:00:12. > :00:14.In the last few hours, an outbreak of bird flu has been confirmed

:00:15. > :00:20.Nine dead swans have tested positive for the H5N8 strain of the disease -

:00:21. > :00:23.a virus considered very low risk to public health.

:00:24. > :00:25.The Swannery has said the welfare of its birds

:00:26. > :00:33.The site is currently closed for the winter and is not due

:00:34. > :00:42.The Government recently extended an order requiring

:00:43. > :00:45.domestically-kept birds to be kept indoors and away from wild species,

:00:46. > :00:48.Families have been gathering today to protest at plans

:00:49. > :00:51.for an incinerator to be built in a West Sussex town.

:00:52. > :00:53.Locals in Horsham say the plant would bring traffic congestion

:00:54. > :00:55.and pollution to the area and have a chimney

:00:56. > :01:06.Residents coming together in protest at a plan they believe

:01:07. > :01:12.At an existing waste facility site north of Horsham,

:01:13. > :01:14.Brittania Crest Recycling Limited propose to build a new recycling,

:01:15. > :01:18.recovery and renewable energy plant for commercial and industrial waste.

:01:19. > :01:21.The company said it would create jobs, provide enough electricity

:01:22. > :01:23.to power a small town and reduce both landfill and use

:01:24. > :01:29.It is the visual impact we are concerned about.

:01:30. > :01:32.A massive, ugly incinerator in amongst the countryside,

:01:33. > :01:35.it will be as big as Big Ben, so way above the tree

:01:36. > :01:39.canopy and the noise, because it is day and night

:01:40. > :01:43.operations, and obviously the HGV movement, which again contributes

:01:44. > :01:48.But I think the major concern is it will blight this area

:01:49. > :01:53.A local councillor says he is most concerned about emissions.

:01:54. > :02:01.I think there has not been enough research into the long-term

:02:02. > :02:07.implications of such systems yet to be clear.

:02:08. > :02:09.And Public Health England are producing report,

:02:10. > :02:12.hopefully in the spring, and I am wanting this to be deferred

:02:13. > :02:15.South Today has contacted the company but there

:02:16. > :02:23.People have until January 19th to submit their views

:02:24. > :02:27.An armed-forces charity in the south says it has a solution

:02:28. > :02:29.to the growing number of military veterans living rough

:02:30. > :02:32.Help 4 Homeless Veterans has housed more than 60 veterans

:02:33. > :02:36.But it now says radical new action is required.

:02:37. > :02:40.Its answer involves shipping containers and military land.

:02:41. > :02:48.They served to protect our country, but upon leaving the military many

:02:49. > :02:53.A lack of affordable housing has seen an increasing

:02:54. > :02:56.This is exactly what we're looking for.

:02:57. > :03:03.We were hoping over the last three years the number would dwindle down

:03:04. > :03:06.but unfortunately it seems to have went the opposite way.

:03:07. > :03:08.We have a massive shortfall on the south coast, especially,

:03:09. > :03:12.with rented accommodation, which is just not there

:03:13. > :03:16.Some estimates suggest there are currently 200,000 spare

:03:17. > :03:21.For a cost of ?10,000 each they could be converted

:03:22. > :03:24.into a place to live, just like these,

:03:25. > :03:31.What David is missing is land to build on,

:03:32. > :03:35.Bovington camp would be ideal because I know of an area

:03:36. > :03:38.where there used to be temporary accommodation, which would perfectly

:03:39. > :03:42.I'm certainly hoping the MoD will come forward and assist us

:03:43. > :03:45.with some grants to be able to get this up and running.

:03:46. > :03:47.In a statement the MoD says it supports forces personnel to get

:03:48. > :03:51.on the housing ladder but accept some do struggle, which is why it

:03:52. > :03:55.would consider any proposal that will help the forces community.

:03:56. > :03:57.A company has already agreed to donate the first two

:03:58. > :04:02.David now awaits a reply from veterans Minister Mark Lancaster,

:04:03. > :04:11.A 17-year-old boy has been arrested for attempted murder and grievous

:04:12. > :04:14.bodily harm after a stabbing in Bournemouth last night.

:05:00. > :05:01.Quite windy at times, especially from Wednesday,

:05:02. > :05:04.some spells of rain, and from Thursday it turns a good

:05:05. > :05:07.bit colder and by then we start to seek the risk of something

:05:08. > :05:10.a little more wintery across the hills.

:05:11. > :05:14.Through tonight some poor visibility around, mist,

:05:15. > :05:17.low cloud and hill fog in the mix and some spots of rain.

:05:18. > :05:20.The breeze picks up a little bit and it stays mild and frost-free.

:05:21. > :05:23.A murky start tomorrow morning but as the breeze increases soso

:05:24. > :05:25.the mist and fog lifts, but we start to see outbreaks

:05:26. > :05:32.Some strong winds accompan this rain.

:05:33. > :05:35.Turning chillier as the rain begins to clear.

:05:36. > :05:44.Windy at times through the week and turning colder on Thursday.
