:00:35. > :00:39.Cornwall. There's been an angry reaction to the decision.
:00:39. > :00:43.People will not use the service. They will either go straight to the
:00:43. > :00:49.emergency service department or they will ring the ambulance
:00:49. > :00:52.service. And the saviour of Plymouth Argyle? James Brent is the
:00:52. > :00:54.new owner, but what does that mean for the club's future?
:00:54. > :00:58.A child protection officer for the Roman Catholic Church is behind
:00:58. > :01:00.bars tonight after being jailed for a year for using his work laptop to
:01:00. > :01:03.download indecent images of children. Christopher Jarvis's job
:01:03. > :01:06.was to advise the Church in Plymouth on how to protect children
:01:06. > :01:09.from abuse, but he had more than 4,000 pornographic images of
:01:09. > :01:13.children. The judge told Jarvis that children who had confided in
:01:13. > :01:15.him might feel sullied and let down when they found out the person they
:01:16. > :01:23.were confiding in was downloading images in this way. Spotlight's
:01:23. > :01:28.John Ayres was at Plymouth Crown Court. Christopher Jarvis didn't
:01:28. > :01:32.want to show his face as he arrived in court and this is why. Back in
:01:32. > :01:37.2002, he was taken on by the Plymouth diocese in a role to
:01:37. > :01:42.safeguard children, investigating historic claims of child abuse.
:01:42. > :01:50.Unbeknown to the church, he was using his laptop to download child
:01:50. > :01:54.pornography. What we must remember is these images are of child abuse
:01:54. > :02:02.in action. At the time of the offending, he held a responsible
:02:02. > :02:06.position within the agency. He was caught after uploading images on to
:02:06. > :02:10.a social network inside. The Church has welcomed the sentence. It
:02:10. > :02:13.insists is committed to providing a safe environment for everyone.
:02:13. > :02:17.Having looked at this case very carefully at the details of the
:02:17. > :02:24.appointment, everything was done that could have been done. I regret
:02:24. > :02:28.to say I think this is again an isolated incident of an individual
:02:28. > :02:31.who has been able to access the sort of organisation. The pictures
:02:31. > :02:37.were downloaded privately by Christopher Jarvis and were not
:02:37. > :02:41.linked in any way to his work. The judge told Christopher Jarvis, you
:02:41. > :02:44.were a responsible officer in the church. Children confiding you and
:02:44. > :02:48.will feel let down when they find out that the person they were
:02:48. > :02:52.confiding in was downloading images in this way. He went on to centres
:02:52. > :02:57.Christopher Jarvis to 36 weeks for making and possessing the images
:02:57. > :03:00.and another 16 weeks for distributing them. There's anger
:03:00. > :03:04.tonight after a company which provides out of hours GP services
:03:04. > :03:07.in Cornwall and the Isles of Scilly had its contract renewed. Serco has
:03:07. > :03:12.won a �32 million deal to provide the care for the next five years,
:03:12. > :03:16.despite a series of failings. The decision by the Primary Care Trust
:03:16. > :03:25.has been criticised by the St Ives MP Andrew George. But as Emma
:03:25. > :03:29.Ruminski, reports the company claims patient satisfaction is good.
:03:29. > :03:39.Serco has been in the headlines a number of times while providing
:03:39. > :03:43.
:03:44. > :03:48.call's out-of-hours GP service. -- Cornwall.
:03:48. > :03:54.The inquest was told that the boy had been unwell with stomach pains
:03:54. > :03:57.and vomiting for several days before he died.
:03:58. > :04:03.When Richard Blake from North Cornwall became very ill one night,
:04:03. > :04:09.and out-of-hours doctor refused to visit. Later, Serco apologised and
:04:09. > :04:14.said the medic would be retrained. Given some past issues, a Unison
:04:14. > :04:18.say they want to know why five bat secured another five-year contract.
:04:18. > :04:22.We think people will simply not use the service. They will either go
:04:22. > :04:26.straight to the emergency department or they will ring the
:04:26. > :04:32.ambulance service. The NHS will pick up the bill because people do
:04:32. > :04:35.not trust the Serco service. The MP Andrew George says concerns about
:04:35. > :04:40.waiting times at the lack of doctors in some areas are still
:04:40. > :04:45.being raised. He would like closer monitoring and all public
:04:45. > :04:48.involvement. I am surprised that the public have not been more
