:01:12. > :01:14.There are calls tonight for urgent action from the government

:01:15. > :01:18.by families of people murdered by offenders on probation.

:01:19. > :01:22.A BBC investigation has found new evidence of relatives of such

:01:23. > :01:25.crimes being kept in the dark over reports which they

:01:26. > :01:30.The investigation by tonight's Inside Out programme follows

:01:31. > :01:33.the murder of Tanis Bandhari from Plymouth.

:01:34. > :01:36.He was stabbed to death on New Year's Day 2015.

:01:37. > :01:39.One of his killers was, at the time, being supervised

:01:40. > :01:43.His mother is fighting to obtain the full official

:01:44. > :01:48.Now a similar case has emerged - also in Devon.

:01:49. > :01:59.In 2015, Sarah's brother was beaten to death by an offender on parole.

:02:00. > :02:02.The BBC has established an internal review was carried out

:02:03. > :02:07.by the probation service, but that is news to Sarah.

:02:08. > :02:11.It was only when I got a phone call from the BBC that it was the first

:02:12. > :02:16.I had ever heard of the family having any access to the probation

:02:17. > :02:18.report, or indeed that there was a probation report

:02:19. > :02:28.It doesn't let us get on with our lives in the way that you need to.

:02:29. > :02:30.It was a similar story for the family of Plymouth

:02:31. > :02:37.He was murdered two years ago by knife obsessive Donald Pemberton.

:02:38. > :02:41.A report was also carried out into the killing.

:02:42. > :02:47.The family were only given a summary after more than a year

:02:48. > :02:56.It's just totally, totally frustrating and upsetting.

:02:57. > :03:02.The emotional feeling that they're keeping information from you that

:03:03. > :03:06.should be out there for everybody to know, it's just totally unfair.

:03:07. > :03:10.Mrs Sharpe has now asked the Justice Secretary to intervene

:03:11. > :03:13.and help get the full report released into Pemberton's

:03:14. > :03:19.The Minister has said she will review the matter.

:03:20. > :03:23.You've just got this strong desire to know why it happened,

:03:24. > :03:28.You know, that something so bad should happen.

:03:29. > :03:31.In the south-west, most probation services are run

:03:32. > :03:37.Working Links told us that they never withhold summary

:03:38. > :03:40.reports and that it is the job of Devon and Cornwall Police

:03:41. > :03:43.to liaise with families over that information.

:03:44. > :03:47.However, in the case of Sarah's brother, the police told us they had

:03:48. > :03:52.no record of being notified that a report existed.

:03:53. > :03:56.Sarah says that lack of clarity has added to her suffering.

:03:57. > :04:03.She remains determined to find out why her brother died.

:04:04. > :04:10.And Inside Out is on tonight at 7.30 here on BBC One.

:04:11. > :04:12.A consultant paediatrician from Devon is tonight beginning

:04:13. > :04:17.a three-year jail term for viewing and sharing child sex images

:04:18. > :04:19.which a senior police officer says are amongst the worst

:04:20. > :04:23.47-year-old Jonathan Walsh, who'd worked at North

:04:24. > :04:26.Devon District Hospital, admitted 17 charges of making

:04:27. > :04:32.None of the charges relate to patients in his care.

:04:33. > :04:35.The hospital says it was shaken when it learnt of the case

:04:36. > :04:44.Not keen on being photographed as he went into court today,

:04:45. > :04:48.but Dr Jonathan Walsh, in the red jacket, was very keen

:04:49. > :04:52.to see indecent images of young children on his home computer.

:04:53. > :04:55.When officers raided Walsh's family home in Barnstaple,

:04:56. > :05:00.they found 27 computer files which showed the most serious types

:05:01. > :05:05.Over a four-month period, 24 of them had been distributed

:05:06. > :05:11.This was the equivalent of 18 hours of viewing.

:05:12. > :05:13.Walsh had also tried to cover his tracks by using

:05:14. > :05:20.These are our grade A images which are at the highest end

:05:21. > :05:23.of the spectrum on indecent images and in fact the investigating

:05:24. > :05:26.officer has said that they were some of the worst images she has ever

:05:27. > :05:31.It is not a victimless crime, there are real children at the end

:05:32. > :05:34.of this that are suffering every day to satisfy the desires of the people

:05:35. > :05:39.The court was told Walsh's wife was standing by him and he now

:05:40. > :05:58.In a statement, North Devon District Hospital said:

:05:59. > :06:02.a senior national police protection officer said paedophiles who view

:06:03. > :06:06.indecent images but go no further should not be jailed as forces can't

:06:07. > :06:13.But a leading children's charity welcomed today's prosecution.

:06:14. > :06:18.Clearly there needs to be something done to prevent people committing

:06:19. > :06:22.these offences in the future and we would want to see far more

:06:23. > :06:26.in terms of prevention to ensure children are not abused in this way

:06:27. > :06:29.and these images are not available to be downloaded by anybody.

:06:30. > :06:33.As he jailed Walsh for three years, the judge told him, "You went

:06:34. > :06:37.to considerable lengths to disguise what you were doing.

