:01:07. > :01:09.telling me to die. He was sdctioned under the Mental Health Act, his

:01:10. > :01:14.mother says he was sent back to her a month later with no support. Jane

:01:15. > :01:21.says she was not surprised when he ended up on the roof of a hhgh

:01:22. > :01:25.building two months ago. I was sent down here by Joe's friends. I phoned

:01:26. > :01:31.him on the roof of that building there, he was cutting his arms

:01:32. > :01:35.again. I telephoned the polhce and the ambulance and they came and

:01:36. > :01:44.detained him under the Ment`l Health Act. His conditions include PTSD,

:01:45. > :01:46.something which he stems whdn he was taken into care when he was 12 years

:01:47. > :01:52.old because of his challenghng behaviour. It started in Max 20 2

:01:53. > :01:58.when he disclosed about havhng trauma at the care home. Jod needs

:01:59. > :02:02.psychiatric help, and saying that he has not got a treatable mental

:02:03. > :02:07.health illness, I believe that PTSD is treatable, and if he does not get

:02:08. > :02:13.help for it then he has not got the future. A letter from anothdr

:02:14. > :02:19.psychiatrist says that if Joe is not able to be managed in the community,

:02:20. > :02:21.he should be considered for an assessment from a specialist

:02:22. > :02:26.psychiatric adolescent hosphtal as an inpatient. Another letter from a

:02:27. > :02:30.child psychiatrist who cared for him warns that it is highly unlhkely Joe

:02:31. > :02:35.will recover in the setting of the family home. I am either gohng to go

:02:36. > :02:40.to far and kill myself or end up hurting someone. I do not know what

:02:41. > :02:42.I am doing. In a statement, the Child and

:02:43. > :02:45.Adolescent Mental Health Service, responsible for Joe's care,

:02:46. > :02:47.says while they can't comment on the case, it is sometimes not in

:02:48. > :02:50.the patient's best interests to be admitted as an inpatient,

:02:51. > :02:52.and they can be supported with a package of treatment

:02:53. > :02:56.in the community. Detectives investigating

:02:57. > :03:00.the death of a man in Cornw`ll say a BBC Crimewatch appeal

:04:06. > :04:08.that is going to be removed. Funding cuts mean his support worker and

:04:09. > :04:13.others like may not have a job after March. The most important thing

:04:14. > :04:18.enabling them to stay in thdir own homes and be as independent as

:04:19. > :04:22.possible. We help with things like correspondence, bills, financial

:04:23. > :04:29.things like that, and also social inclusion. Helping them join clubs,

:04:30. > :04:33.go to church, things like that. Across Devon, the County Cotncil

:04:34. > :04:36.pays up to ?4 million a year towards these services, even though it is

:04:37. > :04:41.actually the landlords' responsibility. Government funding

:04:42. > :04:46.cuts mean they cannot continue to pay for the services. Counchllors

:04:47. > :04:51.want to focus the money on directly supporting people with elighble

:04:52. > :04:54.social care needs instead. Ht only cost ?500 a year per person in this

:04:55. > :05:01.property, and if we end up going into care, you are looking `t ? 00 a

:05:02. > :05:04.week. The company that runs the scheme is considering consulting

:05:05. > :05:08.with tenants to see what services with tenants to see what services

:05:09. > :05:14.they can provide when the County Council funding runs out next March.

:05:15. > :05:19.The alarm services they havd which provides 24`hour cover will remain.

:05:20. > :05:24.But the other support services that we will cease to have funding for,

:05:25. > :05:28.we need to engage with residents to find out what bits are the real

:05:29. > :05:32.priorities so we can remodel the service to try and meet those

:05:33. > :05:36.priority areas. For residents like David, it remains a difficult time.
