:01:13. > :01:15.Hundreds of people are expected at the latest public meeting
:01:16. > :01:20.in North Devon tonight about the future of the NHS.
:01:21. > :01:24.There are real fears that services - and lives - could be lost, if cuts
:01:25. > :01:32.are made at North Devon District Hospital.
:01:33. > :01:35.The NHS in Devon is facing a combined budget deficit
:01:36. > :01:38.If nothing changes, that's the biggest in England -
:01:39. > :01:42.so a major review of services is underway.
:01:43. > :01:44.In North Devon that includes acute services, stroke,
:01:45. > :01:46.maternity and children's care and emergency services.
:01:47. > :01:50.Former Labour health minister and Exeter MP Ben Bradshaw
:01:51. > :01:53.has accused the government of being "in complete denial"
:01:54. > :01:55.about what he calls the "crisis" in health and social care,
:01:56. > :02:04.and is calling for an immediate injection of cash.
:02:05. > :02:10.Our health and social care system is in meltdown. And once again this
:02:11. > :02:14.week we had the spectacle of the Prime Minister and the government in
:02:15. > :02:18.total denial about the skill of the problem and an open war with the
:02:19. > :02:19.head of the NHS, Simon Stevens, who challenged the government to put
:02:20. > :02:21.more money in. Kirk England is in Braunton tonight
:02:22. > :02:24.at the latest in series of meetings discussing the planned changes to
:02:25. > :02:35.health services. North Devon District Hospital is
:02:36. > :02:38.only a few minutes down the road. That's the focus of concern for
:02:39. > :02:43.people here in North Devon. This is the latest in a series of public
:02:44. > :02:47.meetings that have been packed out. We are expecting the same here in
:02:48. > :02:52.Braunton this evening. The main concern is our what could
:02:53. > :02:55.potentially happen to services at North Devon District Hospital. It
:02:56. > :02:59.was built in the 60s. Two campaigners who will be taking part
:03:00. > :03:04.in a meeting tonight are with me now, Liz Wood, what are you
:03:05. > :03:10.concerned about? Were concerned about cuts in this hospital to the
:03:11. > :03:15.stroke unit, paediatrics and maternity. In which case we would
:03:16. > :03:18.have to travel all the way to Exeter which is at least an hour away, if
:03:19. > :03:25.the traffic isn't too bad. If the weather is good. Outside the tourist
:03:26. > :03:33.season. If you live in Linton or even further, either way, if you
:03:34. > :03:42.need treatment quickly, they will not recover when they could have
:03:43. > :03:47.done. Serious concerns. Netty Pearson, fears are high in North
:03:48. > :03:53.Devon. Yes, North Devon hospital is the second most remote hospital in
:03:54. > :03:59.England. It takes most people more than 60 minutes to get the next
:04:00. > :04:02.hospital, is Exeter. What about the arguments that the NHS is under
:04:03. > :04:07.budgetary pressure and needs to change and adapt? But the plans that
:04:08. > :04:12.are being looked at will make it safe and affordable. It is not
:04:13. > :04:15.surprising that they are under budgetary pressure. Since 2010 there
:04:16. > :04:22.have been budget cuts every year. They are underfunded, not overspent.
