:00:50. > :00:54.The wife of a Devon photographer injured in Syria is tonight calling

:00:54. > :00:57.on the United Nations to intervene to help rescue her husband from the

:00:57. > :01:00.conflict. Paul Conroy from Totnes was hurt in a mortar tact on

:01:00. > :01:04.Wednesday. Two colleagues, including Sunday Times journalist

:01:04. > :01:09.Marie Colvin were killed in the blast. Mr Conroy's wife is urging

:01:09. > :01:15.the Government to forget protocol and get him to safety we can go

:01:15. > :01:19.live to Totnes and our correspondent Simon Hall. It It is

:01:19. > :01:23.very difficult to read what is going on in Syria. The country is

:01:23. > :01:27.in a state of virtual Civil War. Plus negotiations tend to be

:01:27. > :01:31.conducted quietly behind the scenes. There was a sense of optimism from

:01:31. > :01:35.the French President Sarkozy, and he said it looked like there was

:01:35. > :01:42.potentially a deal in sight to get Paul and tore western journalists

:01:42. > :01:46.out of Homs. Part of the chapel of reflection vun -- reflect hundred

:01:46. > :01:51.at saint pairry's church has been dedicated to Paul Conroy. Prayers

:01:51. > :01:56.were said for him, and his family, at the weekend. We like to think

:01:56. > :02:00.that down through the centuries, St Mary's has been at the heart of the

:02:03. > :02:08.doing the civic service and when the community or a member of the

:02:08. > :02:13.community is hurting, we want to reach out to support and surround

:02:16. > :02:21.still haven't spoken to him. They want more action taken to try to

:02:21. > :02:25.get him out of Homs, from the British Government, but also from

:02:25. > :02:29.the United Nations. You know, somehow I am getting through every

:02:29. > :02:35.day, and managing to, you know, wake up in the morning and just

:02:35. > :02:39.brace myself, and just git on with it, and do everyone I can, do these

:02:39. > :02:46.interviews, and keep it up there at the top of the agenda, I know that

:02:46. > :02:53.is one way I can help. I am not feeling too bad, because if anybody

:02:53. > :02:58.can get through it it is my dad. Why is that? He has been too so --

:02:58. > :03:02.been to so many war zones ch I know he can make this one. A special

:03:02. > :03:10.prayer has been written for Paul by a local parishioner. It concludes

:03:10. > :03:15.with the words "Here in Totnes we hold you in our hearts." I spoke to

:03:15. > :03:17.Kate again just a little earlier on, she said she was comforted by the

:03:17. > :03:22.many message of support she had received. She was surround by many

:03:22. > :03:27.friends, she said, which was helping the family to cope. In

:03:27. > :03:30.these so difficult times. Campaigners fighting a

:03:30. > :03:34.controversial incinerator planned for Cornwall have been told by the

:03:34. > :03:39.Court of Appeal tonight that they h have to wait a fortnight to find

:03:39. > :03:46.out whether nor it will be built. Last year the high court threw out

:03:46. > :03:53.a Government decision to grant the incinerator. Our correspondent is

:03:54. > :04:00.at the Court of Appeal. Back in the 1990s the Cowen sill decided it was

:04:00. > :04:05.running out of landfill. I decide on a plant near St Dennis. There

:04:05. > :04:09.was an appeal against it. They won their appeal in the courts and

:04:09. > :04:13.there was champagne corks popped. People were happy, diggers were on

:04:13. > :04:16.the site starting to build the road. They had to move away. However,

:04:16. > :04:18.since then, the Secretary of State for local Government and communitys

:04:18. > :04:24.Eric Pickles, has appealed this decision. That is what everyone has

:04:24. > :04:26.been in court talking about today. And what they have been talk about

:04:26. > :04:30.is air quality, now the campaigners say they thought that decision

:04:30. > :04:35.would be left with picks pi, he would decide it. But in the end he

:04:35. > :04:39.listened to the Environment Agency, they said, that left them at a big

:04:39. > :04:43.disadvantage. We were led to believe the Secretary of State was

:04:43. > :04:48.the competent authority and would have looked at the assessment.

:04:48. > :04:53.you have seen today that turned out to be, he put his trust in the

:04:53. > :04:57.Environment Agency. The appropriate assessment was never done. How do

:04:57. > :05:02.you feel about that? I feel we have a good legal point but as we seen

:05:02. > :05:09.today the legal challenges from both sets of barrister, you know,

:05:09. > :05:13.is a 50-50 chance at the moment. Now they want to build this plant

:05:13. > :05:18.on a important and sensitive site. There is a planned there, a very

:05:18. > :05:22.important plant according to the campaigners. People of St Dennis

:05:22. > :05:29.have taken it up as a wonderful symbol because it's a very rare

:05:29. > :05:33.plant, which is threatened by the proposed insi ray for, because the

:05:33. > :05:36.acid emissions from that plant could wipe out 50% of the world

:05:36. > :05:42.population of this rare plant, which has got the highest level of

:05:42. > :05:46.European protection it could have. We spoke to the company after today.