:06:38. > :06:42.To state that your sexual interest in children which underlies these

:06:43. > :06:45.offences causes concern with regard to the position you held

:06:46. > :06:51.Walsh has already had to move from North Devon due

:06:52. > :07:02.Now a round up of some of the other news tonight.

:07:03. > :07:04.Police have launched a murder investigation in Exeter.

:07:05. > :07:07.A 47-year-old man, originally from Liverpool, died in hospital

:07:08. > :07:12.on Friday after a disturbance last Thursday in Colleton Crescent.

:07:13. > :07:26.Police are questioning a 19-year-old man.

:07:27. > :07:31.It is thought Charlie told we may have travelled to Yorkshire. Police

:07:32. > :07:35.are appealing for sightings. The only care home on the Isles

:07:36. > :07:37.of Scilly is closing. The islands' council says recruiting

:07:38. > :07:39.difficulties means it is unable to ensure a minimum safe level

:07:40. > :07:42.of staffing at Park Relatives have two months

:07:43. > :07:45.to move their loved ones. Cornwall Council is calling

:08:46. > :08:57.funding formula does not The government wants to change the

:08:58. > :09:04.way schools are funded to make it fairer and to hold the most

:09:05. > :09:08.disadvantaged children. For Devon, 62% of children in secondary and

:09:09. > :09:14.primary schools will be worse off under the new fairer funding. We are

:09:15. > :09:19.having to cover subjects, increase class sizes and we are not replacing

:09:20. > :09:25.staff and the increasing workload on staff means we are losing staff. We

:09:26. > :09:35.have an opportunity to sign and make a very large petition which we can

:09:36. > :09:39.present to Parliament. The government gives schools in the

:09:40. > :09:44.south-west less money than other parts in the country. Devon is

:09:45. > :09:54.particularly badly hit. This might education really worth 50% less?

:09:55. > :09:58.This is why a petition is being launched to get the issue debated

:09:59. > :10:04.again in the Commons. Let us for once stand up and say to government,

:10:05. > :10:08.enough is enough. We would like fair funding. Members of Parliament are

:10:09. > :10:16.talking about it. Let's give them the support to talk further in

:10:17. > :10:21.London. A move welcomed by teachers. I am pleased he doing it. I would

:10:22. > :10:28.question why it was not done earlier because we have had to make cuts

:10:29. > :10:32.already within the budget. The government says its new funding

:10:33. > :10:38.formula will make the system fairer, but some schools are already running

:10:39. > :10:44.on reserves whilst cutting staff, subjects and increasing class sizes.

:10:45. > :10:48.I had to staff saying they are leaving the profession, they cannot

:10:49. > :10:52.cope with the workload and we are talking about talented staff.

:10:53. > :10:56.Despite widespread concern over funding pressures, there no extra

:10:57. > :11:00.money earmarked for schools in the budget but that has not stopped

:11:01. > :11:06.those like John Hart hoping that his petition will make a difference.

:11:07. > :11:09.A double-decker bus is to be used as a new shelter

:11:10. > :11:12.It follows a similar move on the Isle of Wight.

:11:13. > :11:15.The Dorset bus will be based in Weymouth and volunteers have now

:11:16. > :11:17.collected the vehicle which has been donated to the project.

:12:06. > :12:09.to illegally flytip has been jailed for 20 months.

:12:13. > :12:15.to take away their waste for a cash sum.

:12:16. > :12:19.Instead he left a trail of debris, including hazardous asbestos waste

:12:23. > :12:24.McDonagh failed to turn up to Plymouth Crown Court

:12:25. > :12:27.and a European Arrest Warrant has been issued to bring back

:12:28. > :12:29.the offender from the Republic of Ireland, so that justice

:13:52. > :13:58.In sentencing, the charge said Martin McDonagh would pester home

:13:59. > :14:03.owners who were then charged money and then he was in a habit of coming

:14:04. > :14:11.back and pestering for more money. He said his manner was persistent

:14:12. > :14:16.and threatening. Tanis Bandhari Martin McDonagh showed their regard

:14:17. > :14:20.for the customers. He showed no regard for the environment and he

:14:21. > :14:25.showed no regard for the land owners, local authorities who have

:14:26. > :14:30.had to clear up the massed. Martin McDonagh's van has been crushed and

:14:31. > :14:37.recycled. If only he had taken this approach with his work.

:14:38. > :14:41.It was a massive weekend of sport, but it's fair to say there weren't

:14:42. > :14:46.Natalie's here with good news and bad news.

:22:33. > :22:38.genuine joy within them and then it is that thing of giving that to

:22:39. > :22:43.somebody else. If you give to people, it makes you happy. Parkwood

:22:44. > :22:49.residential home accepted the deliveries with open arms. Some gets

:22:50. > :22:58.contained poems. The universe is one big door of love, here is your key

:22:59. > :23:05.to open it. It makes I Pella our day to have them here singing. It was

:23:06. > :23:12.lovely. That is what we need here. A bit of happiness. One of the ladies

:23:13. > :23:18.got given a gold watch and instead of the time it said, now. That thing
