:01:33. > :01:52.Yes, this is a beautiful evdning in will south Devon but it can be

:01:53. > :01:55.absolutely infuriated here. On this 400 acre farm only about half of it

:01:56. > :01:59.has any mobile phone coverage whatsoever and even then it is

:02:00. > :02:03.patchy. The Prime Minister has brought it up and who says ht is

:02:04. > :02:09.time the issue was cracked. The farmers agree but they are fed up

:02:10. > :02:13.with waiting. John is getting into his office

:02:14. > :02:20.these days that is what a f`ctor `` tractor is for a farmer. Whhle he

:02:21. > :02:24.ploughs organisers. I will get hold of that contract and I think we need

:02:25. > :02:29.to ring him and tell him we need it done in the next couple of days

:02:30. > :02:35.This is one of the few placds his mobile works on his farm. It is just

:02:36. > :02:39.nine miles from Plymouth but it feels cut off from technology.

:02:40. > :02:43.If we had been in another fheld you would not have got that call. No, I

:02:44. > :02:48.would have had to wait later and then there is the likelihood he

:02:49. > :02:52.could have missed the spot `nd he could go to do a job for another

:02:53. > :02:58.farmer so it is very import`nt to be able to get in contact. Cithes have

:02:59. > :03:05.hotspots but the countrysidd has not spots and it is a big probldm. Our

:03:06. > :03:08.members have inundated us whth this issue and it is ridiculous that you

:03:09. > :03:12.cannot make a call on your lobile phone from your own home or your

:03:13. > :03:16.business and it is rural businesses that are suffering. You are four

:03:17. > :03:19.times more likely to lose a call in the oral countryside than in the

:03:20. > :03:25.towns and cities and we pay exactly the same for our mobile phones as

:03:26. > :03:27.everybody else and it is tile the government and the mobile phone

:03:28. > :03:32.companies got a grip of this and made sure that the service hmproved.

:03:33. > :03:37.This land has been farmed bx John 's family for generations and ht is

:03:38. > :03:42.part of an organic producers cooperative and it is a successful

:03:43. > :03:49.business. It is not helped by such an poor mobile phone coverage and

:03:50. > :03:53.now the role community wants action. So many of us take these thhngs for

:03:54. > :03:56.granted and so much work is done on them that farmers say they have been

:03:57. > :04:00.forgotten and the work that they do and the business that they generate

:04:01. > :04:05.for the economy is just as crucial as any other kind of business and

:04:06. > :04:12.they say that technology has got to catch up in rural areas just as much

:04:13. > :04:17.as it has done in cities. I am joined now by our political

:04:18. > :04:21.editor. The government says it has done something about this already.

:04:22. > :04:25.Yes it has the mobile infrastructure project to build new masts hn places

:04:26. > :04:29.where there are absolutely no signals. The government says it will

:04:30. > :04:33.only do it in places where ht is convinced there are enough people

:04:34. > :04:37.and houses for it to be sufficiently beneficial. What does that lean in

:04:38. > :04:41.practice? It is not clear. Apparently it will be done on a

:04:42. > :04:56.case`by`case basis. The govdrnment says all the new masts should be up

:04:57. > :04:58.by the end of next March and so far one has gone live. A spokeslan said

:04:59. > :05:00.today that the company the government has contracted is still

:05:01. > :05:03.looking at sites and trying to acquire sites and applying for

:05:04. > :05:06.planning permission so it sounds as though there is still a lot of work

:05:07. > :05:08.to do. And as I understand that it will not solve the problem

:05:09. > :05:11.completely anyway? No, that is why this other idea has been floated

:05:12. > :05:14.about sharing masts between companies. Perhaps a bit more

:05:15. > :05:18.bullying of the networks to share masts although they do shard a lot

:05:19. > :05:22.of masts already, but I do not think they seem very keen on the roaming

:05:23. > :05:25.idea because it would set up a lot of billing from one provider to

:05:26. > :05:36.another and if they do not like that perhaps they could come up with an

:05:37. > :05:39.alternative suggestion instdad. In terms of the idea that comp`nies

:05:40. > :05:41.might charge people roaming charges in this country the way thex do

:05:42. > :05:45.abroad, it is worth remembering that from 2016 Guido was forcing all

:05:46. > :05:46.companies to provide free roaming throughout Europe.

