:00:49. > :00:52.A report out today reveals the dramatic moment a wheel fell off a

:00:52. > :00:56.passenger plane, seconds after it had taken off. The aircraft, owned

:00:56. > :00:59.by Flybe, was forced to make an emergency landing at Exeter airport.

:00:59. > :01:02.The incident happened in March but the details have only just been

:01:02. > :01:05.published by the Air Accidents Investigation Branch. All 39

:01:05. > :01:09.passengers were asked to adopt the brace position as the plane

:01:09. > :01:18.returned to Exeter. Our correspondent Simon Hall is live at

:01:18. > :01:24.Flybe's headquarters at Exeter Airport tonight.

:01:24. > :01:27.This is a story of cool, calm and courage on the part of the pilots

:01:27. > :01:33.and cabin crew, as they worked together to contain a situation

:01:33. > :01:38.which could have been very much worse for them, not to mention 39

:01:38. > :01:41.passengers who safety gear were entrusted with. It was within

:01:41. > :01:48.seconds of take-off that a wheel on the right side of the plane fell

:01:48. > :01:54.off. It was photographed by a passenger, as was the aftermath.

:01:54. > :01:58.The pilot broadcast a May Day. Passengers were told to brace. They

:01:58. > :02:03.carried out an emergency landing successfully and no one was hurt.

:02:03. > :02:08.Game was one of the most scary part of it. It is the moment of truth,

:02:08. > :02:11.you think, are we going to land safely? There was a member of the

:02:11. > :02:15.cabin crew at the front, and at the back of the plane. They were

:02:15. > :02:19.shouting over and over, get your heads down, keep your heads down,

:02:19. > :02:26.to make sure everybody stayed in the kiss position. I understand why

:02:26. > :02:36.that needed to happen but it seemed intent. Their report into what

:02:36. > :02:56.

:02:56. > :03:01.happened by the Air Accidents The plane was similar to this. It

:03:01. > :03:08.was on a flight from Exeter to Newcastle in March. 39 passengers

:03:08. > :03:13.were on board. No one from Flybe has been available for interview. A

:03:13. > :03:16.statement said incidents such as this were extremely rare. Flybe had

:03:16. > :03:22.put in place safety measures to ensure there was no repeat and the

:03:22. > :03:26.statement added that the City of passengers and crew was Flybe's

:03:26. > :03:29.number one Verity. -- safety. The South West's biggest hospital

:03:29. > :03:31.is consulting on controversial plans to make disabled drivers pay

:03:31. > :03:35.to park. At the moment, only Musgrove Park Hospital in Taunton

:03:35. > :03:39.charges blue badge holders. The proposals at Derriford Hospital in

:03:39. > :03:43.Plymouth are part of a big shake up, which could also see a cut in the

:03:43. > :03:50.current free parking period for all drivers from 45 minutes to just 15

:03:50. > :03:55.minutes. Spotlight's Johnny Rutherford reports.

:03:55. > :04:00.Over the last five years, Darren has struggled to use the parking at

:04:00. > :04:03.Derriford Hospital. He lost his lower leg in a motorbike accident

:04:03. > :04:07.and said he will need treatment for the rest of his life. If the

:04:07. > :04:12.proposed parking changes go ahead, he may end up paying for the

:04:12. > :04:17.disabled parking. Charging for parking, especially if somebody is

:04:17. > :04:23.disabled, they often have more visits to the hospital. It would

:04:23. > :04:27.mean more parking charges for the light of myself. I do have to go to

:04:27. > :04:35.that hospital each week and it would add up to quite a bit out of

:04:35. > :04:42.my own pocket. Sylvia and her husband are willing to pay if it

:04:42. > :04:46.means closer parking. It would be closer -- better and I don't mind

:04:46. > :04:51.paying if we can get a space. If you come down here at about 11

:04:51. > :04:55.o'clock, you will not find a space for love nor money. At the moment

:04:55. > :05:01.we are working on proposals to try and establish how best we can see

:05:01. > :05:06.the needs of disabled users and also, of what the cost is. We may

:05:06. > :05:16.have to charge disabled users. It is a consultation process so

:05:16. > :05:18.

:05:18. > :05:28.people's faults being fed back would be great. Among proposed new

:05:28. > :05:38.

