:01:09. > :01:11.through the roof. A lack of beds and incomplete or
:01:12. > :01:14.inaccurate patient records have been highlighted by the health w`tchdog
:01:15. > :01:19.after a major inspection at the Royal Cornwall Hospital. Thd Care
:01:20. > :01:22.Quality Commission says thex are areas for concern and that hospital
:01:23. > :01:25.needs to improve. However, inspectors have assured pathents
:01:26. > :01:29.saying they're safe and that many services are delivered to a good
:01:30. > :01:33.standard. The inspectors visited the Royal
:01:34. > :01:37.Cornwall Hospital in Januarx, making to announce the visits in one
:01:38. > :01:42.unannounced. It's one of thd first trusts to be subjected to an
:01:43. > :01:47.inspection regime, with doctors nurses and managers all involved.
:01:48. > :01:53.The report has been publishdd today, and its overall conclusion hs that
:01:54. > :02:00.the hospital requires improvement. Patient records and some wards were
:02:01. > :02:04.incomplete. There were too lany operations being cancelled or
:02:05. > :02:08.delayed due to a shortage of beds. But the six remaining areas,
:02:09. > :02:14.including accident and emergency, intensive care and maternitx, were
:02:15. > :02:18.all rated as good. This is ` safe hospital. There are issues to
:02:19. > :02:21.improve on, but we do not w`nt people to feel they could not bring
:02:22. > :02:24.a member of their family to this hospital. What we're saying is that
:02:25. > :02:30.we have identified some things where will need a clear plan very quickly
:02:31. > :02:34.to address those concerns. The hospital's Chief Executive welcomed
:02:35. > :02:39.the report, but except that the lack of beds is still a problem. We are
:02:40. > :02:43.working closely with our partners to it improve his pathways for
:02:44. > :02:46.patients. What the report does is highlight that that is still a
:02:47. > :02:50.pressure in the organisation and it is something that we need to deal
:02:51. > :02:54.with as an urgent matter. The hospital now has to come up with an
:02:55. > :03:01.improvement plan showing wh`t action it is going to take and sublitted to
:03:02. > :03:07.the CQC. `` submit it. This story has already promoted
:03:08. > :03:34.emails today. Here just a couple of comments.

:05:04. > :05:06.concern from the inspectors was the way Devon and Cornwall Police deal
:05:07. > :05:10.with emergency calls. It saxs the force cannot be sure that it is
:05:11. > :05:23.identifying all victims of domestic violence, and that it is `` and ..
:05:24. > :05:28.We get the information recorded accurately and acted upon at the
:05:29. > :05:32.point of the victim calling us, and we are introducing dedicated
:05:33. > :05:36.specialists, sexual abuse investigation teams, across the
:05:37. > :05:37.force area to ensure that wd better standardise our response to the
:05:38. > :05:50.victims of domestic abuse. We have got a detailed plan. It is
:05:51. > :05:56.very high on the list in terms of resourcing. I've think I've seen
:05:57. > :06:03.that the determination to actually get on top of these issues, which
:06:04. > :06:06.are, as I've said, at the vdry top of our priorities. Inspectors say
:06:07. > :06:14.Devon and Cornwall Police whll continue to be monitored.
:06:15. > :06:17.There's been a huge surge in the number of drivers in Devon claiming
:06:18. > :06:20.for damage caused by potholds. In fact it's gone up by two`thhrds
:06:21. > :06:24.according to the County Council s latest figures. 1100 claims have
:06:25. > :06:32.been put in so far over the winter, up from around 670 a year ago. The
:06:33. > :06:37.weather has been exceptional this winter, as has the damages done to
:06:38. > :06:42.our roads. Not just the shedr size, but the number. In December, 20 0
:06:43. > :06:47.potholes were reported. By January and February, it was 7000 a month,
:06:48. > :06:52.and the claims have risen as well. This man suffered ?480 worth of
:06:53. > :06:55.damage to his car when it hht a pothole here. He is trying to make a
:06:56. > :06:59.claim against the County Cotncil that has been told he does not
:07:00. > :07:04.qualify. I received a reply from the Council who told me they were not
:07:05. > :07:08.liable for that time, that the incident happened, and they would
:07:09. > :07:15.not pay out against my clail. How do you feel about that? A little bit
:07:16. > :07:19.disheartened, really, considering the amount of potholes therd are on
:07:20. > :07:22.this road. The reason, apparently, is because there have been so many
:07:23. > :07:26.potholes this winter that the council has had to change its
:07:27. > :07:31.policy, because it is impossible to cope with them all. Our polhcy is to
:07:32. > :07:35.affect potholes on a end thd roads within a day and two fix thd rest of
:07:36. > :07:43.the holes within seven days. We have had to bring in a temporary
:07:44. > :07:46.relaxation of that policy, so for a, B and C roads, we fix them within
:07:47. > :07:55.two weeks, and the rest, within a month. The county has ?7 million for
:07:56. > :07:59.repairs, but it would cost ?767 million for Devon to bring hts roads
:08:00. > :08:02.up to scratch, that is how bad the backlog is. The Liberal Democrats,
:08:03. > :08:09.who are in opposition and the Council, Gilmore money should be
:08:10. > :08:12.spent. This is frightening for the drivers and it is very frightening
:08:13. > :08:19.for motorcyclists and cyclists to me have accidents that result hn rather
:08:20. > :08:23.worse than damaging a tire or a subframe. The Council has tripled
:08:24. > :08:28.the number of people out fixing the potholes and they are currently
:08:29. > :08:31.tackling 500 a day. Dealing with the backlog is getting more difficult in
:08:32. > :08:34.a climate where it is forced to make cuts.
