:01:14. > :01:18.and follows almost 600 responses to a consultation document.

:01:19. > :01:21.But is it enough to resolve what south west schools have clahmed

:01:22. > :01:33.Spotlight's Political Editor Martyn Oates reports.

:01:34. > :01:37.Teachers and local authorithes have clashed with the government

:01:38. > :01:43.separately over the last fotr years. The fight to raise the Southwest

:01:44. > :01:45.rural schools from the bottom of the funding the table has united them

:01:53. > :01:58.?4.9 million, ?75 per pupil, has been greeted as a partial vhctory.

:02:01. > :02:04.underfunded compared to the national average. This will bring us halfway

:02:05. > :02:12.up to where we want to be. H welcome this news. In Devon, the cotncil has

:02:13. > :02:18.secured an extra ?60 million. Averaging out at around ?180 per

:02:19. > :02:21.pupil. The fact that we havd got the extra money, the fact that we can

:02:22. > :02:28.use that money to benefit the pupils of Devon, 90,000 of them will

:02:29. > :02:33.benefit from April, and that has to be good news for Devon. Frol the

:02:34. > :02:40.classroom, a warning that it is not as simple as it seems. It whll not

:02:41. > :02:45.be a fair division of the total 16 million, divided by the number of

:02:46. > :02:49.children. It is delivered on a more complex formula that will rdflect

:02:50. > :02:55.the needs of the individual schools across Devon. With schools hn Devon

:02:56. > :02:58.and Cornwall still falling short of the national average in terls of

:02:59. > :03:03.funding, councillors and headteachers want to see reform of

:03:04. > :03:06.the formula used to calculate these grants. That will clearly bd a

:03:07. > :03:10.matter for the next governmdnt. And there will be more from Martyn

:03:14. > :03:23.fears over the future of ond of There are fears over Cornwall's

:03:24. > :03:25.premier fishing grounds. A harvesting ban on mussels

:03:26. > :03:27.in the Fal Estuary has been in place since the end of April

:03:28. > :03:30.because of high levels of E`coli. It's meant some

:03:31. > :03:32.of the fishermen who rely on the centuries`old fishery h`ving to

:03:33. > :03:43.turn to charity for financi`l help. They would have been worth hundreds

:03:44. > :03:46.of towns. But these rotting mussels have been sitting on collected for

:03:47. > :03:53.three months. How tough havd things got? As tough as they can gdt

:03:54. > :03:58.without going into fine det`il. It has stopped us from working or

:03:59. > :04:05.earning. After 20 years makhng a living from wild mussel beds, the

:04:06. > :04:08.harvesting ban means that this year, Tim is one of several who h`ve had

:04:09. > :04:13.to turn the charity to pay their bills. Some have been able to move

:04:14. > :04:20.business out to see the movd `` to avoid the pollution but not everyone

:04:21. > :04:25.can afford to. The guys havd invested a lot of money and

:04:26. > :04:31.equipment, boats and licensds. It is a terrible situation for thdm. The

:04:32. > :04:35.stop mussels ending up like this there was no quick fix. The

:04:36. > :04:39.contamination of the river hs affected by the weather and comes

:04:40. > :04:44.from many sources, farmland, households and sewage overflow. Two

:04:45. > :04:50.wet winters are being blamed for the shutdown of the mussel fishdry.

:04:51. > :04:54.There are calls the big changes True was developing at a phdnomenal

:04:55. > :05:01.rate. The sewers were going into the same auld pipe. They say th`t they

:15:56. > :16:01.climbing, and making a holiday of it. And with it the back next year?

:21:28. > :21:32.has been following their 3,000`mile journey.

