:00:16. > :00:20.Harthill multi-million pound contract that secured hundreds of

:00:20. > :00:25.jobs at Devonport dockyard. Good evening and welcome to

:00:25. > :00:32.Spotlight. The deal to upgrade HMS Vengeance has been signed.

:00:32. > :00:36.Also tonight. Forced off the road by rocketing fuel prices. The

:00:36. > :00:40.effect it is happening on South West lives. It is ridiculously

:00:40. > :00:45.expensive. I may have to downsize because I cannot before the

:00:45. > :00:49.insurance or the fuel. The safety of mobility scooters is

:00:49. > :00:59.questioned after a pensioner dies reversing out of his home.

:00:59. > :01:03.Thousands turn out to go the extra mile for Sport Relief.

:01:03. > :01:06.The 350 million contract to refit one of the Royal Navy's Trident

:01:06. > :01:10.nuclear submarines at Devonport has been signed. The deal to upgrade

:01:10. > :01:15.HMS Vengeance was announced by the Defence Secretary Philip Hammond on

:01:15. > :01:20.a visit to the dockyard today. It is the last of the four Trident

:01:20. > :01:24.refits and should secure jobs at Babcock and another 700 in the

:01:24. > :01:32.supply chain for the next three years. There was no news of what

:01:32. > :01:38.refit work may be available be on the end of the contract. The multi-

:01:38. > :01:42.million pound contract to refit will of course be gratefully

:01:42. > :01:47.received. But Devonport always has at least one eye on the future and

:01:47. > :01:51.whether next job is coming from. The submarines have had their lives

:01:51. > :01:54.extended, but they are still basically on the way out. I asked

:01:54. > :01:58.the Defence Secretary has plans were going for the replacements.

:01:58. > :02:01.The we are committed to the programme. Work is already under

:02:01. > :02:09.way. The Vanguard class submarines will be in service for many years

:02:09. > :02:12.yet. The success of some ranges start to come into service later.

:02:12. > :02:16.The last government said that Devonport would provide the

:02:16. > :02:24.maintenance for the vessels. Is that something you would honour?

:02:24. > :02:30.This will be the sole location for the maintenance of some brains. It

:02:30. > :02:34.is the only facility we have in the UK. The skills base here is unique.

:02:34. > :02:39.I asked about the two new aircraft carriers. Could he confirm that

:02:39. > :02:43.they would both be built? Both carriers are indeed being built.

:02:43. > :02:49.The programme is under way. There has been much speculation in the

:02:49. > :02:55.media. The whole of the defence equipment programme is being

:02:55. > :03:00.reviewed as you would expect. We will make announcements to

:03:00. > :03:07.Parliament as soon as we have clear decisions. They will be completed?

:03:07. > :03:12.Yes. Turning to the issue of the aircraft that will fly from them.

:03:12. > :03:17.He is it quite likely that you will revert to the jump jets that Labour

:03:17. > :03:25.had plan by you said would cost more and do less? We are looking at

:03:25. > :03:29.the entire programmes. Decisions were taken and a review programme

:03:29. > :03:33.was set in motion at working with the Americans to understand the

:03:33. > :03:38.detail costs of the different options. That work is ongoing. When

:03:38. > :03:43.we have reached the decisions we will announce them to Parliament.

:03:43. > :03:47.It would be very embarrassing if you adopted Labour's plans?

:03:47. > :03:52.Prime Minister made clear last Wednesday that if the facts change

:03:52. > :04:01.and costs are an important subset of that. If the facts change, we

:04:01. > :04:05.will review our decision. A key may have noticed that I was wearing a

:04:05. > :04:10.hard hat during this interview. This was because like everyone else

:04:10. > :04:15.I was told to do so for safety reasons by the Navy. Mr Hammond

:04:15. > :04:19.seemed to grow weary of his protective headgear. Then,

:04:19. > :04:27.literally at the drop of a hat, the constituency MP is bare-headed as

:04:27. > :04:35.well. A spokesman for the unions at Devonport was quick to condemn Mr

:04:35. > :04:39.Hammond for apparently flouting the regulations for Vanity reasons.

