:00:16. > :00:19.Staff suspended and a ward closed amid concerns over the care of a

:00:19. > :00:24.patient. Good evening. We will be live at

:00:24. > :00:28.the Royal Cornwall Hospital. Also tonight... 80 people out of

:00:28. > :00:36.work - shock at this milk processing plant as it goes into

:00:36. > :00:40.administration. The anonymous victims of domestic

:00:40. > :00:44.violence and why more needs to be done to protect men.

:00:44. > :00:49.And fighting to be able to have children - the cancer patient told

:00:49. > :00:56.she cannot have a ovary bike. makes me angry, because it is my

:00:56. > :01:01.tissue, and I don't see why I have to fight so hard to have it back.

:01:01. > :01:05.First tonight, the Royal Cornwall Hospital has confirmed a ward has

:01:05. > :01:10.been closed and staff have been suspended from duty while they

:01:10. > :01:15.investigate allegations concerning a patient's clear at -- care.

:01:15. > :01:23.A spokesperson said the Wheal Agar ward award has been closed while

:01:23. > :01:27.they explore the matter fully. What have a hospital said to be? The

:01:28. > :01:33.hospital has refused to be quite -- declined to accept our invitation

:01:34. > :01:36.to take part tonight, but they have eschewed this statement - we are

:01:36. > :01:41.currently investigating an allegation about a specific

:01:41. > :01:46.patient's care on one of our awards. As a matter of routine we take

:01:46. > :01:50.every concern raised seriously and are exploring the matter fully, and

:01:50. > :01:56.we can confirm staff have been suspended. This, they say, is a

:01:56. > :01:59.mutual -- neutral act. The spokesman confirmed it will be an

:01:59. > :02:03.internal investigation and police were not involved. Tonight the

:02:03. > :02:07.Department of Health have told the BBC the police have been informed.

:02:07. > :02:11.The spokesman went on to say this was a single complaint involving a

:02:11. > :02:15.single patient. He would not confirm how many staff had been

:02:15. > :02:20.suspended but said the award had been closed since the weekend, and

:02:20. > :02:26.this was because of the suspension of the staff. -- the ward had been

:02:26. > :02:31.closed. There will be concern in Cornwall among patients and patient

:02:31. > :02:34.groups, what has been the reaction so far? The we spoke to health

:02:34. > :02:38.campaigners in Cornwall and they said they do not rule anything

:02:38. > :02:42.about it and are extremely concerned. We also heard from the

:02:42. > :02:47.union that represents many of the staff, Unison.

:02:47. > :02:51.We have been advised that a safeguarding issue has been raised,

:02:52. > :02:57.and as a result of that the trust has initiated an investigation, as

:02:57. > :03:02.you would expect, and in order to facilitate the investigation they

:03:02. > :03:07.have decided to close Wheal Agar ward for a short period. We're

:03:07. > :03:14.never happy when wards are closed because that causes a great deal of

:03:14. > :03:18.stress and anxiety for staff and inconveniences patient. All of the

:03:18. > :03:24.staff are there to provide high- quality care for patients in the

:03:24. > :03:29.hospital. We wanted to be concluded -- we want it to be concluded

:03:29. > :03:36.quickly, so hopefully we will see an end to this very soon.

:03:36. > :03:39.Tonight, the hospital is insisting this ward closure is temporary and

:03:39. > :03:45.they will issue a further and fuller statement once they have

:03:45. > :03:51.established the fact. -- facts.

:03:51. > :03:56.More than 80 staff at a dairy -- milk processing plant or the edge

:03:56. > :04:00.of Plymouth have lost their jobs. The FarmRight, including Quadra

:04:00. > :04:05.Foods and the language puts it -- language Business Park, went into

:04:05. > :04:09.administration today. The staff were not coming into work,

:04:09. > :04:13.but coming into less -- learn they had lost their jobs. But Ms

:04:13. > :04:21.gritters were appointed yesterday for four organisations that make up

:04:21. > :04:26.the FarmRight group, including Quadra Foods. The company packs

:04:26. > :04:32.pasteurised milk approaches. For these workers today, hearing they

:04:32. > :04:38.had had to collect their cards was a shock.

