:00:39. > :00:41.evening. Welcome to Spotlight. It's not over yet ` conditions have been

:00:42. > :00:45.easing but weather warnings remain in place as well as severe flood

:00:46. > :00:47.warnings in Dorset. In Cornwall this afternoon, volunteers have answered

:00:48. > :00:50.a call to pack sandbags on Perranporth beach. Tonight we'll be

:00:51. > :00:53.reporting live on the latest situation as the tide reaches its

:00:54. > :00:56.highest point along with the gale force winds. We'll be at Instow in

:00:57. > :01:00.North Devon where earlier sea defences were breached by huge

:01:01. > :01:03.waves. And we'll be in Perranporth in Cornwall where locals have spent

:01:04. > :01:08.the day filling sandbags to guard against the next tidal surge.

:01:09. > :01:11.Parts of the South West have taken an extreme battering as strong winds

:01:12. > :01:14.whipped up a high spring tide and sent huge waves crashing over

:01:15. > :01:17.seafronts. Some homes and businesses have been inundated. Virtually the

:01:18. > :01:21.entire coastline was put on the most severe level of alert but the damage

:01:22. > :01:24.was limited. Today gusts of 70 miles an hour were recorded and some

:01:25. > :01:29.weather warnings remain in place as another high tide arrives soon. So

:01:30. > :01:34.what's been the impact so far? Well in Looe, some of the main streets

:01:35. > :01:37.where the shops are were flooded. On the north coast at Newqauy there

:01:38. > :01:41.were dramatic scenes as the sea arrived in the town. The north Devon

:01:42. > :01:44.coast was one of the worst affected areas. Lynmouth was hit hard and in

:01:45. > :01:48.Instow defences were breached. We'll hear from all these places tonight.

:01:49. > :01:59.Andrea Ormsby has our first report on the damage in North Devon. 7am

:02:00. > :02:04.this morning. This is Lynmouth at high tide. Many of the properties

:02:05. > :02:09.along the seafront here are flooded. This woman has just seen the state

:02:10. > :02:15.of her shop and is close to tears. It's flooded lots of them. Not just

:02:16. > :02:22.mine. They're all flooded. How does it feel? Horrific. Really bad. I've

:02:23. > :02:27.never seen it this high and I was born here. It's just awful. Lynmouth

:02:28. > :02:33.was flooded last year too, so today's scenes are depressing.

:02:34. > :02:38.Devastated. I've been down here since 5am seeing it come in. I

:02:39. > :02:44.thought we were OK but then the surges came in and devastated the

:02:45. > :02:51.shops. Along the coast, this is Instow. You can see the damage. This

:02:52. > :02:56.is a sea defence wall and it's been thoroughly breached. You can see the

:02:57. > :03:00.rubble on the ground. Why this stretch? It's thought a boat was

:03:01. > :03:05.being rammed up against the wall by the waves and the power of the wind.

:03:06. > :03:09.This is the result. Temporary fixes will be in place for tonight's high

:03:10. > :03:16.tide. It's hoped these flood gates will do their job again. Gates will

:03:17. > :03:21.remain shut. We're taking every precaution. All the resources are

:03:22. > :03:28.being deployed. We'll see what tonight brings. It's already

:03:29. > :03:31.bringing fear for this woman. Her butcher shop has been closed since

:03:32. > :03:38.floods destroyed it this time last year. Sandbags did their job this

:03:39. > :03:48.morning... But only just. I'm very apprehensive and concerned. The

:03:49. > :03:52.wind... The rain... The tides... If they all come together, what can you

:03:53. > :04:01.do? We're prepared but we're very, very worried. It's not going to be a

:04:02. > :04:09.relaxing night for anyone along the coast.

