:00:17. > :00:22.after heavy rain caused flash flooding in some parts of the

:00:22. > :00:28.region. The torrential downpours left drains unable to cope. We will

:00:28. > :00:33.report from some of the worst areas. I have never come across a downpour

:00:33. > :00:38.like it in this country. We could see there was going to be an issue

:00:39. > :00:43.but we couldn't keep it out. passengers are left stranded on a

:01:22. > :01:27.were flooded. Many roads were turned into rivers with drains unable to

:01:27. > :01:37.cope with the volume of water. With a round up of some of the worst

:01:43. > :01:51.affected areas here's Spotlight's hour's torrential rain can cause

:01:51. > :01:55.enough rain to flood a business and close it. I have never experienced

:01:55. > :02:01.anything like it. We put a barrier up at the back door but however hard

:02:01. > :02:05.we tried, it wasn't enough to keep it out. It was pouring in through

:02:05. > :02:13.the drain that we share with our neighbours and into our stockroom.

:02:13. > :02:19.It hopes to open tomorrow. The local pub had to clear up the swamped

:03:08. > :03:13.There was a mopping up operation for some home owners. I heard a

:03:13. > :03:17.trickling sound and wasn't sure what it was. I got out of bed and there

:03:17. > :03:25.was water pouring through the door. Originally, I was confused. I didn't

:03:25. > :03:33.know how the water was so high outside. The rain seems to have left

:03:33. > :03:37.the south-west and no further A man is in police custody tonight

:03:37. > :03:40.after an attempted armed robbery in Somerset. Witnesses say a man

:03:40. > :03:50.wielding a machete tried to rob a branch of Lloyds Bank in the centre

:03:50. > :03:54.

:03:54. > :03:58.of Taunton but he was disarmed by It happened after 12 noon. The bank

:03:58. > :04:08.was crowded with customers when a man ran in shouting, "this is a

:04:08. > :04:09.

:04:09. > :04:13.Raid!" The man ran in saying it was an armed robbery. He had a huge

:04:13. > :04:18.machete and a man leapt on him and got into the ground but he was

:04:18. > :04:25.getting up. Walked to help him and another big bloke than me held him

:04:25. > :04:30.down. At that point, the police were called and no money was taken. One

:04:30. > :04:35.of the customers told the BBC he didn't think about the dangers.

:04:35. > :04:45.took him to the floor and restrained him and put him in a armlock and

:04:45. > :04:46.

:04:46. > :04:51.restrained his legs and kept in there. He had a machete? --!We took

:04:51. > :04:54.the machete of him. The man is being questioned in connection with the

:04:54. > :04:58.incident. A damning report has criticised the

:04:58. > :05:01.way up to three hundred vulnerable children in Somerset are cared for.

:05:01. > :05:04.The inspection body Ofsted has said that child protection services are

:05:04. > :05:08.inadequate. It raises serious concerns about the service, which is

:05:08. > :05:18.run by the County Council, and has asked that every case in the last

:05:18. > :05:23.

:05:23. > :05:30.services in Somerset were described as outstanding. Yet now the rating

:05:30. > :05:35.has fallen from highest to lowest possible. Ofsted are demanding

:05:35. > :05:39.immediate action to protect the most abominable. The Lib Dem opposition

:05:39. > :05:44.spokesman on child protection in Somerset says the service is an

:05:44. > :05:50.accident waiting to happen. It is more luck that we haven't had an

:05:50. > :05:55.incident such as baby P. We have to protect the vulnerable and young

:05:55. > :06:01.children in Somerset that are being clearly let down. The Ofsted report

:06:01. > :06:06.pulls few punches. They say not enough was done to protect children

:06:06. > :06:10.and stop the risk of harm remained present for too long and criticises

:06:10. > :06:17.the way child protection cases were closed to quickly and has demanded

:06:17. > :06:21.the council review all the cases. When you are dealing with the most