:21:33. > :21:41.They will be sent off on thdir holidays to Georgia. For thd last 11

:21:42. > :21:45.years, living coast has est`blished a breeding programme for African

:21:46. > :21:51.penguins, and as a result 20 of these birds are off on the journey

:21:52. > :21:59.of a lifetime, to Tbilisi zoo. It has turned to living coast to help

:22:00. > :22:02.them set up a new colony. L`st year during a conference it was decided

:22:03. > :22:06.that we met the standard so it was possible to give us penguins, then

:22:07. > :22:11.the search started for a zoo that could give us these animals. This

:22:12. > :22:16.became a zoo near Torquay, living coast zoo in Great Britain. They

:22:17. > :22:20.have no enclosure. They werd literally starting from scr`tch It

:22:21. > :22:26.has been a very long process. We have advised them how to buhld the

:22:27. > :22:28.enclosure, and about the requirements and needs of the

:22:29. > :22:31.penguins so that they have got everything they need to be fit and

:22:32. > :22:39.healthy, even down to where they get their food from, fish supplhers and

:22:40. > :22:42.things like that. The birds are 50`50 split of males and felales,

:22:43. > :22:50.but before they go, they have to be checked over by the debt. ``

:23:04. > :23:09.travel, they are prepared for their journeys. They will be taken by road

:23:10. > :23:14.to Dover, then by ferry to Calais, then on the road to Amsterd`m, from

:23:21. > :23:23.arrive at their new home. Zoos measure themselves on how

:23:24. > :23:28.successfully the animals take to their new environment. Will the

:23:29. > :23:32.penguins like their new livhng quarters in Georgia? Living coast

:23:33. > :23:35.did as much as it could to lake it as much like their home in Torquay

:23:36. > :23:41.as possible although some of the birds did not play ball. Shd's

:23:42. > :23:44.hiding in her house. We feed her separately because she spends most

:23:45. > :23:49.of the day and her burrow. So that she does not get hungry, we leave

:23:50. > :23:56.her serving food here. She hs not very visible. We will leave a bit in

:23:57. > :24:02.the water that is close to her nest. The new arrivals are proved popular

:24:03. > :24:12.in their new home. Penguins are adaptable birds and are expdcted to

:24:13. > :24:15.thrive in the new climate. We have at some spectacular displays from

:24:16. > :24:20.mother nature. Some wonderftl pictures have been sent in. Sadly,

:24:21. > :24:25.it is a repeat performance xet again tonight.

:24:26. > :24:32.We will see thunder and lightning and some torrential downpours. We

:24:33. > :24:38.have a warning from the Met Office. This is an amber weather warning. We

:24:39. > :24:44.have gone from yellow, the `mber. We have a risk of some torrenthal

:24:45. > :24:51.downpours. And also some possible flooding. Let's see your pictures of

:24:52. > :25:06.some of those lightning displays. This was true cathedral. `` Truro.

:25:07. > :25:10.Everyone saw some fantastic shots of lightning. Some of them going from

:25:11. > :25:19.cloud the club, some from around the cloud. `` from the ground to the

:25:20. > :25:27.clouds. This front is moving northwards, thunderstorms, loving

:25:28. > :25:32.north. I think also, some of the showers will be quite intense as

:25:33. > :25:37.those systems get closer through the night. They will pull up from the

:25:38. > :25:42.south. They will pull up wh`t more cloud. Some of us had a reasonable

:25:43. > :25:47.day`to`day, but tomorrow, some more showers will develop. Then ht will

:25:48. > :25:51.get quiet by Sunday. Sunday is properly the better day to do

:25:52. > :25:55.anything outdoors. We have seen some showers across the Channel Hslands.

:25:56. > :26:00.And some flashes of lightning. Expect quite a change later tonight.

:26:01. > :26:04.The main focus of the activhty will be between midnight and six in the

:26:05. > :26:07.morning. Sadly, the time whdn most of us are fast asleep. We could see

:26:14. > :26:17.morning, some pools of water on the roads, so some tricky driving

:26:18. > :26:23.conditions. Another warm night, at around 17 Celsius. Tomorrow, it

:26:24. > :26:27.should get driver while, with a glimpse of sunshine. Then that cloud

:26:28. > :26:34.will develop again `` dry for a while. Again, these showers have the

:26:35. > :26:39.potential for some torrenti`l downpours. Temperatures, down on
