:00:59. > :01:02.been arrested on suspicion of attempted murder after a tanker
:01:02. > :01:05.full of fuel crashed into a house in Wool in Dorset. The resulting
:01:05. > :01:09.fire gutted the house on Folly Lane near the local primary School, but
:01:09. > :01:15.the woman living there managed to escape. Some locals say a man was
:01:15. > :01:19.seen running from the scene. Ben Moore reports. Deep skid marks now
:01:19. > :01:26.the only clue that the huge scorched hole in this house was
:01:26. > :01:32.caused by a tanker full of fuel. It rode up the pavement this morning,
:01:32. > :01:38.the resulting blaze ripped right through the bung alow. We don't get
:01:38. > :01:44.this sort of thing every day in Wool. We're a quiet, sleepy village.
:01:44. > :01:49.30 firefighters took an hour to get the blaze under control. Later
:01:49. > :01:56.police detained a man on suspicion of attempted murder. Police say
:01:56. > :02:02.they have arrested a 51-year-old man from Yeovil that was known to
:02:02. > :02:06.the woman. Locals say he was her partner. The woman inside escaped
:02:06. > :02:14.unharmed. The house is a different matter. But the tanker is no longer
:02:14. > :02:17.there. Removed pending a police examination. A notorious conman who
:02:17. > :02:20.stole the identities of people in Somerset has admitted fraud today.
:02:20. > :02:21.46-year-old Kevin Castle, who lived in West Buckland, targeted
:02:21. > :02:30.residents with unsecured letterboxes, then stole their
:02:30. > :02:32.personal details. Today he pleaded guilty to 27 charges of fraud and
:02:32. > :02:42.one of money laundering. He'll be sentenced next month. Steve Powell
:02:42. > :02:48.has more. The post map wasn't the only one doing the rounds in this
:02:48. > :02:54.village on the border between Somerset and Devon. Often he was
:02:54. > :03:01.followed by Kevin Castle, only he wasn't delivering mail. He was
:03:01. > :03:11.stealing it. Again and again and again. Then using the personal
:03:11. > :03:12.
:03:12. > :03:17.details he stole, he set up fraudulent cedid card events. But
:03:17. > :03:23.his luck ran out when he targeted this man. Steve became suspicious
:03:23. > :03:31.that someone was tampering with his mail and turned detech tifr. I went
:03:31. > :03:38.and bought this camera. -- detech tifr. To solve my mystery. I put it
:03:38. > :03:46.on the Monday for the whole of that week I captured the bloke that was
:03:46. > :03:54.coming to my house. You gotture man didn't you? Yes. He deserves all
:03:54. > :03:59.what he gets. The sheer number of cards acquired enabled Castle and
:03:59. > :04:02.his partner to fund a lavish lifestyle. They lived in this
:04:02. > :04:09.impressive property, with paddocks and stables, which they used to
:04:09. > :04:13.house their six horses. Their couple are captured using a
:04:13. > :04:18.fraudulent credit card on a spending spree. They ran up
:04:18. > :04:25.thousands of pounds worth of debt. This type of crime is happening on
:04:25. > :04:31.a daily basis. My advice is don't have a post box on your drive. Have
:04:31. > :04:35.it coming through your front door. Most victims remain oblivious that
:04:35. > :04:42.their identity has been stolen and debts ran up their name, until nay
:04:42. > :04:47.receive a demand for payment on a credit card they knew nothing about.
:04:47. > :04:51.Steve says it never crossed his mind that somebody might steal his
:04:51. > :04:58.identity and after this experience, he is heeding police advice and
:04:58. > :05:01.making sure his post never falls into the wrong hands again. A 15-
:05:01. > :05:05.year-old boy who attacked and left a man for dead, has been sentenced
:05:05. > :05:07.to 11 years in a young offenders institution. Tyler Fielding jumped
:05:07. > :05:12.and stamped on Victor King's head after an argument about queue
:05:12. > :05:16.jumping in a shop in Redruth in Cornwall. Mr King has been left
:05:16. > :05:19.disabled by the attack and now has to use a wheel chair. In this
:05:19. > :05:29.report by Eleanor Parkinson, you may find some of the details

:05:31. > :05:38.upsetting. 51-year-old Victor King arrived in court today, the attack
:05:38. > :05:43.left him disabled. Tyler Fielding was just 15, the teenager was drunk
:05:43. > :05:48.and had been smoking cannabis and was trying to buy more alcohol in a
:05:48. > :05:52.shop. After leaving the shop, the teenager attacked Victor King twice.
:05:53. > :05:57.This footage shows Fielding and a group of others approaching Mr King.
