:00:15. > :00:26.In a recent change of emphasis, there was support for smalldr

:00:27. > :00:30.from the very top, but todax it was revealed that some beds will be lost

:00:31. > :00:40.Big hospitals are all very good but you have to go somewhere to

:00:41. > :00:43.recuperate. So how will patients

:00:44. > :00:45.will be cared for now? From the French countryside to

:00:46. > :01:05.a Cornish car park, It's diabolical. It costs us a

:01:06. > :01:07.fortune to use the car park, and they are here for nothing.

:01:08. > :01:09.Tempers flare in the badger debate with both sides

:01:10. > :01:13.And how to top a life`changhng year, the news is still sinking in for

:01:14. > :01:24.I still can't believe it now. It is just something that happens to other

:01:25. > :01:26.people. Campaigners have reacted with anger

:01:27. > :01:28.at controversial proposals `nnounced today for a shake`up

:01:29. > :01:30.of community health services Inpatient beds are due to go

:01:31. > :01:37.at cottage hospitals in Crediton, Patients will be cared for

:01:38. > :01:40.at home instead. Beds could also be lost

:01:41. > :01:42.in Ilfracombe, Holsworthy and Minor injuries units will also be

:01:43. > :01:48.hit in Ottery St Mary and Shdmouth, with those in North Devon lhkely to

:01:49. > :01:51.see radical change. But as Spotlight's Health

:01:52. > :01:53.Correspondent Sally Mountjox explains, people will get a chance

:01:54. > :01:59.to have their say on the pl`ns. Christopher Gardner is being cared

:02:00. > :02:02.for in Axminster hospital following a hip replacement at the

:02:03. > :02:05.Royal Devon and Exeter Hosphtal His home is not suitable

:02:06. > :02:07.for his recovery so he says this is the ideal place

:02:08. > :02:14.for him to regain his strength. Big hospitals like Exeter

:02:15. > :02:17.and Plymouth are all very good and they are centres of excdllence,

:02:18. > :02:21.but they want you to be out of there as soon as possible and then you

:02:22. > :02:24.have to go somewhere to rectperate. That is why I think Axminstdr

:02:25. > :02:27.and all the other small hospitals But today, NHS commissioners have

:02:28. > :02:39.said they want to close these beds. The hospital's league of frhends is

:02:40. > :02:42.offering up to ?100,000 a ydar for We have an excellent hospit`l

:02:43. > :02:52.and people are distressed at the prospect

:02:53. > :02:55.of having to stay in Exeter when We are a growing town,

:02:56. > :03:01.due to grow by about 50% ovdr We don't want to see

:03:02. > :03:11.these facilities close. The proposals also mean loss of beds

:03:12. > :03:16.and other community hospitals. The changes are part

:03:17. > :03:21.of a major reorganisation of community health services

:03:22. > :03:26.across North East and West Devon. Hospitals have already lost beds,

:03:27. > :03:37.but they will become health and well being hubs with a greater

:03:38. > :03:40.range of clinics and health More and more, we should expect

:03:41. > :03:43.to be cared for in our own homes. We are looking to respond to

:03:44. > :03:45.people's requests to providd services personalised to thdm,

:03:46. > :03:47.delivered close to them in their home where it is possible

:03:48. > :03:54.and safe to do so. And also integration of services so

:03:55. > :04:03.they don't find a drop off between going from an acute

:04:04. > :04:05.hospital to a community nurse. We are trying to provide

:04:06. > :04:09.a seamless service. No decision has yet been made

:04:10. > :04:11.about Torrington hospital whth a campaign has been bought

:04:12. > :04:13.against bed closures. Other communities may be

:04:14. > :04:22.preparing for similar protests. From our perspective, it is

:04:23. > :04:29.disastrous. We were expecting some beds to close

:04:30. > :04:32.at what we have got is all of the beds even shut and the loss

:04:33. > :04:36.of the minor injuries unit. For people here,

:04:37. > :04:42.people be horrified. People now have 12 weeks to tell

:04:43. > :04:45.those who commission and paper health services in Devon ex`ctly

:04:46. > :04:48.what they think of the proposed And Sally joins us live frol Exeter

