:01:08. > :01:11.Prime Minister held a summit of health professionals to discuss the
:01:11. > :01:13.Health and Social Care Bill, the Bishop of Exeter and a leading
:01:13. > :01:17.academic and former hospital boss have voiced fears that standards of
:01:17. > :01:23.care and safety could fall, in the drive to save money and increase
:01:23. > :01:27.privatisation in the NHS. With me now is our Health Correspondent.
:01:27. > :01:37.The Health and Social Care Bill is causing massive divisions in the
:01:37. > :01:41.government and the NHS. Just remind us what is going on.
:01:41. > :01:46.It wants to cut costs by opening things up to more competition so
:01:46. > :01:53.there would be more independent providers providing services. A lot
:01:53. > :01:57.of people are criticising it. The Royal College of Nursing and the
:01:57. > :02:06.Royal College of GPs, and today, another senior academic has joined
:02:06. > :02:13.the debate. He says that the plan to restructure the NHS is going to
:02:13. > :02:18.cause damage to patient care. what we have at the moment is a
:02:18. > :02:22.plan to save �20 billion whilst at the same time the NHS is being
:02:22. > :02:26.reorganised and reconstructed. If you were trying to save money and
:02:26. > :02:31.make it more efficient you need some stability and the system to
:02:31. > :02:35.make these decisions. What we have now is a far from stability. We
:02:35. > :02:40.have a huge turmoil and therefore people are making short-term
:02:40. > :02:44.decisions which are making things more risky for the patients.
:02:44. > :02:48.the Bishop of Exeter has expressed some concern.
:02:49. > :02:53.He thinks that this could fragment patient care and it may not
:02:53. > :02:58.necessarily provide the health and social care that people need.
:02:58. > :03:03.not convinced that the Bill as yet has the methods that provide for
:03:03. > :03:11.joined-up thinking in health care and social care for those groups. I
:03:11. > :03:16.think the other danger is that we will have independent private
:03:16. > :03:21.suppliers who bid for particular services and then cherry-pick.
:03:21. > :03:25.Prime Minister held a summit today. What came out of that?
:03:25. > :03:29.It caused a stir. The main health bodies that opposed the Bill were
:03:29. > :03:34.not invited. David Cameron said that he felt that the Government
:03:34. > :03:39.needed to do more to persuade people that this will actually help
:03:39. > :03:44.patients. Choice for patients is a good thing. Integrated care is a
:03:44. > :03:48.good thing. Making sure that GPs are making decisions is a good
:03:48. > :03:52.thing. I have heard how on the ground some of these reforms are
:03:52. > :03:57.taking place and you are actually seeing better outcomes, GPs doing
:03:57. > :04:05.more things for their patients, people leading healthier lives as a

:04:08. > :04:10.A court heard today how a bogus teacher may have over-marked GCSE
:04:10. > :04:14.course work, leading to pupils having their results later
:04:14. > :04:17.downgraded. Julia Rawlinson, who is 44 and from Brixham, worked for the
:04:17. > :04:21.Edexcel exam board and at Westlands School in Torquay. From Exeter
:04:21. > :04:25.Crown Court, our correspondent reports.
:04:25. > :04:30.Julia Rawlinson used her home computer to forge degree
:04:30. > :04:35.certificates. It helped her to get jobs marking hundreds of A-level
:04:35. > :04:38.exam papers and later teaching A- level biology. Her fraud was
:04:38. > :04:43.uncovered last year here at Westlands School after she got a
:04:43. > :04:47.job as a biology teacher. Staff realised her qualifications were
:04:47. > :04:51.photocopies and called in the police. The prosecutor told the
:04:51. > :04:56.court that Julia Rawlinson had adversely affected the lives of
:04:56. > :05:00.many young people at Westlands School in Torquay by over marking
:05:00. > :05:06.their coursework which then had to be downgraded. He told the court
:05:06. > :05:09.that they went into their exams thinking they had good results. But
:05:09. > :05:13.the defender said that Julia Rawlinson did not mark the
:05:13. > :05:17.coursework. He said it had been done externally and that their work
:05:17. > :05:23.can sue -- sincere concerns about her mental health. Westlands School
:05:23. > :05:27.said that Julia Rawlinson predicted student's coursework grades, which
:05:27. > :05:32.turned out to be misleading. Students who do not get the grades
:05:32. > :05:42.they had hoped for canal we do their work and have it submitted
:05:42. > :05:55.