:04:23. > :04:27.The government would argue that they are adequately funding the NHS. Liz
:04:28. > :04:32.Wood, can you understand why people feel so strongly about this? Yes,
:04:33. > :04:35.all my life I felt safe because I knew that the hospital would be
:04:36. > :04:41.there if I needed it and now we no longer feel safe. Thank you. We must
:04:42. > :04:45.stop you there. Just to look at the other arguments and what the NHS is
:04:46. > :04:49.saying, the organisations behind this review that is taking place say
:04:50. > :04:52.we need to meet the increasing health and care needs of the
:04:53. > :04:56.population while ensuring services are sustainable and affordable and,
:04:57. > :04:57.as I say, the government has insisted that the NHS is adequately
:04:58. > :05:02.funded. All next week on Spotlight
:05:03. > :05:04.and BBC local radio we're going inside our NHS
:05:05. > :05:06.in the South West with a series
:05:07. > :05:08.of exclusive reports. We'll also be debating the future
:05:09. > :05:10.of the health service with some
:05:11. > :05:14.of the region's key decision makers. Three men have appeared in court
:05:15. > :05:17.charged with the murder of a man whose body was found in a park in St
:05:18. > :05:20.Austell. All three men were living in
:05:21. > :05:23.a nearby shelter for the homeless. The man who died was also
:05:24. > :05:40.a resident at the hostel. The body of 31-year-old Stephen Ball
:05:41. > :05:45.was found in this part in Saint Austell in by a member of the
:05:46. > :05:49.public. Stephen Bull was a resident apostle a few hundred yards away
:05:50. > :05:52.from where he died. It is run by a charity that provides accommodation
:05:53. > :05:57.for homeless people. Today, three other residents from the same
:05:58. > :06:06.possible chance before magister -- appeared before magistrates in
:06:07. > :06:10.men made no plea during this men made no plea during this
:06:11. > :06:14.hearing. The court was packed with friends and relatives and some
:06:15. > :06:23.shouted out to the men, as they left the courtroom. The local MP says the
:06:24. > :06:30.charity which runs the hospital now has issues which are affecting the
:06:31. > :06:33.town. It is a facility here in the town which has 62 people with
:06:34. > :06:39.dependency or other significant needs. It is too many people and
:06:40. > :06:42.people are being brought here from all over Cornwall and further
:06:43. > :06:45.appeal, and the impact that this residential unit is having on St
:06:46. > :06:49.Austell has reached the point where it is no longer acceptable and the
:06:50. > :06:53.people of St Austell have had enough. The charity has declined to
:06:54. > :06:56.comment about these concerns. This man is a resident at the hostel. He
:06:57. > :07:00.did not want to be identified but said that the report he has received
:07:01. > :07:07.from the charity has probably saved his life. The three men charged with
:07:08. > :07:09.the murder of Stephen Bull were remanded in custody and will appear
:07:10. > :07:13.in court in Plymouth on Monday. Now a look at some of the other
:07:14. > :07:16.stories making the news The police have officially named
:07:17. > :07:25.a couple found dead in a house in Dunkeswell last week
:07:26. > :07:28.as Michael Beck, who was 62, The deaths are being treated
:07:29. > :07:31.as murder and suicide. Police investigating the death
:07:32. > :07:34.of a man found in a van in Cornwall The 35-year-old was discovered
:07:35. > :07:37.in a Volkswagen Transporter Officers want to hear from anybody
:07:38. > :07:42.who's seen the vehicle. The family of Josh Clayton
:07:43. > :07:45.are writing to the Chief Constable of Devon and Cornwall Police
:07:46. > :07:47.to request that another force carries out a fresh
:07:48. > :07:49.investigation into his death. The 23-year-old from Taunton
:07:50. > :07:52.was found dead on Tresco in 2015. The inquest into his death
:07:53. > :07:56.collapsed earlier this week. Motorists are being warned
:07:57. > :07:58.about the dangers Freezing conditions are again
:07:59. > :08:03.forecast, especially in Devon, where the county council says road
:08:04. > :08:05.temperatures David will have all
:08:06. > :08:14.the details later. A Devon man who was shot
:08:15. > :08:17.in the head during an armed robbery Chris Tester intervened when his
:08:18. > :08:23.parents were being threatened with a gun at their restaurant