:04:38. > :04:45.I am gutted. Literally. I can't say anything. What can you say? There

:04:45. > :04:49.is nothing to say, really. Everyone in this company has bills to pay, a

:04:49. > :04:54.mortgage, families. If you miss a payment with the bank, they don't

:04:54. > :04:59.say, you can pay next year. I have been working here over two years,

:04:59. > :05:04.and I came in one day and don't have a job. I am shocked. I could

:05:04. > :05:08.not believe it. Administrators say the company needed cash come and

:05:08. > :05:14.that is tough to find in the current climate. This is a big

:05:14. > :05:18.facility, a lot of very expensive equipment, and that needs profit

:05:19. > :05:22.and turnover to be able to service those depths, and the business has

:05:22. > :05:27.not reached the level of turnover and profitability it needed to pay

:05:27. > :05:32.its way. The business here in Plympton is still trading, and

:05:32. > :05:36.administrators say they are keeping a Stilton staff while they look for

:05:36. > :05:40.possible buyers. Coming as this does the day before new jobs

:05:40. > :05:46.figures are released, this is yet another blow for a struggling South

:05:46. > :05:50.West economy. A man found guilty of killing two

:05:50. > :05:55.drug dealers has been jailed for life and told he will self despite

:05:55. > :05:59.serve at least 35 years. Thomas Haigh shot dead Brett Flournoy and

:05:59. > :06:04.David Griffiths in Cornwall. The jury acquitted his fellow defendant,

:06:04. > :06:08.Ross Stone -- Ross Stone, of both murders, but he was given a

:06:08. > :06:13.sentence for burying the bodies on his land.

:06:13. > :06:17.The murder took place at this remote farmhouse. Thomas Haigh

:06:17. > :06:21.worked as a driver and debt enforcer for the two men, Brett

:06:21. > :06:28.Flournoy, a boxer for -- from Merseyside, and his colleague,

:06:29. > :06:35.David Griffiths. Thomas Haigh feared the mission to Brazil on a

:06:35. > :06:40.drugs run would be too dangerous that he was being sent on. The

:06:40. > :06:45.judge was told Thomas Haigh was an arrogant man who got out of his

:06:45. > :06:49.debt -- depth in the underworld. The judge said the two were bad men,

:06:49. > :06:54.but did not deserve to be killed. Trading in drugs, he said, does not

:06:54. > :06:58.carry the death penalty. Yesterday, Ross Stone was cleared of murder

:06:58. > :07:04.but today was sentenced to five years in jail for obstructing a

:07:04. > :07:07.coroner. He had burned and buried the bodies of the men on his land.

:07:07. > :07:12.Today the families of the dead men spoke about the impact of the

:07:12. > :07:17.murder. We had to accept the horrific way David was taken from

:07:17. > :07:23.us but also had to endure six weeks of worrying and looking for David.

:07:23. > :07:29.To find he was murdered, burnt and buried was too much to comprehend.

:07:29. > :07:38.The loss has and will continue to have a continuing impact on the

:07:38. > :07:48.Brett's three sons, Reece, Callum and Brett, only six months. He will

:07:48. > :07:52.

:07:52. > :07:56.This is a statistic which may surprise you - one-in-three might

:07:56. > :08:00.victims of domestic violence is male. A Cornish organisation which

:08:00. > :08:04.supports men affected by violence has been awarded Lottery funding to

:08:04. > :08:08.continue working. Our correspondent has been to meet

:08:08. > :08:10.one of the victims. His name has been changed to protect his

:08:10. > :08:14.identity. David suffered years of abuse at

:08:14. > :08:18.the hands of his female partner, until one night when she was

:08:18. > :08:23.pregnant with their first child she attacked him with a claw hammer.

:08:23. > :08:28.I would not allow her to drink alcohol. She wanted to get herself

:08:28. > :08:36.a bottle, I would not allow it. It pushed her into attacking me with a

:08:36. > :08:41.hammer, resulting in a 5.5 inch groove down my head. I bled

:08:41. > :08:47.profusely, ended up in hospital, 13 Staples to hold the injuries

:08:47. > :08:51.together. After the attacks, David's par there was arrested and

:08:51. > :08:56.sent to prison. He said he was helped through his

:08:56. > :09:06.trauma through Cornwall's This doomed project.