:04:10. > :04:13.There are still concerns about the wind and the rain over the coming

:04:14. > :04:16.hours not to mention the next high tide. As well as The Met Office

:04:17. > :04:19.issuing weather warnings ` the Environment Agency has severe flood

:04:20. > :04:22.warnings in place for Preston Beach and Chiswell in Dorset. Let's go

:04:23. > :04:30.back to the North Devon coast now and speak to Spotlight's John Ayres

:04:31. > :04:34.who's there for us. John. High tide there is going to be in around half

:04:35. > :04:43.an hour or so. People are bracing themselves. The water this morning

:04:44. > :04:51.was coming over the sea defences and the sea furniture was being tossed

:04:52. > :05:00.two were we are just now. `` to where we are. An eight metre hole

:05:01. > :05:04.has been punched into the sea wall. The floodgates have been closed all

:05:05. > :05:08.day. They are expected to remain that way throughout the weekend. The

:05:09. > :05:17.Environment Agency said that the dead the job. `` did their job. The

:05:18. > :05:21.water came almost all the way up to the top. It will be interesting to

:05:22. > :05:28.see what happens. The wind will be a key factor. We are going to wait and

:05:29. > :05:32.see. The first places the storm hit this

:05:33. > :05:35.morning were the Isles of Scilly and Cornwall. Many coastal towns were

:05:36. > :05:38.flooded by the tidal surge. One man had a lucky escape after his car was

:05:39. > :05:42.swept into the sea. Lightning strikes set fire to two properties,

:05:43. > :05:51.and there's been disruption on the roads and railways. Rebecca Wills

:05:52. > :06:02.reports. The thundering waves which hit Cornwall this morning left a

:06:03. > :06:08.trail of damage and despair. This was fast light. Around 20 businesses

:06:09. > :06:13.were sweeping out the flood water. This restaurant owner feels it is an

:06:14. > :06:20.all too familiar story. This is the third time has probably has been

:06:21. > :06:28.under water in the last seven years. I thought I could stop it but you

:06:29. > :06:37.can't. It was a sentiment which was echoed on the opposite side. Coming

:06:38. > :06:48.through the door... That is not much you can do about it. `` there is not

:06:49. > :06:53.much. We are defenceless. Places felt the full force of the storm.

:06:54. > :07:00.This harbour felt the damage and so did this car. Elsewhere there were

:07:01. > :07:06.tales of lucky escapes. One man managed to scramble to safety as his

:07:07. > :07:12.car was swept into the peninsular. `` sea. This family with young

:07:13. > :07:17.children appear to have been fortunate not to be washed into the

:07:18. > :07:22.sea themselves. The advice from the coastguard remains to stay well away

:07:23. > :07:24.from the coastline. It wasn't just the sea which caused damage.

:07:25. > :07:32.Lightning strikes caused damage to the rail networks and cause damage

:07:33. > :07:43.to these homes. It has been blown to bits. Shattered. When it hit the

:07:44. > :07:55.chimney, it blew the fireplace to bits as well. That is nothing left.

:07:56. > :08:00.`` There is. Once the mopping up was over more work began. With another

:08:01. > :08:04.extreme high tide expected this evening, and another in the morning,

:08:05. > :08:15.many homes and businesses are still under threat. Jon Kay is in

:08:16. > :08:18.Perranporth for the BBC tonight. Jon ` what have local people been doing

:08:19. > :08:21.to protect their properties there? The call went out about lunch time

:08:22. > :08:29.for people to come down to the beach and fill up bags with sand. They

:08:30. > :08:35.need to protect properties. Last night, there was so much flooding

:08:36. > :08:46.that some of those bags were washed away. They came down... About 100 of

:08:47. > :08:52.them... The field so many bags. `` they filled. They are in front of

:08:53. > :08:58.porches and doorways. The hope that this time it will be enough. High

:08:59. > :09:09.tide is coming up very soon. `` They hope. If the waves crash this

:09:10. > :09:13.week... `` this way... So far it has not been breached yet.

:09:14. > :09:17.An air and sea search has been taking place for a teenager who's

:09:18. > :09:20.gone missing in the South Hams. It's thought he went out to take

:09:21. > :09:23.photographs of the bad weather. Emma Thomasson is in the newsroom. What

:09:24. > :09:33.details do we have on this search? Harry Martin's family reported him

:09:34. > :09:36.missing this lunchtime. He told his family that he was going to the

:09:37. > :09:41.cliffs to take photographs but he has not been seen since. With the

:09:42. > :09:45.horrendous weather conditions overnight there is real concern for

:09:46. > :09:55.his safety. Who is involved in the search? Once the calls came in to

:09:56. > :10:02.the police we have had a big response. Two helicopters ask our

:10:03. > :10:07.reading the coastline. `` scouring the coastline. So far but has been

:10:08. > :10:14.no sign of him. The search has been called off in the last few minutes.

