:00:49. > :00:55.ever been and expect even more people to get into financial
:00:55. > :00:57.difficulties as they overspend this Christmas. A combination of the
:00:57. > :01:02.economic downturn, the squeeze it's put on household incomes, and the
:01:02. > :01:11.pressure to spend to enjoy the festive season are being blamed.
:01:11. > :01:15.Our correspondent Simon Hall joins us now from Exeter.
:01:15. > :01:20.It is late night shopping here tonight and many have turned out
:01:20. > :01:28.despite the challenging weather. Shopping at this Christmas time can
:01:28. > :01:33.cause problems for some. I was in Newton Abbott.
:01:33. > :01:38.Christmas is feted as a time of joy but the son who succumb to spending
:01:38. > :01:43.more than they can afford, it may lead to misery. It was striking how
:01:43. > :01:49.many shoppers like Melanie admitted to overstretching themselves.
:01:49. > :01:53.much as you try and budget, I always end up spending up until
:01:54. > :01:59.Christmas to buy everything. There are always things to buy.
:01:59. > :02:04.months paying it off? Yes, but you worry about it afterwards in the
:02:04. > :02:10.new year. Then, there is Kerry who can get into debt buying presents
:02:10. > :02:16.for children. It is quite stressful because I spent the money paying
:02:16. > :02:21.off debt and interest. It is quite hard. We have moved up the road
:02:21. > :02:26.from the town centre and these are the offices of debt-free Devon,
:02:26. > :02:29.insolvency experts who tell me they are the busiest they have ever been.
:02:29. > :02:35.The company has opened a new office to cope and with the economy
:02:35. > :02:40.struggling, they expect more people to seek help with debts. 2012 will
:02:40. > :02:45.be the busiest year we have had a for a number of years. What is it
:02:45. > :02:50.down to? The fact the economy is not recovering as everybody hoped.
:02:50. > :02:56.People may have been holding on for too long and finely realised the
:02:56. > :03:00.need help. -- finally realised. even at this time of year when most
:03:00. > :03:05.people are doing their best to be festive, the advice from experts is
:03:05. > :03:10.to work at a budget and stick to it and try not to let the glitter and
:03:10. > :03:15.sparkle of Christmas tempt you into debt.
:03:15. > :03:21.With me is a lease from the debt advice charity Christians Against
:03:21. > :03:25.poverty. How bad are things looking? We are really busy at the
:03:25. > :03:32.moment. We are planning to get busy in the year. We visit people in
:03:32. > :03:38.their homes and set budgets and negotiate with creditors. You have
:03:38. > :03:43.a waiting list of three months? There are bookings into March.
:03:43. > :03:46.the economic downturn is to blame? People are losing their jobs,
:03:46. > :03:51.income is being dropped and people are still making repayments on
:03:51. > :03:54.loans. We see sad situations and families were mothers are not
:03:54. > :03:59.feeding themselves, feeding their children instead because they have
:03:59. > :04:04.creditors clamouring for money. People who may have made bad
:04:04. > :04:10.decisions. We're not judgmental. What kind of stories are you
:04:10. > :04:16.hearing? Basically somebody losing their jobs and cannot make payments
:04:16. > :04:21.on commitments. There is always a solution. At Christmas people feel
:04:21. > :04:25.pressured to spend. A do not buy things with money you have not got.
:04:25. > :04:31.Set yourself a budget. Sit down with family and friends and set
:04:31. > :04:34.expectations. That is easy to say. Yes, we want everyone to have a
:04:34. > :04:38.great Christmas but do not regretted in any year. Please do
:04:38. > :04:44.not take at a Christmas alone which you pay back in January. It's a
:04:44. > :04:48.nightmare. And the advice if you are in debt? Just do something,
:04:48. > :04:52.there are advice charities and agencies which are free. They will
:04:52. > :04:59.help you. It takes courage to see them but they will help you and it
:04:59. > :05:02.will not cost anything. No stigma? Not a tour. People see us in very
:05:02. > :05:07.weird situations but we do not judge but we plan for them to get
:05:07. > :05:11.out of debt. Thank you for joining us. The advice if you are
:05:11. > :05:14.struggling is seek help sooner rather than later because the
:05:14. > :05:19.problem is only likely to get worse otherwise. There's lots more