:09:06. > :09:07.

:09:07. > :09:14.Esteem was great, without them I would have run myself ragged. --

:09:15. > :09:24.Cornwall's esteemed project. Out of three victims, one victim

:09:24. > :09:29.will be a man. Meals are accounting for 35-40% of domestic abuse. --

:09:29. > :09:33.men are counting. We group has just been awarded

:09:33. > :09:38.money from the Big Lottery Fund to continue its work, including

:09:38. > :09:41.launching a much-needed meal only refuge in the South West. -- men-

:09:41. > :09:46.only. The Lottery Fund will allow the

:09:46. > :09:49.group to continue its work for a further two years. With one in six

:09:49. > :09:53.men are expected to endure some form of domestic violence during

:09:53. > :09:57.their lifetime, it work is clearly vital.

:09:57. > :10:03.And if you have been affected by domestic violence, you can find out

:10:03. > :10:08.what to get help by going to the Cornwall Page of the BBC website.

:10:08. > :10:12.At Devon woman who has been battling to get her frozen ovary

:10:13. > :10:17.after it was removed after she underwent chemotherapy. She has now

:10:17. > :10:22.recovered and wanted to start a family. Changes to legislation

:10:22. > :10:27.means she cannot currently have her ovary returned.

:10:27. > :10:34.28-year-old Kate all of it is fighting to have a child. At 16 she

:10:34. > :10:38.was diagnosed with a rare bone cancer. -- 28-year-old Kate all

:10:38. > :10:42.over. She had a tumour the size of a melon and her right shoulder

:10:43. > :10:48.blade was removed. Doctors told her that therapy would make a infertile

:10:48. > :10:53.so she had a ovary removed and frozen.

:10:53. > :10:59.By our I was told when I had the procedure done that if I wanted it

:10:59. > :11:02.back they would contact -- I would contact them and they would get the

:11:02. > :11:07.ball rolling. But the loss of their changed and

:11:07. > :11:12.they have stopped the procedure. Nobody -- the laws have changed and

:11:12. > :11:16.they have stopped the procedure. No one in this country is having it

:11:16. > :11:26.done. A in a statement, the Leeds

:11:26. > :11:33.

:11:33. > :11:40.It makes me angry, because it is my tissue, and I don't see why I have

:11:40. > :11:44.to fight so hard to have it back. It is thought around 12 women

:11:44. > :11:48.outside the UK have given birth through this pioneering method.

:11:48. > :11:54.Leeds hospital says as Senate at -- as soon as it is in a position to

:11:54. > :11:57.proceed with treatment it will be in touch. If she gets her all that

:11:57. > :12:02.-- or ovary bike, she could be the first in this country to have a

:12:02. > :12:10.baby using this experimental to think.

:12:10. > :12:15.The bourse -- the boss of the Eden Project has an exclusive interview

:12:15. > :12:19.coming up later in the programme. The also, of the view from Bampton

:12:19. > :12:25.- we will find out what shoppers think about the drop in inflation.

:12:25. > :12:27.And it is that time of here when the flower counting happens across

:12:27. > :12:31.all of the National Trust's properties.

:12:31. > :12:35.The founder and chief executive of the Eden Project in Cornwall has

:12:35. > :12:39.revealed radical plans to tackle fuel poverty in the county. Tim

:12:39. > :12:43.Smit wants to see a corporate have set up to the people struggling

:12:43. > :12:47.with energy bills. In the first of a new series of interviews with

:12:47. > :12:52.prominent figures in the region, he told me about his anger over the

:12:52. > :12:55.cuts in subsidies for geothermal power and plans for a new kind of

:12:55. > :13:05.bank at the Eden Project. He explained his ideas to deal with

:13:05. > :13:11.

