:00:53. > :01:07.was something else. Something else. The death of a Taunton man who went

:01:08. > :01:11.missing in the Isles of Scilly in 2015 remains a mystery,

:01:12. > :01:15.an inquest has heard today. Josh Clayton had been working

:01:16. > :01:18.at a cafe on the island of Tresco. The 23-year-old's body was pulled

:01:19. > :01:21.from the sea ten days after he was last seen

:01:22. > :01:24.at a staff party. Spotlight's John Danks has been

:01:25. > :01:41.at inquest and sent this report Josh Clayton was last seen at around

:01:42. > :01:46.145 on the morning of the 13th of September 2000 and 15. He had been

:01:47. > :01:50.at a party on Tresco where he worked. Ten days after his

:01:51. > :01:54.disappearance, his body was discovered on a small island north

:01:55. > :01:59.of Tresco but how he died still remains unclear. A friend sick

:02:00. > :02:03.pathologist said there were no obvious signs of injury on his body.

:02:04. > :02:08.Neither were there signs of drowning. He recorded the cause of

:02:09. > :02:15.death as an ascertained. Toxicology reports done no trace of drugs in

:02:16. > :02:22.Josh's system. He had consumed alcohol that evening. The family's

:02:23. > :02:28.barrister asked the pathologist of a bloodstained shirt was analysed. No,

:02:29. > :02:33.said the pathologist. Asked if it was possible that an assault may

:02:34. > :02:38.have taken place, no came the reply but there was no sign of one. The

:02:39. > :02:39.family travelled down for the inquest which is due to run until

:02:40. > :02:42.Friday. Almost a decade after bird flu

:02:43. > :02:46.was confirmed on the Dorset coast, the disease has reappeared

:02:47. > :02:50.in the same colony of swans. The bodies of nine of the animals

:02:51. > :02:53.at the world famous site at Abbotsbury, near Weymouth,

:02:54. > :02:57.have tested positive Tonight, another case of the illness

:02:58. > :03:02.in a wild bird has emerged Steve Humphrey has spent the day

:03:03. > :03:20.at the visitor attraction in Dorset. It is the second time in nine years

:03:21. > :03:25.that bird flu has hit this one are re-. Signed to save the virus is

:04:10. > :04:13.particularly very hard. So far this winter around 80 swans have been

:04:14. > :04:18.found dead, double the usual number for the winter. Back in 2008, the

:04:19. > :04:25.Swan Ory was hit by an outbreak of the more virulent H5N8 strain when a

:04:26. > :04:30.series of precautions also put in place. Totally different strain

:04:31. > :04:35.which they then thought might possibly commute to humans.

:04:36. > :04:41.Perversely, we lost unless the birds then than we have this time. At the

:04:42. > :04:45.start of December, the Godman ordered poultry farms like this one

:04:46. > :04:50.near Weymouth to bring their free range chickens indoors and to take

:04:51. > :04:54.precautions in a bid to stop the virus spreading. They say they are

:04:55. > :04:59.disappointed that DEFRA did not tell them about the presence of the virus

:05:00. > :05:07.are a few miles away. We had that from our vet that we liaise with and

:05:08. > :05:11.over social media. You want more information? It is not good enough.

:05:12. > :05:16.Already keeping their chickens indoors has led to a car in egg

:05:17. > :05:24.production. 20% of what we normally get so for us financially, it is

:05:25. > :05:30.quite a big impact. The measures imposed to restrict the spread of

:05:31. > :05:35.bird flu will be in force until February 20. The Food Standards

:05:36. > :05:40.Agency says the virus does not pose a food safety issue for consumers.

:05:41. > :05:46.They say thoroughly cooked poultry and eggs are safe to eat.

:05:47. > :05:49.Hospitals across the region remain under huge pressure tonight.

:05:50. > :05:52.The Royal Cornwall is still at level 4, formerly known as black alert,

:05:53. > :05:55.whilst Torbay, Yeovil, Derriford and the Royal Devon

:05:56. > :05:58.and Exeter hospitals are all on level 3, formerly known

:05:59. > :06:04.Against this backdrop there's increasing concern over plans to cut

:06:05. > :06:09.The Royal College of Nursing says patient safety could be put

:06:10. > :06:12.at risk and it could lead to increased bed blocking.

