0:00:47 > 0:00:50Duncan Hearsey was jailed for 21 years for beating Alan Creasey

0:00:50 > 0:00:51to death in Lancing last year.

0:00:51 > 0:00:54But it's emerged that not only had Mr Creasey called 999

0:00:54 > 0:00:58worried for his safety - but a pub and a kebab shop had also

0:00:58 > 0:01:03dialled 999 that night because of Hearsey's aggressive behaviour.

0:01:03 > 0:01:06Sussex Police is reviewing its handling of the case and said

0:01:06 > 0:01:08it's "tragically unfortunate" they failed to catch him.

0:01:15 > 0:01:17Holding his jeans splattered in blood from the brutal

0:01:17 > 0:01:19assault on his victim, CCTV shows Duncan Hearsey walking

0:01:19 > 0:01:27around his neighbourhood in Shoreham, at one point

0:01:27 > 0:01:28shadow-boxing in the street.

0:01:28 > 0:01:30Minutes before, he had attacked Alan Creasey,

0:01:30 > 0:01:31kicking him to death after apparently demanding £40

0:01:31 > 0:01:36for a gardening job.

0:01:36 > 0:01:39It's emerged police had received a series of calls that evening

0:01:39 > 0:01:45from two pubs and a kebab shop reporting Hearsey's hostility.

0:01:45 > 0:01:47On the night of the fatal attack on Alan Creasey,

0:01:47 > 0:01:50police were called on three separate occasions by people concerned over

0:01:50 > 0:01:55Duncan Hearsey's behaviour.

0:01:55 > 0:01:57Then, at 8:15pm, Creasey himself called police

0:01:57 > 0:01:59after an altercation with Hearsey.

0:01:59 > 0:02:02Police attended, but left at 8:30pm to pursue leads, advising

0:02:02 > 0:02:05Mr Creasey to lock his doors.

0:02:06 > 0:02:09They returned to Mr Creasey's home at 9:10pm to find

0:02:09 > 0:02:13him seriously injured.

0:02:13 > 0:02:15CCTV shows how Hearsey had returned to Mr Creasey's home

0:02:15 > 0:02:19after the police had left, and kicked him to death.

0:02:19 > 0:02:21Sussex Police is now carrying out an internal

0:02:21 > 0:02:23investigation into what happened, and to examine whether

0:02:23 > 0:02:26lessons can be learned.

0:02:26 > 0:02:29We do need to investigate the matter to see if the police

0:02:29 > 0:02:37have erred in any way, and as you've mentioned,

0:02:37 > 0:02:40it is a local investigation so they will be looking to see

0:02:40 > 0:02:42whether we did everything we could and everything

0:02:42 > 0:02:43reasonable at the time.

0:02:43 > 0:02:46Mr Creasey's neighbours described him as a troubled man.

0:02:46 > 0:02:48He has been a nuisance to the neighbourhood in general.

0:02:48 > 0:02:50Everywhere he went, he created chaos.

0:02:50 > 0:02:52He wasn't a quiet man, he was a man looking

0:02:52 > 0:02:57for a fight all the time.

0:02:57 > 0:02:59I can't see the police have got any blame.

0:02:59 > 0:03:01They were trying to do their job.

0:03:01 > 0:03:03They were looking for Duncan.

0:03:03 > 0:03:06They did tell Alan to lock the doors.

0:03:06 > 0:03:09But Duncan got back in.

0:03:09 > 0:03:11Sad.

0:03:11 > 0:03:14David Simmons is a councillor in Shoreham and a retired policeman.

0:03:14 > 0:03:18The nature of the call, the gravity of the call,

0:03:18 > 0:03:22if that was seen as a high priority, and it clearly was, they will look

0:03:22 > 0:03:25at a time it took police to respond, and whether the police could have

0:03:25 > 0:03:27done anything more effectively to prevent this crime

0:03:27 > 0:03:31in the first place.

0:03:31 > 0:03:32Hearsey was jailed for 21 years for murder.

