:00:33. > :00:37.Police in Southampton have tonight named a man found

:00:38. > :00:43.He was 21-year-old Shkelzen Dauti, known as Genny, who was

:00:44. > :00:49.He was found on Gilpin Close, in the Thornhill area,

:00:50. > :00:51.early yesterday morning, and died in hospital.

:00:52. > :00:53.Police are appealing for anyone with information

:00:54. > :01:01.That's the feeling of traders in Hungerford,

:01:02. > :01:04.over what appears to be a new police policy on shoplifting.

:01:05. > :01:06.It's after a council meeting was told police officers wouldn't

:01:07. > :01:09.routinely attend incidents, where less than ?100

:01:10. > :01:13.Police are now trying to reassure businesses,

:01:14. > :01:19.It was here at Hungerford Town Hall that councillors were told that

:01:20. > :01:22.under a so-called new delivery model, police would no longer turn

:01:23. > :01:28.particularly those of goods worth less than ?100.

:01:29. > :01:31.I think it was a bit of a shock, obviously.

:01:32. > :01:36.There are a number of smaller retailers I know

:01:37. > :01:40.that are not on the breadline but they struggle from time to time and

:01:41. > :01:43.?90 worth of stuff stolen from a shop could well

:01:44. > :01:49.Hungerford has a host of independent traders.

:01:50. > :01:52.The owner of this antiques arcade was concerned to hear he may

:01:53. > :01:55.not get help dealing with a shoplifting incident.

:01:56. > :01:58.If the police are not going to come out for anything under ?100,

:01:59. > :02:02.if we do have somebody, how do I handle it?

:02:03. > :02:06.Do I hold onto him and then phone the police or do I take him down

:02:07. > :02:09.to the police station or what do I do?

:02:10. > :02:12.It is very grey so that is the reason I was surprised

:02:13. > :02:16.Hungerford lost its police station over a year ago

:02:17. > :02:19.so there were already fears about a lack of police presence.

:02:20. > :02:22.Now the Thames Valley Police and Crime Commissioner says

:02:23. > :02:24.he will raise the comment about shoplifting policy

:02:25. > :02:29.If we didn't investigate shoplifting up to ?100,

:02:30. > :02:34.If people shoplift and nobody does anything about it,

:02:35. > :02:41.So I totally disagree with that comment and I will be taking it up

:02:42. > :02:44.But I'm sure that was not the intention.

:02:45. > :02:46.Thames Valley Police have now tried to reassure the town council

:02:47. > :02:52.They say that the reference to ?100 was arbitrary and does not

:02:53. > :02:58.But they go on to say that clearly police attendance at incidents

:02:59. > :03:01.is prioritised according to the prevailing threat or harm

:03:02. > :03:05.to people and property and the associated risks.

:03:06. > :03:12.They also say any suitable lines of inquiry will be pursued.

:03:13. > :03:15.A man's been arrested following a fire on the roof of Guys Marsh

:03:16. > :03:20.64 inmates had to be moved to safety after the fire broke out

:03:21. > :03:26.Dorset Police say a 29-year-old male prisoner is being questioned

:03:27. > :03:29.on suspicion of arson with intent to endanger life.

:03:30. > :03:31.Southern Rail services will be disrupted tomorrow as members

:03:32. > :03:36.of the RMT union go on strike for a 30th day.

:03:37. > :03:39.They're in dispute over changes to the role of guards,

:03:42. > :03:47.Southern says it's aiming to run 90% of services.

:03:48. > :03:50.The first of more than 100 wind turbines has been installed

:03:56. > :03:59.offshore wind farm, which will provide electricity
