:00:20. > :00:25.Less than 24 hours to go until Plymouth welcomes the world. There
:00:25. > :00:29.is spray flying and boats were crashing sometimes. There's just
:00:29. > :00:33.all kinds of action at all the time, it never stops. Good evening. This
:00:33. > :00:36.is BBC Spotlight. It is misty and damp here but organisers say
:00:36. > :00:46.conditions for the opening of the America's Cup World Series tomorrow
:00:46. > :00:49.
:00:49. > :00:52.promise some thrilling action. And Tonight what it's like to race on
:00:52. > :01:02.the water, the best places to see this free global event and as a
:01:02. > :01:05.city prepares we'll assess the true value to the local economy.
:01:05. > :01:12.It is a fantastic thing for Plymouth, it is putting Plymouth on
:01:12. > :01:16.the map. There is no such thing as bad publicity but it is quite easy
:01:16. > :01:19.to be over optimistic as to the long-term benefits.
:01:19. > :01:28.Also in the South West tonight - a damning report into a Cornish
:01:28. > :01:34.nursing home. Some people did not have the food for medication they
:01:34. > :01:37.needed. Changes will now be made and the home has apologised.
:01:37. > :01:43.I'm live on Plymouth Hoe - one of the great vantage points for the
:01:43. > :01:46.America's Cup World Series. It's expected to become a giant
:01:46. > :01:53.amphitheatre filled with thousands of people over the weekend - a
:01:53. > :01:56.stadium looking down on all the action in the Sound. As well as the
:01:56. > :02:04.crowds coming in, the pictures are going to be going out to a global
:02:04. > :02:07.audience. Depending on the weather it could be just the boost Plymouth
:02:07. > :02:10.needs. With the economy in the doldrums, the loss of the airport
:02:10. > :02:20.and the football club struggling to survive, it is a big opportunity
:02:20. > :02:25.
:02:26. > :02:31.for a our biggest city. But how valuable is it?
:02:31. > :02:36.This is an unrepeatable opportunity. Nine days, during which pictures
:02:36. > :02:39.will be beamed around the world. How come -- how much can I come
:02:39. > :02:43.away with and what does it cost to get all this? The council says it
:02:43. > :02:51.cannot reveal how much, if anything, it paid to secure the Cup in the
:02:51. > :02:56.first place. We do know that spend up to 200,000 on stages. Some
:02:56. > :03:00.benefits are already obvious. Our survey has shown a number of hotels
:03:00. > :03:06.have been putting their prices up for the coming week. This hotelier
:03:06. > :03:11.says he has neither raised prices or squeezed out previous bookings,
:03:11. > :03:18.though some hotels have. I know of a few that have passed at the
:03:18. > :03:22.King's that were already had, to accommodate teams. Cancel bookings?
:03:22. > :03:27.I believe so. Have I financially put out to get the America's Cup
:03:27. > :03:32.here? I'm not sure, I'm not sure where the findings have come from.
:03:32. > :03:36.There will be hidden costs, I'm sure. It's a fantastic thing for
:03:36. > :03:40.Plymouth. It is putting a limit on the map. A huge sporting event
:03:40. > :03:44.which is great for us because it will bring more people here other's
:03:44. > :03:48.hands of the year as well. It is a good thing for the city but the
:03:48. > :03:52.question is, how big is the benefit? They will be more people
:03:52. > :03:54.staying in hotels, there will be considered spending but a lot of it
:03:54. > :04:01.will be the distribution of spending that would have occurred
:04:01. > :04:05.in Plymouth over in Devon and Cornwall. This was a 25 hotels this
:04:05. > :04:10.week, most say trade was up though few were actually fully booked by
:04:10. > :04:14.yesterday. Not that it is all about hotels. This really is a global
:04:14. > :04:20.event which will be excellent news for the city of Plymouth and for
:04:20. > :04:24.the businesses, not just the hospitality business. It is about
:04:24. > :04:30.the real estate, the man factoring side, showing Plymouth of to its
:04:30. > :04:34.best advantage. It is putting Plymouth into a select bracket of
:04:34. > :04:42.world-class maritime cities like Venice and San Francisco,
:04:42. > :04:50.comparisons don't get any more impressive than that.
:04:50. > :04:58.I'm joined now by Dave Young from the local organising committee. Put
:04:58. > :05:02.this in context for us, high profile is this? This is a major,
:05:02. > :05:05.major event, probably one of the biggest trophy events in yacht
:05:05. > :05:12.racing. It is the oldest trophy in the world and the ambitions of this
:05:12. > :05:15.team better here are to make it the equivalent of Formula One. It is
:05:15. > :05:20.costing money as well, are you confident that the South West can
:05:20. > :05:27.make that money back and more? times over, no doubt about that. We
:05:27. > :05:31.have already seen a return on investment that has been made. The
:05:31. > :05:35.direct investment of 1000 people in the City from the teams and the
:05:35. > :05:39.people putting this on, and the global recognition will be immense.
:05:39. > :05:44.This is not just money there could be spent elsewhere? Categorically
:05:44. > :05:48.not, this is brand new expenditure coming into our city and giving as
:05:48. > :05:52.a profile on the world stage, the like of which we cannot have wished
:05:52. > :05:56.for. Does it all hinged on the weather, does that make it a
:05:56. > :06:02.success? The weather is obviously a factor in terms of how many people
:06:02. > :06:07.will turn out. The winds have been very strong today but the bottom
:06:07. > :06:14.line is, these racers have to go out in all conditions. We just want
:06:14. > :06:17.everyone to come out, whatever the weather, to support this event.
:06:17. > :06:20.If you thought sailing was about white triangles on a blue
:06:20. > :06:24.background our reporter finds out this is not Swallows and Amazons
:06:24. > :06:27.but quite an extreme sport. That's later in the programme plus much
:06:27. > :06:30.more on the weather forecast, the build-up behind the scenes and
:06:30. > :06:33.where you can see all the action. But now the rest of the day's news
:06:33. > :06:36.with Natalie. Care inspectors have forced a
:06:36. > :06:39.Cornish nursing home to make immediate changes, after they found
:06:39. > :06:43.bedbound residents were left all day without being given a drink or
:06:43. > :06:48.turned in their beds. The Care Quality Commission found countless
:06:48. > :06:58.failings at St Theresa's Care Centre in Callington. The home has
:06:58. > :07:00.
:07:00. > :07:04.now apologised. The sea with two little ones, this
:07:04. > :07:08.lady visits her mum in the care home every day. She is disabled
:07:08. > :07:13.following a stroke. Before moving to her current home, she spent
:07:13. > :07:19.three years in St Teresa's where her daughter regularly had cause to
:07:19. > :07:23.complain. She never had a bat in over three years, she was very
:07:23. > :07:28.rarely given a proper Betwatch, which I used to do. If I went in
:07:28. > :07:32.the morning, I would be lucky if she had been attended or put in her
:07:32. > :07:38.wheelchair. Very often, she was left in bed until lunchtime. Last
:07:38. > :07:44.month, inspectors found many complaints at the way patients were