0:03:32 > 0:03:34Detectives described it as tragically unfortunate

0:03:34 > 0:03:38that he wasn't arrested sooner.

0:03:38 > 0:03:39The force's professional standards department

0:03:39 > 0:03:40will make its own judgment.

0:03:48 > 0:03:49and joins me now in the studio.

0:03:49 > 0:03:51Sangita, why are Sussex Police carrying out

0:03:51 > 0:03:59their own investigation?

0:03:59 > 0:04:02If prior contact has been made between a victim and the police then

0:04:02 > 0:04:07a referral to the Independent Police Complaints Commission is mandatory.

0:04:07 > 0:04:11The IPCC have looked into this case and they don't believe it warrants a

0:04:11 > 0:04:16full investigation so they have reverted back to Sussex Police's

0:04:16 > 0:04:19professional standards department and ask them to carry out their own

0:04:19 > 0:04:20investigation into what happened.

0:04:20 > 0:04:22And what will the investigation entail?

0:04:22 > 0:04:25They'll examine the force's response to events on that day before coming

0:04:25 > 0:04:27back with conclusions - they'll be looking to see

0:04:27 > 0:04:29if anything could or should have been done differently

0:04:29 > 0:04:31and whether any lessons can be learned following

0:04:31 > 0:04:32what happened here back in May.

0:04:32 > 0:04:35The jury has been discharged in the trial of an Army sergeant

0:04:35 > 0:04:38who was accused of trying to murder his wife after it

0:04:38 > 0:04:39failing to reach a verdict.

0:04:39 > 0:04:41Emile Cilliers was accused of tampering with his wife

0:04:41 > 0:04:43Victoria's parachute - charges which he denied.

0:04:43 > 0:04:45The court had been sitting for seven weeks.

0:04:45 > 0:04:49The Crown Prosecution Service says it will seek a retrial.

0:04:52 > 0:04:54Ships are pouring out "filthy pollution" across Southampton

0:04:54 > 0:04:56and the Solent according to a leading Professor.

0:04:56 > 0:04:58The warning came during a Commons hearing on air quality today.

0:04:58 > 0:05:01Professor Stephen Holgate told MPs there are currently "no solutions"

0:05:01 > 0:05:05in place to the problem.

0:05:05 > 0:05:08Earlier this year the World Health Organisation called Southampton one

0:05:08 > 0:05:10of the most polluted cities in the UK.

0:05:10 > 0:05:20Lewis Coombes is live from Southampton Port this evening.

0:05:20 > 0:05:29Big business, isn't it? Cruise ships and container ships are to love

0:05:29 > 0:05:34Southampton's biggest businesses and both are expanding. Last year there

0:05:34 > 0:05:38were nearly nine times as many passengers compared to 20 years ago

0:05:38 > 0:05:42and 85% of them either left that ended their cruises you in

0:05:42 > 0:05:44Southampton but it comes at a cost.

0:05:44 > 0:05:46When a cruise ship or container ship docks here -

0:05:46 > 0:05:49they leave their engines running, burning heavy fuel oil,

0:05:49 > 0:05:51which is more polluting than the petrol in our cars,

0:05:51 > 0:05:52in particular it emits harmful sulphur.

0:05:52 > 0:05:54And today a highly respected Professor from Southampton

0:05:54 > 0:06:02University told MPs that's a problem.

0:06:02 > 0:06:06Massive great ships are pouring out filthy smoke, blowing over the

0:06:06 > 0:06:11Solent over the city with the most toxic pollution. Our big problem is

0:06:11 > 0:06:15shipping and we have got no solution. We need to make sure that

0:06:15 > 0:06:18the local authorities take it sufficiently seriously to encourage

0:06:18 > 0:06:22the good health of its populace.How is the situation going to be

0:06:22 > 0:06:29improved? The government has set Southampton targets to clean a third

0:06:29 > 0:06:31by 2020. The council says it will meet with local businesses and tried

0:06:31 > 0:06:36to come with this clean their strategy before the end of the year.

