:00:51. > :00:54.West from 50p to �1.60 an hour. It comes as a Cornish town council
:00:54. > :00:58.is trying to take over the management of local car parks in
:00:58. > :01:00.order to provide a more efficient service.
:01:00. > :01:04.In the South West, Exeter and Taunton are among the highest
:01:04. > :01:07.chargers for on street parking, at �1.60 for the first hour. At the
:01:07. > :01:16.other end of the scale, it costs 50p to park for an hour in Polzeath
:01:16. > :01:19.in Cornwall. More than �21 million is raised annually in the region
:01:19. > :01:21.from car parking charges, with much of the money reinvested back into
:01:21. > :01:23.the community for projects such as concessionary bus fares.
:01:23. > :01:26.Councillors in St Ives say their local knowledge would be vital in
:01:26. > :01:36.reducing traffic congestion, especially in the summer months.
:01:36. > :01:37.
:01:37. > :01:47.David George reports. Viewers saying they were wasting

:01:47. > :01:50.time coming up here. Porthminster beach was packed with
:01:50. > :01:53.families and youngsters having fun in the sun. But it wasn't much fun
:01:53. > :01:56.trying to get into St Ives by car earlier on. Locals say at this time
:01:56. > :02:03.of the year, carparks can be full by 10 o'clock, leaving traffic
:02:03. > :02:09.congestion in the narrow streets. It is very difficult to park on a
:02:09. > :02:18.daily basis. St Ives town council believes it
:02:18. > :02:25.can run its carparks better and make it cheaper for locals. We feel
:02:25. > :02:30.we are closer on the ground and no the problems associated with car
:02:30. > :02:35.parks and the charging structure. It makes better sense for us to set
:02:35. > :02:38.the charges. Ideas include higher charges in the
:02:38. > :02:42.summer and lower in the winter. St Ives has the rare advantage of its
:02:42. > :02:47.own railway line. But a park-and- ride scheme using the train costs
:02:47. > :02:51.more than parking in the town. The council says it would like to
:02:51. > :02:54.start its own cheaper bus-based version.
:02:54. > :03:01.Across the border in Devon, Totnes has a scheme where the first hour's
:03:01. > :03:11.parking is refunded by some shops. A similar scheme is just starting
:03:11. > :03:17.at Helston. The cost of the refund crumbs from the businesses
:03:17. > :03:21.themselves. It comes out of their pocket. The money is not reimbursed
:03:21. > :03:24.by the county council so we are in effect subsidising the county
:03:24. > :03:27.council. Back in St Ives, the carparks make a profit of about
:03:27. > :03:30.�1.3 million a year, with costs of �300,000. Cornwall Council says if
:03:30. > :03:40.it devolves control of the carparks, it will still want the �1.3 million
:03:40. > :03:40.
:03:40. > :03:46.income. We will be looking for a far better
:03:46. > :03:56.deal from Cornwall County Council. We'd do not want to do the hard
:03:56. > :04:01.
:04:01. > :04:04.work for nothing. The council says it is in the
:04:04. > :04:10.barely stage of negotiation with the number of town and parish
:04:10. > :04:17.councils about them running their own facilities.
:04:17. > :04:23.We have already had a number of e- mails on the subject. One says that
:04:23. > :04:31.St Ives is the most expensive place outside of London to park a coach
:04:32. > :04:35.for �12 for just one hour. And another it says that town car parks
:04:36. > :04:45.should be freed for the first 60 minutes as that is the only way to
:04:45. > :04:53.get people shopping again. Another it says that the parking
:04:53. > :04:57.charges in east Devon are crazy. �1 per hour in some places. And
:04:58. > :05:03.another it says that councils do not own the car parks, they manage
:05:03. > :05:08.them on their behalf. The charges were initially for their upkeep but
:05:08. > :05:12.now we are paying to swell the council coffers. And don't forget
:05:12. > :05:15.that you can contact us by e-mail with your opinions.
:05:15. > :05:18.The first wave of a summer crackdown on underage drinking in
:05:18. > :05:21.Newquay is being hailed a success. More than 500 containers of alcohol
:05:21. > :05:28.were seized by police in the town over the weekend, much of which is
:05:28. > :05:31.said to have been provided or paid for by parents. In a moment, we'll
:05:31. > :05:41.be speaking to the Inspector in charge of the operation. But first
:05:41. > :05:44.
:05:44. > :05:49.this report from Leigh Rundle, who spent Saturday night in Newquay.
:05:49. > :05:52.You said that they were wasting time taking pure alcohol awake...