:05:55. > :06:01.all over again. Julia Rawlinson admitted two
:06:01. > :06:07.charges of fraud and she claimed to suffer from hallucinations. The
:06:07. > :06:11.prosecution claimed that she was thoroughly dishonest. The judge
:06:11. > :06:19.said that it was important to ascertain whether or not the course
:06:19. > :06:22.work had been marked by Julia Rawlinson.
:06:22. > :06:25.In the last hour dozens of angry residents have been converging on
:06:25. > :06:29.Venn Ottery Church in East Devon to formulate their battle plans
:06:29. > :06:32.against an indoor pig unit close to the village. The application to
:06:32. > :06:35.house more than 740 pigs has already been thrown out by local
:06:35. > :06:38.planners once, but two weeks ago another application was made. In a
:06:38. > :06:41.moment we will be speaking to the farmer who put the proposals
:06:41. > :06:48.forward. But first our reporter has been meeting those against his
:06:48. > :06:53.plans. You join us over a logging of the
:06:53. > :06:56.Vale, which some would argue is one of the most spectacular views in
:06:57. > :07:01.the whole of East Devon. This is where the indoor pig farm is
:07:01. > :07:10.planned, and to give you an idea of scale, the idea is roughly the size
:07:10. > :07:15.of about three football pitches. It is these pigs, 740 to be precise,
:07:15. > :07:20.he will be relocated to the new unit. Presently they are outdoors
:07:20. > :07:23.and the proposals have raised welfare issues. These pigs will be
:07:23. > :07:27.in 24 hours a day and they will never see a blade of grass or
:07:27. > :07:32.daylight. I understand the need to feed the nation but this is not the
:07:33. > :07:37.right way to go. I thought we were moving away from factory farming.
:07:37. > :07:41.Development here was turned down by the local council in February last
:07:41. > :07:47.year, but a few weeks ago, a new application was submitted. A apart
:07:47. > :07:52.from the impact on the area of of outstanding natural beauty, there
:07:52. > :07:59.are many news and 80 -- nuisances, such as noise. I do not think this
:07:59. > :08:01.is the appropriate place for such a development. But residents fear
:08:01. > :08:06.that new government planning policies may pave the way for
:08:06. > :08:10.approval. It is difficult to see how under current planning
:08:10. > :08:15.regulations it can get through because it was so comprehensively
:08:15. > :08:18.rejected last time round. There are concerns there could be changes in
:08:18. > :08:21.the planning framework and the next few months and we would hate to be
:08:21. > :08:31.the first victims of that change. In the meantime, the opposition
:08:31. > :08:32.
:08:32. > :08:38.campaign is gaining momentum. The farmer who put these proposals
:08:39. > :08:41.for word is here with us now. Why are you planning this in the middle
:08:41. > :08:47.of an Area of Outstanding Natural Beauty? We have a few sites open to
:08:47. > :08:52.us but we needed a new site. The minimum is 400 metres away from the
:08:52. > :08:56.nearest dwelling. In east Devon, when you start looking at that, it
:08:56. > :09:00.narrows down the site available. This is the only site that fits
:09:00. > :09:04.that criteria and that is why we are here. I can understand that you
:09:04. > :09:11.want to be a certain distance away from the nearest dwelling, but is
:09:11. > :09:16.it fair to put it back close to other people's homes? We were
:09:16. > :09:20.advised that it should be at least 400 metres. I believe we are 460
:09:20. > :09:26.metres away from the nearest dwelling and we feel that is the
:09:26. > :09:34.criteria. We were not refused before. They are satisfied with
:09:34. > :09:43.that side of things so we want to try and help with pig production in
:09:43. > :09:48.this company for the shopper country. -- help with Piggott
:09:48. > :09:53.reproduction in this country. We need to get the pig industry moving.
:09:53. > :09:58.It is nice to buy local meat and it is almost to see the pigs enjoying
:09:58. > :10:08.themselves, which they obviously have then, but to move them inside,
:10:08. > :10:09.
:10:09. > :10:15.is that not a farm -- form of a battery farm? Is it that a little
:10:15. > :10:21.bit like chicken batteries? No, not at all. I think you hit the nail on