:05:23. > :05:25.Women are to be allowed to serve on submarines for the first time in
:05:25. > :05:28.the Royal Navy's history. The Secretary of State for Defence,
:05:28. > :05:30.Philip Hammond, announced in a speech this morning that female
:05:30. > :05:34.officers will serve on Vanguard class Trident submarines from late
:05:34. > :05:38.2013. The decision follows an eighteen month review, which
:05:38. > :05:41.focused heavily on any potential health risks. But those concerns
:05:41. > :05:51.proved unfounded, and today the Royal Navy welcomed the Government
:05:51. > :05:51.
:05:51. > :05:54.announcement. It is good and positive. I am delighted the
:05:54. > :06:01.Secretary of State accepted the recommendations of the board that
:06:01. > :06:04.women should be allowed to serve on submarines on a phased basis. It is
:06:05. > :06:10.a mature way of moving forward remembering the Royal Navy has had
:06:10. > :06:16.women in the front line since the early 1990s, we have 20 years'
:06:16. > :06:19.experience. The Government's White paper on our future water supply
:06:19. > :06:22.has confirmed a �50 reduction in water bills for South West Water
:06:22. > :06:24.customers. Those struggling to pay will also be helped. Meanwhile
:06:24. > :06:27.there's a big change for business and public sector customers.
:06:27. > :06:32.Organisations who use five million litres or more of water annually
:06:32. > :06:37.will now be allowed to chose their supplier. The �50 reduction will
:06:37. > :06:40.bring our average bills to �467. But the Consumer Council for Water
:06:40. > :06:50.says there's still a �100 difference, with average bills for
:06:50. > :06:51.
:06:51. > :06:57.England and Wales at �356. Spotlight's David George reports.

:08:04. > :08:08.years ago when South West Water was privatised. And require to clean up
:08:08. > :08:13.the coast line with a 3% of the population paying the bill. It is a

:08:36. > :08:39.broadly welcomed the white paper but planned deregulation will allow
:08:39. > :08:45.competition in the water industry for the first time. Business users
:08:45. > :08:49.will be able to go elsewhere for their water supply. What the
:08:49. > :08:55.government calls the historic unfairness of water infrastructure
:08:55. > :08:59.in the south-west, the high bills, is a small part of today's White
:08:59. > :09:06.Paper. It is mainly concerned with how we would deal with water
:09:06. > :09:09.shortages in the future. Hard to believe on a day like this.
:09:09. > :09:12.The cost of our water bills has been on the agenda for politicians
:09:12. > :09:19.at Westminster for at least the last twenty years. Our Political
:09:19. > :09:24.Editor Martyn Oates joins us now. The key point for the south-west is
:09:24. > :09:29.not really news. No, it is the �50 discount which was announced last
:09:29. > :09:32.week in the Autumn Statement. Today's White Paper talks about
:09:32. > :09:37.encouraging water companies to introduce social tariffs for the
:09:38. > :09:41.poorest customers, South West Water already does much of that. The
:09:41. > :09:44.Liberal-Democrat MP for North Cornwall would like to see
:09:44. > :09:49.government put that on a national footing so the cost of reducing
:09:49. > :09:58.water bills for the poorest is spread across the country. At the
:09:58. > :10:04.moment, it is only across one region. It is expensive. As David
:10:04. > :10:07.mentioned, there is potentially good news for business. Yes, the
:10:07. > :10:13.government is proposing or businesses will get to choose a
:10:13. > :10:19.water supplier and so potentially get a cheaper deal. As David
:10:19. > :10:23.mentioned, this white paper is wide-ranging looking at more than
:10:23. > :10:29.simply affordability. And this concern there needs to be enough
:10:29. > :10:33.water to go around, it is pouring with rain today, but other parts of
:10:33. > :10:36.the country experience water shortages all ready. The government
:10:36. > :10:40.says we must be more economical to bring bills down and make sure
:10:40. > :10:43.there's enough as consumers and businesses and farmers and there is
:10:43. > :10:46.enough left in the rivers to support the ecosystem.
:10:46. > :10:51.A man's been found guilty of armed robbery after threatening a
:10:51. > :10:55.Portland taxi driver with a handgun. Colin Paul Douglas tied the driver
:10:55. > :10:58.up before stealing money from garages in February. He's now been

:12:22. > :12:25.today's Parade at the Commando Training Centre at Lympstone in
:12:25. > :12:28.front of their families and VIPs, some of the Marines will go to 40
:12:28. > :12:38.Commando in Taunton to take command of troops deploying to Afghanistan
:12:38. > :12:55.