:04:39. > :04:42.The court has been told his solicitor from Devon was strangled

:04:42. > :04:50.by her partner just hours after she had undergone surgery for breast

:04:50. > :04:59.cancer. The body of a sham Reece was found in the van which crashed

:04:59. > :05:03.-- Sian Rees. She was told she would have done -- this is how the

:05:03. > :05:06.death of Sian Rees came to light. It is alleged to partner John Doyle

:05:06. > :05:11.crashed his than near Hatherleigh after suffering a puncture while en

:05:11. > :05:16.route to dispose of her body. The prosecution say he strangled the 50

:05:16. > :05:20.eight solicitor. When it became apparent that she had not died in

:05:20. > :05:25.the crash, he was charged with murder. The jury of eight women and

:05:25. > :05:30.four men was told that the couple's relationship was in trouble. Sian

:05:30. > :05:35.Rees said she wanted to end it. She had recently lost five stone in

:05:35. > :05:39.weight and had used a pseudonym it to contact another man on the

:05:39. > :05:44.internet. They never met face-to- face. On the day she died, Sian

:05:44. > :05:49.Rees had undergone breast cancer surgery at this hospital. She was

:05:49. > :05:53.having in lump cut from her breast. While at that was taking place,

:05:53. > :05:57.John Doyle spent much of the afternoon in this pub. He is said

:05:57. > :06:01.to have told one fellow drinker that his wife would not be happy he

:06:01. > :06:05.was in the pub and he was also overheard saying that he was pretty

:06:06. > :06:10.drunk. The couple were doing up their property, but it was taking

:06:10. > :06:13.longer than planned. Sian Rees decided not to spend the night

:06:13. > :06:18.there after her operation and she booked a room in a nearby hotel,

:06:18. > :06:23.but she never went back to check-in. A postmortem showed she died from

:06:23. > :06:31.strangulation, probably by bare hands. John Doyle, who was four

:06:31. > :06:34.years older than her, denies murder. Motorists in the South West say

:06:34. > :06:39.they are being forced off the roles as dual prices hit record levels.

:06:39. > :06:43.The average cost of a litre of unleaded has risen above 140p for

:06:43. > :06:52.the first time. Some drivers already pay more than one per and

:06:52. > :06:57.50 per litre and more increases and fuel duty rises are expected. This

:06:57. > :07:01.beauty comes at a cost. A widespread dependence on cars and

:07:01. > :07:06.the expense that can entail. It has never been more of an issue and now

:07:06. > :07:11.as fuel prices reached record highs. At this petrol station, customers

:07:11. > :07:17.are suffering. Sylvia McGlynn lives on a pension and is having to make

:07:17. > :07:22.difficult choices. It is difficult. You have to think about where you

:07:22. > :07:27.are going and any journeys you were taking and whether you do need to

:07:27. > :07:32.travel. Megan Sutherland tried so many miles or her job and finds the

:07:32. > :07:36.fuel prices are unaffordable. ridiculously expensive. I struggle

:07:36. > :07:40.to afford my car. I will have to downsize as I cannot afford

:07:40. > :07:50.insurance and fuel at the moment. There is more bad news to come. A

:07:50. > :07:50.

:07:51. > :07:55.duty rise will add 3p to the cost of a litre in August. Rural

:07:55. > :08:00.communities it is unbelievable. trouble with fuel prices is the

:08:00. > :08:05.volatility of the market. They react to the site is global event

:08:05. > :08:11.and they spike the price up. It goes down as quickly as it goes up.

:08:11. > :08:16.We do not get massive reductions at the pumps. At the moment, to see

:08:16. > :08:21.some stabilisation would be a good thing. It now costs around 100 to

:08:21. > :08:25.fill a family car. The main reason for the rise is the instability in

:08:25. > :08:29.the Middle East. A Treasury spokesman said the government had

:08:29. > :08:34.spent 4 billion helping motorists with rising costs. Int the last

:08:34. > :08:38.Budget, fuel duty was cut and the fuel duty escalator was abolished.

