:01:30. > :01:32.and social care. Her comments come as a former MP

:01:33. > :01:36.in Cornwall says people need to face the harsh reality that an income-tax

:01:37. > :01:39.rise is the only way Emergency departments throughout

:01:40. > :01:46.England have just come through one More patients have been treated

:01:47. > :01:54.than at any time in NHS history. At the same time, there has been

:01:55. > :01:58.a fierce row about spending. Now a former MP for St Ives says

:01:59. > :02:02.the public need to hear If we are being honest with people,

:02:03. > :02:15.being honest with the public, a 2p increase in tax,

:02:16. > :02:20.or up to 2p increase in tax, would be necessary

:02:21. > :02:22.in order to save the NHS. In the Budget earlier this month,

:02:23. > :02:25.Chancellor Philip Hammond said the Conservatives were funding

:02:26. > :02:27.the NHS with a ?10 billion One of the Conservative Party's

:02:28. > :02:33.own MPs, who also happens to be chair of the Health Select

:02:34. > :02:37.Committee, says it is time the NHS was directly funded

:02:38. > :02:39.from ringfenced taxes. I think there is much more support

:02:40. > :02:52.for these kind of taxes if people know where it is going,

:02:53. > :02:55.so I actually do think is a good idea and I would

:02:56. > :02:59.like to see National Insurance repurposed as a health and social

:03:00. > :03:02.care insurance and for that The Treasury is yet to respond,

:03:03. > :03:08.but this year the Government can expect to raise more money

:03:09. > :03:21.through National Insurance With me now is our political editor.

:03:22. > :03:27.How likely is it that some kind of dedicated health tax could be

:03:28. > :03:35.implemented? Sarah Williston is not alone, the former head of the NHS

:03:36. > :03:38.has said they support the idea of a ring-fenced tax. But the Treasury

:03:39. > :03:43.tends not to like this kind of thing, so that is an obstacle. If

:03:44. > :03:48.you divert a chunk of existing taxation to the NHS, clearly some of

:03:49. > :03:52.that money will have to come from somewhere else. Can you imagine the

:03:53. > :03:58.government saying, we will spend more on the NHS but, for example,

:03:59. > :04:02.take it from schools? Hence this proposal from the Lib Dems that

:04:03. > :04:08.taxation overall needs to go up. But of course that will prove very

:04:09. > :04:12.unpopular as well. The Lib Dems have made great play of this being very

:04:13. > :04:17.difficult but we have to be realistic and grasp the nettle. I

:04:18. > :04:25.interviewed two MPs, conservative Neil Harris and labour's Ben

:04:26. > :04:29.Bradshaw, and they both said, yes, we agree that taxation needs to go

:04:30. > :04:32.up to support the NHS. Here is Ben Bradshaw.

:04:33. > :04:38.You have to look at everything, whether it's a combination of income

:04:39. > :04:43.or National Insurance tax, more sin taxes like the sugar tax

:04:44. > :04:45.that the health committee recommended and has now been adopted

:04:46. > :04:51.by the government, already been very successful at reducing sugar useful.

:04:52. > :04:53.Any ideas as to where they should come from?

:04:54. > :04:56.Well, you can think of a number of things, fat, sugar, salt,

:04:57. > :05:03.I think that the public would accept that perhaps more than income tax,

:05:04. > :05:08.and I don't think we should rule out the idea that we had

:05:09. > :05:11.when we were in government, for social care, of some kind

:05:12. > :05:24.So the idea that this will be more popular if it falls on a specific

:05:25. > :05:29.area or the proceeds will be directed at a specific area. How

:05:30. > :05:31.attractive that will be to offer to the public at the general election

:05:32. > :05:33.remains to be seen. The debate continues this weekend

:05:34. > :05:37.on the Sunday Politics at 11am on BBC One, when Martyn's guests

:05:38. > :05:41.will be Exeter MP Ben Bradshaw, and Tiverton

:06:21. > :06:28.running bus services in Torbay. It follows the announcement last

:06:29. > :06:31.month that "Local Link" was pulling out of the fare element

:06:32. > :06:41.of their business in April. Most of the threatened routes will

:06:42. > :06:43.now be replaced or covered by other services.