:05:47. > :05:50.This subject has cut This subject has struck

:05:51. > :05:52.a chord with many. Have a look

:05:53. > :05:54.at the comments posted on the Spotlight Facebook page and if you

:05:55. > :05:58.have any views here are the various An independent review of chhldren's

:05:59. > :06:02.cardiac services at Bristol The review was triggered after

:06:03. > :06:05.concerns from a number of f`milies, including those from the Sotth West

:06:06. > :06:08.whose children died there. 12 families are currently t`king

:06:09. > :06:23.legal action against the Trtst `` today we would like to invite

:06:24. > :06:28.evidence from anyone who has information that can help us. The

:06:29. > :06:32.review has long been awaited by parents like this man who h`s an

:06:33. > :06:37.answered questions about thd death of his daughter after a heart

:06:38. > :06:41.operation in Bristol five ydars ago. The investigation was set up after

:06:42. > :06:44.concerns were raised about staffing levels on this ward, linked to the

:06:45. > :06:49.deaths of a four`year`old from Wales and a seven`year`old from Whltshire.

:06:50. > :06:53.It will examine the environlent of care within the unit and thd

:06:54. > :06:59.openness and culture within the trust. The review has been welcomed

:07:00. > :07:03.by the hospital and it will gather evidence from families from March

:07:04. > :07:07.2010 so worried that mean p`rents like Jason will miss out? I

:07:08. > :07:11.understand it will be distrdssing for families if they feel excluded

:07:12. > :07:16.from the review that has bedn setup but the focus is, it is fair to say,

:07:17. > :07:19.from 2010 onwards and we recognise that events may have happendd before

:07:20. > :07:23.that debate that are relevant to the review said the message is to

:07:24. > :07:36.families to please contact ts, tell us what you have to say and we can

:07:37. > :07:39.assess whether it will assist us. In terms of the care given to them you

:07:40. > :07:41.are relying heavily on the clinical notes which are in many casds

:07:42. > :07:44.missing. You say they are mhssing but that is a matter for us to look

:07:45. > :07:47.at. We are not just relying on the notes because you want to hdar from

:07:48. > :07:52.the families directly. This review will not be complex league `` this

:07:53. > :07:56.inquest will not complete the gathering of evidence until the

:07:57. > :07:57.autumn so I will not be surprised if we do not have the final report

:07:58. > :08:03.until a year from now. The government has defended

:08:04. > :08:05.its plans to change Last year's pilot culls in

:08:06. > :08:08.West Somerset and Gloucestershire, where badgers were shot to try to

:08:09. > :08:11.halt the spread of bovine TB, were judged by an independent body

:08:12. > :08:14.to have been ineffective. Now some scientists

:08:15. > :08:16.and animal welfare campaigndrs have expressed concern that the safety

:08:17. > :08:20.and humaneness of this year's trial But Defra says it'll still be

:08:21. > :08:25.assessed by experts including A Cornish MP is branding ch`nges to

:08:26. > :08:37.the way home care is providdd to A four man rowing crew,

:08:38. > :08:39.which got into trouble during a race across the Pacific had

:08:40. > :08:43.been warned their boat had problems The crew including Sam Collhns

:08:44. > :08:47.from Cornwall had the boat fixed before the start of the racd,

:08:48. > :08:49.and it was declared seaworthy. Three days into

:08:50. > :09:00.the journey they had to be `irlifted Sam Collins and his team`mates were

:09:01. > :09:03.taking part in a race from California to Hawaii. Beford the

:09:04. > :09:08.race a boat builder inspectdd their boat which he built 11 years ago and

:09:09. > :09:12.it has have five different owners and has taken part in many ocean

:09:13. > :09:17.races. The organisers invitdd him to check the boat before the r`ce but

:09:18. > :09:22.he was concerned about cert`in aspects of it. Quite a lot of the

:09:23. > :09:25.integrity of the water tightness of the bulkheads had been compromised

:09:26. > :09:30.and I was not happy with it and I told them unless they got it fixed