:08:38. > :08:44.But that those measures, prices would currently be around 10 pence

:08:45. > :08:48.per litre more expensive than they are.

:08:48. > :08:51.There are fears denied that a planned strike by fuel tanker

:08:51. > :08:57.drivers could damage the region's tourism industry. The action has

:08:57. > :09:05.been triggered by a display strike dates have yet to be set, but the

:09:05. > :09:09.disruption could start before Easter. With a fuel tankers strike

:09:09. > :09:14.looming, local businesses are bracing themselves. This man

:09:14. > :09:17.operates this Bury. He has a contractor providing minimum

:09:17. > :09:22.service for local people but it is not enough for he needs

:09:22. > :09:28.holidaymakers to make money and Easter is crucial. We have big

:09:28. > :09:33.bills to me. We are not subsidised. Our lease payment is due. The refit

:09:33. > :09:39.on the big ferry is up for next month and like every other business

:09:39. > :09:43.down here that is waiting for people, we are hoping that these

:09:43. > :09:49.holidaymakers will use our ferry. Drivers in this union voted in

:09:49. > :09:52.favour of strike action. They provide fuel to 90% of the

:09:52. > :09:56.country's forecourts. Now normally businesses here are worried about

:09:56. > :10:00.the weather. Now with the strike looming, they are concerned about

:10:00. > :10:08.whether their customers will be able to get here. 12 years ago,

:10:08. > :10:12.farmers and lorry drivers blockaded stations. This former was one of

:10:13. > :10:16.five people behind the protest. These days he is speaking up for

:10:16. > :10:21.the drivers, saying these actions have been on the cards for months.

:10:21. > :10:25.It is about pensions, the way they are being treated and how the big

:10:25. > :10:28.companies are trying to slash everything in the background, but

:10:28. > :10:31.keep the price up to the consumer. There needs to be a full

:10:31. > :10:36.investigation. I do not want strikes and most drivers do not

:10:37. > :10:41.want to see strikes. We want common sense. It is not about wages, it is

:10:41. > :10:45.about safety and other issues. does not want action before Easter,

:10:45. > :10:49.and is confident there will not be. The distribution companies denied

:10:49. > :10:52.or issues with health and safety, saying pay and conditions are among

:10:52. > :10:56.the best in the industry. The government says it is prepared for

:10:56. > :11:01.the strike and that soldiers are being lined up to stand in if it

:11:01. > :11:03.goes ahead. Police liaison officers are helping

:11:03. > :11:07.comfort the family of the lorry driver from Somerset who died

:11:07. > :11:12.yesterday following Saturday's crash on the M5. The 65-year-old

:11:12. > :11:16.was on his way from Manchester to Devon when his truck collided with

:11:16. > :11:19.a broken-down coach in thick fog. He worked for food distribution

:11:19. > :11:23.firm Fowler Welch which has a base in Newton Abbott.

:11:23. > :11:33.A Torpoint Ferry service will be suspended tomorrow morning between

:11:33. > :11:37.7:30pm and 845 p pm to allow movement. It will need permission

:11:37. > :11:40.from the harbour master. More than 100,000 homes in Torbay

:11:40. > :11:44.should be getting super-fast prop banned from the tee by this time

:11:44. > :11:49.next year. The upgrade for Paignton, Brixham and St Marychurch in

:11:49. > :11:54.Torquay was announced today as part of the 2.5 billion investment

:11:54. > :11:57.across the UK. Financial experts say the are seen

:11:57. > :12:01.a glorying rise in aggressive debt collection. Staff at the Citizens

:12:01. > :12:04.Advice Bureaux say there clients have been getting threatening

:12:04. > :12:09.letters and repeated phone calls demanding money, in breach of

:12:09. > :12:14.government guidelines. Bob wicks knows all about

:12:14. > :12:18.aggressive tactics over debt. In 2008, he was forced to cancel a

:12:18. > :12:23.foreign holiday after his wife died. He thought everything's sorted out,

:12:23. > :12:27.but months later the King demands for money, first from the holiday