:06:21. > :06:25.vulnerable children in society, reports like this is bound to raise

:06:25. > :06:31.alarm bells. The council is plainly keen to make the point that that is

:06:31. > :06:36.then and this is now that they have invested an extra 1.4 million in

:06:36. > :06:41.the service and recruited another 25 social workers. They are already on

:06:41. > :06:45.the road to improvement. Three months ago the council appointed a

:06:45. > :06:50.new director of children's services, a man with a tough pedigree. Peter

:06:50. > :06:56.Lewis was the man brought in by the government to sort out Haringey in

:06:56. > :07:01.the wake of the baby P can -- baby P scandal. Today, he apologised on

:07:01. > :07:05.behalf of his new employers. I want to take this opportunity to

:07:05. > :07:09.apologise for the fact that this is what the report says about our

:07:09. > :07:14.services. We know what we need to do to improve and we are getting on

:07:14. > :07:18.with that. Ofsted speaks of good work being done at grassroots level

:07:18. > :07:24.by social workers but points the finger of blame at management

:07:24. > :07:27.failings. All eyes will be on this man now, to change things.

:07:27. > :07:30.First Great Western has apologised and promised an independent inquiry

:07:30. > :07:34.after leaving almost 500 passengers stranded on a train for five and a

:07:34. > :07:38.half hours. The service from Penzance to Paddington developed a

:07:38. > :07:41.fault near Pewsey yesterday afternoon. Passengers criticised the

:07:41. > :07:51.lack of information and said the train was already overcrowded and

:07:51. > :07:58.

:07:58. > :08:04.Western briefs passengers left stranded for hours after a fractured

:08:04. > :08:10.vacuum pipe caused the brakes to lock. Elaine Murphy's two children

:08:10. > :08:14.were on-board alone. The first I knew was that they hadn't arrived

:08:14. > :08:23.and had no information. They were starving, they had had no water and

:08:23. > :08:27.it was chaos. The First Great Western train left Penzance at 11am

:08:27. > :08:32.and the pipe fractured leaving the train at Stansted -- stand still for

:08:32. > :08:38.five and half hours. It was due at London Paddington at 16:34pm but

:08:38. > :08:43.eventually arrived at 22:15pm. It talked to and half hours for an

:08:43. > :08:46.engineer to arrive. In the end, the rear power car had to be left on the

:08:46. > :08:52.line. First Great Western has defended its decision not to put

:08:52. > :08:55.people on to another train. We had a train that was in a remote part of

:08:55. > :09:01.culture. We were able to move the train in the end and I think that

:09:01. > :09:07.was a better option than taking over 500 people down a railway track

:09:07. > :09:10.which was a long way from any road access. During the long wait, some

:09:10. > :09:16.of the passengers tweeted about soil -- toilet is not working and a lack

:09:16. > :09:19.of food, water and information. railways are run tightly these days

:09:19. > :09:23.and there is no margin for looking after things when they go wrong. It

:09:23. > :09:30.is a mistake. People may not have thought ahead as to what the

:09:30. > :09:33.long-term costs to the company would be. Eventually, a cheer goes up as

:09:33. > :09:41.the train restarts the passengers finally arriving in Paddington were

:09:41. > :09:45.furious. It really was a complete cock up. Nothing seemed to work. The

:09:45. > :09:50.toilets were all bunged up practically before we left Cornwall.

:09:50. > :09:56.There were 20 or 30 people in each carriage that couldn't sit down.

:09:56. > :10:00.They included children and elderly people. First Great Western has

:10:00. > :10:04.apologised and has promised a refund, a new ticket and to pay any

:10:04. > :10:07.additional expenses. It has asked for an independent enquiry into what

:10:08. > :10:11.went wrong. A sub-post mistress from Cornwall

:10:11. > :10:14.has been found not guilty of false accounting after the prosecution

:10:14. > :10:17.offered no evidence. 58-year-old Susan Knight, who ran the Post

:10:17. > :10:21.Office in St Keverne, believes accounting errors were caused by

:10:22. > :10:31.problems associated with the Post Offices computer system. The Post

:10:32. > :10:36.

