:00:45. > :00:48.It has been more than a decade in the planning and has sparked fierce

:00:48. > :00:53.opposition, but today plans for a new town in Devon were finally

:00:53. > :00:56.approved. The development in the Sherford Valley on the eastern edge

:00:56. > :01:00.of Plymouth would include more than five thousand new homes, four new

:01:00. > :01:06.schools and two wind turbines. But a lawyer for objectors is warning

:01:06. > :01:12.it could end up in the courts with a judicial review. Spotlight's

:01:13. > :01:14.Clare Casson has this report. On in the idea of a New Town in the

:01:14. > :01:19.Sherford Valley has always been controversial.

:01:19. > :01:23.Over the years, we have seen protests by local residents and do

:01:23. > :01:28.the plans themselves have changed in response to economic downturn.

:01:28. > :01:32.But today was detained for councillors, who were asked to

:01:32. > :01:37.approve the outlined planning agreement. They voted by a majority

:01:37. > :01:41.of 15-seven in favour. I am pleased for the communities in

:01:41. > :01:44.the region. At the end of the day, this will deliver much-needed

:01:44. > :01:50.affordable housing and commuting facilities for those who really

:01:50. > :01:54.need it. That work could start here in

:01:54. > :01:59.Sherford Valley in the next 18 months. The developers want to

:01:59. > :02:03.build around 5,500 new houses, along with schools and a sports

:02:03. > :02:07.centre. Objectors still are not happy. They argue that will not

:02:07. > :02:11.form a real community and say there are not enough affordable homes.

:02:11. > :02:13.death this development was about providing affordable housing for

:02:13. > :02:17.local Working families, I would be happy.

:02:17. > :02:22.The truth is, it is not. It is about trying to kick-start the

:02:22. > :02:27.economy and providing second homes, buy-to-let for people to come and

:02:27. > :02:31.retire to. Is it worth digging up our be double countryside for that?

:02:31. > :02:35.I do not think so. And the prospect of a legal battle

:02:35. > :02:39.was also raised in today's meeting following claims there had not been

:02:39. > :02:43.enough consultation as plants changed along the way.

:02:43. > :02:47.There has been a drop in the provision of affordable housing.

:02:47. > :02:53.There has been a lessening of proper transport facilities. There

:02:53. > :02:57.has been a cut in a way of community facilities, and because

:02:57. > :03:02.of all those significant changes that would provide a chance for

:03:02. > :03:06.judicial review, and in my view it would succeed.

:03:06. > :03:10.The district council insists there have been a number of consultations.

:03:10. > :03:14.As part of the land falls within Plymouth, today's approval is

:04:13. > :04:18.investigating. We're committing resources because this is such a

:04:18. > :04:20.rare event to try and ascertain who a viable suspect may be.

:04:20. > :04:23.An independent report into Dartmoor prison says the jail needs more

:04:23. > :04:28.investment. It has also expressed concern about its leadership during

:04:28. > :04:33.the last year. There have been three Governors at Dartmoor in a 12

:04:33. > :04:35.month period. A new Governor is now in place and the prison's

:04:36. > :04:39.independent monitoring board says staff are showing enthusiasm for

:04:39. > :04:49.the future. But the board says more still needs to be done to help

:04:49. > :04:50.

:04:50. > :04:54.prisoners with mental health issues. Prisoners to have personality

:04:54. > :04:58.disorders, mental disorders, behavioural problems. There is not

:05:18. > :05:20.been telling Spotlight of their relief to be back in work after the

:05:20. > :05:23.firm re-opened almost three months after they were laid off.

:05:23. > :05:26.Production line and packing staff say it has been extremely hard to

:05:26. > :05:29.find new jobs. Bristow's of Crediton is one of the largest

:05:29. > :05:32.employers in the town. As Hamish Marshall reports, it has a history

:05:32. > :05:33.stretching back nearly 80 years and is now under new ownership.

:05:36. > :05:38.Back in business and hopefully staying there. A few months ago, it

:05:38. > :05:44.appeared that, after 80 years, suite meetings here was going to be

:05:51. > :05:57.here 16 years and is glad to be off the dole.

