:01:07. > :01:08.chairman faces MPs as more questions are asked about the outsourcing
:01:09. > :01:12.firm. Devon and Cornwall police officers
:01:13. > :01:17.and staff could face manslaughter charges following the death of a
:01:18. > :01:19.church caretaker who was arrested and restrained. 32`year`old Thomas
:01:20. > :01:23.Orchard from Exeter was found collapsed in a police cell in
:01:24. > :01:26.October last year after being detained in the city centre. The
:01:27. > :01:29.Crown Prosecution Service has now written to his family outlining
:01:30. > :01:37.their investigation. Simon Hall reports.
:01:38. > :01:42.Thomas Orchard was a quiet and gentle man who was managing his
:01:43. > :01:48.schizophrenia well, according to his family. He died in October after
:01:49. > :01:53.being arrested for a public order offence in Exeter and restrained by
:01:54. > :02:00.police. His family have been campaigning to find out why he died.
:02:01. > :02:05.Now they have received a letter from the Crown Prosecution Service,
:02:06. > :02:10.outlining the charges which the fork lease offices, to civilian staff and
:02:11. > :02:12.an agency nurse involved in the case could face. Include manslaughter by
:02:13. > :02:17.criminal activity, corporate manslaughter, and other charges. It
:02:18. > :02:23.does feel like a milestone. The investigation has been a very long
:02:24. > :02:30.one. We are into the second year now, coming on for 14 months since
:02:31. > :02:36.Thomas died. It feels as if things are inching along very slowly. Is it
:02:37. > :02:44.a struggle for you? Yes, it is. It is hard to move on. It feels like my
:02:45. > :02:51.hair life is on hold `` it feels like my life is on hold. The case
:02:52. > :02:57.has led to tensions between the crime commission and his fall. Tony
:02:58. > :03:03.Hogg has questioned whether the staff involved should be suspended,
:03:04. > :03:08.rather than continuing to work but on restricted duties. I am deeply
:03:09. > :03:14.shocked in a way because of the severity of the charges that they
:03:15. > :03:18.are facing. It seems unthinkable to me that that would happen in any
:03:19. > :03:24.other organisation. I am very shocked about that. How important is
:03:25. > :03:28.it that you get to the truth of what happened? It is very important. The
:03:29. > :03:35.truth is the most important thing. Things have got to change. I want
:03:36. > :03:41.them to change, and I want people to learn. I want the police to learn, I
:03:42. > :03:46.want society to learn from Thomas's death. The CPS has given no
:03:47. > :03:52.timescale for making a decision on any charges in the case. Devon and
:03:53. > :03:58.Cornwall Police would not be interviewed. A statement said the
:03:59. > :04:03.staff concerned had been moved into temporary roles which did not have
:04:04. > :04:05.direct contact with the public in accordance with Home Office
:04:06. > :04:08.guidelines on the suspension of officers. They said they have
:04:09. > :04:09.cooperated fully with the investigation into Thomas Orchard's
:04:10. > :04:13.death. A Greenpeace worker and a freelance
:04:14. > :04:17.journalist from the South West, who've spent the last two months
:04:18. > :04:21.being held in Russia, have been granted bail by a Russian court.
:04:22. > :04:25.Alex Harris and Kieron Bryan, who are both originally from North
:04:26. > :04:27.Devon, were among 28 campaigners and two journalists arrested by Russian
:04:28. > :04:32.security forces following a protest on an oil platform in the Arctic
:04:33. > :04:38.Sea. John Ayres has more. Arriving in court, Alex Harris was
:04:39. > :04:45.hopeful she might get bail. Yesterday, a judge granted bail to
:04:46. > :04:51.12 of the 30 people being held. I am nervous. I received some good news
:04:52. > :04:55.yesterday about the others, so I am very hopeful. I am excited because
:04:56. > :04:59.the past two months have been horrible. Back in September, the
:05:00. > :05:03.protesters staged a demonstration against drilling at an oil platform
:05:04. > :05:11.in the Arctic. Initially, those restrained work held in a local
:05:12. > :05:18.prison but were moved to Saint Petersburg. I am trapped, I can't
:05:19. > :05:24.speak to anyone. It is nerve wracking. Back home in Devon it has
:05:25. > :05:30.been a nervous time for her parents, but today it was what they have been
:05:31. > :05:35.waiting for. News that she has been granted bail was broken to them by
:05:36. > :05:40.the BBC. She has been granted bail. Honestly? That is brilliant. Look at
:05:41. > :05:45.that. Wonderful. It has been a stressful morning, but that is
:05:46. > :05:54.brilliant. That is first class. That has made our week, our year.
:05:55. > :05:59.Brilliant. What happens now? We need to find out what the bail conditions
:06:00. > :06:06.are. I take it she will still be detained in Russia, but now we just
:06:07. > :06:11.want to get our passports and visas sorted out and get over there as
:06:12. > :06:17.soon as possible. I can't wait to see her. I feel a bit emotional. I

