:00:27. > :00:35.battering from the weather. Good evening, Huge waves have taken

:00:36. > :00:41.their toll on coastal communities. Eventually the waves got so big that

:00:42. > :00:48.it overwhelmed the blockhouse on the pier. One minute it was there and

:00:49. > :00:51.the next it wasn't. A special church service is being

:00:52. > :00:53.held tonight for Harry Martin. His family has said they're

:00:54. > :00:57.overwhelmingly grateful for the efforts to find him.

:00:58. > :01:04.And playing the waiting game for a special delivery after a dog ate a

:01:05. > :01:11.diamond. I've given up thinking it was

:01:12. > :01:15.futile. But that last bit of effort. The sun was changing and there it

:01:16. > :01:18.was. I just couldn't believe it. Waves more than 30 feet high are

:01:19. > :01:22.battering the region's coast tonight as the bad weather continues its

:01:23. > :01:25.grip on the South West. There's been flooding along Cornwall's South

:01:26. > :01:29.Coast, with the village of Seaton cut in two. It's a similar story in

:01:30. > :01:32.South Devon where sea walls stood little chance against the high tides

:01:33. > :01:36.and huge waves. Tonight we'll report from the North and South Coast and

:01:37. > :01:41.have the latest on the search for missing teenager Harry Martin.

:01:42. > :01:44.First, David George reports on the destruction along Cornwall's North

:01:45. > :01:54.Coast at Perranporth, Fistral and Portreath.

:01:55. > :01:58.Cornwell's north coast is used to a battering from pixies but waves like

:01:59. > :02:02.these haven't been seen for years. I made structures on the seashore have

:02:03. > :02:06.collapsed as thousands of tonnes of water had been driven at them when

:02:07. > :02:15.strong winds blowing in from the Atlantic. The old blockhouse or

:02:16. > :02:18.Monkey House met its end today. Built to provide shelter for the

:02:19. > :02:23.harbour workers, its collapse was caught on camera.

:02:24. > :02:26.The waves got so big that it overwhelmed the blockhouse on the

:02:27. > :02:32.end of the pier. One minute it was there and the next it wasn't. A wave

:02:33. > :02:41.came and they had been breaking heavily over eight for some hours.

:02:42. > :02:45.Then they abated and it wasn't there anymore. Nobody could believe what

:02:46. > :02:56.they were saying. Along the coasts, this is Fistral

:02:57. > :03:05.beat beach, undermined by the seas. We are not alone. I'm just a bit sad

:03:06. > :03:09.to see it go but I'm sure we can build it back stronger and better

:03:10. > :03:12.and we'll be open again in the summer.

:03:13. > :03:16.Just around the corner, eight metres of the road has been washed away.

:03:17. > :03:22.Electricity cables are dangling and the nearby aquarium is cut off.

:03:23. > :03:27.Newquay's lifeguard training centre has survived the onslaught but its

:03:28. > :03:31.steps and slipway had been smashed by the biggest wave some people have

:03:32. > :03:37.ever seen. It's huge, absolutely massive. It

:03:38. > :03:42.was a once in a lifetime swell. Generated by the wind that is

:03:43. > :03:46.buffeting us know. The power of the sea, Gillick at the front of the

:03:47. > :03:52.centre and what is happening here, that is happening everywhere around

:03:53. > :03:56.the coast. People were watching at high tide to

:03:57. > :04:02.see what would happen to this pub. Tens of thousands of tonnes of sand

:04:03. > :04:08.have been washed away, appealing to leave the building exposed.

:04:09. > :04:12.We have all the conditions but mother nature has kept the wind

:04:13. > :04:17.going southerly or south`west and that is in our favour.

:04:18. > :04:25.Concern now turns to tonight 's high water at just after 9pm.

:04:26. > :04:32.The waves have pounded the south coast with the sea wall at Seaton in

:04:33. > :04:36.Cornwall suffering more damage. And South Devon felt the full force of

:04:37. > :04:39.the tidal swell but the relative shelter of North Sands near Salcombe

:04:40. > :04:40.provided surfers with an ideal location for an exhilarating

:04:41. > :04:43.session. The main road through Seaton

:04:44. > :04:48.completely swamped by sea water. This morning 's high tide forced

:04:49. > :04:53.police to evacuate the area and cordon of sections of the damaged

:04:54. > :04:56.sea wall. I remain concerned sub been the

:04:57. > :05:01.height of the tide and whether it will breach the wall. We have

:05:02. > :05:08.already evacuated the cafe to ensure that people are safe and our rather

:05:09. > :05:13.concern is the undermining of the wall by the sea.

:05:14. > :05:16.That gives you some indication of the power of the high tides and the

:05:17. > :05:23.seas which have been battling Seaton this morning. But the power of the

:05:24. > :05:28.sea proved irresistible further around the coast in Devon. At North

:05:29. > :05:38.Sands near Salcombe, harden servers got stuck in.