:07:54. > :08:04.
:08:04. > :08:08.Several staff have told us that they have reported concerns to the

:08:12. > :08:17.This lady has set up a charity to explore for Standards in Cornwall
:08:17. > :08:21.and says the report vindicates her campaign. I am not surprised by a
:08:21. > :08:24.lot of the issues that have been brought up by this inspection as I
:08:24. > :08:30.have had reports from all over Cornwall but this is happening in
:08:30. > :08:34.quite a few care homes. A lot of it, there is very shocking and I am
:08:34. > :08:40.relieved that at last, the Care Quality Commission have exposed the
:08:40. > :08:50.feelings. The Care Quality Commission found countless failings
:08:50. > :08:50.
:08:50. > :08:54.and 10 major concerns. In a statement today, the owners of the
:08:54. > :08:58.home say that this is the first adverse report the home has had in
:08:58. > :09:03.25 years. They say they are deeply shocked and have apologised for
:09:03. > :09:07.their feelings and say a far reaching and robust action playing
:09:07. > :09:10.has been put in place. But I was told earlier that the Home still
:09:10. > :09:16.has much to do to provide the standard of care the residents
:09:16. > :09:20.deserve. When our inspectors visited and found a degree of
:09:20. > :09:27.problems so for example people not being able to call for help,
:09:27. > :09:31.problems with care plans that were not detailed enough, the premises
:09:31. > :09:35.and the building not being sufficient, not being enough staff
:09:35. > :09:40.to look after them properly. That is very serious indeed. As a result
:09:40. > :09:44.of that, reworked both with the provider but with the local
:09:44. > :09:49.authority and safeguarding unit to make sure that people were not at

:17:10. > :17:13.it is all totally free. I am joined now by a member of the

:18:19. > :18:24.about transforming the image of the sport, perhaps for a younger

:18:29. > :18:32.that is where you can watch events live. This is to gain the oldest
:18:32. > :18:36.trophy in international sport and giving it a brand new look at the

:18:41. > :18:44.what is it like to bring this event home? I have got to control the

:18:48. > :18:53.all of our 16 World Series events around the world and the Cup itself
:18:53. > :18:57.but this means a lot. I asked our crew last night, I said, this is

:19:15. > :19:19.sailing programmes. Welcome to Millbay, the aquatic

:19:33. > :19:37.
:19:37. > :19:42.We have seen the promotional videos and waited and waited. Now, finally,
:19:42. > :19:49.the America's Cup is almost here. I volunteered to have a go, not

