:00:41. > :00:43.Stacey Burrows and Lucy Pygott died after being knocked down
:00:44. > :00:46.at a traffic crossing as they prepared for a training run.
:00:47. > :00:49.Michael Casey admitted causing death by dangerous driving.
:00:50. > :00:56.Teenagers Lucy Pygott and Stacey Burrows were both
:00:57. > :01:01.They were killed doing what they did best and tragically before
:01:02. > :01:03.everything they'd been tipped to achieve in the world
:01:04. > :01:08.The pair had been warming up on Queens Avenue in Aldershot ahead
:01:09. > :01:12.of a training run when they were hit by serving soldier 24-year-old
:01:13. > :01:17.This is a truly tragic case which has had an unimaginable impact
:01:18. > :01:20.on everyone who knew Stacey and Lucy.
:01:21. > :01:23.Both girls had such promising futures ahead of them but these have
:01:24. > :01:26.been so cruelly ripped away because of Mr Casey's stupidity and
:01:27. > :01:32.17-year-old Lucy from Hartley Wintney had recently been
:01:33. > :01:36.awarded a bronze medal in the European Youth Championships
:01:37. > :01:38.and 16-year-old Stacey from Farnborough was the Hampshire
:01:39. > :01:44.Today, Lucy's mother, Lisa, told the court how the girls
:01:45. > :01:48.had Olympic potential, but that Casey had robbed
:01:49. > :01:53.the country of medals and two young girls of their lives.
:01:54. > :01:58.Well, earlier, I asked Elisa how this accident happened.
:01:59. > :02:01.It was on 8th November last year when the two girls were trying
:02:02. > :02:07.Michael Casey had drunk three pints and a spirit and got behind
:02:08. > :02:14.He became distracted by something in the footwell of his car.
:02:15. > :02:17.And when he looked up, he realised the traffic light was red.
:02:18. > :02:20.All of a sudden, he heard an impact, looked up and realised
:02:21. > :02:25.A friend that was with them at the time had spotted that the car
:02:26. > :02:27.wasn't going to stop - he was driving 40 mph
:02:28. > :02:31.in a 30-mph limit - shouted at them to run as fast
:02:32. > :02:34.as they could, but they just didn't make it in time.
:02:35. > :02:36.Tragically, Tracey's father heard the crash,
:02:37. > :02:41.ran outside and was told it was Stacey.
:02:42. > :02:43.The families have been very critical about the length of this
:02:44. > :02:48.Yes, they were absolutely devastated by it.
:02:49. > :02:51.In the court today, they read out their impact statements
:02:52. > :02:54.and Lucy's mother said, "The British Army trains
:02:55. > :02:58."Mr Casey killed with his loaded weapon of a hot hatch car.
:02:59. > :03:02."He chose to put the key in the ignition, he chose to turn
:03:03. > :03:05."the key, he chose to break the speed limit, he chose to drive
:03:06. > :03:09."through a red light, all while being drunk."
:03:10. > :03:12.Casey was banned from driving for ten years and his nine-year jail
:03:13. > :03:16.term was reduced to six because of his guilty plea.
:03:17. > :03:18.He probably will only serve three and Stacey's
:03:19. > :03:21.mother cried out in court, "I won't get my daughter back

:03:31. > :03:35.classified adverts offering them accommodation in exchange for sex.
:03:36. > :03:38.The BBC has discovered that men are legally using the ads
:03:39. > :03:42.on websites like CraigsList, including in the Worthing area.
:03:43. > :03:50.I had no idea what I was getting into.
:03:51. > :03:55.He took me into his living room, got me drinks and then, after that,
:03:56. > :03:59.it was straight upstairs and go for it.
:04:00. > :04:03.Vulnerable and desperate for a roof over her head.
:04:04. > :04:08.Gemma answered a sex for rent online advert.
:04:09. > :04:13.He would do what he wanted to do forcefully, and I just
:04:14. > :04:19.These are some of the offers we found openly placed
:04:20. > :04:23.on a classified ad site - free accommodation,
:04:24. > :04:28.I was thinking once a week, something like that.
