryan Cooper

:06:14. > :06:15.and obviously more tragically for Gary Stacey's family.

:06:16. > :06:20.What we would ask is that people know their limits and realise that

:06:21. > :06:23.that very short period of terrible decision-making can actually lead

:06:24. > :06:35.A body, thought to be that of a man from Lymington who's been

:06:36. > :06:36.missing since November, has been found.

:06:37. > :06:38.Phillip McCormack's disappearance was described as 'very out

:06:39. > :06:42.A member of the public discovered the body yesterday afternoon

:06:43. > :06:45.in marshland behind Lymington Hospital.

:06:46. > :06:49.His death is not being treated as suspicious.

:06:50. > :06:51.The joint Thames Valley and Hampshire roads policing unit

:06:52. > :06:54.has seen an increase of more than ten per cent in the number

:06:55. > :06:57.of incidents it's had to deal with in the last two years according

:06:58. > :07:02.That's despite having around 20 per cent fewer officers

:07:03. > :07:07.than when the joint unit was formed in 2012.

:07:08. > :07:09.Both forces say they're focused on making sure

:07:10. > :07:14.they have the resources in the right locations to meet demand.

:07:15. > :07:18.Nine new free schools for the South have been given the go-ahead

:07:19. > :07:22.One is a school in Portsmouth for children with autism or social

:07:23. > :07:28.But most are in West Sussex where politicians say new housing

:07:29. > :07:32.means there's more demand than ever for school places.

:07:33. > :07:34.But they're controversial, with critics claiming it's not

:07:35. > :07:37.the best way to spend money, especially when existing schools say

:07:38. > :07:45.This derelict convent outside Chichester could be the answer to

:07:46. > :07:54.It's being converted into a state-of-the-art new premises by

:07:55. > :07:57.Chichester free school which has been in a temporary building since

:07:58. > :08:00.It will now more than double the number of places on

:08:01. > :08:02.offer for students from reception age two

:08:03. > :08:04.sixth form and be part of the

:08:05. > :08:05.Government's future education agenda.

:08:06. > :08:07.Free schools are funded directly by central Government, not

:08:08. > :08:12.They are run by community or educational groups,

:08:13. > :08:14.charities, businesses or parents, and they

:08:15. > :08:15.don't have to teach the

:08:16. > :08:22.They are more popular with parents, they're more

:08:23. > :08:25.likely to be rated outstanding by Ofsted and in various key stages

:08:26. > :08:28.This free school in Swanage typifies the

:08:29. > :08:32.focus on high-tech teaching and new ones in Reading helps meet a 34%

:08:33. > :08:36.increase in demand for school places in recent years.

:08:37. > :08:39.West Sussex County Council has welcomed today's free

:08:40. > :08:41.school management is helping meet the needs of new housing

:08:42. > :08:46.But not everyone thinks free schools are the

:08:47. > :08:54.Instead of putting more money into the education system

:08:55. > :08:57.generally to meet that and education system in West Sussex, West Sussex

:08:58. > :08:59.is one of the worst funded education authorities in the country.

:09:00. > :09:02.They are diverting attention, building new

:09:03. > :09:07.Chichester free school hopes to be opening here

:09:08. > :09:10.in September next year and all new skills and England and now opening

:09:11. > :09:14.With critics claiming they are an expensive

:09:22. > :09:24.it seems it will be more than just the children drawing lessons from
