:00:19. > :00:21.watchdog it has to improve. A lack of beds and incomplete or inaccurate

:00:22. > :00:24.patient records have been highlighted by the Care Quality

:00:25. > :00:28.Commission. But it also found many services are delivered to a good

:00:29. > :00:30.standard. Alison Johns reports. The inspectors visited the Royal

:00:31. > :00:34.Cornwall Hospital in Januarx, making two announced visits and ond

:00:35. > :00:36.unannounced. It's one of thd first trusts to be subjected to an

:00:37. > :00:43.inspection regime, with doctors nurses and managers all involved.

:00:44. > :00:52.The report has been publishdd today, and its overall conclusion hs that

:00:53. > :00:57.the hospital requires improvement. Patient records and some wards were

:00:58. > :01:01.incomplete. There were too lany operations being cancelled or

:01:02. > :01:03.delayed due to a shortage of beds. But the six remaining areas,

:01:04. > :01:11.including Accident and Emergency, intensive care and maternitx, were

:01:12. > :01:14.all rated as good. This is ` safe hospital. There are issues to

:01:15. > :01:18.improve on, but we do not w`nt people to feel they could not bring

:01:19. > :01:21.a member of their family to this hospital. What we're saying is that

:01:22. > :01:25.we have identified some things where we will need a clear plan vdry

:01:26. > :01:28.quickly to address those concerns. The hospital's Chief Executhve

:01:29. > :01:33.welcomed the report, but accepts that the lack of beds is sthll a

:01:34. > :01:39.problem. We are working closely with our partners to improve pathways for

:01:40. > :01:43.patients. What the report does is highlight that there is still a

:01:44. > :01:46.pressure in the organisation and it is something that we need to deal

:01:47. > :01:50.with as an urgent matter. The hospital now has to come up with an

:01:51. > :02:05.improvement plan showing wh`t action it is going to take and sublit it to

:02:06. > :02:08.the CQC. The family of the lurdered Somerset woman Catherine Wells`Burr

:02:09. > :02:11.handed in a petition at Downing Street today. It's in opposhtion to

:02:12. > :02:14.the deportation of two of hdr killers, who've requested they serve

:02:15. > :02:17.the remainder of their sentdnces in Poland. Catherine's boyfriend, his

:02:18. > :02:20.ex`girlfriend and her uncle, who're all Polish, were jailed for 32 years

:02:21. > :02:24.each in June for killing thd 23`year`old. Her family fear their

:02:25. > :02:31.sentences could be cut if they serve them abroad. A new report s`ys there

:02:32. > :02:35.are significant risks in thd way Devon and Cornwall Police ddal with

:02:36. > :02:37.domestic abuse. The force s`ys it recognises there are too many

:02:38. > :02:41.inconsistencies, some of whhch it's already addressing. Hamish Larshall

:02:47. > :02:54.violence. But are the policd listening? As much as they can be,

:02:55. > :02:58.according to a report. `` not as much as they could be. It found

:02:59. > :03:01.Devon and Cornwall Police dhd not yet provide a consistent service in

:03:02. > :03:04.all cases of domestic violence. 34% of all assaults were domesthc

:03:05. > :03:07.abuse`related in the last 13 months until August of last year. The

:03:08. > :03:19.figure for most other forces is between 45 and 90. This wom`n sees

:03:20. > :03:24.the problems of domestic abtse first`hand. She feels this report

:03:25. > :03:29.backs up what she has been seeing over the last few years. I'd think

:03:30. > :03:34.they must feel very unhappy at this report, really. I think that they

:03:35. > :03:37.think they are doing a really good job, but what they are doing is

:03:38. > :03:40.producing lots of paper and policies, and not all of those

:03:41. > :03:55.things are actually being actioned at the right end. One major concern

:03:56. > :04:16.from the inspectors was the way Devon and Cornwall Police ddal with

:04:17. > :04:20.emergency calls. Where introducing dedicated special officers to ensure

:04:21. > :04:25.that we better standardise our response to victims of domestic

:04:26. > :04:34.abuse. These account for 11$ of all crime and inspectors say thd force

:04:35. > :04:38.will continue to be monitordd. There's been a rise in the number of

:04:39. > :04:41.drivers in Devon claiming for damage caused by potholes. It's gone up by

:04:42. > :04:45.two`thirds, according to thd County Council's latest figures. John Ayres

:04:46. > :04:52.has more. The weather has bden exceptional. Not just the sheer

:04:53. > :04:56.size, but the number. In December, 2000 potholes were reported. By

:04:57. > :04:59.January and February, it was 70 0 a month, and the claims have risen as

:05:00. > :05:04.well. This man suffered ?480 worth of damage to his car when it hit a

:05:05. > :05:07.pothole here. He is trying to make a claim against the County Cotncil

:05:08. > :05:12.that has been told he does not qualify. I received a reply from the

:05:13. > :05:15.Council who told me they were not liable for that time, that the

:05:16. > :05:24.incident happened, and they would not pay out against my clail. The

:05:25. > :05:27.reason, apparently, is becatse there have been so many potholes this

:05:28. > :05:30.winter that the council has had to change its policy, because ht is

:05:31. > :05:35.impossible to cope with thel all. Our policy is to fix potholds on A

:05:36. > :05:39.roads within a day and to fhx the rest of the holes within seven days.

:05:40. > :05:43.We have had to bring in a tdmporary relaxation of that policy, so for A,

:05:44. > :05:57.B and C roads, we fix them within two weeks, and the rest, within a

:05:58. > :06:01.month. Dealing with the backlog is getting more difficult in a climate

:06:02. > :06:06.where it is forced to make cuts And that's it from me for now, time now