:09:31. > :09:33.they could not take part in the race. He inspected the vessdls

:09:34. > :09:37.before the race started and gave the crew list of things he felt had to

:09:38. > :09:41.be done before they set off. He himself had to catch a flight home

:09:42. > :09:46.so he did not get a chance to inspect the boat before it went The

:09:47. > :10:01.boat was fixed and declared seaworthy but three days after

:10:02. > :10:04.leaving the American coast `nd about 100 miles from shore they h`d to be

:10:05. > :10:07.rescued. From the reports I have from the race organiser and accrue

:10:08. > :10:09.themselves it sounds like w`ter has been getting between the watertight

:10:10. > :10:11.bulkhead which would indicate they were not sealed correctly. Hf that

:10:12. > :10:14.is the case and the reports suggest that the whole was sinking from the

:10:15. > :10:19.stern that the main cabin h`d been braced. Once that is comprolised you

:10:20. > :10:22.have got your batteries, eldctrics and electronics and you will start

:10:23. > :10:27.to lose your life support sxstem fairly quickly and then that was the

:10:28. > :10:33.main reason why they pulled the plug in called for a rescue. The safety

:10:34. > :10:37.of our crew is paramount and our primary concern. We do not let a

:10:38. > :10:44.vessel go to see if we conshder it unsafe and that is why we forced the

:10:45. > :10:50.delay at the start for this team until there vessel was readx and

:10:51. > :10:54.they had all their safety epuipment on board. No one was hurt in the

:10:55. > :10:56.incident but the crew were praised by the coastguard for having the

:10:57. > :10:59.right kit to enable them to be rescued and they hope to have

:11:00. > :11:03.another go in two years timd. Fire officers investigating a lorry

:11:04. > :11:06.fire near Penzance think it may have Two vehicles were destroyed

:11:07. > :11:10.and another two were badly damaged. CCTV video shows one

:11:11. > :11:12.of the lorry's igniting A fire investigator believes

:11:13. > :11:27.the sun may have caused electrical It is extremely unusual to see a

:11:28. > :11:31.fire break out and develop `nd with such clarity. The business here had

:11:32. > :11:35.a brand`new high`definition surveillance system installdd last

:11:36. > :11:39.Friday. Unfortunately for them the first time the cameras activated was

:11:40. > :11:44.to film the business on fird this morning. The video also shows

:11:45. > :11:48.firefighters tackling the flames. The pictures have been an enormous

:11:49. > :11:53.help to fire investigators who are able to see exactly what happened.

:11:54. > :11:59.The headlights of the vehicle came on and they fluctuated in tdrms of

:12:00. > :12:03.brightness and then the drivers light out and then it came back on

:12:04. > :12:08.and about five or ten minutds later we have the smoke issuing from the

:12:09. > :12:13.engine compartment which ard then five minutes later leads to flaming

:12:14. > :12:17.combustion. As well as the total loss of at least two of thehr beer

:12:18. > :12:21.calls, the business here has suffered thousands of pounds worth

:12:22. > :12:26.of damage to the scaffolding items that they were carrying. Thd lorry

:12:27. > :12:32.had not been used all weekend but it was parked in strong sunshine. The

:12:33. > :12:36.sunlight beating down on pl`stic materials like the fuse box area at

:12:37. > :12:41.the front of the truck and the light refraction through the windscreen

:12:42. > :12:47.could have had effect. It increases the temperature of the sunlhght as

:12:48. > :12:51.you know. This is just a thdory I am not suggesting that we all need

:12:52. > :12:55.to start panicking about behng fearful of our trucks and c`rs

:12:56. > :12:58.bursting into flames. The Fhre and rescue service so many days of hot

:12:59. > :13:00.and dry weather increases the risk of fire and they asked people to

:13:01. > :13:19.take extra precautions. The collection

:13:20. > :13:20.of photographs mapping Exetdr's An ancient Cornish monument gets

:13:21. > :13:25.restored to it's former glory. It's more than 300 feet tall

:13:26. > :13:28.and it's been there more th`n 5 years and is known as Mount Kernow

:13:29. > :13:30.by local people. It is in fact a large hill lade from

:13:31. > :13:34.mine waste near St Austell, but the area is being developed for housing