:05:52. > :05:54.Hotel manager, Allen O'Dell, explains to a group of teenage boys
:05:54. > :06:03.why he called the police to confiscate their booze. They were
:06:03. > :06:11.unimpressed. We're not bad people. It is the same old story, a
:06:12. > :06:16.minority spoil it for the rest. will just teenagers and no one
:06:16. > :06:19.listens to our opinion. They descend in their thousands.
:06:19. > :06:28.Newquay is a mecca for triumpahnt teenagaers, fresh from their exams.
:06:28. > :06:36.But for some, the party ends in tragedy. They always think it will
:06:36. > :06:40.never happen to them. But we had one lad staying at you years ago
:06:40. > :06:43.that had one of those incidents, he was severely injured. And worse
:06:43. > :06:47.still, fatalities. 18-year-old Andrew Curwell fell to his death
:06:47. > :06:50.while on an organised drinking binge. He'd been celebrating
:06:50. > :06:56.finishing his A-levels. Just days later, 16-year-old Paddy Higgins
:06:56. > :06:59.died when he fell from cliffs above Tolcarne beach. With the deaths
:06:59. > :07:09.came a wave of negative publicity about Newquay and its drinking
:07:09. > :07:11.
:07:11. > :07:19.culture. Now it's a zero tolerance approach. The alcohol you see here
:07:19. > :07:24.has just been seized in one day so it has been successful. A lot of it
:07:24. > :07:34.has been provided by parents at home. And then there's the problem
:07:34. > :07:36.
:07:36. > :07:43.of fake ID. A lot of the Young ones will have a brand new licence.
:07:43. > :07:50.These licences were completely genuine, but many aren't. If you
:07:50. > :07:54.shine a UV light you can see a hologram. And if it is a fake it
:07:54. > :08:01.will be low quality. This weekend's operation is
:08:01. > :08:04.claiming early success, but there is a long summer ahead.
:08:04. > :08:07.Well earlier, I spoke to the police officer in charge of the weekend's
:08:07. > :08:15.crackdown in Newquay, Inspector Ian Drummond-Smith. I asked him how he
:08:15. > :08:20.felt it had gone. It was a very productive weekend,
:08:20. > :08:28.the first of Operation Exodus which is how we deal with the massive
:08:28. > :08:32.influx of under 18 year-olds coming into Newquay. We seized many
:08:32. > :08:37.because of alcohol from the under 18 age group will stop some people
:08:37. > :08:44.still seem unclear what the regulations are in Newquay. What
:08:44. > :08:49.exactly are you reinforcing? Well people who are under 18 cannot
:08:49. > :08:53.bring alcohol with them or drink alcohol if they are here. In fact
:08:53. > :08:57.nobody can drink a call on the streets of Newquay for stock and
:08:57. > :09:03.some of that it has been said is being supplied by the parents.
:09:03. > :09:08.do you make of that? That is disappointing. We have asked
:09:08. > :09:14.parents not to send their under 18 year-old down to Newquay with
:09:14. > :09:18.alcohol. We know the harm that it can cause. And did anyone purchases
:09:18. > :09:22.alcohol for someone aged under 18, they are committing an offence was
:09:23. > :09:28.stuck out you think the picture is looking in you keep more generally
:09:28. > :09:33.compared to previous years? their continuing increase in
:09:33. > :09:40.youngsters coming to the resort to party and drink a lot? Last year it
:09:40. > :09:44.was a little quieter possibly because of the economic conditions.
:09:44. > :09:49.Bookings this year it seemed to be up. So expect it will be a little
:09:49. > :09:53.busier than last year. The kind of problems we have, their problems
:09:53. > :09:58.that every town has across the UK but it becomes focused here with
:09:59. > :10:02.such a high volume of people coming down for just a few short weeks of
:10:03. > :10:05.the year. A man has appeared in court in
:10:05. > :10:08.Exeter charged with murder. The body of solicitor Sian Rees, who
:10:08. > :10:11.lived in Merton, was found at the scene of a road accident in West
:10:11. > :10:16.Devon on Friday. Her partner, John Doyle from Hatherleigh, was
:10:16. > :10:19.remanded in custody accused of killing her.
:10:19. > :10:22.Nearly 900 ten and eleven-year-olds in Cornwall are classed as obese.
:10:22. > :10:28.New figures show the county as only slightly lower than the average in
:10:28. > :10:30.England. Families across Cornwall are being encouraged to do their
:10:30. > :10:33.bit. As part of National Childhood Obesity Week, health experts are
:10:33. > :10:36.promoting five steps towards giving youngsters a healthy start in life.

