:00:58. > :01:00.of a woman on the streets of a Devon city, a jury has heard. Joe Willis

:01:01. > :01:03.today admitted grievous bodhly harm by stabbing Helen Pearson in Exeter

:01:04. > :01:07.last year, but denied trying to murder her. Our Home Affairs

:01:08. > :01:13.Correspondent, Simon Hall rdports from Exeter Crown court.

:01:14. > :01:20.Helen Pearson was stabbed in the attack in daylight outside Dxeter

:01:21. > :01:25.city centre. The prosecution say it was the commendation of a fhve`year

:01:26. > :01:30.campaign of stalking which hncluded attacks on her flat and car, abusive

:01:31. > :01:35.letters and a dead cat being left on her doorstep. Joe Willis, the

:01:36. > :01:39.prosecution say, was obsessdd with Helen and consumed with hostility

:01:40. > :01:43.because one night she refusdd to go with him to see a band. The court

:01:44. > :01:47.heard she was walking along the street when the attacker cale from

:01:48. > :01:54.behind and stabbed her. He dragged her into the cemetery. He h`d a pair

:01:55. > :01:59.of scissors with a long blade in his hand and a murderous look in his

:02:00. > :02:04.eyes. Helen screamed and a passing motorist heard and came to her aid,

:02:05. > :02:05.pushed the attacker away and it allowed Helen to escape. Thd jury

:02:06. > :02:21.was shown letters. The court heard Mr Willis dhalled

:02:22. > :02:26.999 and told the police, I think I may have injured somebody qtite

:02:27. > :02:31.badly today. He later told `n officer they might as well charge

:02:32. > :02:34.me, I am guilty, I did it. The case was interrupted when Joe Willis

:02:35. > :02:43.appeared to break down in tdars and cry, " I am sorry.". He as `dmitted

:02:44. > :02:48.grievous bodily de harm `` bodily harm but denies attempted mtrder.

:02:49. > :02:52.The Somerset based charity @fghan Heroes is being wound down. The

:02:53. > :02:55.Charity Commission started `n inquiry last year because of

:02:56. > :02:58.concerns about how it was bding run. The Commission appointed an interim

:02:59. > :03:01.manager and he has now written to volunteers to say that the charity

:03:02. > :03:11.is no longer a viable concern. Here's Clinton Rogers. It w`s a

:03:12. > :03:17.charity launched through grhef. Denise Harris set it up aftdr losing

:03:18. > :03:20.her son in Afghanistan. Fivd years on and already under investhgation

:03:21. > :03:25.by the Charity Commission, now it is close to collapse. Its volunteer

:03:26. > :03:33.supporters have been sent a letter saying:

:03:34. > :03:44.Tony Hall is one of those to receive a letter from the charity's interim

:03:45. > :03:51.manager. He raised ?20,000 for Afghan Heroes. Fund raising is my

:03:52. > :03:56.life. I was doing things th`t I never did as a teenager that I am

:03:57. > :04:00.doing now. As well as being is told to stop raising money, you were told

:04:01. > :04:06.if you had any merchant dies, get rid of it. Why? Because it hs not

:04:07. > :04:12.worth their while coming to collect it. It is worthless. Afghan Heroes

:04:13. > :04:16.is under investigation by the Charity Commission who say they have

:04:17. > :04:23.concerns about the loss of charity funds and unauthorised trustee

:04:24. > :04:29.benefits. One of the main ftnctions was to set up a retreat for homeless

:04:30. > :04:35.soldiers. Four are living at this home near Glastonbury. Efforts are

:04:36. > :04:38.now being made to find them new accommodation. The Charity

:04:39. > :04:43.Commission wouldn't comment today beyond repeating that they had

:04:44. > :04:48.serious concerns about Afgh`n Heroes and the way the trustees were

:04:49. > :04:53.operating. They are producing a report on what went wrong hdre,

:04:54. > :04:54.where exactly was the money spent. My understanding is that report will

:04:55. > :05:01.not be published for some thme. A drunk daughter from Plymotth who

:05:02. > :05:04.suffocated her sick mother with a pillow has been convicted of her

:05:05. > :05:07.murder. 49`year`old Angela Douglas, of Redhill Close, killed 73`year`old

:05:08. > :05:14.Anne Matthews last April, s`ying she wanted to end her pain. Plylouth

:05:15. > :05:17.Crown Court heard Douglas h`d drunk two and a half bottles of whne

:05:18. > :05:23.before she went upstairs to smother her mum who had emphysema.

:05:24. > :05:26.Meanwhile in Cornwall detectives are investigating a murder in C`mborne.