:10:15. > :10:17.It will resume in the morning. There were serious concerns about the

:10:18. > :10:21.Somerset coast this morning, but as Clinton Rogers reports by this

:10:22. > :10:26.evening its apparent many of the problems have been inland. They knew

:10:27. > :10:30.it was coming ` a tidal force strong enough to lift drain covers. One of

:10:31. > :10:34.the highest tides in the year is what's causing this. But bad though

:10:35. > :10:37.it's been for some people, it could have been a whole lot worse had the

:10:38. > :10:43.winds been stronger and in a different direction. When you have

:10:44. > :10:56.an angry sea on one side of your house, and a raging river on the

:10:57. > :11:00.other... The result was inevitable. When did the water come in? When the

:11:01. > :11:02.ride rose this morning. I wasn't awake! They closed roads along the

:11:03. > :11:06.Somerset coastline around 6:30am this morning ` about an hour before

:11:07. > :11:09.high tide ` but some were still determined to get close enough for

:11:10. > :11:12.that one picture. Inland, the picture was getting desperate for

:11:13. > :11:25.one farmer, whose farm was quickly becoming an island. 50 cattle, three

:11:26. > :11:29.horses and 30 sheep. I'm worried! The RSPCA were called in to help

:11:30. > :11:34.rescue his animals, who were virtually marooned. As the flood

:11:35. > :11:42.waters continued to rise, they needed a boat to take the pet dogs

:11:43. > :11:53.to safe, dry land. I don't want to be separated from them. We didn't

:11:54. > :11:59.expect it to happen again. It has. Nature was certainly showing it's

:12:00. > :12:04.angry hand today. `` its angry hand. Hailstones the size of marbles! And

:12:05. > :12:13.there's more rain on the way this weekend. Where will the water go?

:12:14. > :12:16.As we've heard the weather is expected to continue to cause

:12:17. > :12:19.problems not just over the next few hours but the next few days. Our

:12:20. > :12:25.reporter John Henderson has been speaking to Helen Chivers at The Met

:12:26. > :12:29.Office in Exeter. I'm here in The Met Office ` lots of computers and

:12:30. > :12:32.lots of displays of the weather. I'm joined now by Helen. What's the

:12:33. > :12:37.latest? What's going on? What's causing all this wet weather? A

:12:38. > :12:41.series of Atlantic depressions that have been moving across from the

:12:42. > :12:45.States since just before Christmas. We've had a really powerful jet

:12:46. > :12:48.stream pushing them towards us, and because the jet stream is so

:12:49. > :12:54.powerful, the storms have been as well. It looks like we're getting

:12:55. > :13:02.towards the tail end of the worst of the storms. Some people are

:13:03. > :13:09.concerned about what's coming... We've got another spell of wet and

:13:10. > :13:12.windy weather coming on Sunday. It's perhaps the last really big storm

:13:13. > :13:17.heading our way. It's a notch down on the storm we saw on the 1st of

:13:18. > :13:23.January. Winds of 50, possibly 60 miles per hour. We'll also see

:13:24. > :13:27.between ten and 30 millimetres of rain, so not quite as much as we've

:13:28. > :13:30.seen in recent weeks, but because of all the stormy weather we've had

:13:31. > :13:34.recently there's still the potential for disruption. There are Met Office

:13:35. > :13:37.severe weather warnings out for the weekend. How does the wet weather

:13:38. > :13:45.we've had rank in the grand scheme of things? It depends on how you

:13:46. > :13:48.measure it. We've been looking back at spells of windy weather. If you

:13:49. > :13:54.look back at certain thresholds of wind, this could well rank as the

:13:55. > :13:58.stormiest period since January 1993. Thanks Helen. So it looks like we

:13:59. > :14:04.might be getting through the last of this extremely wet weather! Holly

:14:05. > :14:07.will be with us in just a few minutes with the latest forecast.