:06:13. > :06:15.They also warn that staff will need more training to care

:06:16. > :06:22.More from our health correspondent Jenny Walrond.

:06:23. > :06:25.Our community hospitals are much loved but across Devon,

:06:26. > :06:32.Beds in Cornwall and Somerset are also at risk.

:06:33. > :06:34.Instead we are told people are better off

:06:35. > :06:40.Some of those beds at risk of closure or here at

:06:41. > :06:44.Those behind the proposals say they can care for nearly four times

:06:45. > :06:48.as many people in their own homes for the same cost as running

:06:49. > :06:53.an impatient community hospital unit such as the one here.

:06:54. > :06:56.But the Royal College of Nursing says its staff would need proper

:06:57. > :07:01.training to move from working in hospital to the community

:07:02. > :07:05.and that there are concerns of the impact on patients.

:07:06. > :07:07.You will have people staying in acute hospital beds

:07:08. > :07:12.because that is a safe place or you'll have people kept at home

:07:13. > :07:17.in their own homes with insufficient support to keep them safe.

:07:18. > :07:21.My concern is we will have people who are alone and without having

:07:22. > :07:26.appropriate nursing or domiciliary care to be looked after in a way

:07:27. > :07:29.which you or I would want to be looked after.

:07:30. > :07:33.Two separate consultations have been running on the plans for Devon.

:07:34. > :07:37.Health commissioners for new Devon CCG say

:07:38. > :07:40.they will analyse the responses from their consultation,

:07:41. > :07:44.but that it it is a proposal to provide care and support at home

:07:45. > :07:49.and in the community and prevent unnecessary hospital admissions.

:07:50. > :07:53.But those whose local beds face closure will not

:07:54. > :07:59.This is a new hospital, it's only 12 years old which is new compared

:08:00. > :08:03.to the likes of Tavistock, for example, built

:08:04. > :08:10.This is state-of-the-art and it would be criminal

:08:11. > :08:14.to close the facilities that we have got here.

:08:15. > :08:17.We are living longer but often with ill health and the dilemma

:08:18. > :08:22.of how we care for elderly and frail people with the funding available

:08:23. > :08:32.Now a round up of other news in the South West tonight.

:08:33. > :08:35.A young mother from Devon who had a rare and aggressive form

:08:36. > :08:39.Kim Jenkins, from Christow, was featured on Spotlight just

:08:40. > :08:43.before Christmas after her local community raised thousands of pounds

:08:44. > :08:49.Her husband Tom said she passed away on Saturday night peacefully

:08:50. > :08:56.A sick fisherman has been rescued from a boat in French waters

:08:57. > :08:57.and airlifted to the Royal Cornwall Hospital.

:08:58. > :09:00.The UK Coastguard winched the man from the vessel, which was 100

:09:01. > :09:03.nautical miles south of Newquay early this morning.

:11:02. > :11:06.year contract that was signed back in 2012, so critics argue

:11:07. > :11:10.it is really recycling old news and that in any case,

:11:11. > :11:16.what this place really needs is new orders for new aircraft.

:11:17. > :11:22.And yet last year the Ministry of Defence decided not to let

:11:23. > :11:24.Leonardo build the new Apache attack helicopter, preferring

:11:25. > :11:41.That went to America and this almost feels like it is second best.

:11:43. > :11:47.Right now there are no new orders but the company says it is talking

:11:48. > :11:51.Not firm orders yet but like any business,

:12:03. > :12:06.the airframes for the Wildcat amid suggestions that could be moved

:12:07. > :12:12.Even then the equipment is actually owned by the British government.

:14:35. > :14:39.This began because Tom Chapman lost a friend to suicide. When we started

:14:40. > :14:45.it was one of those things that I said if we could save one person, I

:14:46. > :14:50.would be more than happy, but so far, personally, there have been

:14:51. > :14:58.four people that we have helped and I feel we have saved lives there and

:14:59. > :15:01.I said that was massive. These hairdressers are not councillors but

:15:02. > :15:07.they have received training to know what to look for. It is very one to

:15:08. > :15:13.one, you are very involved. Physically you are changing them

:15:14. > :15:18.usually for the good and then if you could do that mentally as well and

:15:19. > :15:24.have that sort of discussion, there is the connection. By becoming a