:05:39. > :05:42.`` hardened surfers. It can be dangerous for the wrong

:05:43. > :05:47.person at the wrong time. This area would normally be packed

:05:48. > :05:54.with surfers but the beach is to exposed today.

:05:55. > :06:00.Wild, very hard to find decent waves. We looked generally for

:06:01. > :06:05.smaller swells as we don't have capacity to deal with things this

:06:06. > :06:10.big. It was a great day for looking at the weather from a distance.

:06:11. > :06:13.Little chance of doing that from here, this car park still under

:06:14. > :06:18.water. But people couldn't resist having a peek at the wild weather

:06:19. > :06:21.and the sea. The family of a missing teenager say

:06:22. > :06:25.they are "overwhelmingly grateful" to local people who have been

:06:26. > :06:28.helping to look for him. Harry Martin disappeared on Thursday after

:06:29. > :06:35.leaving his home near Noss Mayo to take photos of the stormy seas.

:06:36. > :06:39.Chloe Axford reports. Five days since he went missing, the

:06:40. > :06:44.search for Harry Martin continues unabated. Today the focus has moved

:06:45. > :06:49.away from the coast to the rivers and streams around Noss Mayo. This

:06:50. > :06:52.area inland has already been searched at least once but now a

:06:53. > :06:58.team of specialist police divers have returned to search the water

:06:59. > :07:04.for any trace of Harry. We are still treating this as a

:07:05. > :07:10.search to find Harry and is `` until we get evidence to the contrary we

:07:11. > :07:14.will do that. We will carry on searching through this week and then

:07:15. > :07:20.there will come a time that we have to review what we are doing.

:07:21. > :07:23.18`year`old Harry was last seen by his father leaving his home and

:07:24. > :07:28.walking towards the coastal path on Thursday. It is believed that the

:07:29. > :07:33.photography student was hoping to take pictures of the stormy seas.

:07:34. > :07:37.Over the weekend, more than 100 local volunteers joined the search.

:07:38. > :07:42.The local vicar says his family are grateful.

:07:43. > :07:45.They are coping really well in difficult circumstances but the

:07:46. > :07:50.message they would like to give out is that they are overwhelmingly

:07:51. > :07:55.grateful for the support of the community. It has been such a

:07:56. > :08:00.wonderful thing to see the way people are pulling together and

:08:01. > :08:03.everybody wanting to do something to help.

:08:04. > :08:09.The local community has been deeply affected by Harry's disappearance.

:08:10. > :08:14.Tonight, a special service is being held. A chance for people to gather

:08:15. > :08:18.and pray that he might yet be found. A police officer has spoken for the

:08:19. > :08:21.first time about the moment he rescued a man from heavy surf off

:08:22. > :08:25.Newquay. Sergeant Reg Butler of Devon and Cornwall Police pulled the

:08:26. > :08:27.man to safety in the early hours of Saturday morning in treacherous

:08:28. > :08:39.conditions. He's been talking to Spotlight's Janine Jansen.

:08:40. > :08:44.We were on patrol and spotted a man walking into the sea. I called for

:08:45. > :08:50.assistance and they came down and eliminated him. We called for the

:08:51. > :08:54.lifeboats and the coastguard. He was being washed out to sea and we were

:08:55. > :09:04.very lucky that the sea washed him in fairly close against the rocks. I

:09:05. > :09:07.weeded out and managed to snatch him and he was taken to hospital.

:09:08. > :09:15.What were the conditions like? Very rough. Very dangerous for

:09:16. > :09:19.people going into the sea. Also joining us is Inspector Dave

:09:20. > :09:24.Meredith. What is your advice to people?

:09:25. > :09:30.This was very good response from the officers. The message from all the

:09:31. > :09:35.emergency services is to please stay away from the coast during this

:09:36. > :09:40.stormy period. There is plenty of footage on television that you can

:09:41. > :09:44.watch so please stay away from the coasts and the rivers.

:09:45. > :09:47.One very lucky man that the police were in the area. Who knows what

:09:48. > :09:51.would have happened to him if they weren't.