:10:36. > :10:41.Office says its system works Office for more than 32 years. She

:10:41. > :10:47.was mortified when it decided to prosecute her over losses at the

:10:47. > :10:52.Saint Kevin 's post office which she won -- ran. Today, the course was

:10:52. > :10:57.dropped. They told the court that looking on the merits of this

:10:57. > :11:02.individual case alone, prosecution was not in the public interest. No

:11:02. > :11:08.evidence was offered and the judge found her not guilty. I wish the

:11:08. > :11:17.post office had believed this more and trusted as more. We had been

:11:17. > :11:20.employed for so long. She is one of more than 100 soap -- sub postmaster

:11:20. > :11:24.is that say they have found themselves in court because their

:11:24. > :11:27.contract makes them responsible for any losses. They believe problems

:11:27. > :11:32.associated with the post Office computer system has led to the

:11:32. > :11:37.accounting errors. Susan Knight has used all her life savings and

:11:37. > :11:40.borrowed another 20,000 to pay back the alleged losses. She says she

:11:40. > :11:48.will take action to get the money back but what she really wants is

:11:48. > :11:56.her old job back. Honesty, that is all I ever wanted. You will be back

:11:56. > :12:00.at the post office in Saint Kevin? The post office has a review says

:12:00. > :12:04.the Horizon computer system works effectively but it does admit they

:12:04. > :12:09.are training and support issues. It says it is working with the Justice

:12:09. > :12:14.for some pastors -- sub Masters Alliance and MPs that have raised

:12:14. > :12:17.concerns. Coming up: Find out what the weather has in store for the

:12:17. > :12:20.next few days. Plus how did your team start the season? We'll review

:12:20. > :12:23.the weekend's football action And prepared for anything - comedian

:12:23. > :12:26.David Walliams joins a scouting jamboree in Cornwall The funeral of

:12:27. > :12:30.a young mother from Paignton and her two sons took place this afternoon.

:12:30. > :12:40.Katherine Hooper and her son Joshua died after falling from rocks on

:12:40. > :12:46.

:12:46. > :12:49.found a short while later at the family home. As Chloe Axford

:12:49. > :12:59.reports, the family's neighbours are in the process of creating a

:12:59. > :13:02.

:13:02. > :13:06.afternoon when the funeral cortege of Catherine Hooper and her two

:13:06. > :13:10.young sons, Joshua, five, and Samuel, two, arrived at the

:13:10. > :13:15.crematorium. The two brothers sharing a single coffin. The funeral

:13:15. > :13:20.which followed was a chance for the family to pay their last respects

:13:20. > :13:25.privately to Samuel, Catherine and Joshua. It was in July that

:13:25. > :13:32.Catherine and Joshua fell nearly 100 feet to their deaths on Dartmoor.

:13:32. > :13:36.Shortly afterwards, Samuel's body was found at the home in Paignton. A

:13:36. > :13:40.murder investigation into Samuel's death is underway but police say

:13:40. > :13:43.they are looking for anyone else in connection with the deaths. There

:13:43. > :13:47.will be a blossom tree in the middle of the garden surrounded by

:13:47. > :13:57.lavender. Their neighbour said she still come to terms with what

:13:57. > :13:59.

:13:59. > :14:04.happened. I still can't take it in. It is unbelievable. It was totally

:14:04. > :14:10.out of the blue. Jeanette has now decided to turn a patch of waste

:14:10. > :14:13.ground into a memorial garden for the family. I wanted them to be

:14:13. > :14:17.remembered. I don't think they should ever be forgotten because of

:14:17. > :14:21.the people that they were and the children that they were. Basically,

:14:21. > :14:27.just a tribute to them. That will always be there and it would be

:14:27. > :14:31.dissident -- destroyed. Jeanette says this is a close-knit community

:14:31. > :14:35.and many of the neighbours are still in shock over what happened. She

:14:35. > :14:43.said when she approached them about a memorial garden, they were all

:14:43. > :14:46.keen to help. Plants and shrubs have been donated by local residents and

:14:46. > :14:51.businesses. It is expected to include a plaque as a permanent

:14:51. > :14:54.reminder of a much loved young family.