:06:44. > :06:45.The RNLI has released dramatic footage of this week's rescue

:06:46. > :06:48.operation to free a whale caught in fishing nets and lines.

:06:49. > :06:57.Crowds had gathered to watch the whale at Start Bay

:06:58. > :06:59.in South Devon, which has been putting in a regular appearance

:07:00. > :07:03.A number of businesses in Weymouth are refusing to pay a levy

:07:04. > :07:07.for the business improvement district, known as BID.

:07:08. > :07:10.The money, that is in addition to their rates, is used for projects

:07:11. > :07:14.The schemes exist across the country and have paid for everything

:07:15. > :07:15.from additional policing to better signage.

:07:16. > :07:18.In Weymouth some members claim the BID team isn't doing

:07:19. > :07:20.enough to promote the town and that the money isn't

:07:21. > :07:24.But elsewhere in the region, BID schemes are being described

:07:25. > :07:29.Thousands of people pack into Falmouth for Falmouth Week,

:07:30. > :07:32.one of the highlights of the town's festival calendar, and this is just

:07:33. > :07:38.Falmouth is now a Business Improvement District.

:07:39. > :07:41.Once a town has adopted a BID scheme, local businesses

:07:42. > :07:45.In Falmouth the money's being used to promote events, advertising,

:07:46. > :07:47.signage and town improvements and the council says it has

:07:48. > :07:55.We've been able to extend our events programme now through the year,

:07:56. > :07:57.there's always something to do in Falmouth, there's

:07:58. > :08:00.always something to see, and the other thing is that the town

:08:01. > :08:03.is always busy, the shops are always active.

:08:04. > :08:09.Local businesses say BID has brought everybody together and it works.

:08:10. > :08:12.We're all very proud of Falmouth and the more all of our businesses

:08:13. > :08:15.and institutions can link together, the more vibrant our town becomes,

:08:16. > :08:19.and the better destination it is for visitors to come.

:08:20. > :08:30.And Falmouth has changed so much in the last five years under

:08:31. > :08:33.the BID process that it has now won an award for the best

:08:34. > :08:36.High Street in a coastal town in the whole of the UK.

:08:37. > :08:38.But 150 miles down the coast in Weymouth not all

:08:39. > :08:43.Although they think in principle BIDs are a good idea, they say it's

:08:44. > :08:45.not working well here as those running it are not doing enough

:08:46. > :08:51.This year some of us have decided not to pay the levy and go to court.

:08:52. > :08:55.First and foremost we would like them to listen to us.

:08:56. > :08:59.We went to the very first AGM, there were lots

:09:00. > :09:01.and lots of questions, some were answered, some weren't.

:09:02. > :09:04.The second AGM, they didn't let us ask questions, they said

:09:05. > :09:09.The third AGM, many of us didn't bother to go.

:09:10. > :09:11.The BID manager for Weymouth has defended their record,

:09:12. > :09:14.saying they have done a lot to promote the town,

:09:15. > :09:19.including a Christmas festival and a seafood Festival,

:09:20. > :09:21.but these business owners say they have witnessed BID's success

:09:22. > :09:26.in other towns and now they want a slice of the action.

:09:27. > :09:29.The Royal Navy's largest warship, HMS Ocean, has returned home

:09:30. > :09:32.after a six-month deployment in the Mediterranean and Gulf.

:09:33. > :09:35.Hundreds of family members were at Devonport Naval Base

:09:36. > :09:43.to welcome the ship and their loved ones home.

:09:44. > :09:45.The helicopter carrier and assault ship's crew of 500 now

:09:46. > :09:48.have a period of leave before Ocean makes one final deployment

:09:49. > :09:50.prior to being taken out of service next year.

:09:51. > :10:00.Picking up where they left off, families reunited after more

:10:01. > :10:08.It has been a long six and a half months away.

:10:09. > :10:10.Especially without seeing the little ones and stuff.