:14:23. > :14:25.It's emerged that jobs at the Somerset helicopter maker Agusta

:14:26. > :14:28.Westland could be under threat after the Indian government said it wanted

:14:29. > :14:35.to cancel ?500 million contract with the company. The order for 12 luxury

:14:36. > :14:39.aircraft has been in the balance since allegations surfaced last year

:14:40. > :14:42.that it may have been won through bribery. The two sides are due to

:14:43. > :14:50.meet to try and resolve the issue. Will Glennon reports from Yeovil

:14:51. > :14:57.workers are back at Agusta Westland after Christmas. We have heard it

:14:58. > :15:00.may not be such a happy New Year. They built these helicopters for the

:15:01. > :15:09.Indian government. They have already been delivered and nine are ready to

:15:10. > :15:16.go. `` Three. The total cost is almost half ?1 billion. But now the

:15:17. > :15:24.Indians want out. It is disappointing. We won the contract.

:15:25. > :15:30.We did the work on budget. This has come out of the blue. That is

:15:31. > :15:39.nothing more we could have done. `` There. The deal has been in question

:15:40. > :15:43.since last February. The Chief Executive of Agusta Westland's

:15:44. > :15:47.Italian company was arrested over suggestions that over 30 million

:15:48. > :15:54.euros had been made to the Indian Defence Ministry. Allegations that

:15:55. > :15:57.have always been denied. Agusta Westland has issued a statement

:15:58. > :16:01.saying that it does not believe the Indian government has any basis to

:16:02. > :16:08.cancel the contract. It says it will take part in an arbitration process.

:16:09. > :16:14.That is a mitigation plan in place if the contract should be cancelled.

:16:15. > :16:20.Executives will now meet with Indian officials and lawyers to try to sort

:16:21. > :16:25.out the deal. Meanwhile, Yeovil has to get on with the ?1 billion order

:16:26. > :16:33.secured just before Christmas. 16 helicopters for Norway.

:16:34. > :16:36.A message to Cornwall Council housing tenants to "pay your rent

:16:37. > :16:39.before it's spent" has been branded "offensive". The housing newsletter

:16:40. > :16:42.was sent out just before Christmas warning tenants about evictions and

:16:43. > :16:45.not to become "one of those cases". The council says it was not meant to

:16:46. > :16:49.be patronising but intended to remind people of the importance of

:16:50. > :16:52.keeping on top of payments. Tamsin Melville reports. It was Christmas

:16:53. > :16:56.Eve when this family's Cornwall Housing newsletter arrived at their

:16:57. > :17:01.home. They weren't happy with what they read. I don't think debt is

:17:02. > :17:07.necessarily related to overspending on unnecessary goods. With the

:17:08. > :17:14.recent changes in benefits and bedroom tax... As well as the

:17:15. > :17:17.difficulty for people to find work... I think it's a combination

:17:18. > :17:20.of different factors that are causing people to get into rent

:17:21. > :17:26.arrears ` not necessarily spending on items that aren't of necessity.

:17:27. > :17:29.The article says it's important to budget over Christmas. It warns

:17:30. > :17:33.about evictions and says welfare reform is not an acceptable reason

:17:34. > :17:36.for getting into arrears. For that to go to all tenants, with an

:17:37. > :17:42.assumption that people are struggling, that they are managing

:17:43. > :17:45.their finances badly ` it's unfair. People on low incomes often do a

:17:46. > :17:51.fantastic job, sometimes a far better one than the millionaires we

:17:52. > :17:55.have, at managing their finances. Every penny counts. I think the

:17:56. > :17:58.timing is particularly bad. Cornwall Housing is owned by the council,

:17:59. > :18:02.which says the article contained important advice about changes to

:18:03. > :18:08.rent payments and arrears. It certainly wasn't intended to be

:18:09. > :18:11.patronising. I would apologise if anybody felt it was. But there were

:18:12. > :18:16.significant messages in there that we needed to get out. People have to

:18:17. > :18:19.be careful at this time of year, about managing their money. It's

:18:20. > :18:22.been proven that this is the most likely time people can get into

:18:23. > :18:25.financial difficulty, especially with the bills coming in through

:18:26. > :18:28.January. The council also says anyone in Cornwall struggling to pay

:18:29. > :18:38.their rent should contact them for advice.

