:00:32. > :00:40.we'll be hearing from South West Water, campaigners and we'll be

:00:40. > :00:47.live in Westminster for reaction to the news. There should also be

:00:47. > :00:50.confirmation of funding for the Kingskerswell Bypass. Business

:00:50. > :00:54.leaders say it will bring an end to traffic chaos and create thousands

:00:54. > :00:56.of jobs. And living the high life - the Devon man who lost both his

:00:56. > :00:59.legs seeking new adventures. struck me that stepping off a

:00:59. > :01:06.mountain with a paraglider, having climbed up, would be the easy way

:01:06. > :01:08.down. A 20 year campaign to have the region's water bills cut has

:01:08. > :01:11.finally succeeded. Spotlight has been told the government will

:01:11. > :01:14.tomorrow announce a reduction of �50 in the charge for every

:01:14. > :01:17.household in the South West Water area. The news follows a

:01:17. > :01:19.consultation announced by the Chancellor in his budget in March,

:01:19. > :01:21.and has been welcomed by consumers, campaigners and MPs. Our

:01:21. > :01:30.correspondent Simon Hall reports from South West Water's

:01:30. > :01:34.headquarters in Exeter. Judy and her husband a retired, lived on a

:01:34. > :01:41.fixed income, and are pleased by the cut in water bills.

:01:41. > :01:45.reduction has got to be good, with the economic Times being as it is.

:01:45. > :01:50.All the bills seem to be going up rather than down these days, and it

:01:50. > :01:55.would be nice to feel, just before Christmas, that they were on your

:01:55. > :01:58.side. A consultation on cutting bills for South West Water

:01:58. > :02:03.customers was announced in the Budget. Now the details have been

:02:04. > :02:09.agreed. Bills will be cut by �50 per year. That will not be means-

:02:09. > :02:15.tested. Every household in the South West Water area will benefit,

:02:15. > :02:19.about 700,000 in total. The cuts will be introduced in 2013, because

:02:19. > :02:24.legislation must first be passed. It will run for seven years.

:02:24. > :02:29.will make a significant difference. It recognises the additional cost

:02:30. > :02:34.to the region for cleaning up bathing beaches. That cost has been

:02:34. > :02:39.in customers' charges for the past few years, so that will be

:02:39. > :02:43.recognised. For central government to do it for one batch of customers

:02:43. > :02:48.for a company that has been privatised is a struggle. It is

:02:48. > :02:53.fair, it needed doing, it was an injustice, but all praise to those

:02:53. > :02:58.in London who have got round and done it, because it was typical.

:02:58. > :03:02.South West water bills are the highest in Britain, averaging �520.

:03:02. > :03:06.Even after the reduction they will remain the highest. Details of the

:03:06. > :03:11.cut will be confirmed by the Chancellor in his Autumn Statement

:03:11. > :03:16.tomorrow. This represents a significant victory for consumers,

:03:16. > :03:21.MPs and South West Water. All have been part of a lobbying campaign to

:03:21. > :03:29.have bills reduced, which dates back more than 20 years, to 1989,

:03:29. > :03:34.when the company was privatised. The Chancellor will also give the

:03:34. > :03:38.go ahead for the long awaited Kingskerswell bypass. Work is

:03:38. > :03:41.expected to start early in the new year on the three mile route which

:03:41. > :03:44.links the end of the dual carriageway at Newton Abbot to the

:03:44. > :03:47.edge of Torbay. Its backers say the new South Devon link road will end

:03:47. > :03:52.traffic misery and help create nearly 8,000 jobs. Hamish Marshall

:03:52. > :03:59.reports. For more than half a century, plans for a bypass here

:03:59. > :04:02.have got nowhere, but from tomorrow, he should be full steam ahead. The

:04:02. > :04:07.bypass and the queues of traffic have cost the South Devon economy

:04:08. > :04:11.dear. Steve has lost count of the number of hours his drivers and

:04:11. > :04:15.customers have lost waiting to go through Kingskerswell. He thinks

:04:15. > :04:20.the new road will end that and bring in new people. It is a big

:04:35. > :04:41.bring in 8,000 jobs, a mixture of new industry and reigniting the big

:04:41. > :04:45.one already year, tourism. These are major economic links that the

:04:45. > :04:50.rest of country has, the breast Devon and Somerset has, but we

:04:51. > :04:59.don't, and people see that as an opportunity to invest and create

:04:59. > :05:02.prosperity and jobs. Devon County Council is putting in �40 million.

:05:23. > :05:27.has already been granted. But not everyone is in favour. Opponents

:06:46. > :06:50.has been even longer coming. This scheme got the go-ahead at the end

:06:50. > :06:54.of Labour's government and the coalition found it bidding against

:06:54. > :06:59.rival schemes for a finite pot of money. The Chancellor has taken it

:06:59. > :07:03.out of that bidding process and said, we will fund that. These

:07:03. > :07:09.infrastructure projects, the other roads announced across the country

:07:09. > :07:13.tomorrow are intended to boost growth in areas that needed. I

:07:13. > :07:19.don't think there is anywhere in the South West that is more in need

:07:19. > :07:24.of it and Torbay. Any more surprise announcements? In future, search-

:07:24. > :07:30.and-rescue helicopters will be won by civilians under a private

:07:30. > :07:34.contract. Not the military. That will mean the end of search-and-

:07:34. > :07:42.rescue helicopters in Portland. Pull in he says he is determined to

:09:18. > :09:25.South Western Ambulance Service expects some staff to strike and

:09:25. > :09:30.has appealed for people to think carefully before dialling 999.