:04:29. > :04:35.I spoke with six men posting adverts in the south-east.
:04:36. > :04:39.All wanted photos of me before they spoke on the phone.
:04:40. > :04:42.All were clear how the arrangement would work.
:04:43. > :04:45.These are real conversations voiced by actors.
:04:46. > :04:50.Well, you agree, sort of a couple of times a week,
:04:51. > :04:54.As far as the apartment's concerned, it's completely
:04:55. > :04:58.as if we're flatmates - so all the bills, the rent, free.
:04:59. > :05:01.And disturbingly, this is all perfectly legal.
:05:02. > :05:06.I think these adverts go as close to the edge of the law
:05:07. > :05:09.The trouble is, when you have a vulnerable person that
:05:10. > :05:12.then becomes exploited, the concept of choice
:05:13. > :05:20.There are particularly young people who are being exploited
:05:21. > :05:27.There is an added onus on the owners of these platforms to root this out
:05:28. > :05:30.I'm being very explicit because, if they don't accept
:05:31. > :05:34.their responsibilty, I will be pushing for
:05:35. > :05:40.I contacted CraigsList for comment, but they didn't get back to me.
:05:41. > :05:42.More adverts are appearing every day.
:05:43. > :05:51.West Sussex County Council has been accused of being too slow to recover
:05:52. > :05:54.up to ?1 million from suppliers whose bills it may have
:05:55. > :05:59.Much of the money has now been recovered but only after opposition
:06:00. > :06:04.Sean Killick is outside County Hall in Chichester.
:06:05. > :06:21.He was hired by the county council to check for bills that were
:06:22. > :06:27.mistakenly paid out twice. In 2013, he drew up a list of 200 possible
:06:28. > :06:31.payments that have been paid out twice over ?1 million that says the
:06:32. > :06:36.council was not particularly helpful. Over the two years of his
:06:37. > :06:41.contract no money was recovered. He said he was to be paid by results
:06:42. > :06:46.that never provided details of the double payments to the council. They
:06:47. > :06:52.did not approve of me writing the senior management but I tried all
:06:53. > :06:56.other avenues and got nowhere. We were still with only a few weeks to
:06:57. > :07:04.go before the end of the contract, I still had not been given or the data
:07:05. > :07:08.are needed, and I had not had any cooperation from the outsourcer on
:07:09. > :07:11.the validation process, so we could physically not take it forward.
:07:12. > :07:13.So what does the council have to say?
:07:14. > :07:15.It says Mr Rowson wouldn't share information without being paid
:07:16. > :07:18.upfront and says they failed to agree how they would go
:07:19. > :07:26.But I gather some of the money has now been recovered?
:07:27. > :07:31.Last autumn, Mr Rowson gave details of eight of those payments to a Ukip
:07:32. > :07:33.councillor who took them to the council's own
:07:34. > :07:38.The council says it's managed to recover around ?76,000 of those
:07:39. > :07:42.The council has now hired a new company to review
:07:43. > :07:55.the old payments and it might recover up to ?500,000.
:07:56. > :08:00.It has also introduced new systems to tighten up procedures and avoid
:08:01. > :08:03.double payments. If you're going away for Easter,
:08:04. > :08:05.here's the good news - the worst traffic jams
:08:06. > :08:07.are already over. Now for the bad news -
:08:08. > :08:10.large parts of the railway will be shut for engineering work
:08:11. > :08:12.over the weekend. Some of the busiest routes
:08:13. > :08:14.will see no trains at all. Here's our transport

:09:05. > :09:06.signalling is being installed, there will be fewer South West trains
:09:07. > :09:08.services and trains through the Thames Valley will be affected by
:09:09. > :09:12.the closure of the line to Bath to Bristol. Work on the railways is
:09:13. > :09:17.done at Easter because the number of people travelling by train drops by
:09:18. > :09:23.half compared with a normal working week. On the roads, the opposite is
:09:24. > :09:33.true. They are 30% busier than on a normal weekend. Where is worst? Be a