:04:48. > :04:53.consulted about this substantial service, the interface with the
:04:53. > :04:57.public. Second of all, a five-year contract after this rather
:04:57. > :05:00.chequered history of Serco was surprising. Many in the health
:05:00. > :05:05.committee felt that a three-year contract might have been more
:05:05. > :05:15.appropriate. Serco on sales -- answers almost 150,000 calls every
:05:15. > :05:16.
:05:16. > :05:21.year. They say their service was ranked in the top 25 % in annual
:05:21. > :05:26.surveys carried out on behalf of the Department of Health. I've
:05:26. > :05:29.never come across a service that could not be improved. Every day
:05:29. > :05:34.that we provide services, we learn more about the needs of patients
:05:34. > :05:38.and we will make sure we work better to meet those needs. I would
:05:38. > :05:41.reassure the people of Cornwall and Isles of Scilly that they have a
:05:41. > :05:46.first-class service and that has been demonstrated by independent
:05:46. > :05:50.assessment. Serco will continue to provide the service for the next
:05:51. > :05:54.five years. Earlier I put the points raised in
:05:54. > :05:57.that report to Dr Robert White of the Primary Care Trust. I began by
:05:57. > :06:04.asking him why the trust had awarded the contract to Serco
:06:04. > :06:11.bearing in mind its record. I think initially five years ago when they
:06:11. > :06:16.started out and took over the new contract, there were a few problems.
:06:16. > :06:20.They fix the problems and were very open about how this was done and
:06:20. > :06:27.they but I'm not a time and effort into fixing the problems. -- they
:06:27. > :06:34.put in a lot of time and effort. Some would say it does not feel
:06:34. > :06:40.like Serco and earning the lessons from past mistakes. That is an
:06:40. > :06:47.unfortunate case recently but it is not really part of my remit to
:06:47. > :06:51.comment on the Serco input to that. Let's concentrate on that. Andrew
:06:51. > :06:56.George has criticised the procurement process. Why were you
:06:56. > :07:00.telling the potential bidders, this is what we want to spend? Why
:07:01. > :07:10.didn't you tell them what you needed them to provide? I think
:07:10. > :07:15.Howley services provided has to be left down-to- the bidders
:07:15. > :07:19.themselves. We can give guidance of what we expect. We can give
:07:19. > :07:24.guidance along the national standards and we have actually
:07:24. > :07:30.improved the national standards and added into what we expect. We are
:07:30. > :07:37.talking about people's lives. Shouldn't you be in the driving
:07:37. > :07:41.seat, shouldn't you be specifying what you need them to provide?
:07:41. > :07:49.think we are doing that by the way we are monitoring the conduct. We
:07:49. > :07:59.have improved on the national standards, we have introduced new
:07:59. > :08:00.
:08:00. > :08:03.performance indicators. Wife five years? They are being held
:08:03. > :08:09.accountable by a key performance indicators. If they break any of
:08:09. > :08:13.the key performance indicators, the contract will be terminated.
:08:13. > :08:16.Plymouth Argyle Football Club has been saved. The sale of the club to
:08:16. > :08:18.businessman James Brent was concluded this morning after he
:08:19. > :08:21.reached an agreement with the administrators over their fees. As
:08:21. > :08:29.Hamish Marshall reports, the club is bottom of the Football League
:08:29. > :08:33.and has been in administration since March.
:08:33. > :08:38.It seemed the never-ending saga but around 11 o'clock this morning, the
:08:38. > :08:44.news that thousands had been waiting for. This is James Grant,
:08:44. > :08:48.the man who will go down as Plymouth Argyle's saviour. He has
:08:48. > :08:52.bought the club out of administration.
:08:52. > :09:02.It came down to a battle of Britain than ship. He was older over �1
:09:02. > :09:06.million. He agreed to discount that by 50 %.
:09:06. > :09:09.We have been the shame of English football for eight months. We
:09:09. > :09:14.needed a man full of integrity and with a business brain and James has
:09:14. > :09:19.both of those. All of the fans will take to him. The crisis started
:09:19. > :09:29.almost exactly one year ago with a winding apposition -- petition from

:09:33. > :09:39.administration. After months of failed talks, James Brent finally

:10:07. > :10:09.off the pitch, attention turns to on-field matters. They are bottom

:10:14. > :10:18.relegation. It's been a long and difficult road to get to this day