:11:17. > :11:23.overhauled. The Dilnot Report wants the amount of money people have to
:11:23. > :11:26.spend on care in their old age to be capped at �35,000. Hamish
:11:26. > :11:32.Marshall has been to meet one woman from Devon whose mother has had to
:11:32. > :11:36.find �500 per week to fund her care. This was Betty Gibbs two years ago
:11:36. > :11:45.enjoying a dream holiday. But dementia means she can't be left on
:11:45. > :11:49.her own, so she has to stay in a home. She might just walk out of
:11:49. > :11:57.the house in the middle of the night thinking she's going to go
:11:57. > :12:01.home. We found her at several times trying to catch a bus. She has
:12:01. > :12:08.locked herself out and left to sell out overnight. Because Betty has
:12:08. > :12:10.more than �23,000 in savings, she has to pay for her care. The cost
:12:10. > :12:13.of her nursing home is �855 per week. There are payments totalling
:12:13. > :12:17.�181 from the state for her nursing care and an attendance allowance.
:12:17. > :12:27.But that still leaves the family to find �674 per week. Over a year
:12:27. > :12:31.
:12:31. > :12:36.that comes to a total of more than �35,000. Debbie is angry that under
:12:36. > :12:45.the current system people who saved appear to be punished. The report
:12:45. > :12:49.gives some comfort. But those in residential homes would have to pay
:12:49. > :12:51.up to �10,000 in living costs. Dilnot believes insurance could
:12:51. > :12:54.cover care bills, which would avoid pensioners having to sell their
:12:54. > :13:03.houses. But how will the government find the �2 billion needed to fund
:13:03. > :13:07.this? It comes with a pretty hefty price tag and this is a difficult
:13:07. > :13:11.financial environment to be making such big policy changes, but it is
:13:11. > :13:14.essential. The care system is broken and we absolutely have to
:13:14. > :13:17.fix its. Debbie Brailey hopes the government will act on today's
:13:17. > :13:27.report, and soon. In just over a year, there'll be no option but to
:13:27. > :13:35.
:13:36. > :13:38.sell her mum's home. Primary school children across
:13:38. > :13:40.Plymouth are being offered extra lessons during the first four weeks
:13:40. > :13:42.of what is traditionally, their school summer holidays. Lessons
:13:42. > :13:44.will be offered in core subjects to help pupils who are lagging behind,
:13:44. > :13:46.and raise educational standards. But what do children and parents
:13:46. > :13:49.think of the idea? Spotlight's Amy Cole has been to Mayflower
:13:49. > :13:52.Community School in Plymouth to find out.

:13:56. > :13:59.lessons won't immediately end when the school bell rings. Small

:14:06. > :14:15.weeks of the summer holidays. But in words of Pink Flyod, is it a
:14:15. > :14:22.case of "hey, teacher, leave them kids alone?" In the six weeks'

:14:28. > :14:31.come for extra lessons? Not really a bit if I really need it, I will.

:14:35. > :14:37.secondary schools. The school is located in one of the most deprived
:14:37. > :14:39.areas of the city, but also one that's being given a radical
:14:39. > :14:49.overhaul. Millions are being spent on rejuvenating North Propect, And
:14:49. > :14:50.
:14:50. > :14:54.it seems that as standards outside the school rise, so must the grades.
:14:54. > :15:01.Some children will be given the opportunity to shine in a smaller
:15:02. > :15:07.group. It is a more relaxed atmosphere in a summer school. And
:15:07. > :15:10.will will be able to keep the pace personal to the needs of a child.
:15:10. > :15:13.But it won't just be hard work - sport, art and music will also
:15:13. > :15:21.feature. Parents will have to pay for the extra tuition though and at
:15:21. > :15:26.the school gates there was mixed reaction. There is not a lot of
:15:26. > :15:32.employment around here. So if they need extra tuition I think it
:15:32. > :15:38.should be free. I think it is a brilliant idea. It also helps out
:15:38. > :15:40.parents during the summer holiday. And most of the children I spoke to
:15:41. > :15:46.seemed to agree it would them. But it's one thing saying you want
:15:46. > :15:49.extra lessons, another thing actually doing them.
:15:49. > :15:53.Time for the sport and it's been a busy day at Plymouth Argyle and