:14:54. > :14:57.Police in Torbay are continuing to question a 37-year-old man on

:14:57. > :15:01.suspicion of murder following a collision in which a teenage

:15:01. > :15:04.motorcyclist died. The crash happened on Kings Ash Road in

:15:04. > :15:08.Paignton in the early hours of yesterday. The motorcyclist was

:15:08. > :15:11.riding with two other bikers at the time.

:15:11. > :15:15.An investigation is underway after a number of trees in Bovey Tracey's

:15:15. > :15:19.Mill Marsh park were vandalised over the weekend. The police are

:15:19. > :15:23.appealing for information after half a dozen young trees were pulled up

:15:23. > :15:27.or chopped down. It's thought to have happened between ten o'clock

:15:27. > :15:30.and midnight on Saturday. Locals say it's not the first time it's

:15:30. > :15:33.happened. Scientists are warning one of the

:15:33. > :15:37.UK's rarest mammals, the grey long-eared bat, is in danger of

:15:37. > :15:41.disappearing from the UK completely. The largest colony in the UK is in

:15:41. > :15:51.Devon. Victoria Gill visited a bat roost at a secret location in the

:15:51. > :15:53.

:15:53. > :15:57.county in the search for this changed and these bats are squeezed

:15:57. > :16:02.into a few colonies in the south of England. They are extremely

:16:02. > :16:06.particularly about where they make their homes. The big tall roof

:16:06. > :16:10.spaces of old manor houses like this one make the ideal roosting site for

:16:10. > :16:14.grey long eared bats. They are the only structure in the UK where these

:16:14. > :16:20.bats can be used. I have come here to see if I can spot some of these

:16:20. > :16:26.very rare flying mammals. The guide now that Safari has studied the

:16:26. > :16:31.species for the last five years. population is estimated at 1000

:16:31. > :16:35.individuals. The population is declining and has declined in the

:16:35. > :16:41.past 100 years. Also there are very few roosts. There are not many

:16:41. > :16:51.colonies of this bat. For a chance of spotting bats, we have to wait

:16:51. > :16:59.for darkness. One over there. There were other species here also and it

:16:59. > :17:04.is hard to tell them apart. We count 15 bats emerging. Bats and their

:17:04. > :17:08.roosts are protected under UK law but the scientists are calling on

:17:08. > :17:14.land owners, local authorities and the environmental adviser, Natural

:17:14. > :17:17.England, to protect the meadows and marshland. This, they say, is the

:17:17. > :17:21.only way to ensure these little winged mammals don't disappear from

:17:21. > :17:25.the country completely. Time for the sport and Dave has all

:17:25. > :17:29.the news from the first weekend of the new football season. What a

:17:29. > :17:31.start for Yeovil. It was a terrific start for Gary

:17:31. > :17:35.Johnson's Yeovil Town. Newly-promoted to the Championship,

:17:35. > :17:39.they carried on from where they left off last season with a late win at

:17:39. > :17:43.Millwall. Goalkeeper Marek Stech did his bit for the Glovers and was

:17:43. > :17:47.hoping his team-mates would follow his example at the other end of the

:17:47. > :17:54.pitch. They duly obliged when Ed Upson found the winner two minutes

:17:54. > :17:58.from the end to give the Somerset greens a wonderful opening day win.