:12:27. > :12:33.company and then from a debt collection agency. The letters and

:12:33. > :12:38.calls at a profound affect. Others answering their letters, conducting

:12:38. > :12:43.what I thought was a reasonable argument, but the letters were

:12:43. > :12:49.getting more and more threatening and I started losing sleep. It was

:12:49. > :12:52.getting too much for me to handle by myself. At that point, he sought

:12:53. > :12:59.help from a local Citizens Advice Bureau which captain deal with the

:12:59. > :13:02.claim. The demand had been for 588, but it was settle for 70. The

:13:02. > :13:06.Citizens Advice Bureaux says does he come to them with debt problems

:13:06. > :13:10.are reporting receiving repeated phone calls and letters regarding

:13:10. > :13:15.that debt. It seems that it is banks, credit card companies and

:13:15. > :13:18.debt collection agencies who are the most likely culprits. The debt

:13:18. > :13:21.collection companies that are causing the problems work on the

:13:21. > :13:30.assumption that the people they are dealing with do not know the rules

:13:30. > :13:32.and regulations. I get case workers say as soon as they start

:13:32. > :13:36.challenging the debt collection companies, they will often stopped

:13:36. > :13:46.doing it. The message for those facing bully-boy tactics is do not

:13:46. > :13:51.

:13:51. > :13:55.There are calls Bawdsey training for people who use mobility

:13:55. > :14:03.scooters. It comes after a pensioner died after reversing his

:14:03. > :14:08.scooter out of his home. Out for a spin. Sean has relied on his

:14:08. > :14:15.mobility scooter for years. He runs a charity for people who take

:14:15. > :14:20.scooters out to places like Parma. He is amazed it is no regulation.

:14:20. > :14:25.There should be training provided by the Government. The person

:14:25. > :14:32.selling the scooter says, right, he is Will you go for one and a's

:14:32. > :14:35.training. One hour should be fine. If they need more of they can come

:14:35. > :14:39.back. A pensioner died recently after

:14:39. > :14:46.crashing his scooter. But accidents like this do not need to be

:14:46. > :14:50.recorded. This person gave his scooter up after being knocked off

:14:50. > :14:55.You can buy them very easily. The person who buys them, before they

:14:55. > :15:02.can put him on the road, should be able to prove that they have either

:15:02. > :15:05.had a driving licence or are able to park one without a driving

:15:06. > :15:11.licence. A Plymouth MP has taken the issue

:15:12. > :15:18.to Parliament. Safety standards should be

:15:18. > :15:22.maintained and basic training undertaken by all users.

:15:22. > :15:26.From next year accidents will be officially recorded. The Government

:15:26. > :15:34.admits that protecting the mobility light flame and dealing with all

:15:34. > :15:39.these safety concerns is a difficult balancing act.

:15:39. > :15:43.It is estimated that one in six adults have problems with every be

:15:43. > :15:49.reading and writing. Many hike up problems of do not have the

:15:49. > :15:53.confidence to ask for help. -- hide their problems. Our community

:15:53. > :16:00.affairs Correspondent has been to Cornwall to talk to some adults

:16:00. > :16:05.about the Experiences. He is the self-proclaimed Arch

:16:06. > :16:13.Druid of Cornwall. But Edward has had a lifelong disadvantage. He

:16:13. > :16:20.left school illiterate. It is terrible when you leave school and

:16:20. > :16:27.you cannot read or write. You cannot measure, we, you need

:16:27. > :16:33.people to open your post, reach your letters.

:16:33. > :16:42.This group are trying to improve their literacy skills.

:16:42. > :16:46.I have come through my life holding back. I thought, No I will push

:16:46. > :16:54.myself. If they want further qualifications

:16:54. > :17:00.the struggle. It is estimated that one in six adults have difficulty

:17:00. > :17:04.with every be reading and writing. Just 15% of jobs in the past

:17:04. > :17:10.required no literacy skills. Now with the rise of computer

:17:10. > :17:15.technology it is less than 1%. One Survey showed that 42% of employers

:17:15. > :17:19.are not satisfied with the basic use of English by school leavers.