:06:31. > :06:35.At its peak, there were 65 staff employed here walking across two

:06:35. > :06:39.shifts. The new owners are hoping that by the new year they will have

:06:39. > :06:43.40 staff and they are aiming for more. A new company has been formed,

:06:43. > :06:47.led by a man with experience of turning around businesses. The old

:06:47. > :06:52.name and tradition will be kept as he seeks new markets.

:06:52. > :06:56.This has always been a good business and it is in a good market,

:06:56. > :07:01.it is things that people want in this climate. We are not expensive

:07:01. > :07:07.and we seek a good opportunity. Unemployment in Crediton may be

:07:07. > :07:17.lower than the Devon national -- than the national average, but it

:07:17. > :07:21.

:07:21. > :07:25.is still hard to find a job. These people feel lucky.

:07:25. > :07:29.Dorset County Council has announced it is making big cuts to his

:07:29. > :07:33.library budget. A small distance inside Dorset, but

:07:34. > :07:40.a bigger difference. Said to be the county's smallest town, Stowbridge

:07:40. > :07:47.is classic West Country. It has three pubs, a dozen shops and a

:07:47. > :07:55.library funded, but not for much longer, by the council. There are a

:07:55. > :07:59.great many similarities between the two local counties. While

:07:59. > :08:05.campaigners there were unable to take the issue to court to stop

:08:05. > :08:09.library funding been slashed, here it cuts are going ahead. This is a

:08:09. > :08:13.library the County Council will not staff after next summer. Regular

:08:13. > :08:16.users are angry. He I cannot understand what they are doing, I

:08:16. > :08:20.could really cannot. It is such a wonderful amenity to

:08:20. > :08:23.the village. Last month's High Court ruling that

:08:23. > :08:27.stops Somerset and Gloucestershire County Councils from similar cuts

:08:28. > :08:33.gave campaigners hope. Lawyers advised against a similar challenge,

:08:33. > :08:38.to the relief of the County Council. We were not worried. Well, all we

:08:38. > :08:43.were anxious because you never know, finally, what will come out of a

:08:43. > :08:46.judicial review. But we were confident we had gone about it

:08:46. > :08:50.properly. Today, it said the library,

:08:50. > :08:55.supporters gathered. So we have decided to accept the

:08:55. > :08:58.fact we have lost at the challenge, as far as that goes, and try and

:08:58. > :09:03.push on and do our own thing locally.

:09:03. > :09:08.They are being bowled. The town council may take over with

:09:08. > :09:12.volunteers and even expand. There comes a point we have to stop

:09:12. > :09:16.waving placards and find another way of doing it. That is what the

:09:16. > :09:22.town is doing for itself. It is ambitious, but we are not deterred

:09:22. > :09:30.by it. It is a way to save the library. Another satisfied customer.

:09:53. > :10:00.protestors from local authority land in Totnes. Supporters of the

:10:00. > :10:02.Occupy Totnes camp pitched up a week ago. Today the County Court

:10:02. > :10:05.granted the council a possession order. There are similar camps in

:10:05. > :10:08.Exeter and Plymouth. South West Water is pumping

:10:08. > :10:11.millions of litres of water into two Cornish reservoirs every day.

:10:11. > :10:14.The company says it is filling up Stithians Lake near Redruth and

:10:14. > :10:20.Colliford on Bodmin Moor as part of its programme to make sure there

:10:20. > :10:22.are no water shortages next year. The main wildlife trusts and

:10:22. > :10:25.environmental organisations in the south west have published a letter

:10:25. > :10:28.strongly critical of the Government. They say the Chancellor's recent

:10:28. > :10:30.Autumn Statement puts conservation under threat with the promise of

:10:30. > :10:35.growth at the expense of the countryside, but the Government

:10:35. > :10:45.insists it is the greenest in history. Our Environment

:10:45. > :10:45.