:18:39. > :18:41.Since the 1970s the idea of offenders being brought face to face

:18:42. > :18:44.with their victims to apologise and to try to make amends has been

:18:45. > :18:47.gaining prominence around the world. Here the government has recently

:18:48. > :18:50.announced millions of pounds of extra investment in what's known as

:18:51. > :18:54.restorative justice. But in some cases victims don't want to actually

:18:55. > :18:57.meet offenders so in Dorset a scheme has been running where the two are

:18:58. > :19:04.still connected as I've been finding out. This may sound like a woodwork

:19:05. > :19:08.lesson at school, and it may look like a woodwork lesson at school,

:19:09. > :19:14.but school is a place where many offenders in their mid`teens have

:19:15. > :19:17.failed. Here, they're succeeding. I was a bit young. Naive and stupid. I

:19:18. > :19:24.took the wrong choices and wrong decisions. I got in a lot of

:19:25. > :19:27.trouble. But are they simply returning to the classrooms they

:19:28. > :19:31.once left behind? It's nothing like going back to school. What was

:19:32. > :19:34.different? It was more enjoyable and good to see what you've achieved. I

:19:35. > :19:45.enjoyed putting smiles on people's faces. That idea of putting a smile

:19:46. > :19:48.on a face is crucial to those who run this programme. They say young

:19:49. > :19:51.people see they can do something positive, and that feeling might

:19:52. > :19:54.help them find an alternative to committing crime. In Dorset, we're

:19:55. > :19:57.seeing a steady, year`on`year reduction in the rate of

:19:58. > :20:03.re`offending, in terms of the people we work with. That's the name of the

:20:04. > :20:05.game. But isn't the name of the game also offenders meeting the people

:20:06. > :20:08.they've wronged? Where are those people? Some want the meeting, in

:20:09. > :20:16.order to repair damage ` sometimes literally ` but others prefer to be

:20:17. > :20:19.kept at arm's length. In their latest project, offenders have been

:20:20. > :20:24.making gifts to sell, but the money made will go to charities chosen by

:20:25. > :20:27.the victims. Every element, every piece of work, has to have some form

:20:28. > :20:32.of restorative justice. That can come in many forms. What the

:20:33. > :20:38.essential part is that young people make some kind of restitution to

:20:39. > :20:41.their victims. After this Christmas offering, birdboxes might be next

:20:42. > :20:49.off the production line in a new year ` and hopefully new beginning `

:20:50. > :20:53.for some young people. Time for the sport now and the

:20:54. > :20:57.weather affected some fixtures earlier this week. Dave's here with

:23:32. > :23:34.quite stir up the sea as much as first thought and conditions are

:23:35. > :23:38.calmer but they're by no means perfect. Let's go back to John Ayres

:23:39. > :23:47.now who's in Instow for us tonight ` how's the tide looking John? It is

:23:48. > :23:55.almost high tide. As you can probably see, the waves are starting

:23:56. > :24:01.to bash the sea wall. The key thing is that the floodgates hold out and

:24:02. > :24:08.that the water doesn't rise high enough. Earlier today it did stop

:24:09. > :24:19.that part from flooding. We will just have too weak and see what

:24:20. > :24:23.happens. `` to wait. Don't forget you can keep up to date on the

:24:47. > :24:56.have Environment Agency flood warnings in place. If you are

:25:02. > :25:11.responsible. To the south we have hefty lumps of cloud. That is what

:25:12. > :25:17.we have seen today. You can see that this indicates the strong winds. As

:25:18. > :25:22.we head into tomorrow, we have still got some showers on the way but the

:25:23. > :25:28.winds are tending to these down a little. Come Sunday, we have another

:25:29. > :25:31.low pressure system coming in. It is going to cause wet and windy

:25:32. > :25:36.conditions. But not quite to the extent of what we have seen. These

:25:37. > :25:42.are the showers we saw earlier today. Some rumbles of thunder and

:25:43. > :25:50.some lightning. As we continue through this evening, there will be

:25:51. > :25:55.gusts of up to 60 or 70 mph. It could lead to the risk of flooding.

:25:56. > :26:03.Through the early hours the showers become organised. Quite persistent

:26:04. > :26:17.spells of rain. Most in eight of five to seven Celsius. `` Lows

:26:18. > :26:22.tonight. The winds are still strong for tomorrow but there will still be

:26:23. > :26:28.some bright spells tomorrow. In the evening we will see the showers

:26:29. > :26:32.become quite slow`moving and give us some heavy downpours. Top

:26:33. > :26:43.temperatures of seven and eight degrees. There will be heavy showers

:26:44. > :27:01.on the Isles of Scilly. Not quite as windy as we have seen before. Here

:27:02. > :27:02.are the times for high water. For our surfers...