:05:57. > :06:04.We can't show you the attack, but he jumped and stamped on Mr King's
:06:04. > :06:08.head so hard that the imprint of his shoes were left on his victim's
:06:09. > :06:15.face. Tyler Fielding walked off and left Mr King for dead. He was found
:06:15. > :06:19.by a passing jogger. He had frackures to his jaw, eye socket
:06:19. > :06:23.and voice box. If he hadn't been given emergency treatment at the
:06:23. > :06:30.scene, he would have died. Mr King's family described how their
:06:30. > :06:36.father's life had been changed by the attack. It's just been ruined.
:06:36. > :06:42.It has ruined our life. How much care does your dad need now?
:06:42. > :06:46.needs you know around-the-clock care. The court heard Tyler
:06:46. > :06:53.Fielding had a troubled childhood and moved to Cornwall to start a
:06:53. > :06:56.new life. He was sentenced to eleven years in custody. $WHITE The
:06:56. > :06:59.average diesel price in the South West has hit an all time high
:06:59. > :07:02.according to the AA motoring organisation. In the last 12 months
:07:02. > :07:05.the average price per litre has gone up from nearly �1.33 to just
:07:05. > :07:08.over �1.42 - that's an increase of more than 7%. As Jane Chandler
:07:08. > :07:16.reports, independent traders in the region say they're doing their best
:07:16. > :07:23.to absorb costs, but it's becoming increasingly difficult. Reflecting
:07:23. > :07:27.on how she can keep her customers happy the rise in fuel costs is
:07:27. > :07:32.tough on Alison's business, specially as many of her flowers
:07:33. > :07:38.are delivered by van. I wuldz say in the past six months it has
:07:38. > :07:42.doubled, the fuel cost. But we try to swallow the costs and we're not
:07:42. > :07:49.putting our delivery fees up, but we are losing our, our profit
:07:49. > :07:54.margin is coming down. Parcels are delivered from this depot in
:07:54. > :07:59.Saltash. Their mileage is high and it is a struggle to keep up with
:07:59. > :08:02.fuel prices. At the moment we're surviving. It is not a massive
:08:02. > :08:06.profit organisation. And I don't think the parcel business can
:08:06. > :08:11.sustain its much longer. It is a case of monitoring it from month to
:08:11. > :08:18.months. If we have to pass on a fuel surcharge again, we'll have to
:08:18. > :08:23.do it. I can't see that the whole industry can sustain this. The AA
:08:23. > :08:29.say it is worrying that even though demands is falling, the price of
:08:29. > :08:33.diesel and petrol continues to rise. It is of concern, particularly for
:08:33. > :08:39.the hauliers and for small businesses, and indeed motorists in
:08:39. > :08:44.rural areas of the South West, who are dependent on road transport.
:08:44. > :08:49.And for many businesses and individuals, there is no choice.
:08:49. > :08:53.World events supply issues and stock market speculators are some
:08:53. > :08:58.of the reasons for the rise. There are some things the Government
:08:58. > :09:02.cannot do. If it does do the one thing that is easiest, to lower
:09:02. > :09:08.taxes, that just means we have to find the money from somewhere else
:09:08. > :09:13.or cut public services more. diz businesses can do is hope --
:09:13. > :09:19.businesss can do is hope prices stabilise. Don't know how they will
:09:19. > :09:22.bring them down. More than 1,000 vulnerable people in Torbay could
:09:22. > :09:25.be affected by millions of pounds of cuts from the adult social care
:09:25. > :09:27.budget. Among other things Torbay Council is considering a reduction
:09:27. > :09:33.in residential and nursing home placements, while reducing respite
:09:33. > :09:35.care and day services for older people. The cuts will amount to
:09:36. > :09:40.more than �4 million, with the biggest area affected being
:09:40. > :09:44.domiciliary care. That's where carers go into people's houses and
:09:44. > :09:50.do things like wash and dress them. That service alone could lose �1.1
:09:50. > :09:57.million. Earlier we asked the owners of one care company what
:09:57. > :10:01.this could mean for people who need home care in Torbay. Obviously it
:10:01. > :10:06.will affect them. Front line service always seem to be affected
:10:06. > :10:12.and they won't get the care that they should be getting. My argument
:10:12. > :10:18.with it it is always the vulnerable that get hit first. Education is
:10:19. > :10:22.ring fenced, why can't social care budgetss be ring fenced? The time
:10:22. > :10:31.carers are assigned to each client has already been cut. Some think it
:10:31. > :10:35.can't be cut any further. We'll have the same work to do h, but in
:10:35. > :10:41.less time. So what you would do in an hour, a lot of our clients have
:10:41. > :10:47.to have creams apply and eyes bathed and thn you go on to doing
:10:47. > :10:52.breakfast and clearing up and you have to do all that in half an hour.
