:01:01. > :01:01.on vulnerable people across the south west.

:01:02. > :01:04.Thirteen organisations in Cornwall have been sent letters ending

:01:05. > :01:05.their contracts to provide support services.

:01:06. > :01:08.They've been told their funding will be stopped at the end of thd month `

:01:09. > :01:12.and some say they may have to close or lay off staff .

:01:13. > :01:28.Life changed for Brian and his wife Shirley in 1999 when an acchdent

:01:29. > :01:34.left him with a serious brahn injury. Since then, they have been

:01:35. > :01:42.supported by a charity. Headway you don't realise what they do but

:01:43. > :01:48.behind the scenes with my whfe and that. Without them, I would not have

:01:49. > :01:53.got as far as I have. Headw`y has worked in the county for 30 years

:01:54. > :01:57.but last week its contract with the council will stop at the end of July

:01:58. > :02:02.and it is warning it might be forced to close. We received a letter from

:02:03. > :02:07.the council saying they will terminate the contract in 30 days.

:02:08. > :02:11.It has come out of the blue, 95 per cent of our funding and it will be

:02:12. > :02:17.difficult for us to keep gohng if we do not get the money. We appreciate

:02:18. > :02:23.the council is trying to con eyes and save money but this would be a

:02:24. > :02:30.false economy because it wotld leave vulnerable people isolated without

:02:31. > :02:34.any access to support or care. Headway is one of 13 organisations

:02:35. > :02:40.telling clients council funding is stopping. The Red Cross homd from

:02:41. > :02:45.hospital service and other groups relating to housing, visual

:02:46. > :02:51.impairment and hearing. Thex insist it isn't about cats but grotps not

:02:52. > :02:55.meeting targets. There were discussions in February, March and

:02:56. > :02:59.April and most came to the leetings and those that didn't were sent

:03:00. > :03:03.information. There were madd aware there were issues in their

:03:04. > :03:08.performance but the council had to review. Brian is left wondering who

:03:09. > :03:15.will fill the gaps? All of the help they have given me I would like to

:03:16. > :03:26.see that kept going for all of the people of Cornwall. And, as I say,

:03:27. > :03:30.if that is going, who is gohng to pick up the pieces?

:03:31. > :03:33.The council says it underst`nds this will cause concerns to the

:03:34. > :03:38.organisations and people th`t use the services and says they'll be

:03:39. > :03:42.meetings in the coming weeks. Meanwhile care workers,

:03:43. > :03:45.and some of their clients, have been protesting today over changds to the

:03:46. > :03:48.care at home system in Cornwall The council says it aim is to

:03:49. > :03:51.improve quality and value for money. But the protestors say it's

:03:52. > :04:04.yet another cut in services. 60 protesters gathered in the centre

:04:05. > :04:10.of Truro for a march to the County Hall. These people work for care

:04:11. > :04:14.agencies which have lost thdir contracts with Cornwall Council to

:04:15. > :04:18.provide care at home for elderly people. The number of agenches has

:04:19. > :04:22.been reduced from over 100 to less than 30. The protesting card workers

:04:23. > :04:28.believe it is about saving loney and the changes are upsetting clients. A

:04:29. > :04:34.lot of them are elderly with dementia or find it difficult to

:04:35. > :04:39.communicate. They get confused easily. Everybody is worrying. It is

:04:40. > :04:47.upsetting. It has to be abott cuts because it is money based... I am

:04:48. > :04:53.not sure how they think thex can get better care by piling more pressure

:04:54. > :04:59.on a smaller amount of agencies that can barely cope now. I understand

:05:00. > :05:05.they have cut from 105 agencies to 29 to cover the whole countx. I

:05:06. > :05:09.don't get it. At County Hall, several elderly people joindd the

:05:10. > :05:15.protesters. They made their feelings clear to the counsellor and the

:05:16. > :05:21.officer responsible for adult care. When a contract ends and we are

:05:22. > :05:23.getting a new contract, that is a standard process that happens in

:05:24. > :05:29.every council and it is abott getting the best value for loney and

:05:30. > :05:35.the best quality so I cannot apologise because that is us doing

:05:36. > :05:43.our job properly. That didn't satisfy these carers.

:05:44. > :05:45.There's anger in Torbay tonhght over the announcement of more cuts

:05:46. > :05:48.The council has already savdd more than ?30 million

:05:49. > :05:52.Next year it needs to cut more than ?14 million.

:05:53. > :06:05.Behind its pretty facade, Torbay have problems. It has the wdakest

:06:06. > :06:10.economy in the south`west and a small unitary authority which is

:06:11. > :06:15.being forced to make cuts. The Maher has proposed whether next 3.8 Millie

:06:16. > :06:19.pound should be saved and hhts a range of services. Among thdm, too

:06:20. > :06:23.out of three connections offices, this is the part of the council

:06:24. > :06:29.which has direct contact with the public. Often it is used by people

:06:30. > :06:34.who need help with housing benefits and crisis loans. David was using it

:06:35. > :06:38.today and is worried about what will happen if it closes. I am in a

:06:39. > :06:42.position where I need to get the crisis alone, I can't get one from

:06:43. > :06:48.the job centre so they sent me to connections to maybe get enough to

:06:49. > :06:55.get the electric and gas for a few days to get back on my feet. If I

:06:56. > :07:00.don't have this I will have to go to Paignton, a six mile walk. The plan

:07:01. > :07:05.is to centralise services, the offices will be closed leavhng

:07:06. > :07:11.Paignton as the main one opdn. People are skint so they can't

:07:12. > :07:17.afford to go over there, here it is on the doorstep. It is therd when

:07:18. > :07:23.you need advice. The propos`ls include cuts to a range of services

:07:24. > :07:26.including CCTV, street lighting and subsidies for rural bus services.

:07:27. > :07:32.The mayor wasn't available for interview but in a statement

:07:33. > :07:36.released he said this has come about because of the unexpected

:07:37. > :07:39.announcement by the coalition of a cut in funding. If he had any

:07:40. > :07:43.choice, he said he would not make any cuts. They have to find a

:07:44. > :07:47.balance between the statutory services they provide by law and the

:07:48. > :07:53.services most valued by the residents. It will continue to be a

:07:54. > :07:59.challenging and painful process This council administration paid

:08:00. > :08:02.money towards a subsidy to the Riviera Centre, hosting the mist and

:08:03. > :08:08.Miss England competition and importing a palm tree from the

:08:09. > :08:16.Canaries. ?100,000 could cole out the Riviera Centre. It will not miss

:08:17. > :08:21.?100,000 out of half million. He seems to have more executivd leaves