:04:49. > :04:50.where Sally,

:04:51. > :04:53.we've seen a lot of re`organisation of the NHS, what's driving this

:04:54. > :05:02.overhaul of community health care? People are living longer and more

:05:03. > :05:06.likely to have a range of hdalth conditions that need care and

:05:07. > :05:10.treatment. The NHS in Devon is one of the most financially challenged

:05:11. > :05:15.in the country, and if things don't change, they will not be able to

:05:16. > :05:22.meet that demand. Community services are expensive to run. They `re an

:05:23. > :05:25.economical at the moment and unsustainable. And they do not

:05:26. > :05:31.always provide the best and safest care for patients. In futurd, we

:05:32. > :05:35.will seek more hospital at home type of services available seven days a

:05:36. > :05:39.week so that people will be looked after in their own home where

:05:40. > :05:45.appropriate. Technology will be used to monitor people in their own

:05:46. > :05:47.homes. Thank you.

:05:48. > :05:51.And here at Spotlight we'd like to hear what you think about that.

:05:52. > :05:54.You can get in touch with us via E`mail, Twitter, or Facebook.

:05:55. > :05:56.The addresses you need are on the screen now.

:05:57. > :06:00.And do remember to leave us a contact number.

:06:01. > :06:03.Cornwall Council is taking legal action tonight to try to evhct

:06:04. > :06:07.a group of French travellers who've set up an illegal camp

:06:08. > :06:12.The travellers are in Truro and claim they're on holidax.

:06:13. > :06:15.But as Eleanor Parkinson reports, the council says the camp is unsafe

:07:30. > :07:32.for two hours, and they are going to park here for how long?

:07:33. > :07:36.There aren't very many spard spaces so they ought to be free for the car

:07:37. > :07:41.I don't think it's right, rdally, but what can you do about it?

:07:42. > :07:44.Cornwall Council say a second group of travellers have moved on

:11:13. > :11:15.Towards the end of the night, the police turn up and two

:13:10. > :13:18.Our Political Editor Martyn Oates joins us now.

:13:19. > :13:24.This will have an impact. I think it is finally dawning on everybody that

:13:25. > :13:28.there will be profound implhcations for the rest of the country,

:13:29. > :13:36.possibly specific consequences for us in the south`west.

:13:37. > :13:38.If there's a yes vote, the really big issue is whether

:13:39. > :13:41.the South West will become home to the country's nuclear submarines.

:13:42. > :13:44.The Scottish National Party says it wants them out of Scotland

:13:45. > :13:45.and experts suggest Devonport or Falmouth are

:13:46. > :14:13.We could also get the bigger fish "for our fishermen `` a bigger

:14:14. > :14:21.fishing quarter. If there is a no vote, but are also ramifications.

:14:22. > :14:26.Scotland will get more powers, at least that is what the leaddrs of

:14:27. > :14:31.the three main parties are seeing. If that happens, there needs to be a

:14:32. > :14:35.new constitutional settlement, a new arrangement of powers in England as

:14:36. > :14:40.well. What would that mean? An Ingush parliament possibly. More

:14:41. > :14:48.devolution to English regions or cities. In this part of the world,

:14:49. > :14:53.possibly a Cornish Assembly. Would a Scottish MP be able to vote on

:14:54. > :14:59.English issues? Many MPs ard adamant that that must not happen. @nd that

:15:00. > :15:05.could open up some interesthng possibilities. If Scottish LPs are

:15:06. > :15:17.excluded from the vote and hunting, could the hunting ban in England the

:15:18. > :15:26.overturned? Could we moved to British summer Time all year round?

:15:27. > :15:29.What is the way forward? Evdrybody agrees that there needs to be big

:15:30. > :15:35.changes, something needs to be done, but there are disagreements as to

:15:36. > :15:39.what exactly should be done. Tory MPs are unhappy about this promise

:15:40. > :15:44.of big powers and new financial commitments to Scotland without any

:15:45. > :15:47.consultation of Parliament. Stormy times ahead for us all. And no sleep

:15:48. > :15:56.for you? Not much. There's more on the referendum

:15:57. > :15:59.on the BBC news website and much more, of course, following the

:16:00. > :16:01.result, here on Friday's Spotlight. Now,

:16:02. > :16:03.pubs have moved into former banks, post offices have taken up residence