:13:11. > :13:18.We are talking about Cornwall together. Our supply chain has

:13:18. > :13:24.agreed to be a buying co-operative. Most people in fuel poverty have

:13:24. > :13:29.the problem they are charged a lot for their energy. We're talking

:13:29. > :13:39.about trying to use that buying power to create a membership

:13:39. > :13:49.organisation so everyone in fuel poverty can take the cost out. It

:13:49. > :13:56.will be hugely important. A lot of people who end up in hospital are

:13:56. > :14:03.people who live in damp houses. Let me break this down. You say

:14:03. > :14:07.someone in fuel poverty can buy into the buying power of Eden, the

:14:08. > :14:17.health service and get cheaper electricity. This is what you want

:14:17. > :14:26.to do. The councillors behind it. The officers have been working hard.

:14:26. > :14:32.When will it happen? That is a question you should be asking. The

:14:32. > :14:41.trial is going on now. We're trying to make a presentation to the

:14:41. > :14:49.council. It is not to get approval. It is to find out whether we have

:14:49. > :14:55.missed something, some legislation to deal with. We might be able to

:14:55. > :15:01.get it launched for next autumn. You have made a bed to have the

:15:01. > :15:10.green investment bank here. What will that mean for it be done?

:15:10. > :15:19.be clear, the green investment bank is charged with investing 3

:15:19. > :15:29.billion and the Aryan rates of return across social enterprises

:15:29. > :15:30.

:15:30. > :15:40.and high end speculative. The story began when the chief executive

:15:40. > :15:44.

:15:44. > :15:51.spoke to us about the green investment bank. We had the most

:15:51. > :16:00.environmentally friendly building in Europe. We thought it would be

:16:00. > :16:10.great if we could come together. We were acting as Cornish champions. I

:16:10. > :16:13.

:16:13. > :16:18.thought it would be fantastically important. You have ready-made

:16:18. > :16:28.partners to the green investment bank. If it is rolled out across

:16:28. > :16:30.

:16:30. > :16:36.the country, because I am passionate about geothermal. There

:16:36. > :16:43.is a granite ridge and if we can plumb its heat, you can generate 10

:16:43. > :16:52.% of energy needs in Britain. That is a big and powerful business.

:16:52. > :16:58.support or geothermal seems to have drained away. You have permission

:16:58. > :17:04.here from the council and suddenly, the financial support from

:17:04. > :17:11.government has vanished. It is a disgrace, it is a betrayal of

:17:11. > :17:19.British technological power. It had to leave to go to France and

:17:19. > :17:29.Germany where it is profitable now. Profitable. This is not Heck

:17:29. > :17:32.

:17:32. > :17:40.technology. We can produce 10 % of Britain's energy needs. That will

:17:40. > :17:45.drive us into the dung heap of mediocrity.

:17:45. > :17:55.In response, the government has told us we want to see deep

:17:55. > :17:55.

:17:55. > :17:59.geothermal energy reach its potential. You can see that they

:17:59. > :18:04.all 40 minute interview with the Tim Smit when he talks about

:18:04. > :18:10.Cornish independence on BBC spotlight Facebook page.

:18:10. > :18:15.Some good news for householders. The annual rate of inflation has

:18:15. > :18:25.fallen to its lowest level for Libya. It is well above the rate of

:18:25. > :18:37.

:18:37. > :18:44.average earnings are increasing by. Lovers in here and money is in the

:18:45. > :18:50.towel. Valentine's Day is a boost for business at this cafe. Today's

:18:50. > :18:58.inflation figures are heartening. The rate is down in and Hopley

:18:58. > :19:04.people have more money to spend. That will help us. The underlying

:19:04. > :19:13.costs are so expensive that we are absorbing the 20 % VAT increase

:19:13. > :19:19.from last year. Across the road, at the pictures, the inflation rate is

:19:19. > :19:27.seen as that an increase in recovery. They will be able to come

:19:27. > :19:34.in and afford local produce. inflation figures may be good but

:19:34. > :19:39.here, other factors may take the shine off. Inflation is going down

:19:39. > :19:49.but the cost of fuel is going up. For a businesses, this is not

:19:49. > :19:54.

