:01:17. > :01:21.A committee of councillors found a range of faults including

:01:22. > :01:23.a lack of leadership and little tangible evidence of improvement.

:01:24. > :01:26.But the Children and Adolescent Mental Health Service in

:01:27. > :01:29.Cornwall says the committee doesn't understand the pressures it's under.

:01:30. > :01:39.This report has been compiled by a group of councillors who were

:01:40. > :01:45.concerned about the county's child and adolescent mental health

:01:51. > :01:55.witnesses, including users of the service, professionals, and other

:01:56. > :01:58.agencies. Their conclusions about the service are powerful and

:01:59. > :02:00.critical, including a lack of leadership, vision and strategy. A

:04:05. > :04:09.referrals, and also the provision in Cornwall. Waiting times are not good

:04:10. > :04:16.enough, is that what it is saying to you? We need to do that, look can

:04:17. > :04:19.see why people are not progressing as smoothly as they might through

:04:32. > :04:34.the table and sit together and look with the children in the middle and

:04:35. > :04:39.see how we can plan the services around them. We'd be glad to do

:04:40. > :04:42.that. You do pay for some of these services, and we heard from the

:04:43. > :04:44.service, which said in effect they had too much work to do and too much

:04:45. > :04:49.money to fund it. Do they need more money to fund it. Do they need more

:04:50. > :04:53.money? That is part of what we need to look at. As a taxpayer, we would

:04:54. > :04:56.want the challenge that we are want the challenge that we `re

:04:57. > :04:57.making the best uses of the resources we have got before we put

:04:58. > :05:01.resources we have got beford we put any more money on, but the reason we

:05:02. > :05:04.are pleased to work in this way and be challenged with the other

:05:05. > :05:05.agencies is because we are doing that in other elements of health

:05:06. > :05:11.agencies is because we are doing that in other elements of hdalth and

:05:12. > :05:12.social care in Cornwall. In Newquay and Penrith, albeit with elderly

:05:15. > :05:18.people, we are doing exactlx that, looking at the patient, all the

:05:19. > :05:19.resources available to support them, talking to them about what they need

:05:20. > :05:24.and looking to see how we c`n make and looking to see how we c`n make

:05:27. > :05:30.time frame is important thotgh. The first inspections were in 2008. Why

:05:31. > :05:33.have these problems gone on for so long? Sometimes it takes a long time

:05:34. > :05:35.for you to get the service moving for you to get the service moving

:05:48. > :05:50.now though? We have four months under deadline is always a good

:05:51. > :05:54.thing. We are pleased with that and it will give us a focus on the

:05:55. > :05:58.chance for us to get the table with NHS England, with the council

:07:04. > :07:05.its time is running out as ` way to deal with the bulk of our rubbish.

:07:12. > :07:17.Southwest authorities are now spending millions every year on the

:07:18. > :07:20.landfill tax. In the South West local authorities have mainly chose

:07:21. > :07:22.a new incinerators which produce energy from waste. Much of Exeter's

:07:23. > :07:25.energy from waste. Much of Dxeter's rubbish is being processed at this

:07:26. > :07:27.rubbish is being processed `t this brand`new energy from waste

:07:28. > :07:33.incinerator on the outskirts of the city. This is where all the waste

:07:34. > :07:34.comes into the plant for processing and they can process about dight

:07:35. > :07:42.and they can process about eight tonnes of rubbish every hour.

:07:43. > :07:47.Interestingly, about 20% has to leave as Ash at the other end.

:07:48. > :07:50.Across the South West, therd are already three energy from waste

:07:51. > :07:54.incinerators due to start operating soon, and another facility that

:07:55. > :07:57.could be built near Barnstaple is under consideration but it's not

:07:58. > :08:01.been decided it would be an energy from waste plant. Somerset `nd

:08:02. > :08:06.Dorset rely on recycling, landfill and other methods to manage their

:08:07. > :08:10.waste. Burning our rubbish to produce energy is a complex business

:08:11. > :08:13.requiring sophisticated computer systems which can monitor this type

:08:14. > :08:14.of plant. In Exeter, it is a systems which can monitor this type

:08:15. > :08:16.of plant. In Exeter, it is ` French of plant. In Exeter, it is a French

:08:17. > :08:23.company which has installed the technology.

:08:24. > :08:28.I am confident about this plan. It's doing what we expected it to do We

:08:29. > :08:33.doing what we expected it to do. We are at the point we expected to be

:08:34. > :08:34.at and when we expected to be at it. It's behaving in the way we thought

:08:35. > :08:40.it would and everybody is here, so it would and everybody is here, so

:08:41. > :08:43.all the actors are here and the stage is built on the show can go

:08:44. > :08:47.on. But what can come out of the plants still causes concern for

:08:48. > :08:51.environmental groups. They say despite the health and safety

:08:52. > :08:56.assurances, they are worried about tiny particles which they s`y can

:08:57. > :08:59.still enter the atmosphere. We felt a long time that this is thd wrong

:09:00. > :09:06.solution for waste. It works against and against material reclaiming and

:09:07. > :09:09.energy conservation. We think there are a number of missed opportunities

:09:10. > :09:15.here to get a real sustainable policy and approach to waste within

:09:16. > :09:19.the South West. One of the remaining questions to be answered about the

:09:20. > :09:22.new energy from waste incinerators centres on the Ashley produce.

:09:23. > :09:27.Around a fifth of what goes into the new plants comes out as Ash. In

:09:28. > :09:30.Exeter, that Ash is being transported outside the area

:09:31. > :09:31.Exeter, that Ash is being transported outside the are` for

:09:32. > :09:34.processing, but where the incinerator is four times as large

:09:35. > :09:39.in Plymouth, there is no agreed place to dispose of the Ash.
