:00:21. > :00:24.Good evening. The mooring costs are mounting as legal wrangles continue

:00:43. > :00:47.A ship which started sinking off the coast of Cornwall is costing UK

:00:48. > :00:50.taxpayers thousands of pounds a week. The crew of the Seabrdeze was

:00:56. > :00:58.water off the Lizard. But as legal wrangles continue over the future of

:00:59. > :01:01.the ship, which is now in the River Fal, the salvage costs and the

:01:02. > :01:15.mooring fees are mounting. Here's our Cornwall reporter, David George.

:01:16. > :01:19.The MV Seabreeze safely moored in the River Fal and a cargo of

:01:32. > :01:39.Austell Bay and then she was taken in to port. She moved to the River

:01:40. > :01:40.Fal a few days ago. She is being looked after by the Department for

:01:41. > :01:45.Transport, the MCA, and it hs a Transport, the MCA, and it is a

:01:46. > :01:51.matter for the lawyers, the Maritime lawyers, to resolve any marhtime

:01:52. > :02:00.claims. I suppose tax payers in Cornwall

:02:01. > :02:06.will want to know who is paxing At the moment it is the Secretary of

:02:07. > :02:16.State's representative. So taxpayers are paying? Yes. She is reghstered

:03:21. > :03:24.As campaigners estimate the South West's gambling habit is now more

:03:25. > :03:27.than ?200 million, an addict from Cornwall has told Spotlight he

:03:28. > :03:31.welcomes new measures to help control the spread of betting shops.

:03:32. > :03:34.Bookmakers who want to open new premises will have to submit a

:03:35. > :03:44.planning application to the local council. Tamsin Melville has more.

:03:45. > :03:51.Living with a gambling addiction is a battle for this man. It is

:03:52. > :03:53.something I think about every day. Some days I can deal with it better

:03:54. > :03:55.than others. Some days I think Some days I can deal with it better

:03:56. > :04:01.than others. Some days I thhnk about what I have lost, which is hard. For

:04:02. > :04:05.him, it is the year of Internet betting but in the past it is

:04:06. > :04:07.betting but in the past it hs roulette machines found in

:04:08. > :04:14.bookmakers which he says are highly bookmakers which he says ard highly

:04:15. > :04:18.addictive. The government is now proposing shop staff should have to

:04:19. > :04:23.give permission for betting over ?50 on the machines and there are plans

:04:24. > :04:26.to give councils more powers to tackle betting shops spreading

:04:27. > :04:27.tackle betting shops spreadhng across high streets. It is a

:04:32. > :04:34.terrible addition `` addiction for a terrible addition `` addicthon for a

:04:35. > :04:41.lot of people. You never sed bookmakers filing for bankruptcy, do

:04:42. > :04:42.you? I think it is very important we give our communities and cotncils

:04:43. > :04:48.give our communities and councils the opportunity to control what

:04:49. > :04:51.happens on their own high streets. But with limited gambling

:04:52. > :04:54.counselling available in Cornwall, those struggling with addiction say

:04:55. > :04:58.it is more direct help that is needed. Every little helps but for

:04:59. > :05:02.someone with a gambling addhction to someone with a gambling addiction to

:05:03. > :05:07.the point they could possibly destroy their own lives, it is only

:05:08. > :05:12.a small step. It really is getting to the root cause that needs to be

:05:13. > :05:14.addressed. The industry says it is not true

:05:15. > :05:17.that betting shops are incrdasing in that betting shops are increasing in

:05:18. > :05:20.numbers. Earlier, I spoke to Peter Craske

:05:21. > :05:22.from the Association of British Bookmakers and asked him wh`t

:05:23. > :05:26.Bookmakers and asked him what difference this will make to the

:05:27. > :05:29.Association's members? Well, if the government implement

:05:30. > :05:33.what they're saying, then every time a company applies for a betting shop

:05:34. > :05:38.they would need to go through the planning process which a lot do

:05:39. > :05:41.already so it regulates that. But we are waiting to see the government's

:05:42. > :05:48.consultation document to fully understand what they mean. But

:05:49. > :05:50.presumably there is a probldm with gambling across the nation and these

:06:00. > :06:01.The control is already therd. Every betting shop needs a licence

:06:02. > :06:04.betting shop needs a licence from the gambling commission and local

:06:05. > :06:06.authorities. Our concern is this will add more cost to running a

:06:09. > :06:10.business and we have already seen business and we have alreadx seen

:06:27. > :06:30.necessary to try and prevent people being gambling addicts rathdr than

:07:04. > :07:16.Thank you very much for joining us. Water bills in the South West will

:07:17. > :07:21.fall by as much as 7% over the next five years. If the proposals from

:07:22. > :07:26.Ofwat become reality, the average yearly bill would come down by 35

:07:27. > :07:32.in today's money. Here's our business correspondence.

:07:33. > :07:36.It has always been a hugely awkward combination. The highest bills in

:07:37. > :07:41.the lowest wage region and that strain has been felt for years by

:07:42. > :07:44.businesses as well as households. Today, they saw the latest hn a

:08:10. > :08:15.know that and over the years, the company have heard that well and

:08:36. > :08:41.less. If the proposals becole reality, the average would come down

:08:42. > :08:44.over five years to ?460 in today's money. The reason for this squeeze

:08:45. > :08:47.is a growing realisation th`t water is a growing realisation that water
