:01:36. > :01:38.year ago. Thousands of tenants have been affected. Between 5% and 1 % of

:01:39. > :01:41.those have moved to smaller properties. But many have stayed in

:01:42. > :01:45.their homes and gone into rdnt arrears. In one part of the region,

:01:46. > :01:48.as many as 20% of households affected by the changes fell behind

:01:49. > :01:55.with their rent. Of those, lore than 50% were served with eviction

:01:56. > :01:59.notices. It might be a small place, but this

:02:00. > :02:03.one`bedroom flat in Padstow is affordable for the woman who lives

:02:04. > :02:06.here with her daughter and her dog. When changes to housing bendfit

:02:07. > :02:10.began a year ago, she found herself unable to meet the extra ?17 a week

:02:11. > :02:13.on a three`bedroom house. She started to get into arrears. She

:02:14. > :02:22.wanted to move. It took nind months altogether for me to find this

:02:23. > :02:27.place. It was a struggle to find somewhere, to be honest. Like I

:02:28. > :02:30.said, I was desperate to get out of the three`bedroom house bec`use I

:02:31. > :02:34.knew our families out there that needed it more than I did. The

:02:35. > :02:37.bedroom tax was partly designed to free up larger houses. BBC research

:02:38. > :02:40.reveals this was one of the lucky ones. Just five percent of 0200

:02:41. > :02:43.Cornwall tenants affected bx the change have moved. Across the

:02:44. > :02:54.region, five percent of affdcted tenants have moved in East Devon. In

:02:55. > :02:59.Taunton and Segmore, 10%. Often the properties are just not avahlable.

:03:00. > :03:04.We have a lot of pressure so we need to make best use of the stock. This

:03:05. > :03:07.is putting a lot of pressurd on people to move into properthes that

:03:08. > :03:11.are just not available. If we had availability, it would be a lot

:03:12. > :03:15.easier. But it obviously makes sense to pick best use of what we have

:03:16. > :03:23.got., Posing as well for advisers helping tenants affected by the

:03:24. > :03:26.reform. 400 are in arrears that were not when the changes were brought in

:03:27. > :03:33.a year ago. There have been ten evictions. It makes you feel really

:03:34. > :03:36.down at the end of the day. I must admit, I hit rock bottom. The

:03:37. > :03:39.government says the changes will save the taxpayer ?1 million a day.

:03:40. > :03:43.It also says around 300,000 people are living in overcrowded homes in

:03:44. > :03:48.the social sector and insists the reform is on track to changd this.

:03:49. > :03:51.Our Political Editor has bedn following the story and joins me

:03:52. > :03:59.now. What is the government saying about these figures?

:04:00. > :04:03.This continues to be controversial. There are actually two hugely

:04:04. > :04:13.sensitive issues bound up together in this. Trying to cut the welfare

:04:14. > :04:17.budget, but how you decide who is undeserving of welfare paymdnts is

:04:18. > :04:19.contentious. Also, the other issue of this policy being used to

:04:20. > :04:29.alleviate the affordable hotsing crisis. Huge problem in this region.

:04:30. > :04:33.The political opposition to this is extremely wide`ranging. Labour see

:04:34. > :04:40.if they get him they will abolish what they call the bedroom tax. The

:04:41. > :04:46.Liberal Democrats don't likd it Most recently, criticism cale from

:04:47. > :04:51.Lord Tebbit who said it has not well fought through and will cost the

:04:52. > :04:58.party votes. He is not somebody who is known for being soft on

:04:59. > :05:01.undeserving benefits claimants. Love them or loathe them, they are

:05:02. > :05:07.there for a reason. But shotld they go altogether? I am talking about

:05:08. > :05:10.double yellow lines. The Maxor of Torbay certainly thinks so. He is

:05:11. > :05:13.creating around 300 free parking spaces by getting rid of yellow

:05:14. > :05:17.lines and other restrictions. But will it work and should it be

:05:18. > :05:19.followed by towns and cities across the region?

:05:20. > :05:27.Magdalen Road near the centre of Torquay. One of the roads where

:05:28. > :05:33.yellow lines could be scrapped, creating more free parking spaces.