:17:19. > :17:27.An accident which left Ed were partially sighted meant he never

:17:27. > :17:37.had the chance to read or write. -- Edward. If you would like to

:17:37. > :17:55.

:17:55. > :18:05.improve your skills you can call It is time for the sport. Torquay

:18:05. > :18:05.

:18:05. > :18:10.United are back to winning ways. We have had an insight peak at how

:18:10. > :18:15.Torquay United operate during a football league match. The BBC has

:18:15. > :18:23.been behind the scenes witnessing how modern technology helped

:18:23. > :18:28.salvage a win over Port Vale at the weekend. It is quarter cabins for

:18:28. > :18:32.changing rooms at the moment. The medical team have to work on the

:18:32. > :18:37.players in the car park. But as the teams get ready for kick-off they

:18:37. > :18:45.do something more moored on going on. The latest technology has been

:18:45. > :18:50.used to monitor the game. Port Vale went ahead midway through the first

:18:50. > :19:00.half. But using the footage the backroom team plot how they will

:19:00. > :19:01.

:19:01. > :19:06.get back into the match. It seems that whatever was said in the

:19:06. > :19:16.changing room following the video did the trick. A penalty with 20

:19:16. > :19:17.

:19:17. > :19:23.minutes to go. Coolly converted. Ryan Jarvis then got his first goal

:19:23. > :19:30.for the club soon after as they overcame 10 man Port Vale. Joy for

:19:30. > :19:39.Martin Ling and words of wisdom for the players.

:19:39. > :19:45.We will see you all on Tuesday. Again on Friday.

:19:45. > :19:50.You can see more of that special feature tonight at 10:45pm. Life

:19:50. > :19:56.for Exeter City in big one is fading after one-fifth successive

:19:56. > :20:02.defeat. They went down to two second half goals at Tranmere

:20:02. > :20:07.Rovers. They now must overhaul a six-point deficit to escape

:20:07. > :20:14.relegation. Yorktown are not safe yet. These are for be a foster home

:20:23. > :20:29.could have been much better if this free-kick found the net instead of

:20:29. > :20:34.hitting the crossbar. A three-week break in her up the's Premiership

:21:35. > :21:41.victorious by seven points on aggregate over the two legs. In

:21:41. > :21:48.January the also beat Plymouth Raiders in the BBL Trophy final.

:21:48. > :21:58.Finally let me point you towards Taunton races. Ladies Day coming up.

:21:58. > :22:02.

:22:02. > :22:07.Prizes for the best dressed. Look Thousands of you took to the

:22:07. > :22:12.streets for the Sport Relief Mile. Thank you to everybody who went the

:22:12. > :22:22.extra mile the length and breadth of the region. Here is a flavour of

:22:22. > :22:22.

:22:22. > :23:15.Apology for the loss of subtitles for 53 seconds

:23:15. > :23:23.It was great fun. A wonderful event and hopefully we raised a lot of

:23:23. > :23:33.money. Here is the movement if you want to

:23:33. > :23:53.

:23:53. > :24:00.take a look. We had a jump at the end.

:24:00. > :24:10.There were people in wheelchairs. Space hoppers. It was just

:24:10. > :24:16.

:24:16. > :24:24.incredible. This is what it is all Brilliant. That look brilliant. And

:24:24. > :24:34.great weather. We were very lucky. Absolutely gorgeous. Time for the

:24:34. > :24:40.

:24:40. > :24:46.weather now. More of the same? I It is still fine and dry with

:24:46. > :24:49.plenty of sunshine. We saw impressive temperatures today. 22

:24:49. > :24:55.Celsius. That would be good temperature in the middle of summer,

:24:55. > :25:02.least of all March. Cool along the coast. Certainly towards the Isles

:25:02. > :25:06.of Scilly way it is just will Celsius. An easterly wind makes it

:25:06. > :25:11.feel chilly. Most of the United Kingdom has been cloud for the

:25:11. > :25:16.today. That will continue as high pressure moves closer overnight. It