:08:24. > :08:26.in Antigua on Christmas Day. He's currently being treated
:08:27. > :08:28.at Plymouth's Derriford Hospital. Spotlight's John Ayres
:08:29. > :08:39.has the latest. It should have been a Christmas
:08:40. > :08:43.holiday in Paradise but when an armed robber threatened the parents
:08:44. > :08:48.of Chris Tester have done, Chris try to stop him and was shot in the
:08:49. > :08:55.head. It's incredible that he was not killed. His family have been at
:08:56. > :08:58.his bedside at Derriford Hospital. Where it entered behind his right
:08:59. > :09:07.so he was extremely lucky it did so he was extremely lucky it did
:09:08. > :09:11.miss his brain, but obviously, unfortunately, it has affected his
:09:12. > :09:14.eyesight. They are hoping that any brain damage suffered from this is
:09:15. > :09:17.minimal. He has been on his feet, but it is going to be some time
:09:18. > :09:23.before he is well enough to leave hospital. He's still on quite a lot
:09:24. > :09:26.of painkillers all the time. He has had an injury to the head so he is
:09:27. > :09:33.still recovering from that. He is OK. He's eating a little bit and he
:09:34. > :09:40.is talking so, yes, he is doing all right. He will be treated for a few
:09:41. > :09:46.more weeks. He might be moved from Plymouth into a rehabilitation unit
:09:47. > :09:50.and then he can adjust and hopefully he will be back home but we haven't
:09:51. > :09:57.been told exactly when that might be. After he had been shot he was
:09:58. > :10:04.taken for treatment and when he was stable he was flown home to the UK
:10:05. > :10:08.by Air Ambulance. His family are hugely grateful to friends and
:10:09. > :10:13.family who rallied round with a crowdfunding campaign that has now
:10:14. > :10:18.passed more than ?100,000 but is still ?20,000 short of the final
:10:19. > :10:19.cost. The family have not given any information about the police
:10:20. > :10:24.investigation into the shooting. Work's started on the country's only
:10:25. > :10:26.Marine Enterprise Zone in a disused part of Devonport Naval
:10:27. > :10:29.Base which could create 120 jobs. ?7 million is being invested
:10:30. > :10:31.to create Oceansgate on the southern
:10:32. > :10:33.area of the dockyard. With access to three Victorian docks
:10:34. > :10:35.and reduced tax rates, it's hoped the area will attract
:10:36. > :10:49.hi-tech marine businesses. I launched this project last July
:10:50. > :10:52.and we have had 70 inquiries already from nationwide, I hasten to add,
:10:53. > :10:57.not just local but nationwide. Over 70 inquiries. We are following up
:10:58. > :11:01.each and every one of them to see how we can best meet the needs of
:11:02. > :11:03.the people that have asked to get involved and, at the same time,
:11:04. > :11:06.promote Plymouth. That's my job. The pressures on our health
:11:07. > :11:09.and social care system are very much in the headlines at the moment,
:11:10. > :11:12.and now it's hoped a pioneering approach to providing home care
:11:13. > :11:14.on Dartmoor could be extended to other parts of Devon
:11:15. > :11:16.and even nationwide. The carer introduction service
:11:17. > :11:18.was set up after elderly people struggled to get care
:11:19. > :11:20.from commercial agencies Tamsin Melville has been
:11:21. > :11:46.to see how the idea works. I would probably have to go into a
:11:47. > :11:56.home, if not today then very soon. Very quickly. Because I just could
:11:57. > :11:58.not cope. It is possible for me this because of Simone, a self-employed
:11:59. > :12:03.carer who lives in the same Dartmoor village. North-east Dartmoor care
:12:04. > :12:08.was started because elderly people like Mavis in a very rural varieties
:12:09. > :12:12.were struggling to get carers from commercial villages. There is a
:12:13. > :12:17.response that is required to the crisis and social care. And
:12:18. > :12:24.communities make a difference by organising themselves to help
:12:25. > :12:27.address the issues. Julia has been playing matchmaker within the
:12:28. > :12:34.community introducing people like Mavis and Simone leading to more
:12:35. > :12:38.than 1000 care hours a week and 45 self-employed local carers on a
:12:39. > :12:44.register. It is just giving people a bit of independence at home. And it
:12:45. > :12:48.is a lovely place to work. I think it is absolutely essential. Because