:10:45. > :10:50.Correspondent, Adrian Campbell, North Devon is typical of the types

:10:50. > :10:52.of specialist Habitat switch South West Wildlife trusts and other

:10:52. > :10:58.environmental organisations have worked hard to protect in recent

:10:58. > :11:02.years. Increasingly, these same people who have been managing all

:11:02. > :11:05.kinds of habitats in the South West say they are disheartened by the

:11:05. > :11:09.Government's plans to promote development. Their lead to

:11:09. > :11:13.concentrate on the recent Autumn Statement by the Chancellor. It

:11:13. > :11:16.talks of ill-conceived planning reforms, and says the Government

:11:16. > :11:20.has run out of date approach that casts regulation and the

:11:20. > :11:24.environment as enemies of growth. In the South West, which trade on

:11:24. > :11:27.the quality of its environment, they say the Government's approach

:11:27. > :11:32.is madness. We value living here because of the

:11:32. > :11:35.quality of the environment. Does it pay to destroy these resources and

:11:35. > :11:39.regard them as getting under way of someone making a quick bit of

:11:39. > :11:42.money? According to the new chief

:11:42. > :11:45.executive of the Devon Wildlife Trust, the South West has

:11:45. > :11:50.internationally important sites which must be protected.

:11:50. > :11:55.What we see on this map here it is the very best of the best wildlife

:11:55. > :12:00.sites. It is the equivalent of Exeter Cathedral, Stonehenge,

:12:00. > :12:05.Windsor Castle. These are our best sites. The Government is proposing

:12:05. > :12:08.to substantially weaken or even remove the protection of these

:12:08. > :12:12.sites. The letter has the overwhelming

:12:12. > :12:15.support of all the main wildlife organisations in the South West.

:12:15. > :12:21.The RSPB says the bill that has to take place, but it should be

:12:21. > :12:25.controlled. There is this contention that the

:12:25. > :12:30.environment get in the way of the economy and that has wild the

:12:30. > :12:33.conservation of wind. The Government says it has an

:12:33. > :12:37.excellent record on environmental matters.

:12:37. > :12:41.We will be judged on our actions, and I think this Chancellor will

:12:41. > :12:47.prove to be one of the greenest we have had for a great many years,

:12:47. > :12:50.one who has put money into green actions, but also nature being

:12:50. > :12:54.valued at the heart of what Government seeks to do. That puts

:12:54. > :12:58.us ahead of many other countries around the world.

:12:58. > :13:02.Those comments are unlikely to satisfy campaigners. Their letter,

:13:02. > :13:05.which has been widely published, makes a direct appeal for

:13:05. > :13:09.sustainable economic policies without destroying all but millions

:13:09. > :13:11.hold dear. It has been revealed that the

:13:11. > :13:15.daughter of the Russian leader Josef Stalin, moved to a remote

:13:15. > :13:19.village in Cornwall in an attempt to escape the eyes of world and the

:13:19. > :13:22.press. Svetlana Stalin was taken in by a charity which ran a home in

:13:22. > :13:26.the village of Mullion. Only a handful of people in the village

:13:26. > :13:29.knew her true identity. Svetlana, who was known as Lana Peters during

:13:29. > :13:38.the latter part of her life, died last month. Eleanor Parkinson

:13:38. > :13:44.reports. Svetlana rain was born in Russia in

:13:44. > :13:51.1926. -- Svetlana Stalin. She was the only dog daughter of one of

:13:51. > :13:56.history's most famous figures, Josef Stalin. This was her home for

:13:56. > :14:01.several months in 1997, a house run by a charity for older people.

:14:01. > :14:11.Svetlana Stalin defected from Russia in the 1960s. This is her at

:15:40. > :15:44.An amazing story. Devon athlete Jo Pavey is hoping

:15:44. > :15:47.the latest 3D technology will give her the edge in the run up to the

:15:47. > :15:50.2012 Olympics in London. As Jeremy Stern reports Jo has been monitored

:15:50. > :15:57.by scientists in Oxford who have used the 3D images to study her

:15:57. > :16:01.running technique. This is Jo Pavey. She is one of the

:16:01. > :16:08.best distance runners in the country. She has already competed

:16:08. > :16:11.in three Olympic Games. A Home Olympics is a massive

:16:11. > :16:17.opportunity not many athletes get in their career, so I hope I can be

:16:17. > :16:21.there for so. Jo Pavey is hoping 3D technology

:16:21. > :16:25.will give her the edge. There are 12 cameras in the room and they are

:16:25. > :16:29.taking hundreds of images every second of Harrow running. All we

:16:29. > :16:32.hear they monitor the information. They are building up a picture of

:16:32. > :16:36.how her bones and joints are working. From this, they can

:16:36. > :16:39.understand more about her running style.