:05:38. > :05:42.things are... To help pay for the changes, the hospital says it will

:05:42. > :05:48.reduce its free 45 minute drop off time to 15 minutes and apparently,

:05:48. > :05:54.that will pay �130,000 a year towards the costs. Derriford

:05:54. > :06:01.Hospital says the 15 minute drop- off time matters most other area

:06:01. > :06:05.macro hospitals and the changes will not happen until next table. -

:06:05. > :06:08.- next April. Well throughout the day you've been

:06:08. > :06:10.letting us know what you think of the changes to parking being

:06:10. > :06:14.considered at Derriford. Clair in Pensilva in Cornwall says: I am

:06:14. > :06:16.registered disabled as a result of MS. I have noticed that it has

:06:16. > :06:20.become normal practice to expect disabled people to pay for parking.

:06:20. > :06:22.I feel a society should be judged on how it treats its most

:06:22. > :06:25.vulnerable members. Our society treats us as second class citizens.

:06:25. > :06:29.Penn in Brixham says: As a wheelchair driver, I am not able to

:06:29. > :06:32.use a parking meter by myself. If I am forced to pay to park even

:06:32. > :06:34.though I've got a blue badge then this strips away my independence to

:06:34. > :06:37.drive. This email is from Caroline who

:06:37. > :06:40.says: Parking at hospitals should be free. Let's face it, going to

:06:40. > :06:42.hospital is not always a joyful event and people going there

:06:42. > :06:44.generally feel stressed enough without having to worry about

:06:44. > :06:47.parking charges. But Tina says: I don't see why

:06:47. > :06:50.people with a disability should not pay for parking. They get a

:07:13. > :07:19.Three of the four unions at Devonport Dockyard have accepted a

:07:19. > :07:22.new pay offer. The GMB, UCATT and UNITE have agreed a deal that will

:07:22. > :07:27.give workers �1,000 this year and �900 next year from Babcock Marine

:07:27. > :07:33.to mitigate a two year pay freeze. The Prospect union has yet to give

:07:33. > :07:35.its verdict. There are fears that heavy rain

:07:57. > :08:01.Van. Two hotels, where journalists and humanitarian workers were

:08:01. > :08:08.staying, collapsed. The team from Cornwall are unhurt. Spotlight's

:08:08. > :08:12.David George has been speaking to them.

:08:12. > :08:18.Once again, rescue workers dig through rubble and masonry, trying

:08:18. > :08:23.to find people trapped inside. This is the second earthquake in just

:08:23. > :08:28.over two weeks. The three-man team from ShelterBox and a colleague

:08:28. > :08:37.from Canada are all well. I spoke to a team member who is a

:08:37. > :08:40.firefighter. Everyone is fine. We experienced the earthquake

:08:40. > :08:45.yesterday. They just seemed like someone had grabbed the building

:08:45. > :08:51.and were shaking the life out of it. The floors were moving underneath,

:08:51. > :08:57.the walls were moving, there was stuff dropping off the walls, lots

:08:57. > :09:03.of panic. The team are now deploying tens for use by Turkish

:09:03. > :09:08.rescue workers. Back at the Cornish charity's headquarters, it has been

:09:08. > :09:12.a worrying time. There is always the worry about the safety of the

:09:12. > :09:17.team, which is paramount. They go through a comprehensive training.

:09:17. > :09:20.We teach them to look out for the signs and choose their

:09:20. > :09:24.accommodation carefully and to understand the escape route and

:09:24. > :09:30.immediate actions. It is always a worry and we got in touch

:09:30. > :09:36.straightaway. In Turkey, the second earthquake means there is a greater

:09:36. > :09:41.demand for shelter against the cold weather. The tent which ShelterBox

:09:41. > :09:45.are sending have been specially adapted with this thermal layer to

:09:45. > :09:50.try and help deal with the cold conditions. They have got 2000 on

:09:50. > :09:53.the way with another 3,000 committed to the area.

:09:53. > :09:56.One of the biggest military parades for years will take place in

:09:56. > :09:58.Plymouth tomorrow. The event will combine the homecoming of 3

:09:58. > :10:04.Commando Brigade from service in Afghanistan and commemorations for

:10:04. > :10:08.Armistice Day. Sections of the city centre will be closed for much of

:10:08. > :10:13.the morning. Hamish Marshall is here now to look ahead. How they'd

:10:13. > :10:17.won the event be? There will be 1,000 military personnel marching

:10:17. > :10:21.through the streets of Plymouth tomorrow. A big event, perhaps the

:10:21. > :10:24.biggest march through Plymouth since the Second World War. They

:10:24. > :10:30.have just come back as part of 3 Commando Brigade from a tour of

:10:30. > :10:37.duty in Afghanistan. They are made up of marines and armoured

:10:37. > :10:41.personnel. Over the last few weeks, we have seen emotional scenes when

:10:41. > :10:45.people have been returning home, reunited with friends and family.