:05:34. > :05:36.With this street, it's a ond`way street and there is unrestrhcted

:05:37. > :05:39.parking on the left, yet tiled parking on the right`hand shde. We

:05:40. > :05:46.are removing the restrictions who will be effectively unrestrhcted

:05:47. > :05:49.parking. 24 streets across the bay having parking restrictions lifted.

:05:50. > :05:52.Here in Paignton, summertimd restrictions will be axed, leaning

:05:53. > :05:55.residents will be able to p`rk outside their homes all year round.

:05:56. > :05:59.There's no reason why we can't have the free parking down here `ll year

:06:00. > :06:04.round. Doesn't make a difference to anyone. And the thing is, if you

:06:05. > :06:14.want people to keep using the town centre, they've got to have

:06:15. > :06:18.somewhere nearby. If they kdep permiting it and moving us further

:06:19. > :06:22.and further away, no one is going to use the town centre and it hs dying

:06:23. > :06:26.already. Traders in the town centre agree. They say getting rid of a few

:06:27. > :06:29.yellow lines is all very well, but much more radical action is needed

:06:30. > :06:34.to encourage people back. You see people come in, they will not pay. I

:06:35. > :06:39.have seen them walk off. Th`t is sad. We need more free parkhng

:06:40. > :06:46.spaces to allow people to come in and park. We really need to lower

:06:47. > :06:49.the cost of the parking to lake it better for people to shop who want

:06:50. > :06:53.to come and shop here. We are looking at the pricing structures of

:06:54. > :06:56.parking. It is not my portfolio but we have been through the figures

:06:57. > :06:59.were looking to reduce the parking for the shorter periods. So

:07:00. > :07:02.hopefully it should benefit these town centres. Getting rid of yellow

:07:03. > :07:06.lines is bound to be popular. But some are criticising the pl`n which

:07:07. > :07:12.will cost ?11,000. The Greens say the money would be better spent on

:10:49. > :10:51.greater than ever. This shotld help more service personnel, vetdrans and

:10:52. > :11:04.their families to get the hdlp they need. Now we have a focal point on

:11:05. > :11:07.the High Street where peopld can find us and we are providing a range

:11:08. > :11:10.of outreach supports. We're getting best value from the money r`ised

:11:11. > :11:21.from the Poppy Appeal. This centre opens on Monday. It will be one of

:12:10. > :12:11.significant events in living memory. Penzance started life as an

:12:12. > :12:22.important trading post and fishing port. The Romans exported tdn From

:20:59. > :21:02.In 1924, all years were on this run. Listeners that evening heard a

:21:03. > :21:08.concert from the Guildhall hn Plymouth and speeches from the Lord

:21:09. > :21:11.Mayor and John Rees, the managing director of the BBC. Our reporter

:21:12. > :21:18.has been taking a look at how it all started for the BBC in South West.

:21:19. > :21:26.These were the forefathers of BBC South West. 90 years ago thhs

:21:27. > :21:35.evening, BBC Radio station began its first broadcast from Plymouth. The

:21:36. > :21:42.Royal Marine band played live across the airwaves. Over the years, radio

:21:43. > :21:49.programmes featured work from celebrities such as George Bernard

:21:50. > :21:59.Shaw. He gave his first radho interview in 19 34. This chhldren's

:22:00. > :22:07.programme was very popular. There would be an opening chorus. The

:22:08. > :22:14.station director who and his assistant would sing a duet. Then

:22:15. > :22:21.there would be my reading. H remember reading Black beauty and

:22:22. > :22:27.crying over it. The children also cried. BBC staff moved out of the

:22:28. > :22:38.city to the suburbs with thd outbreak of war. And now mid`day

:22:39. > :22:46.parade. Eventually local live television news took to the

:22:47. > :22:55.airwaves. This man worked for the BBC for 26 years. Many people had

:22:56. > :23:04.very posh accents. It was the Kings English. It opened us up to the rest

:23:05. > :23:13.of the world. We fed into the network on occasion. In the early

:23:14. > :23:23.1970s, a new radio service started. Then in 1983, radio Devon and radio

:23:24. > :23:34.Cornwall started broadcasting. It is amazing to think that we ard now in

:23:35. > :23:42.this newsroom broadcasting to hundreds of thousands because of

:23:43. > :23:49.online, radio and television. And it all started implemented in 0924 So,

:23:50. > :23:57.happy birthday, BBC South Wdst! Fascinating. Now we will go bang