:05:27. > :05:31.The body of 63`year`old Terry Oldham was found at a property in the town

:05:32. > :05:41.on Tuesday. Three men and a woman have been arrested and are being

:05:42. > :05:46.held in custody. A major search for a missing

:05:47. > :05:51.fisherman has been steps down. A small boat was washed up on the

:05:52. > :05:59.shore near Seatown. Local coastguard rescue teams have been searching

:06:00. > :06:02.parts of the Devon coastlind. One of three controversial inciner`tors

:06:03. > :06:08.being built to deliveries of rubbish for burning today. The Energy from

:06:09. > :06:11.Waste plant in Exeter will be switched on later this week ahead of

:06:12. > :06:14.full scale operations starthng in July. Similar plants at Devonport

:06:15. > :06:19.and St Dennis in Cornwall are in the pipeline. Spotlight's Hamish

:06:20. > :06:25.Marshall reports. After eight years of planning and a price tag of 45

:06:26. > :06:30.million, this incinerator or officially waste room energx plant

:06:31. > :06:36.is ready for business. The first rubbish arrived today. 40 truckloads

:06:37. > :06:41.a day will come here. Previously the waste would have gone to landfill.

:06:42. > :06:47.There is a lorry coming in dropping off its waste into the pit `nd it is

:06:48. > :06:51.taken into the kiln where it is burnt to create energy. It will

:06:52. > :06:55.produce electricity which whll go into the National Grid and hn the

:06:56. > :07:00.long run, we are hoping it would be used to create heat for district

:07:01. > :07:06.housing. It is claimed it would be enough for 500 houses. Experts have

:07:07. > :07:10.been monitoring the air quality before the plant opens to sde what

:07:11. > :07:14.difference the burning makes. The Environment Agency says it will

:07:15. > :07:19.check what is being put into the atmosphere by the plant. Opponents

:07:20. > :07:25.say microscopic particles in the air can cause cancer and heart disease.

:07:26. > :07:30.You can see it poking up and it will be blowing the smoke in our

:07:31. > :07:38.direction on the south`westdrly wind most of the time. It won't be good.

:07:39. > :07:44.Even if the toxins go out in two liquid and solid waste, that is

:07:45. > :07:50.bound to be toxins in the sloke The operators say the site will be safe

:07:51. > :07:55.but will plants like this encourage us to stop recycling? Devon county

:07:56. > :08:02.council hopes not. It must tp its recycling from 55% to 65%. @fter

:08:03. > :08:09.this testing phase, the plant starts operating at full capacity from

:08:10. > :08:14.July. Work on similar plans at Devonport and Saint`Denis in

:08:15. > :08:19.Cornwall is continuing. This plant with its high stack has changed the

:08:20. > :08:22.skyline of Exeter. It is a large facility and with that welcome

:08:23. > :08:26.scrutiny. Once it opens in July many will be keen to ensure the

:08:27. > :08:35.emissions coming out of herd are safe.

:08:36. > :08:42.Denver are mental campaigners say a coral is at risk of being

:08:43. > :08:44.overwhelmed by silt dredged from Devonport dockyard. They ard calling

:08:45. > :08:57.on the Marine Management Organisation to protect the coral.

:08:58. > :09:05.These are a nationally scarce species. Their presence was an

:09:06. > :09:13.important factor in closing off a large area of the sea from dredging

:09:14. > :09:18.and other damaging operations. They also found in Whitsand Bay hn

:09:19. > :09:21.south`east Cornwall, includhng the recently designated marine

:09:22. > :09:27.conservation zone. 1 million tonnes of salt has been deposited from

:09:28. > :09:30.Devonport dockyard in Whits`nd Bay since 1997. Campaigners havd

:09:31. > :09:38.objected to the practice. One of them has written to the milk `` has

:09:39. > :09:45.written to the Marine Managdment Organisation about his concdrns In

:09:46. > :09:52.2006, they used a precautionary principle to protect other species

:09:53. > :09:56.and this one which was the right thing to do. I am upset abott the

:09:57. > :10:03.fact that they are not using the same principle in our bay hdre.

:10:04. > :10:06.Keith Hiscock is a marine bhologist who has dived the area wherd silt

:10:07. > :10:17.has been deposited from the dockyard. He took these photographs

:10:18. > :10:23.in 2007 which so `` which show them surrounded by silt deposits. It

:10:24. > :10:29.looks like the bottom of thd Taymor now. It looks quite healthy. It has

:10:30. > :10:38.a dogfish attached to it. It is not suffering too much. I think parts of

:10:39. > :10:43.the reef will be completely submerged now. The Marine M`nagement

:10:44. > :10:48.Organisation has carried out organisations `` studies and says it

:10:49. > :10:51.has considered the effects hn the Marine conservation zone and says it

:10:52. > :10:58.will monitor what happens and take action if it sees evidence of the

:10:59. > :11:15.silt having significant effdct. For now, it is not considering further

:11:16. > :11:17.investigations. Young peopld are being allowed to spray graffiti

:11:18. > :11:21.around towns in West Dorset without fear of being arrested. The local

:11:22. > :11:24.council has helped them show what they can do on walkways and

:11:25. > :11:27.underpasses. Not everyone lhkes the final result but the scheme's had

:11:28. > :11:34.plenty of support. Simon Cldmison has been finding out about the

:17:40. > :17:45.Over the next ten years, thd local authority estimates it will cost

:17:46. > :17:49.over ?1 million to maintain facilities. One option would be to

:17:50. > :17:52.close the pool. That is not something the council wants to do.

:17:59. > :18:02.an absolute last resort which is why we are looking at all of thd options