:10:45. > :10:49.Tomorrow it will be the turn of the general public to turn out. Some

:10:49. > :10:59.are saying 10,000 people could be in Plymouth tomorrow. Where will

:10:59. > :11:07.this take place? Two places. 30 Commando will be getting their

:11:07. > :11:13.Afghanistan campaign medals from -- and from 1030 the other groups will

:11:13. > :11:23.be forming for the Armistice Day service. As well as remembering the

:11:23. > :11:24.

:11:24. > :11:29.fallen, there were seven members of 4-2 Commando who lost their lives.

:11:29. > :11:39.At around 11:10pm, the groups will march towards the city centre.

:11:39. > :11:41.

:11:41. > :11:45.Where is the best place to get a view? The parade will work its way

:11:45. > :11:48.through the city centre. This is the parade from 2009. That looks

:11:48. > :11:53.big enough but the one tomorrow will be much bigger. There will be

:12:28. > :12:35.lives and the inquests into their deaths were opened by the West

:12:35. > :12:39.Somerset coroner. Opening the inquest today, the coroner

:12:39. > :12:44.expressed his sympathy to the family's saying, each one of these

:12:44. > :12:49.deaths is a tragedy. People bound on a normal evening's journey

:12:49. > :12:52.suddenly thrust into the middle of an horrific incident. I hope it is

:12:52. > :12:59.comfort to them that their sorrow is shared by so many who live in

:12:59. > :13:03.this county. One by one, the victims were named. Their ages were

:13:03. > :13:10.given and details of how they were identified and for some, the causes

:13:10. > :13:13.of death were read out. Terry price was 55. He was a lorry driver, but

:13:13. > :13:21.he was a passenger in one of the trucks driven by a colleague who

:13:21. > :13:25.survived. PY Thomas worked for the same firm

:13:25. > :13:31.and was driving another lorry. In both cases it is not yet known how

:13:31. > :13:35.they died. Michael Barton was in the back seat

:13:35. > :13:41.of a Ford Fiesta. The family were heading to Windsor. He died from

:13:41. > :13:47.chest injuries. Next to him was his daughter, Maggie, she sustained

:13:47. > :13:55.fatal neck, chest and abdominal injuries. She was 30. Her sister,

:13:55. > :13:58.Emma, remains in a coma. Malcolm Beecham had been with his

:13:58. > :14:03.wife and daughter in Taunton and they were heading back home in

:14:03. > :14:10.different cars when he was caught up in the crash. A head injury

:14:10. > :14:15.claimed his life. Tony Adams and his wife were driving to Newport.

:14:15. > :14:19.Both in their seventies, their cause of death is not yet known.

:14:19. > :14:23.Outside the inquest, the size and scale of the police investigation

:14:23. > :14:28.became apparent as the head of the major crime unit made this

:14:28. > :14:34.statement. Says this event occurred we have been working non-stop to

:14:34. > :14:38.establish what happened and those investigations are still ongoing. I

:14:38. > :14:48.am leading a team of 30 officers and staff, putting together a vast

:14:48. > :14:49.

:14:49. > :14:53.range of skills and neck Ritter's - - skills and expertise. We have

:14:53. > :14:58.received a huge number of calls and messages from members of the public

:15:24. > :15:28.Plympton Hospital is to close as part of an overhaul of mental

:15:28. > :15:31.health services for people over 65. The two wards will move to Mount

:15:31. > :15:34.Gould and three beds will be lost. Plymouth Community Healthcare say

:15:34. > :15:39.community services will be improved to prevent crises, reduce hospital

:15:39. > :15:42.admissions and support people in their own homes.

:15:42. > :15:46.South West councils were cheated out of more than �15 million last

:15:46. > :15:50.year. The Audit Commission says the money was obtained through

:15:50. > :15:56.fraudulent payments for housing benefit and council tax discounts.

:19:47. > :19:56.was described as one of the British breaststroke's fastest swimmers.

:20:03. > :20:12.carried on swimming until his 90s. He always swam. I remember right up

:22:22. > :22:27.That was quite an interesting experience. It was his six problem

:22:27. > :22:32.since he was nominated for the Mercury Music Prize. He is taking

:22:32. > :22:42.the album on tour next month. How do you transfer the rock workshops