:17:58. > :18:02.The three Devon teams could muster only one win between them. That came

:18:02. > :18:04.at St James' Park where Exeter City beat Bristol Rovers. Well, former

:18:04. > :18:08.Torquay United captain and now first-team coach at Bournemouth,

:18:08. > :18:18.Chris Hargreaves, joined me a little earlier to reflect on day one in

:18:18. > :18:19.

:18:19. > :18:27.League Two. A hat-trick of different results. Some better than others.

:18:27. > :18:33.Let us go to the best one and Exeter city against Bristol Rovers. A good

:18:33. > :18:37.corner there and that is what you want your captain to do. A great

:18:37. > :18:42.header. They showed some resilience, especially when the

:18:42. > :18:48.equaliser goes in. You worry on the first day of the season that they

:18:48. > :18:55.got going a little bit. It wasn't a fluid performance but a great cross

:18:55. > :18:59.here. Sam is a really good addition to the squad. Plymouth Argyle went

:18:59. > :19:09.down at another promotion team, South end. How disappointed will

:19:09. > :19:09.

:19:09. > :19:14.John Sheridan B with that? Very. No positives to take. It is a shame

:19:14. > :19:22.they didn't score more goals. These highlights showed the best player

:19:22. > :19:29.was the keeper, which is not a great sign on the first day of the season.

:19:29. > :19:34.In saying that, what a brilliant place to go tomorrow, Saint Andrews.

:19:34. > :19:43.Finally, Torquay United had a draw with Wimbledon and both goals coming

:19:43. > :19:50.in the last two minutes. Often the goals go in late. When this goes in

:19:50. > :19:55.at the 88th minute, you are fearful of an opening-day loss. A long

:19:55. > :20:02.throw, set piece and a brilliant delivery. Great delivery. A great

:20:02. > :20:08.header. The team salvage a point. Nice to see you and well done on

:20:08. > :20:11.your first day when. Thanks a lot. There was to be no double gold for

:20:11. > :20:13.Plymouth College student Ruta Meilutye in the World Swimming

:20:13. > :20:16.Championships in Barcelona. After clocking another world record in the

:20:16. > :20:23.semi-finals of the 50m breaststroke, the 16-year-old Lithuanian couldn't

:20:23. > :20:33.re-produce her form in the final last night. Russia's Yuliya Efimova

:20:33. > :20:34.

:20:34. > :20:41.pipped her to the gold by seven hundredths of a second. I wouldn't

:20:41. > :20:48.say I am not happy. I am happy with what I have. Silver is a bit

:20:48. > :20:51.disappointed. -- disappointing. I am really happy for her, it is good.

:20:51. > :20:54.In cricket, Somerset rescued a draw from their County Championship match

:20:54. > :20:58.against Nottinghamshire at Taunton. They were forced to follow on, but

:20:58. > :21:01.avoided defeat as they closed on 141 for two in their second innings.

:21:01. > :21:05.Nick Compton was 70 not out. Somerset are still perilously close

:21:05. > :21:09.to the relegation places in Division One.

:21:09. > :21:12.Finally from me, it's the first round of the League Cup tomorrow

:21:12. > :21:16.night. BBC Somerset and BBC Radio Devon will be across all the ties.

:21:16. > :21:23.The pick of them is Exeter City trying to upset Harry Redknapp's

:21:23. > :21:26.Queens Park Rangers. Should be a good one.

:21:26. > :21:31.The first international scouting jamboree to take place in Cornwall

:21:31. > :21:34.for 16 years ended with a celebrity send off.

:21:34. > :21:37.Chief scout Bear Grylls flew in by helicopter along with the children's

:21:37. > :21:47.writer and comic actor David Walliams to meet some of the 15,000

:21:47. > :21:52.

:21:52. > :21:57.scouts who gathered in the grounds Cornwall for years deserved a

:21:57. > :22:03.big-name sendoff. Cue the Chief Scout, Bear Grylls and celebrity

:22:03. > :22:13.author, David Walliams. I think we are going on a zip wire. They were

:22:13. > :22:24.