:10:11. > :10:19.Two weeks and I ended up having to move house

:10:20. > :10:21.and had another baby, so now I will carry

:10:22. > :10:35.This had been Ocean's longest deployment, and one of her last.

:10:36. > :10:38.The helicopter carrier and amphibious assault ship is due to be

:10:39. > :10:41.It is the penultimate deployment for HMS Ocean based

:10:42. > :10:45.However, we have a follow-on deployment after this and we will be

:10:46. > :10:47.sailing later in the year, so actually we're busy preparing

:10:48. > :10:50.for that, believe it or not, even though we've come home today.

:10:51. > :10:53.The Prime Minister, Theresa May, visited HMS Ocean during a trip

:10:54. > :11:07.For the crew, after a tour which has taken them thousands

:11:08. > :11:09.of miles around the Med and the Gulf, there

:11:10. > :11:12.Missed your birthday, missed Christmas.

:11:13. > :11:22.We will be having Christmas when we go back as well now.

:11:23. > :11:44.Lovely scenes, I love the family who are now going to have Christmas. I

:11:45. > :11:46.hope it is a happy Christmas. A look at how Comic Relief

:11:50. > :12:04.secured a match at Twickenham. This weekend the clocks spring

:12:13. > :12:15.and is all about raising money Many charities across

:12:16. > :12:18.the South West benefit One of them is Pete's Dragons,

:12:19. > :12:26.which helps people who've lost Spotlight's Andrea

:12:27. > :12:31.Ormsby has the story. Life has been very tough

:12:32. > :12:34.for 18-year-old India Sanderson Last year, two of her

:12:35. > :12:40.friends killed themselves. I was just in a state

:12:41. > :12:48.of shock all the time. I didn't really know

:12:49. > :12:52.what I was doing, I was just kind of going through day to day just

:12:53. > :12:57.confused and I couldn't concentrate and I was just so emotional as well

:12:58. > :13:00.because I realised it could happen to anyone and especially

:13:01. > :13:02.because you do not know what is happening on the inside

:13:03. > :13:05.and I worried for my family, for my closer friends,

:13:06. > :13:12.anything could happen. Her counselling here with Alison has

:13:13. > :13:14.been helping but it really came into its own a few weeks ago,

:13:15. > :13:18.when a member of India's family also That helped so much,

:13:19. > :13:25.because I could have been so much worse than I was when my two friends

:13:26. > :13:28.committing suicide, but just knowing that Alison was here,

:13:29. > :13:31.and I'd already learned some of the coping strategies already,

:13:32. > :13:33.that it helped me a lot, and because I learned those

:13:34. > :13:36.strategies I could help my family. So have you been practising

:13:37. > :13:38.your mindfulness? Alison set up the charity after her

:13:39. > :13:43.brother, Pete, killed himself. Now Pete's Dragons is

:13:44. > :13:49.getting busier and busier. What we have found this year

:13:50. > :13:55.is we are picking up historical cases where because we are the first

:13:56. > :13:58.specific suicide bereavement support group in Devon and we have

:13:59. > :14:02.approximately 86 suicides a year consistently, we are picking up

:14:03. > :14:06.historical cases as well where people just haven't had any

:14:07. > :14:09.support and they have lost a loved Just knowing that there's somebody

:14:10. > :14:19.there who has been through the same thing and understands the bizarre,

:14:20. > :14:25.you know, the guilt, the pain, Last year, Comic Relief provided

:14:26. > :14:30.crucial funding for the charity. Please do get involved

:14:31. > :14:34.with Comic Relief. I can say that their funding has

:14:35. > :14:37.made an enormous difference to the face of this charity

:14:38. > :14:42.and what we are able to offer. They've really changed my life

:14:43. > :14:45.and the lives of so many other families and they deserve every

:14:46. > :14:47.penny that they get from funding To run the service this year

:14:48. > :14:52.alone, Pete's Dragons One of the charities to benefit

:14:53. > :15:07.from Comic Relief money. And later we'll see how

:26:40. > :26:43.winds will whip up the seas are bit but most of our main surfing