:12:58. > :13:02.Majesty's will Marines but it was the applause of the families that
:13:02. > :13:06.filled them with pride, they entered as 35 young officers and

:14:00. > :14:07.where I am happy to join at the operational unit. This man was
:14:07. > :14:12.presented with the Royal Marine at Sword of Honour. He was placed
:14:12. > :14:16.order in... It is more about the whole of what we have achieved as a
:14:16. > :14:22.grip. We have been through an awful lot of we have an awful lot to come
:14:22. > :14:28.in the next year. For families came from all over the country to watch
:14:28. > :14:33.the officers passed out. The we are all very proud. It has been a long

:15:10. > :15:14.Plymouth whose son has Asperger's has launched a support group. Janet
:15:14. > :15:22.Wise wants to share experiences with other families. Our reporter
:15:22. > :15:26.has been to meet her and her son Steven. We had tea at six. Spend in
:15:26. > :15:30.after-school time with her son. This isn't homework time. Janet is
:15:30. > :15:35.helping Stephen to put together an evening schedule to help him and
:15:35. > :15:39.the family cope with his Asperger's syndrome. He has difficulties with
:15:39. > :15:42.transitions, changing from one situation to another. We found that
:15:43. > :15:47.if we can warn him beforehand and try and make sure that he knows
:15:47. > :15:53.what that is happening, it makes the difference. Before that, we had
:15:53. > :15:58.some difficult times. Stephen was diagnosed with Asperger's when he
:15:58. > :16:06.was 10. The condition has caused numerous challenges for his family.
:16:06. > :16:11.He will find likes and noises quite invasive in situations, so he will
:16:11. > :16:16.find it hard to concentrate, so that is something we have to be
:16:16. > :16:21.careful of. He does not like being in crowded places. He does not like
:16:21. > :16:30.lots of people around. He does not like a lot of noise. Now Janet has
:16:31. > :16:37.set up a support group for other parents in a similar situation.
:16:37. > :16:45.need someone that I can go to a bare understands my experiences and
:16:45. > :16:51.so you can share with them and feel like you're not the only one.
:16:51. > :16:58.does not actually have any friends that she plays with, no one that
:16:58. > :17:02.she invites home from T -- 40. is really important. If you have
:17:02. > :17:11.got a disease, it is important to know that you are not on your own
:17:11. > :17:15.and that there are people that you can talk to. Janet is now hoping to
:17:15. > :17:22.expand the support group and develop a training programme on the
:17:22. > :17:27.Asperger's condition. One of Dorset's most historic buildings is
:17:27. > :17:32.to be saved. Sherborne House had featured on the BBC programme
:17:32. > :17:36.Restoration in 2004 but failed to win. Now developers had secured
:17:36. > :17:40.permission to build 44 homes on nearby land. As part of the deal
:17:40. > :17:44.they will restore the Grade 1 listed building and its famous
:17:44. > :17:48.murals staircase. 19 Dartmoor Ponies have been sent to Norfolk to
:17:48. > :17:53.help with the conservation grazing programme there. The new additions
:17:53. > :17:57.increase nor for's heard to 84 and is part of Norfolk Wildlife Trust's
:17:57. > :18:01.commitment to support the endangered breed. Dartmoor Ponies

:19:57. > :20:07.London in 1948. I was a sprinter in those days and I was a pretty slim

:20:16. > :20:21.golden and maybe that is significant. At Land's End on 19th
:20:21. > :20:27.May, the torch will begin its 70 day relay around the UK, weaving

:21:19. > :21:23.a sports hall home to the local boxing and rifle clubs in Bodmin.
:21:23. > :21:27.The centre was in a terrible state of repair and Bodmin town council
:21:27. > :21:32.wanted to knock it down and replace it with industrial units. The club
:21:33. > :21:35.risked losing their home. It would have cost a lot to continue. It's
:21:35. > :21:39.would have been possible to have built a new range but we would have
:21:40. > :21:45.been talking about hundreds of thousands of pounds. In fact,
:21:45. > :21:52.another local rich club were quoted three to �400,000 to build a new
:21:52. > :21:57.range. Balu Mahdvani is a local jeweller they had a small link to
:21:57. > :22:02.the club and he spearheaded the -- spearheaded a campaign to save the
:22:02. > :22:05.club. The persuaded the council that they ought to support it and
:22:05. > :22:10.he managed to negotiate a sensible purchase price, albeit at
:22:10. > :22:15.discounted, but that meant that facilities could continue. What
:22:15. > :22:22.motivated him? He came here from Kenya when he was 13 and had a
:22:22. > :22:29.tough time at school. Being a very different person was not easy. It
:22:29. > :22:34.was tough. Sport integrated me and gave me self-confidence. I think
:22:34. > :22:38.when I see some of these youngsters and you talk to them and ask what
:22:38. > :22:43.this board has given them, they will say respect, responsibility
:22:43. > :22:48.and confidence. He is trying to give some of that back. He raised
:22:48. > :22:52.�10,000 of the purchase price himself climbing Mount Kilimanjaro.
:22:52. > :23:02.We need someone like that to help us keep going. Without him we would
:23:02. > :23:02.