:19:54. > :19:57.helpful. Bampton has kept its head above choppy waters. It has a loyal

:19:57. > :20:05.rural following. Shoppers here notice they have more money in

:20:05. > :20:13.their wallets. I would never buy at the supermarket. You have less in

:20:13. > :20:20.your trolley. I have not noticed it. Petrol is expensive but we got --

:20:20. > :20:29.do not use our car. It must be good news but I have not noticed any

:20:29. > :20:35.difference. I do not have more money in my pocket. I am on a

:20:35. > :20:44.pension. With inflation due to continue falling, East me start

:20:44. > :20:46.noticing the difference. Plymouth Albion have suffered a

:20:46. > :20:50.blow ahead of the Championship relegation play-offs. Their Tongan

:20:50. > :20:53.centre Keni Fisilau has been banned for the rest of the season. He was

:20:53. > :20:58.handed an 18-week suspension by the RFU after he made a dangerous

:20:58. > :21:00.tackle in the match at London Scottish last month.

:21:00. > :21:05.Exeter City hope to follow up their win against Sheffield Wednesday,

:21:05. > :21:08.this time at Notts County. Yeovil Town can't afford to lose at

:21:08. > :21:12.relegation rivals Wycombe Wanderers. Torquay United could go joint-top

:21:12. > :21:16.of League 2 if they win at Cheltenham Town. Plymouth Argyle

:21:16. > :21:26.aim to move out of the bottom two by defeating Barnet at Home Park.

:21:26. > :21:28.

:21:28. > :21:33.There's coverage on BBC Radio Devon and BBC Somerset. It is that time

:21:33. > :21:43.of year when the National Trust properties are counting flowers.

:21:43. > :21:46.

:21:46. > :21:53.It appears the cold snap has not caused damage.

:21:53. > :22:02.Has spring sprung? Perhaps this could be a year of two Springs.

:22:02. > :22:11.This is their head Gardner. The estate sprawls out for miles. The

:22:11. > :22:17.house here is in 1000 acres of land. 30 are devoted to the gardens. This

:22:17. > :22:24.morning, on the three members of staff were counting the flowers.

:22:24. > :22:31.Sense 2006, staff here and other properties have carried out a

:22:31. > :22:41.flower audit. We have just stopped counting. There are 240 plants in

:22:41. > :22:41.

:22:41. > :22:51.flower. That is compared to 142 last year. Is that because of the

:22:51. > :22:58.weather? Yes. We had a mild January. We had a mini spring in January.

:22:58. > :23:08.Temperatures then went down. With temperatures rising, we have more

:23:08. > :23:10.

:23:10. > :23:20.enceinte plants. With the results and, the National Trust says 1745

:23:20. > :23:27.

:23:27. > :23:37.plants have been recorded in bloom. In Devon, Salton came top.

:23:37. > :23:47.The relatively mild spell may bring We have had some good temperatures

:23:47. > :23:49.

:23:49. > :23:56.today. It will turn colder in the second half of the week. We should

:23:56. > :24:06.be frost-free by the end of the week. The cloud will be stubborn to

:24:06. > :24:08.

:24:09. > :24:18.shift. Temperatures should not fall because of that cloud cover. The

:24:19. > :24:20.

:24:20. > :24:30.cloud will float around for the next few days. This weather front

:24:30. > :24:32.

:24:32. > :24:42.will signify the change. There will be some rain on Friday night and

:24:42. > :24:47.

:24:47. > :24:57.into Saturday. The cloud is almost heavy enough for some drizzle. The

:24:57. > :25:03.winds temperatures no more than four or five. A lot of that cloud

:25:04. > :25:13.will be stubborn to shift. There will be some brightness later in

:25:14. > :25:25.

:25:25. > :25:35.the day. There maybe the odd light shower. For most of us, the breeze

:25:35. > :25:35.

:25:35. > :25:45.will make it feel on the cooler side. Some dry weather although

:25:45. > :26:22.

:26:22. > :26:32.cloudy. The south coast fears about better tomorrow. Here is the

:26:32. > :26:37.

:26:37. > :26:47.forecast for the week ahead. The cloud is starting to be thicker. On

:26:47. > :26:57.Saturday, we could have a lot of wet weather. On Sunday, we see

:26:57. > :27:06.

:27:06. > :27:16.colder weather coming in. On Saturday Night and Sunday, Frost is

:27:16. > :27:17.

:27:17. > :27:22.possible. An investigation is underway into