:09:52. > :09:53.A former Plymouth`based Royal Marine found guilty in December of

:09:54. > :09:56.murdering a wounded insurgent in Afghanistan is to appeal against his

:09:57. > :09:59.conviction Alexander Blackman, formerly of 42 Commando, was jailed

:10:00. > :10:05.for life for the killing, which happened in Helmand Province in

:10:06. > :10:10.2011. The 39`year`old was the senior NCO at a command post at the time of

:10:11. > :10:13.the incident. A new review of Dartmoor Prison

:10:14. > :10:16.reveals that some single cells are still being used for two prisoners

:10:17. > :10:19.and there are still problems with illegal drug use. But the

:10:20. > :10:28.Independent Monitoring Board did praise the prison for being well

:10:29. > :10:32.run. A woman forced to fight Devon social

:10:33. > :10:36.services to get back her daughter after she was taken into care has

:10:37. > :10:38.told the BBC she has no faith that the heavily`criticised child

:10:39. > :10:41.protection department will improve. Her daughter was only returned after

:10:42. > :10:44.it was revealed that evidence used by social services against her may

:10:45. > :10:47.have been manipulated. Tonight's Inside Out South West programme has

:10:48. > :10:50.seen a report into the case which found "false and misleading

:10:51. > :10:54.information" was used by Devon social services to take her daughter

:10:55. > :10:57.into care. That it was "dangerous and damaging". And that the outcome

:10:58. > :11:06.was "serious and probably permanent damage" to the mother. Sam Smith

:11:07. > :11:10.reports. Nearly two years ago, this woman who

:11:11. > :11:16.we are calling Sarah turned to social services for help. She now

:11:17. > :11:20.bitterly regrets the decision. Her daughter was taken into care without

:11:21. > :11:26.warning but shockingly bad decision was made after crucial notes were

:11:27. > :11:30.inexplicably altered to suggest she was suicidal. Sarah's daughter was

:11:31. > :11:35.eventually returned but the experience has left them both

:11:36. > :11:39.scarred. I didn't know it was possible to

:11:40. > :11:44.feel that bad because I was told I might never get her back. She was

:11:45. > :11:57.distressed, traumatised and frightened for spending so so long

:11:58. > :12:00.away. What DC to that? An official report was carried out

:12:01. > :12:05.into what happened. It identified 30 and departmental feelings which the

:12:06. > :12:10.council told us it is currently addressing. But that inquiry is one

:12:11. > :12:16.of the series of investigations into child protection. An Ofsted report

:12:17. > :12:22.found the service was inadequate in every respect. Another report

:12:23. > :12:26.highlighted similar problems. Now an improvement panel is recommending a

:12:27. > :12:33.fundamental restructuring of the service.

:12:34. > :12:38.I have heard there were people who were not able to speak to each

:12:39. > :12:44.other. Politicians, senior managers and so on. If that kind of petty

:12:45. > :12:48.rivalry and silliness was allowed to put children at risk, I am frankly

:12:49. > :12:53.appalled and I'm also appalled that that is not coming out in public.

:12:54. > :12:57.The council says there will now be a rapid change around. Who is being

:12:58. > :13:00.held to account yet? I've made it clear I am being held

:13:01. > :13:03.to account for the improvement of the process and that is what I am

:13:04. > :13:11.here to do. Despite whites bread cuts ``

:13:12. > :13:16.widespread cuts, the budget for these care services have risen.

:13:26. > :13:28.on BBC One. Missed hospital appointments in the

:13:29. > :13:31.South West are costing the NHS millions of pounds. Last year alone

:13:32. > :13:34.more than 165,000 people failed to turn up for consultations. New

:13:35. > :13:41.reminder services are now being introduced.

:13:42. > :13:47.Almost 500,000 people walked through these doors to be treated every

:13:48. > :13:52.year. But not everyone turns up to their outpatient appointment. Before

:13:53. > :13:57.a telephone reminder service was introduced, almost 8% of patients

:13:58. > :14:03.failed to tell the hospital they couldn't attend. Brian got a

:14:04. > :14:08.reminder for his appointment a few days ago.

:14:09. > :14:13.I found them very good. Very often you just phone them back and confirm

:14:14. > :14:17.the appointment and that is it, all done.

:14:18. > :14:21.Wasted appointments are costing the NHS millions every year but there

:14:22. > :14:26.have been big changes since it started the remainder service.

:14:27. > :14:34.Compared now to them, 12,000 more patients are getting care than they

:14:35. > :14:38.should. For as, in terms of results, it puts us up in the top ten for

:14:39. > :14:42.getting patients to attend on the day.

:14:43. > :14:46.But during the last financial year, almost 13,000 people `` 30,000

:14:47. > :15:10.people didn't attend. At the Royal Cornwall Hospital.

:15:11. > :15:14.40,000 patients didn't turn up. It is now hoping that its new telephone

:15:15. > :15:21.remainder service will reduce that figure. Dorset County Hospital is

:15:22. > :15:26.looking to do the same. They are apparently losing ?3 million every

:15:27. > :15:32.year. They are looking at new technology to reduce the rates even

:15:33. > :15:36.further but the best solution, they say, would be for patients to let

:15:37. > :15:39.them know if they cannot turn up. Time for the sport and tonight we've

:15:40. > :15:43.got news on Torquay United's new manager and he's someone we all know

:15:44. > :15:45.very well here, isn't he, Dave? Yes, he's 41`year`old Chris

:15:46. > :15:50.Hargreaves, who's been announced as the successor to Alan Knill, who was

:20:57. > :21:02.manufactured dry suits and embroidered garments such as polo

:21:03. > :21:08.shirts. It wasn't a conscious decision to

:21:09. > :21:14.stay at work. You just get up in the morning and go to the same place and

:21:15. > :21:19.one day you are old. Age is really just a number.