:22:24. > :22:29.knots, saw how Scouts have a head for raising money for charity and

:22:30. > :22:36.did a lot of meeting and greeting. The purpose of their 45 minutes

:22:36. > :22:42.whistle-stop tour is to inspire youngsters. It was an amazing

:22:42. > :22:48.experience and incredible to see the head of Scouts and an iconic

:22:48. > :22:51.character. It brings back great memories for me when I was a

:22:51. > :22:59.cupboard Scout. It is a great time at school when you haven't got

:22:59. > :23:08.exams. -- club and a Scout. You have really good fun together. His visit

:23:08. > :23:14.with the Chief Scout was a chance to say thanks to the 200 volunteers.

:23:14. > :23:18.After all, people rely on people like Debbie. A year ago she helped

:23:18. > :23:25.start the Boscastle buzzards, which has 18 Scouts and she wants others

:23:25. > :23:28.to help out. The kids are missing out otherwise. We have kids here who

:23:28. > :23:33.have had a fantastic week. If we hadn't been here, there would have

:23:33. > :23:39.been nobody else to run the troop. The waiting list nationally is

:23:39. > :23:49.almost 30,000. More parents getting involved, the more kids can be taken

:23:49. > :23:53.

:23:53. > :23:57.off the waiting list. Come and sign up, especially if you are free.

:23:57. > :24:07.more, the merrier. B strep -- these Scouts can go from strength to

:24:07. > :24:09.

:24:09. > :24:19.headlines today with some horrendous downpours in places. Hopefully most

:24:19. > :24:21.

:24:21. > :24:25.because the web has been atrocious for the past couple of days. Don't

:24:25. > :24:31.head home because the sunshine is back out and it looks as if this

:24:31. > :24:38.week, we remain largely dry. Perhaps it is a little fresher in terms of

:24:38. > :24:45.the feel of the weather but some dry weather to enjoy. It has been awful

:24:45. > :24:54.with some torrential rain. The heavy rain has moved out of the way and

:24:54. > :24:59.apart from the few showers across Cornwall, it is dry. The amount of

:24:59. > :25:05.rain we have had is pretty unusual. In the last 24 hours, we have had 50

:25:05. > :25:08.millimetres of rain, two inches of rain in the space of a day. That is

:25:08. > :25:15.the reason we have had such problems with flash flooding. The main area

:25:15. > :25:25.of low pressure as the driving force of those heavy downpours is moving

:25:25. > :25:29.away. This high-pressure moves up across as over the next 24 hours and

:25:29. > :25:33.it is quite breezy this evening. A much quieter day tomorrow with some

:25:33. > :25:38.sunny spells and light winds. More importantly, it is a dry day

:25:38. > :25:42.tomorrow for most of us. This area of low pressure looks threatening

:25:42. > :25:47.but I don't think it will come towards us. It will move into France

:25:47. > :25:53.through the day on Wednesday. A lot of dry weather to be had for the

:25:53. > :25:57.rest of this week. Unusually, it will turn quite chilly with

:25:57. > :26:04.overnight temperatures down to nine Celsius in the countryside. A breezy

:26:04. > :26:09.start to the night. Tomorrow is a quieter day. There is a small chance

:26:09. > :26:13.of one or two light showers but they will be light and fleeting. For most

:26:14. > :26:20.of us, sunny spells and quite a lot of clout at times. Temperatures

:26:20. > :26:30.getting back to 22 Celsius. For the Isles of Scilly, it should be a dry

:26:30. > :27:05.

:27:05. > :27:09.there is the chance of an isolated shower on Wednesday and Thursday.

:27:09. > :27:15.Friday, there is some more persistent rain arriving late in the

:27:15. > :27:20.day. Nearly six months ago, Axminster Carpets called in the

:27:20. > :27:24.administrators. Hundreds of jobs were under threat before a deal was

:27:24. > :27:27.done to save the firm but not everyone was lucky enough to be