:06:23. > :06:28.journalist Kieron Bryan, who was being paid by Greenpeace to cover
:06:29. > :06:34.the protests, was granted bail. His family said it is amazing news to
:06:35. > :06:39.know that he has been released from prison. Their relief is tempered by
:06:40. > :06:44.the fact that he is still facing absurd charges, despite the fact he
:06:45. > :06:48.was just doing his job. Iain Rogers, an engineer from Exeter, is expected
:06:49. > :06:51.to appear in court tomorrow. The former head of the Somerset
:06:52. > :06:55.Racial Equality Council has appeared in court accused of operating under
:06:56. > :06:59.a false identity. For nine years, David Onamade was chief executive of
:07:00. > :07:03.the organisation. But Taunton Magistrates were told today he was
:07:04. > :07:12.not the man he claimed to be. Clinton Rogers was in court.
:07:13. > :07:18.This is David en Ahmadi. Or is it? As Chief Executive of Somerset's
:07:19. > :07:22.racial equality Council, this man mixed in high circles, championing
:07:23. > :07:32.the cause of equal opportunities. But that told Magistrates' Court, it
:07:33. > :07:39.was claimed that David Onamade was not who he said he was, that he had
:07:40. > :07:44.stolen someone's identity. David Onamade started claiming jobseeker's
:07:45. > :07:48.allowance, but the prosecution say when checks were made it was
:07:49. > :07:53.discovered the national insurance number he gave actually belonged to
:07:54. > :07:58.a David Onamade in London, a severely autistic man who lives with
:07:59. > :08:05.his mother. Now, this man faces three charges, fraudulently claiming
:08:06. > :08:10.jobseeker's allowance, being in possession of false identity
:08:11. > :08:18.documents, for use in connection with fraud. He appeared in court
:08:19. > :08:24.through a video link from Bristol prison. The charges were read to
:08:25. > :08:29.him. When he was asked to confirm his name, he replied yes. The
:08:30. > :08:34.defence said David Onamade would be disputing the prosecution case. He
:08:35. > :08:38.was remanded in custody, and will appear next at Taunton Crown Court
:08:39. > :08:41.on December 16. Senior executives from Agusta
:08:42. > :08:45.Westland in Somerset's have been in Delhi today, trying to convince the
:08:46. > :08:49.Indian government they are innocent of bribery charges. Three years ago,
:08:50. > :08:53.the company won an order to build 12 helicopters for the Indian Air
:08:54. > :08:56.Force, worth ?450 million. But in February, the firm's Italian chief
:08:57. > :09:00.executive was arrested, accused of bribing Indian officials to clinch
:09:01. > :09:04.the deal. Today, Agusta Westland met with Indian defence ministers and
:09:05. > :09:08.denied the accusations. But our correspondent in Delhi told us the
:09:09. > :09:14.Indian government is looking hostile.
:09:15. > :09:20.It does look increasingly like the deal is going to fall through. The
:09:21. > :09:23.Indians are citing an integrity clause, which they claimed the
:09:24. > :09:30.company has violated. Because basically says that you cannot pay a
:09:31. > :09:36.bribe or any kind of payoff to either official or any agent in any
:09:37. > :09:42.deal. More significantly, in August of this year, the federal law in
:09:43. > :09:46.India came out with a report alleging that the rules were changed
:09:47. > :09:51.to enable Agusta Westland to win this contract, and also that the
:09:52. > :09:55.?450 million price tag was considerably higher than it should
:09:56. > :10:00.have been. All of that has put Russia on defence officials here in
:10:01. > :10:04.Delhi to pull out of this deal. The chairman of Serco has told MPs
:10:05. > :10:06.he's "deeply saddened" about the company's recent failings in
:10:07. > :10:09.out`of`hours GP services in Cornwall. Meanwhile, questions are
:10:10. > :10:12.being asked about why the embattled outsourcing firm has been chosen to
:10:13. > :10:19.provide skills training in Devon and Somerset.