:21:20. > :21:21.But by the time you get to 90 it doesn't really matter too much, does

:21:22. > :21:24.it? It doesn't matter anyway.

:21:25. > :21:29.Their son Roger, a mere 60, thinks age isn't a barrier to employment.

:21:30. > :21:32.In fact, quite the opposite. They've got quite a lifetime of

:21:58. > :21:59.members, they can decide when to retire. Other workers may look on in

:22:17. > :22:21.doing this in our 70s and 80s? I don't think they will let us!

:22:22. > :22:25.Now, there aren't many women who'd say no to being given a diamond on

:22:26. > :22:27.Christmas Day. But for one woman in Exmouth, her diamond came in rather

:22:28. > :22:30.an unusual way. Yes, this particular gem didn't come

:22:31. > :22:33.gift wrapped and involved a fair amount of work just to find.

:22:43. > :22:46.Meets Jack, a trainee police dog. He has lived with Angie Collins for

:22:47. > :22:52.about seven months. He is a great character, very

:22:53. > :22:59.gentle, they do call him Gentle Jack.

:23:00. > :23:05.No other dog has done what Jack did just before Christmas.

:23:06. > :23:12.It was a fantastic, lovely calm morning. We were relaxing and I

:23:13. > :23:16.popped out into the kitchen and there was my ring on the floor,

:23:17. > :23:24.mangled. Mangled and missing the diamond. I

:23:25. > :23:30.think, I'm not overly sure, that the ring costs the best part of ?18,000.

:23:31. > :23:35.The husband and I emptied the entire room, which took hours, and I could

:23:36. > :23:39.only conclude that Jack had eaten it.

:23:40. > :23:45.So what to do? Is the vet explained, it was a

:23:46. > :23:53.simple process of waiting and saving. By Christmas Day I had given

:23:54. > :23:59.up and the vet gave me advice that it was very unlikely that I would

:24:00. > :24:04.get it back. I thought this is futile and just give up but that

:24:05. > :24:09.last wee bit of effort, the sun was shining and there it was. I just

:24:10. > :24:13.couldn't believe it. My face must have been a picture.

:24:14. > :24:18.Now they are making the most of Jack before he starts his as a police

:24:19. > :24:24.dog, were stealing diamonds really would be frowned upon.

:24:25. > :24:31.I love the innocent look on the dog's face. Let's see if the weather

:24:32. > :24:33.is going to get any better after the horrendous storms. That way behind

:24:34. > :24:42.you look threatening. We are starting off with strong

:24:43. > :24:48.winds but they do use of later in the week. Otherwise we are looking

:24:49. > :24:56.at the mixture of sunshine and showers. We do still have a weather

:24:57. > :25:05.warning out from The Met office. There is still the risk of further

:25:06. > :25:13.flooding. The high tide times are between 8:30pm and 10:30pm tonight.

:25:14. > :25:18.Keep an eye on the flight line number. As we can see from these

:25:19. > :25:28.pictures taken in Exeter, we do still have problems with flooding.

:25:29. > :25:35.We do have some drier weather to come later on this week so the

:25:36. > :25:40.chance is that these. To recede but many areas are still having flood

:25:41. > :25:47.warnings. For the moment, we do have this area of cloud wrapped around a

:25:48. > :25:58.deep area of low pressure. It is causing a large swell of big waves.

:25:59. > :26:05.It is still quite windy but we will start to see some sunshine. This

:26:06. > :26:08.rain should move on and the winds will be lighter by Wednesday. We

:26:09. > :26:15.have seen some sharp showers across the region and a little bit of

:26:16. > :26:28.thunder and hailstones. Strong and gusty winds tonight. The wind will

:26:29. > :26:35.ease tomorrow by first thing. These are the minimum temperature

:26:36. > :26:45.overnight. Still a few showers around which will cause problems in

:26:46. > :26:46.Dorset and Somerset. The temperatures tomorrow are still

:26:47. > :27:16.fairly mild for the time of year. Still some big waves for the

:27:17. > :27:22.surfers. The wind still strong in the morning but do decrease by the

:27:23. > :27:29.end of the day. Still a bit of a mixture in the week ahead. More

:27:30. > :27:34.persistent rain but later winds on Wednesday. The could see a touch of

:27:35. > :27:41.frost on Friday. We will be back with the late news