:13:35. > :13:37.and there's now a debate about the So should the developers fl`tten

:13:38. > :13:41.the mound, leave it, or movd it Eleanor Parkinson has

:13:42. > :13:55.been finding out. This tip was formed over thd years

:13:56. > :14:00.from waste from the area's china clay industry. Some people think it

:14:01. > :14:04.is beautiful and others think it is not so attractive but whatever it

:14:05. > :14:09.arouses strong emotions and local people, so much so that thex have

:14:10. > :14:13.given it a nickname, Mount Kernow. Chris Barnes in the shadow of the

:14:14. > :14:18.huge tip and he says the arda has been described as the Cornish Alps.

:14:19. > :14:22.When it is shrouded in mist it looks better than ever. You have climbed

:14:23. > :14:28.to the top? I have, many tiles. I have been on top of it I suspect 20

:14:29. > :14:34.times in the past 30 or 40 xears. So for you it really is the Alps? Yes!

:14:35. > :14:44.Now there is a plan to build an eco`town on the site and thd

:14:45. > :14:47.consortium say that it is not safe. They say they could fence it for

:14:48. > :14:50.a recreational area or move it away a recreational area or move it away

:14:51. > :14:54.from the houses. Joan used to chair the council's planning commhttee and

:14:55. > :14:59.she is not happy. It is a l`ndmark and a lot of people take thdir

:15:00. > :15:03.bearings out at sea. It is just a heap though! It is a conical tip

:15:04. > :15:09.that has been there for manx years. It is one landmark that we should

:15:10. > :15:14.retain. Morris used to work for the mining company that created the

:15:15. > :15:17.landscape. You can see it from Plymouth and we always know when we

:15:18. > :15:23.are going home because you can see the point in the middle of the sky.

:15:24. > :15:27.The idea is that the eco`town and the future of the tip will be open

:15:28. > :15:29.for public consultation unthl the end of the month.

:15:30. > :15:32.A unique photographic record of Exeter is in danger

:15:33. > :15:35.of being lost unless it can be preserved and found a new home.

:15:36. > :15:37.Local author and photographdr Peter Thomas owns 60,000 im`ges

:15:38. > :15:43.of the city dating back mord than 100 years.

:15:44. > :15:52.Spotlight's Leigh Rundle has been to take a look.

:15:53. > :15:59.Nothing lasts for ever. There are thousands of negatives of hhstoric

:16:00. > :16:05.Exeter in Peter Thomas's collection and most are over 100 years old The

:16:06. > :16:10.collection is about 42,000 basic negatives and it needs to bd

:16:11. > :16:15.urgently digitised to preserve them for posterity. Then there are the

:16:16. > :16:20.prints, just a few on displ`y here but thousands are stored aw`y and

:16:21. > :16:23.simply gathering dust. The lost important thing to my mind `bout an

:16:24. > :16:29.archive like this is that the public must have an opportunity to view it.

:16:30. > :16:32.There is no point in keeping collections and archives tucked away

:16:33. > :16:37.where very few people get the opportunity to see them. Among the

:16:38. > :16:42.collection this rare image of the moment bombs began falling on Exeter

:16:43. > :16:48.during the night of the Blitz. This one is of the Queen Mother. That is

:16:49. > :16:53.right, this shows the Duke `nd Duchess of Clarence on their

:16:54. > :17:03.honeymoon in 1923 at the pics to this date as guests of Lord Clinton.

:17:04. > :17:08.This is a wonderful image of a high street just a few metres up from the

:17:09. > :17:14.Guildhall and it is the timd when the horse and cart was going out and

:17:15. > :17:26.the motor car was coming in. This is the interior of the famous cafe in

:17:27. > :17:32.Bedford Street. The 1927 aerial view and this is a post`war aeri`l view

:17:33. > :17:35.showing the Blitz damage. One of the famous thing that used to h`ppen

:17:36. > :17:38.every now and again was the complete freezing of the river and hdre we

:17:39. > :17:42.have a delightful view wherd it almost looks like an early painting,

:17:43. > :17:47.looking towards the bridge with everyone standing on the river.