0:06:36 > 0:06:38Their own Air Quality Review found that the port accounts for nearly

0:06:38 > 0:06:41a quarter of Air Pollution in the city, so that's defintiely

0:06:41 > 0:06:42an area to focus on.

0:06:42 > 0:06:46The cruise industry will soon build its first ships powered

0:06:46 > 0:06:48by cleaner liquefied natural gas, but they're still a few

0:06:48 > 0:06:50years away and so far only two are on order.

0:06:50 > 0:06:53Another option is to charge the ship from shore when it's docked -

0:06:53 > 0:06:56literally plugging it in - but there isn't the infrastructure

0:06:56 > 0:07:01here - as it stands if you took the power needed for a cruise ship

0:07:01 > 0:07:09from the national grid the lights in Southampton would all go out.

0:07:09 > 0:07:10That's not a great plan.

0:07:10 > 0:07:14ABP who own the port have told us in the past this is something

0:07:14 > 0:07:15they're going to look at.

0:07:15 > 0:07:18P&O cruises told us it is preparing a new study into its Environmental

0:07:18 > 0:07:21performance, which it will publish before Christmas.

0:07:24 > 0:07:26Since when did a soft drink become synonymous with Christmas?

0:07:26 > 0:07:29Every winter Coca-Cola's Santa truck rolls into town but this year,

0:07:29 > 0:07:31not everyone has been sharing the festive fizz.

0:07:31 > 0:07:33The coke team were in Bournemouth today handing out cans,

0:07:33 > 0:07:35but, alongside them, was another group handing

0:07:35 > 0:07:36out toothbrushes.

0:07:36 > 0:07:40Steve Humphrey was there too.

0:07:43 > 0:07:50It is a festive road show promoting a soft drink.

0:07:50 > 0:07:53Those arriving for some fizz and photos were greeted

0:07:53 > 0:07:54by campaigners with toothbrushes, urging people to consider

0:07:54 > 0:07:59the impact on their dental health and waistlines.

0:07:59 > 0:08:01She doesn't have them, it is only me.

0:08:01 > 0:08:06We don't drink a lot of it ourselves, we agree.

0:08:47 > 0:08:5012s and will not be providing drinks to under trials

0:08:50 > 0:08:54unless their parent or guardian is happy for us to do so.

0:08:54 > 0:09:02In a twist, Bournemouth council which backs the sustainable food

0:09:02 > 0:09:05city partnership told campaigners they couldn't give out toothbrushes

0:09:05 > 0:09:07as Coca-Cola had booked the space for its event.

0:09:07 > 0:09:12We are not actively being aggressive to Coca-Cola or anyone else,

0:09:12 > 0:09:14it is to get a message out there.

0:09:14 > 0:09:17It is disappointing.

0:09:17 > 0:09:19The council says the Coca-Cola truck is very popular but it

0:09:19 > 0:09:21says through sports, recreation and well-being services,

0:09:21 > 0:09:23it is encouraging everyone to maintain a balanced healthy

0:09:23 > 0:09:28lifestyle over the Christmas holidays.

0:09:40 > 0:09:42And of course other fizzy drinks are available to drink over the festive

0:09:42 > 0:09:43period.

0:10:00 > 0:10:03patches may develop. Not everyone will see the rain with northernmost

0:10:09 > 0:10:15and a low of 6-7. There may be some rain first thing and a lot of cloud

0:10:15 > 0:10:19but a few showers dotted along the south coast and for the Isle of

0:10:19 > 0:10:23Wight but an improving picture so by the afternoon many places will have

0:10:23 > 0:10:29lots of sunshine and the temperature reaching a high of 7-11 saw a cooler

0:10:29 > 0:10:36day than today, today we saw a high of 13 Celsius. With clearing skies

0:10:36 > 0:10:40the odd isolated when today show around a bit of hail and sleet and

0:10:40 > 0:10:45maybe a snow shower so don't be surprised if there is a dusting of