:12:49. > :12:53.I am not the only person at all. I hear of a lot of people who are just
:12:54. > :12:56.needing that to stay at home, and people are getting stuck in
:12:57. > :13:02.hospitals. I had one person who was in hospital, my friend, who was in
:13:03. > :13:07.hospital for a fortnight entirely because they could not get any care
:13:08. > :13:12.for her. Thanks to local fundraising Nedcare is set to become a
:13:13. > :13:15.not-for-profit registered social care agency in its own right and
:13:16. > :13:19.Juliet is bidding for government cash in the hope that the community
:13:20. > :13:26.model could be copied in other parts of Devon. You can see much more that
:13:27. > :13:28.scheme on the Sunday Politics this coming Sunday at 11 o'clock on BBC
:13:29. > :13:35.One. A Devon firm which makes yurts
:13:36. > :13:39.is expanding thanks to an EU grant. The firm, in Staverton near Totnes,
:13:40. > :13:41.is taking on three more staff A further ?1 million of European
:13:42. > :13:46.money is is up for grabs by rural businesses in South Devon
:13:47. > :14:01.before the scheme ends. Yurts have become very trendy thanks
:14:02. > :14:07.to pop festivals like Glastonbury. This company which makes yurts has
:14:08. > :14:11.recently received ?15,000 EU grant to help it expand. It has enabled me
:14:12. > :14:15.to grow the business. As a result of getting the grant I'd been able to
:14:16. > :14:19.employ two more people and extend the product line which means that
:14:20. > :14:26.our offering is much better than it was. It is great news. The yurts are
:14:27. > :14:30.handmade in this workshop in the Devon countryside. The cash came
:14:31. > :14:33.from the South Devon coastal local action group which hands out
:14:34. > :14:39.European funds to create jobs. This is a prime example of a small rural
:14:40. > :14:44.business with four people employed at the moment and we're going to
:14:45. > :14:51.employ another three. The future is uncertain. We are looking at other
:14:52. > :14:54.schemes, UK-based schemes. If we can get the same people involved and
:14:55. > :14:59.carry it forward, that is what we aim to do. Brexit means the scheme
:15:00. > :15:02.will end. The good news is there is ?1 million left in the pot which
:15:03. > :15:07.could be handed out to rural businesses in South Devon over the
:15:08. > :15:12.next few years. To the untrained eye it might seem like just some canvas
:15:13. > :15:16.over some polls, but it takes skilled craftspeople whose futures
:15:17. > :15:30.have been secured by the grant. I am born and bred in topless. I help --
:15:31. > :15:35.Totnes. It is very close to fine furniture making, using the skills
:15:36. > :15:41.that I have. At the best of times I'm not an enthusiastic camper but
:15:42. > :15:49.even I think that I could get into this glamping lark!

:22:11. > :22:12.when he took a cheap camera The snaps he took didn't make it
:22:13. > :22:17.into the music press But decades later his dream has come
:22:18. > :22:42.true and they've ended The Jam Orntoft the Pops in 1979.
:22:43. > :22:45.Mike Searle went to see them that month and took along his
:22:46. > :22:50.Russian-made camera. They were an amazing band, so part of what I
:22:51. > :22:54.wanted to do was capture him jumping with his guitar, Paul Weller,
:22:55. > :23:05.because that was his kind of signature move. I managed to get
:23:06. > :23:08.that. Lacking confidence, Mike didn't do anything with them. The
:23:09. > :23:11.pictures never saw the light of day again until a few years ago. Wanting
:23:12. > :23:16.to set up as a freelance photographer Mike dug them out and
:23:17. > :23:20.put them online and then he got a call. Someone from Universal Music
:23:21. > :23:25.called me and said we have got your photos and we would like to use them
:23:26. > :23:31.in a live album were releasing in the same year, are you interested?
:23:32. > :23:34.Yes, I am! Six months later the finished album was posted to him. I
:23:35. > :23:39.got the package and they opened it up and it was just this shiny,
:23:40. > :23:46.heavy, beautiful piece of art. I would have done it for love, to be
:23:47. > :23:52.honest! So, teenage dreams that finally came true, 38 years later. I
:23:53. > :23:57.think the message is for other people that age, if you do get the
:23:58. > :24:06.chance, follow your passion and really follow it through and good
:24:07. > :24:08.things can happen. Photos that stood the test of time.