:10:57. > :11:06.to assure the public that they did look at this with diligence before
:11:07. > :11:11.awarding the contract. The choice of Serco was made by a government
:11:12. > :11:16.agency on the local partnership's behalf. The chairman of the local
:11:17. > :11:21.partnership says they want this skills training, but even he admits
:11:22. > :11:25.the announcement doesn't look good. The timing of this is extremely
:11:26. > :11:31.difficult and uncomfortable for us because there is so much press
:11:32. > :11:34.surrounding Serco at the moment and other regarding that company that
:11:35. > :11:38.this places us in a difficult, possibly invidious situation. In
:11:39. > :11:44.Westminster this afternoon, came this admission from the top about
:11:45. > :11:50.Serco's failings in Cornwall. As a company we work deeply saddened and
:11:51. > :11:58.very sorry for what went on in Cornwall. It should never have
:11:59. > :12:05.happened, and what we have been focusing on is actually changing
:12:06. > :12:12.those circumstances. We have been told the new contract for training
:12:13. > :12:17.was signed before problems in other areas emerged. Serco itself points
:12:18. > :12:20.out that it was recently named as one of the top 100 apprentice
:12:21. > :12:26.providers in the UK. The family of a GP who was stabbed
:12:27. > :12:29.to death at his home have said they are devastated by the tragic loss.
:12:30. > :12:33.60`year`old Geraint Hughes, known as Gary, was found at his home near
:12:34. > :12:36.Feock in Cornwall, last Friday. A 58`year`old woman, believed to be
:12:37. > :12:40.his wife Marion, was arrested at the scene on suspicion of murder and
:12:41. > :12:45.remains in police custody. The jury in the trial of the man
:12:46. > :12:49.accused of causing one of the worst motorway accidents in Britain, has
:12:50. > :12:53.visited the crash site today. Seven people died in the incident on the
:12:54. > :12:56.M5 near Taunton in November 2011. Geoffrey Counsell, who organised a
:12:57. > :13:01.nearby fireworks display, is charged with failing to ensure the safety of
:13:02. > :13:04.others. He has pleaded not guilty. Controversial plans to reduce the
:13:05. > :13:07.number of children's centres in Somerset have been put on hold. The
:13:08. > :13:13.County Council says it'll draw up more detailed proposals, following
:13:14. > :13:19.widespread opposition. The meeting was meant to be about
:13:20. > :13:24.making more savings, but today, County Council is instead heard
:13:25. > :13:28.about a cut that is being postponed. I have heard what families,
:13:29. > :13:32.residents, community and councillors have said in relation to the
:13:33. > :13:37.proposal. This is Chilcompton community Centre, one of 18 the
:13:38. > :13:42.council want to pull the plug on. The plan was to produce spending on
:13:43. > :13:48.buildings, while investing more on front line staff. It caused a storm
:13:49. > :13:54.of protest. The County Council have failed children centres and children
:13:55. > :14:01.in our community. It is deeply fair and ironic that people who were not
:14:02. > :14:06.even born at the start of the financial crisis are the ones who
:14:07. > :14:10.will suffer. The Conservative run authority were clearly perturbed.
:14:11. > :14:17.Whenever you are talking about children's services, of course it is
:14:18. > :14:24.an emotive subject. Hopefully members of the public will be happy
:14:25. > :14:31.that we have paused the decision`making process, and we will
:14:32. > :14:39.continue to listen to make sure we come up with the right result. It is
:14:40. > :14:46.officially a pause while more detailed proposals are drawn up for
:14:47. > :14:50.the threatened centres. But it has been widely welcomed. The county
:14:51. > :14:55.can't continue to say they are making difficult decisions and use
:14:56. > :15:00.that as an excuse to make bad decisions. Now they have listened,
:15:01. > :15:06.reflected, they have paused, and hopefully we can move forward to a
:15:07. > :15:10.good solution for all of Somerset. Meanwhile, councillors have voted
:15:11. > :15:15.through another ?4 million of cuts with the leader warning there will
:15:16. > :15:20.be more to come. This is the tip of the iceberg. This council has been
:15:21. > :15:25.cutting for four years. The easy savings have been made. Today is

:17:12. > :17:15.loss of this real important group of young people as they move through,
:17:16. > :17:20.if they are not given the opportunity to develop their full

:17:26. > :17:31.held talks with the gaming industry, but his request that it fund a
:17:32. > :17:34.helpline for those with problems is refused. The Association for UK

:20:21. > :20:26.extend beyond the factory walls. I think it is wonderful. It has shown
:20:27. > :20:34.that there are people within the company who can make it grow and
:20:35. > :20:43.make a success of it. It is very good news for the town. From what I
:20:44. > :20:49.can see, this is just the ) for the job. He is focused, I think we will
:20:50. > :20:54.see Axminster really gaining its place as the world leader of
:20:55. > :20:59.top`quality carpets. Many people lost their jobs and there is still
:21:00. > :21:04.some bitterness in the town. But more people are being taken on. Now
:21:05. > :21:11.159 staff are full`time, many who were made redundant in March. In May
:21:12. > :21:15.I was offered a job to run the underlay Department again. Now I am
:21:16. > :21:23.the charge hand, which is quite nice. I am just hoping there is a
:21:24. > :21:28.good future hair. So, what of the future? At 29, Josh is managing
:21:29. > :21:32.director here, following in the footsteps of his great grandfather,
:21:33. > :21:37.father and grandfather. So, will there be a job for any future
:21:38. > :21:43.offspring? I will let the customers decide that. The fact that 95% of
:21:44. > :21:49.customers returned to us is a huge vote of confidence in the business.