:16:39. > :16:43.Researchers from Oxford University have spent one year of developing

:16:43. > :16:47.the system. There is no point in looking into

:16:47. > :16:51.dimensional -- two dimensions, because the body moves in three

:16:51. > :16:57.dimensions. Here we look at the rotations of the body, which you

:16:57. > :17:03.would not even consider these movements in two dimensions.

:17:39. > :17:43.the second of our unsung sporting heros. Dave Desforges is the master

:17:43. > :17:46.of the South Hams Tae Kwondo Club. He gives up hours of his free time

:17:46. > :17:48.to coach his students, and he travels all over Europe at his own

:17:48. > :17:58.expense to support them in international competitions.

:17:59. > :18:04.Don't get on the wrong side of these men. Joking aside, this Tae

:18:04. > :18:07.Kwondo is only a small organisation, but has a habit of coming out

:18:07. > :18:11.competitors at international level. At the heart of it is Dave

:18:11. > :18:16.Desforges, who wanted an activity to share with his family.

:18:16. > :18:21.As a family it is something we could all do and all did do. My son

:18:21. > :18:26.and daughter were in here tonight training. My wife used to do it.

:18:26. > :18:30.She has stopped, but at the three of us kept going.

:18:30. > :18:37.Four nights a week to his club wit -- club-mate, and it is a lot of

:18:37. > :18:41.work. That is a more competitive sport and Dave's students love it.

:18:41. > :18:44.Where we are feeling a little down and not into it he get us going,

:18:44. > :18:48.always makes me want to come training.

:18:48. > :18:54.He is a friend and coach, so he has been really supportive of me and my

:18:54. > :18:58.Tae Kwondo and what I do. Four of his students are the

:18:58. > :19:02.current national champions. Dave travels all over Europe at his own

:19:02. > :19:06.expense to support him. He was nominated by Andrew Bradley, who

:19:06. > :19:09.has seen what he has done for his daughter.

:19:09. > :19:13.When she first came here she was notched doing her best that

:19:13. > :19:18.competition, now she is a national champion and has competed for Great

:19:18. > :19:22.Britain. He us all -- is obviously doing a fantastic job.

:19:22. > :19:25.It is great to think that the people I am putting a lot of effort

:19:25. > :19:30.into appreciate what I am doing, and I can see that without a doubt.

:19:30. > :19:35.I can see that in the way the train, as well, the way they follow it up

:19:39. > :19:42.Dave is unpaid and his club doesn't make money. He plays all -- pays

:19:42. > :19:45.for all this trouble himself, no mean feat when you students have

:19:45. > :19:49.competed in Europe are six times this year alone.

:19:49. > :19:52.Now Christmas is a time that often prompts some high-jinx at work, and

:19:52. > :19:54.this year is proving no different. HMS Ocean is due home from

:19:54. > :19:57.deployment this Friday, but before she sails into Plymouth the crew

:19:57. > :20:01.decided to create their very own festive message for family and

:20:01. > :20:04.friends. Little did they know their film would go global. Earlier this

:20:04. > :20:12.afternoon we were joined by the person behind the camera, to hear

:20:12. > :20:15.how it came about, but first let's # I don't want a lot for

:20:15. > :20:23.# I don't want a lot for Christmas...

:20:23. > :20:30.# There is just one thing I need... # I don't care about the presents...

:20:30. > :20:40.# Underneath the Christmas tree. # I just want you for my own...

:21:46. > :21:52.song down to its individual lines. I e-mailed it to the guys in my

:21:52. > :21:55.department and they chose, coming up with the costumes and where they

:21:55. > :21:59.wanted to be filmed. Looking at it, it does not look

:21:59. > :22:04.like they had to have their arms twisted!

:22:04. > :22:07.When I first put the idea to them they thought I wanted them to sing,

:22:08. > :22:10.but then I had to tell them they would be mining over the top. As

:22:10. > :22:15.soon as I told him that they were quite happy.

:22:15. > :22:18.This must have really boosted morale, because it was supposed to

:22:18. > :22:23.have been a seven-week deployment and turned into seven-and-a-half

:22:23. > :22:28.months? Yes, it was to boost morale, cheer

:22:28. > :22:32.the guys up and give them a diversion. It has also acted nicely

:22:32. > :22:36.as a little Christmas card to send home to their family.