:05:46. > :05:50.They didn't want to be interviewed. They insist as far as they are

:05:50. > :05:53.concerned the energy from waste plant is the solution for Cornwall.

:05:53. > :05:57.A group of tenants in Cornwall say they are being forced into debt in

:05:57. > :06:00.order to pay for heating in their housing association homes. They say

:06:00. > :06:06.a new eco-heating system is inefficient and is costing

:06:06. > :06:10.thousands of pounds a year to run. Spotlight's Eleanor Parkinson

:06:10. > :06:15.reports. Ja nit moved into her housing association home just under

:06:15. > :06:19.two years ago. Since then she says he has paid out almost �4,000 for

:06:19. > :06:24.electricity. The house is fitted with a specialist exhaust air

:06:24. > :06:30.source heating system. The system is designed to be eco-friendly. But

:06:30. > :06:35.janis says she is selling her possessions, to pay her bills.

:06:35. > :06:40.are constantly watching the meter. I have never put this amount of

:06:40. > :06:44.money on my electric ever. I have never been in debt with my electric

:06:44. > :06:49.board. Since here I am �600 in arrears with them. The problem

:06:49. > :06:54.isn't just confined to number 29. Next door, at number 30, they are

:06:54. > :06:59.also paying big bills. When you moved in how much were you told you

:06:59. > :07:04.were going to pay and how much you having to pay with this system?

:07:04. > :07:10.had a letter given to us, which tells us roughly what we would use,

:07:10. > :07:16.in a year. Obviously, adding on normal electrical appliance, we are

:07:16. > :07:19.looking tops about �700 a year. Where it works out at the minute we

:07:19. > :07:25.are putting in near enough � 2,000 a year and more. Do you blame this

:07:25. > :07:31.system? I do, yes. And I know everyone who has it thon estate is

:07:31. > :07:33.in the same boat. The housing sogt association says 28 of the homes in

:07:33. > :07:36.Cornwall have benefited with this system. And they have had

:07:36. > :07:42.complaints from five households they say they are working to find a

:07:42. > :07:45.solution. The system has benefited in many other homes round the

:07:45. > :07:50.countries where householders have reported problems. In Bedfordshire

:07:50. > :07:54.one housing association has been compensating tenants for high bills.

:07:54. > :08:03.Janis says she will monitor her electricity useage daily until the

:08:03. > :08:06.problem is resolved. The Dartmoor National Park Authority had left a

:08:06. > :08:09.family in Dunsford astounded after telling they needed planning

:08:09. > :08:13.permission for their children's Playhouse. The wooden wendy house

:08:13. > :08:20.is on stilts and has has been thatched but the Endacotts have

:08:21. > :08:23.been told they breaks national planning rules. A dream home in the

:08:23. > :08:28.countryside. Chocolate box cot tadge complete with thatch. But

:08:28. > :08:33.grown ups will be dispointed. This is designed for children. This is

:08:33. > :08:39.our Playhouse and it came to us by Father Christmas in lots of pieces

:08:39. > :08:44.sh and it took us about two days to build it, and every one of our

:08:44. > :08:46.family helped build it. My uncle thatched the roof. Despite it not

:08:46. > :08:51.being a real home the Dartmoor National Park Authority says the

:08:51. > :08:56.wendy house needs planning permission. I was really upset. It

:08:56. > :09:00.was an innocent Christmas present for our children, which they adore.

:09:00. > :09:05.Have they given any you any reason they don't like the location?

:09:05. > :09:09.said something to do with it being near the high way but then there is

:09:09. > :09:14.lots of things that are built along the side of the road. I think there

:09:14. > :09:17.is a lot more ugly things round than a little wooden tree house

:09:17. > :09:22.that don't seem to have any problems with, and yet they are

:09:22. > :09:26.pick on us. Just Tyne and Hugh go say they have fixed the Playhouse

:09:26. > :09:29.into the ground to make it stable and positioned it opposite the

:09:30. > :09:33.house so they can keep an eye on their children. They didn't realise

:09:33. > :09:37.because it is elevated fixed and near the road that the parks

:09:37. > :09:41.planning officers might get involved. We are waiting to hear

:09:41. > :09:48.from them. I think they are going to send us alert. They have told us

:09:48. > :09:52.we have to move it. Where is it now where it is sunny. If we moved it

:09:52. > :09:54.to the shade it could be cold and damp and not very nice.

:09:54. > :09:58.Dartmoor National Park Authority say they don't want to make a

:09:58. > :10:00.comment, or issue a statement at this stage, but they do say that

:10:00. > :10:06.the Playhouse does need planning permix, but they are willing to

:10:06. > :10:10.have talks with the family, to discuss a different location. The

:10:22. > :10:26.authority decides the Playhouse needs to be moved. Lots of comments

:22:17. > :22:23.extraordinary fire devastation at the barn and being grateful that no

:22:23. > :22:28.one was near at the time. Within a few minutes, coming appear and the

:22:32. > :22:36.extraordinary efforts that have been made to get the River Cottage
