:01:01. > :01:05.James had literally to save his cows from drowning. The floods wdre

:01:06. > :01:09.closing in, the water was rhsing quicker than anyone predictdd. 50

:01:10. > :01:21.cattle were sent to parks across Somerset. Today, James is trying to

:01:22. > :01:26.get his own farm back in business. But it isn't easy. His stordd feed

:01:27. > :01:30.is rotten. Many of his barns need repairing and the mess left by the

:01:31. > :01:34.force of the flooding will take many months to clear up. As you come down

:01:35. > :01:40.into the kitchen... And as for the farmhouse...inside, there is very

:01:41. > :01:45.little left. How long will ht be before you are back in here? A year,

:01:46. > :01:48.I expect. So, like many on the Levels, he is pleased that the

:01:49. > :01:52.promised dredging is becoming a reality. Even before today's

:01:53. > :01:55.machinery moved into place, the Environment Agency were carrying out

:01:56. > :02:02.tests to make sure that the digging had science behind it. This device

:02:03. > :02:08.is carrying out sonar readings, getting a picture of what is down

:02:09. > :02:12.there. When you see weather like this, and you know dredging is

:02:13. > :02:19.starting on Monday, do you pray it works? Yes. And do you think it

:02:20. > :02:23.will? Yes, I think it will. But it is not just dredging, they need to

:02:24. > :02:28.do the other things as well. Most of which is contained in the 20`year

:02:29. > :02:33.flood plan. So dredging will mark a new chapter in the history of the

:02:34. > :02:42.levels. How will the story dnd? I expect next winter might yidld a

:02:43. > :02:45.clue. The Mayor of Torbay is creating

:02:46. > :02:49.around 300 free parking spaces by getting rid of yellow lines and

:02:50. > :02:54.other restrictions. It will cost ?11,000. But will it work and should

:02:55. > :02:58.it be followed by towns and cities across the region? Spotlight's

:03:26. > :03:27.effectively unrestricted. 24 streets across the bay having parking

:03:28. > :03:30.restrictions lifted. Here in Paignton, summertime restrictions

:03:31. > :03:34.will be axed, meaning residdnts will be able to park outside thehr homes

:03:35. > :03:38.all year round. There's no reason why we can't have the free parking

:03:39. > :03:42.down here all year round. Doesn t make a difference to anyone. And the

:03:43. > :03:46.thing is, if you want peopld to keep using the town centre, they've got

:03:47. > :03:49.to have somewhere nearby. If they keep permit`ing it and moving us

:03:50. > :03:53.further and further away, no one is going to use the town centrd and it

:03:54. > :03:58.is dying already. Traders in the town centre agree. They say getting

:03:59. > :04:01.rid of a few yellow lines is all very well, but much more radical

:04:02. > :04:06.action is needed to encourage people back. You see people come in, they

:04:07. > :04:11.will not pay. I have seen them walk off. That is sad. We need more free

:04:12. > :04:16.parking spaces to allow people to come in and park. We really need to

:04:17. > :04:20.lower the cost of the parking to make it better for people to shop

:04:21. > :04:24.who want to come and shop hdre. We are looking at the pricing

:04:25. > :04:27.structures of parking. It is not my portfolio, but we have been through

:04:28. > :04:34.the figures were looking to reduce the parking for the shorter periods.

:04:35. > :04:39.`` and we are looking to reduce the parking. So hopefully it should

:04:40. > :04:43.benefit these town centres. Getting rid of yellow lines is bound to be

:04:44. > :04:48.popular. But some are criticising the plan which will cost ?10,00 .

:04:49. > :04:55.The Greens say the money wotld be better spent on public transport.

:04:56. > :04:58.A hailstorm and poor visibility may have been possible factors hn a

:04:59. > :05:05.24`car crash in this morning's rush hour in South Devon. Police say at

:05:06. > :05:08.least three people were takdn to hospital after the accident on the

:05:09. > :05:12.A380 at Ideford Dip heading towards Newton Abbot. A number of other

:05:13. > :05:15.people were treated at the scene. In a separate accident, a car hit the

:05:16. > :05:23.central reservation of the @38 westbound near Chudleigh.

:05:24. > :05:25.New figures reveal that just 5% of Cornwall Council tenants affected by

:05:26. > :05:29.changes to housing benefit have moved. Since last April, working age

:05:30. > :05:33.people have had their payments cut for every spare room in thehr social

:05:34. > :05:37.housing. It's designed to rdduce the nation's benefits bill and dncourage

:05:38. > :05:40.people to downsize. But of nearly 1,200 Cornwall Housing tenants

:05:41. > :05:51.affected by what critics call the "bedroom tax" ` just 60 havd moved.

:05:52. > :05:55.It relies upon vacancies behng available in areas that suit their

:05:56. > :05:59.needs. Many people living in different parts of Cornwall have

:06:00. > :06:02.their family networks and their employment there, so if the

:06:03. > :06:05.one`bedroom places are not hn that area, it is not surprising they have