:16:04. > :16:06.in churches, and libraries have even There's been a fair bit of lateral

:16:07. > :16:10.thinking in rural England rdcently. Now one local library is trxing to

:16:11. > :16:14.protect its future by moving Brenda Best

:16:15. > :16:16.and her eight`year`old granddaughter It is a curious truth that

:16:17. > :16:23.grasshoppers have their hearing They are avid users of

:16:24. > :16:32.their local library in Ashbtrton. I like doing the reading ch`llenges

:16:33. > :16:38.and even just the reading, H really I enjoy reading and if it goes,

:16:39. > :16:50.where are we to get books? Ashburton is one

:16:51. > :16:52.of 28 libraries across Devon which face the axe unless the comlunity

:16:53. > :16:57.comes forward to help run them. Now a group here has come up with

:16:58. > :17:02.a novel idea to save it. Ashburton is threatened with losing

:17:03. > :17:05.its library that it has had The only way forward is to go

:17:06. > :17:18.into the post office and john with With both the library and

:17:19. > :17:22.the post office facing an uncertain future, perhaps combining forces

:17:23. > :17:29.could be the perfect solution. If I was sitting here 75 ye`rs ago

:17:30. > :17:32.tonight, I would be bringing you the news of the first British naval

:17:33. > :17:37.ship sunk in the Second World War. The aircraft carrier,

:17:38. > :17:39.based in Devonport, hadn't long left Plymouth when

:17:40. > :17:42.torpedoes from a German U`boat hit. More than 500 Royal Navy

:17:43. > :17:45.personnel were killed. Johnny Rutherford has been

:17:46. > :17:52.talking to one of the survivors September 1939,

:17:53. > :17:55.two weeks after war was declared with Germany, HMS Courageous left

:17:56. > :17:59.Plymouth to patrol the Irish Sea. On board was a 16`year`old lad

:18:00. > :18:03.from Torquay. We didn't appreciate it at first

:18:04. > :18:09.and it didn't really sink When we set sail with our escort,

:18:10. > :18:15.we thought, this is quite a good event, we're going to war,

:18:16. > :18:22.we're going to win the war. But on the evening of 17 September,

:18:23. > :18:29.German U`boat 29 attacked. Somebody said to me, what's the

:18:30. > :18:30.time? Just when I said that,

:18:31. > :18:37.the first torpedo hit us. The Navy has received a sevdre blow

:18:38. > :18:44.with the sinking of HMS Courageous We can take hard knocks

:18:45. > :18:48.as we intend to give them, John Cannon had jumped

:18:49. > :18:59.into the Atlantic after hearing A flight observer who was swimming

:19:00. > :19:03.close by holding onto an oar, he'd got an oar from somewhdre,

:19:04. > :19:06.he shouted, keep going, boy, keep going, son, your mum and dad will be

:19:07. > :19:20.waiting for you when you get home. 512 Royal Navy seaman lost their

:19:21. > :19:31.lives. John was eventually rescued and sent on to other missions.

:19:32. > :19:44.Including sinking their Gerlan ship this mark. A beautiful ship. We

:19:45. > :19:56.fired torpedoes at her. Bismarck sank to the bottom. One

:19:57. > :20:02.year later, HMS Terror search was sunk `` Dorset Shire was sunk by the

:20:03. > :20:07.Japanese and once again, John was swimming for his life. They flew

:20:08. > :20:13.across the survivors and machine`gunned us. But John was like

:20:14. > :20:20.a cat with nine lives, he m`naged to survive the war, despite wh`t it

:20:21. > :20:28.threw at him. Before I was 21, I had been in action against the Germans,

:20:29. > :20:33.the Vichy French, and the J`panese. He is now 91.

:20:34. > :20:36.Onto some sports news and it was a good evening for

:20:37. > :20:38.Exeter City and Torquay United in last night's football.

:20:39. > :20:41.City won for the first time this season and United have shot

:20:46. > :20:48.a frustrating time at home `s Spotlight's Dave Gibbins reports.

:20:49. > :20:52.If you want a flutter on a home draw, then just look at Yeovil Town.

:20:53. > :20:56.Last night's one`all result against bottom side Crewe Alexandra
