:01:02. > :01:05.conclusion of an independent report ordered by the Southwest Strategic

:01:05. > :01:09.Health Authority. Darren Stewart had been diagnosed with the

:01:09. > :01:14.personality disorder. He is serving life for the murder of Stephen

:01:14. > :01:19.Hoskin who fell to his death from a viaduct in St Austell and 2006. Our

:01:19. > :01:23.health correspondent reports. Stephen Hoskin was 39 and had

:01:23. > :01:28.severe learning disabilities. Soon after social services moved him

:01:28. > :01:32.into a flat in St Austell in July 2006, Darren Stewart moved in and

:01:32. > :01:37.with a group of others began to intimidate him. On the day Stephen

:01:37. > :01:40.died, he was tortured and then taken to the top of the viaduct and

:01:40. > :01:45.was forced to hang from the railings and then drop 100 ft to

:01:45. > :01:49.his death. Darren Stewart was then jailed for life. A serious case

:01:49. > :01:53.review criticise health and social services and police for failing to

:01:53. > :01:57.spot the risks. Today, an independent report commissioned by

:01:57. > :02:00.the strategic health authority described her Stewart had been in

:02:00. > :02:04.prison and psychiatric hospitals and was known to be violent and at

:02:04. > :02:07.risk of harming himself and others. He had been diagnosed with a

:02:07. > :02:12.personality disorder and had been in contact with various agencies

:02:12. > :02:16.and services many times. The report makes 15 recommendations for

:02:16. > :02:19.improvements and says we identify several missed opportunities that

:02:19. > :02:24.would have provided a more systematic and organised approach

:02:24. > :02:28.to his care and treatment. Given the risks identified at regular

:02:28. > :02:32.intervals, it is conceivable that a continue to targeting of those more

:02:32. > :02:35.vulnerable than himself might have been predicted. I think there were

:02:36. > :02:41.risks that were identified at various stages. There were

:02:41. > :02:43.opportunities, but each of those were dealt with almost

:02:43. > :02:47.independently and not look that corporately and therefore the

:07:21. > :07:31.plea to the charges and he was remanded in custody to appear again

:07:31. > :07:35.before a judge at Exeter Crown The Occupy Exeter camp outside the

:07:35. > :07:38.Drake's Circus shopping centre has ended. The group had said on social

:07:38. > :07:45.network sites that their campaign isn't over, but they are changing

:07:45. > :07:49.tactics. Meanwhile the occupy a Obama camp on the city's Cathedral

:09:12. > :09:16.because we are open and we cannot keep people out. It is an inclusive

:09:16. > :09:20.community. Most of the time it is brilliant and I have met lots of

:09:20. > :09:27.people you would not get anywhere else in society. It has its

:09:27. > :09:32.problems. Some of the community are causing trouble. It has got worse

:09:32. > :09:36.and last night was particularly bad. I was kept awake quite a lot. This

:09:36. > :09:41.afternoon has been disturbing as well. There is a part of the camp

:09:41. > :09:48.that are or homeless and a lot of them have social problems and the

:09:48. > :09:52.noise his death in the coming from that end of the camp. Then she is

:10:58. > :11:03.people should be doing. It is nine weeks now since Cathedral Green has

:11:03. > :11:08.been occupied, first with eight or 10 tense, now with near a 40.

:11:08. > :11:17.Community spirit is strong, but they are not welcome neighbours. A

:11:17. > :11:21.small inconvenience they say in the fight for a fairer society.

:11:21. > :11:24.Last week, the cathedral authorities offered the protesters

:11:24. > :11:27.the chance to site and Occupy Exeter marquee to use as a focal

:11:27. > :11:31.point for their campaign. They also offered other ways in which the

:11:31. > :11:34.cathedral and protesters could work together in what they described as

:11:34. > :11:38.areas of common concern. The proposals required an end to the

:11:38. > :11:41.permanent encampment on the cathedral green. Occupy Exeter have

:11:41. > :11:45.refused to move and concern about anti-social behaviour at the site

:11:46. > :11:51.is growing. A jury must now from Exeter is city centre manager John

:11:51. > :11:55.Harvey. We understand the concern about anti-social behaviour, but

:11:55. > :11:59.this is a city centre location and inevitably after hours people will

:12:18. > :12:21.society. This is a honey pot for disorder, drug misuse, alcohol

:12:22. > :12:28.misuse and fights. It is an acceptable and things have got to

:12:29. > :12:31.change. What are you doing to move anti-social behaviour on, because

:12:31. > :12:36.people in the camp say they are trying to con the anti-social

:12:36. > :12:41.behaviour problems by having so called tranquillity watches. Is it

:12:41. > :12:44.down to them to do that? Clear lead, they have to take some

:12:44. > :12:49.responsibility, because it is their camp and they are running it. They

:12:50. > :12:53.need to deal with it. The reality is that they cannot fully deal with

:12:53. > :12:59.that, the police are getting called on a regular basis and I think it

:12:59. > :13:04.is reaching the point that we need to take a view if it is appropriate

:13:04. > :13:07.for them to be there. What are you doing about it? The cathedral

:13:07. > :13:11.chapter will be meeting to review more options on Thursday. They and

:13:11. > :13:15.I have been talking about it at length over the whole duration of

:13:15. > :13:20.the camp. We are keeping the situation under review and we are

:13:20. > :13:25.in regular touch with the police. We are reaching a point where

:22:58. > :23:01.a scarf and get outside. Who knows what you might see? There's plenty