:17:48. > :17:50.Preserving and re`homing thhs remarkable collection is becoming a

:17:51. > :17:55.priority. There will come a time when I have to make a decishon which

:17:56. > :18:00.could be a sad one but I wotld have to break the collection up `nd

:18:01. > :18:08.literally sell it off bit bx bit. A huge loss for Exeter. You could

:18:09. > :18:12.never replace it. Peter 's dream is for the collection to be installed

:18:13. > :18:16.in a new purpose`built exhibition Centre on the site of the ndw bus

:18:17. > :18:18.station. A campaign to attr`ct public support for the plan is now

:18:19. > :18:20.underway. Sports news now,

:18:21. > :18:22.and Plymouth Argyle are looking for a new captain after Conor

:18:23. > :18:25.Hourihane transferred to Barnsley. The 23`year`old Irishman sthll had

:18:26. > :18:28.a year left on his deal at Home Park, and has moved

:18:29. > :18:31.for an undisclosed fee. He scored twice

:18:32. > :18:33.on his last appearance for the Pilgrims away at Portsmouth

:18:34. > :18:36.on the final day of the season. Hourihane had been at Argyld

:18:37. > :18:39.for three years and played 042 Falmouth sailor Sam Goodchild is

:18:40. > :18:47.leading the third stage of Goodchild, who's at the hell

:18:48. > :18:52.of the Team Plymouth vessel is just Dartmouth's Henry Bomby is 20th

:18:53. > :18:59.while Exmouth's Sam Matson hs 3 nd as the fleet head to the Frdnch

:19:00. > :19:04.port of Les Sables d'Olonne. Looking ahead to rugby and

:19:05. > :19:07.Plymouth Albion and the Cornish Pirates will renew their

:19:08. > :19:10.rivalry just before Christm`s. Next season's Championship fixtures

:19:11. > :19:13.have been released and Albion's next chance to beat their cross`Tamar

:19:14. > :19:16.rivals for the first time shnce 2009 is at the Brickfields during

:19:17. > :19:21.the weekend before Christmas Day. The return fixture is

:19:22. > :19:24.during the final weekend in March. Albion open

:19:25. > :19:26.the season trip to Doncaster Cornwall's Helen Glover has

:19:27. > :19:31.continued her winning start to the season with victory

:19:32. > :19:33.in the latest World Cup reg`tta The 2012 Olympic gold medallist

:19:34. > :19:35.teamed up with Heather Stanning for the first time since London 2012

:19:36. > :19:39.to cruise past a host of Amdrican boats at the second World Ctp

:19:40. > :19:42.meeting of the year in France. They travel to Lucerne next month

:19:43. > :19:48.for the final World Cup racd of the season before

:19:49. > :20:03.August's World Championships. We would never get, place and in our

:20:04. > :20:06.situation and the target is on our backs and we are told that blatantly

:20:07. > :20:10.by decrees that we raise. Wd had a couple of years of being underdogs

:20:11. > :20:12.but now we are the top dogs in the event and we know it will not last

:20:13. > :20:15.unless we keep on progressing. Now, the landscape of Cornw`ll is

:20:16. > :20:17.peppered with stunning ancidnt monuments, from standing stones to

:20:18. > :20:20.Celtic crosses, but sadly thme has taken its toll on some of them

:20:21. > :20:23.and they stand no more. Now people in one Cornish vhllage

:20:24. > :20:26.have got together to restord a monument to its former glory,

:20:27. > :20:28.and as Carole Madge reports, they turned out in their hundreds to

:20:29. > :20:41.see the work completed. It has taken more than five years of

:20:42. > :20:47.hard work by local people btt on the longest day of the year thex were

:20:48. > :20:53.here to see the Capstone replaced on this Quoit. We have been following

:20:54. > :20:58.the project since the very start. Fittingly the final piece of the

:20:59. > :21:01.jigsaw was raised in to place on the summer solstice. All of the

:21:02. > :21:05.background stuff that needs to be done to get to a milestone like this

:21:06. > :21:09.is quite considerable. You do not see it, it is all the stuff that has

:21:10. > :21:12.been done over the years to get funding in place and support for the

:21:13. > :21:17.project so it is a consider`ble achievement for everyone who has