:19:54. > :19:59.I really cannot get over his how you go from a standstill to going
:19:59. > :20:03.at this speed. You're having trouble keeping up with us and the
:20:03. > :20:10.way this thing is tilting, it is absolutely unbelievable! I am
:20:10. > :20:14.clinging on for dear life here! The organisers of this world series are
:20:14. > :20:19.aiming for glamour. They have switched to catamarans with cameras
:20:19. > :20:25.and microphones on board to make you feel that you are there. Team
:20:25. > :20:31.career kindly invited me on their boat. Their skipper is from Dorset.
:20:31. > :20:35.In my opinion, it's like racing caravans for years but now we are
:20:35. > :20:40.ripping across the water at 35 miles an hour. It is a lot of fun
:20:40. > :20:43.and is very physical. Being out on one of these things can be alarming.
:20:43. > :20:49.The races have been negotiated around the Navy and ferry company
:20:49. > :20:54.but that doesn't stop you getting pretty close. I almost dared not
:20:54. > :21:01.look now! You cannot deny it is a spectacle. There is spray flying
:21:01. > :21:07.and boats are crashing sometimes. There's just all kinds of action
:21:07. > :21:10.all the time, it never stops. off again, hold on tight! The
:21:10. > :21:15.catamaran is fast as you feel as if you are floating above the water.
:21:15. > :21:25.The boats hum loudly as they glide. Organisers hope that if you are

:21:29. > :21:34.It looks really exciting. I am joined now by the principal race

:22:19. > :22:24.America's Cup which happens in 2013. How does this fit in with the
:22:24. > :22:28.America's Cup? Add these races contributing to who never will win?
:22:28. > :22:33.The races here are not. What they are doing is providing an
:22:33. > :22:39.opportunity for the team's to train and to start their design plans for
:22:39. > :22:44.what will ultimately be the A C Sunday to see which will they be
:22:44. > :22:49.ceiling in savage Cisco in 2013. The design of those bolts, a lot of
:22:49. > :22:54.the technology and a lot of the testing will come out of this
:22:54. > :23:01.serious and so, it is really an opportunity to get everybody going
:23:01. > :23:03.and working towards their designs. The 40 Five's were a one-design
:23:03. > :23:10.boat and are fairly strictly controlled as to what you can do
:23:10. > :23:13.with them. 72 will be a box rule, they have to fit in a certain
:23:13. > :23:18.parameters that there is lots of design opportunities and we will
:23:18. > :23:23.see those develop out of these boats. Lots of people coming down
:23:24. > :23:28.to watch this, where do the race's start and what is the best place to
:23:28. > :23:34.see them? Today we were out on the water, trying to get the courses
:23:34. > :23:39.sorted out. We're trying to get the race as close to the shore as we
:23:39. > :23:49.can. That is our goal. We have built a course to do that and
:23:49. > :23:53.
:23:53. > :23:56.worked on that today. Tomorrow is The weather has been awful today. A
:23:56. > :24:01.thing for those in Plymouth who are thinking about coming down, don't
:24:02. > :24:06.be put off with the weather because conditions will improve. It's going
:24:06. > :24:10.to be windy, we know that, there will be lively winds right through
:24:10. > :24:13.both Saturday and Sunday. Also some showers, in fact more persistent
:24:13. > :24:17.rain but once the rain comes through tomorrow morning, it clears
:24:17. > :24:22.out all of this low cloud and mist so if you're coming for the 2pm
:24:22. > :24:26.start, conditions will hopefully improve by then. There's the
:24:26. > :24:31.Atlantic satellite picture, you can see the cloud that has out to the
:24:31. > :24:34.west of Ireland, that is that no pressure, the driving force for the
:24:34. > :24:41.win that will happen this weekend. Here is the chart for this evening.
:24:42. > :24:45.By lunchtime the savings, it will clear all of this list and low
:24:45. > :24:51.cloud and hopefully improve the visibility and give a good few of
:24:51. > :24:57.the yachts racing. By lunchtime on Sunday, we have no pressure is
:24:57. > :25:02.still close by. Some heavy rain with the risk of under. It could
:25:02. > :25:07.give us some widely gusts of wind. The day we are watching is Monday.
:25:07. > :25:11.The remnants of an old tropical storm arriving to the north of
:25:11. > :25:16.Scotland which will increase the strength of wind and Monday could
:25:16. > :25:21.be a very windy day. We're a long way away from the centre of the
:25:21. > :25:25.will for the strength of that went on Monday. Somewhere buried beneath
:25:25. > :25:28.all that cloud is the United Kingdom. The drizzle continued for
:25:28. > :25:32.this evening so the savings forecast is one of a damp evening,
:25:32. > :25:37.the damp night, and usually mild air across us as well that
:25:37. > :25:41.overnight temperatures probably dipping no lower than 16 degrees.
:25:41. > :25:45.Very wet, very mild and very murky and misty, particularly here along
:25:45. > :25:49.the south coast as well. Tomorrow morning, we have that rain coming
:25:49. > :25:53.in, that is the cold weather front. That will introduce fresher
:25:53. > :25:58.conditions so after a wet morning, as it clears through, it should
:25:58. > :26:01.brighten up and we will see some sunshine. Brisk, south westerly
:26:01. > :26:08.winds so really good sailing conditions and a top temperature
:26:08. > :26:18.tomorrow at 17 degrees. For the as a silly, we can expect some showery
