:00:37. > :00:38.I am here at Truro Cathedral, where the Maundy Thursday Eucharist

:00:39. > :00:42.of the Last Supper is taking place, and I will give you an idea of some

:00:43. > :01:05.events that are happening around the region this Easter.

:01:06. > :01:08.The number of people risking their lives by trespassing

:01:09. > :01:13.on rail tracks has reached a five-year high in the South West.

:01:14. > :01:17.Last year, there were around 553 incidents in the region, up 14%

:01:18. > :01:22.The reasons for the increase, according to the police,

:01:23. > :01:25.include people taking shortcuts across the railways

:01:26. > :01:37.John Henderson joins us live from Hele and Bradninch in Devon.

:01:38. > :01:46.Here I am at a level crossing. Thornton is that way, Exeter down

:01:47. > :01:50.the line, lots of safety signs, as you would expect. I draw your

:01:51. > :01:56.attention to this one, do not trespass on the railway, penalty

:01:57. > :01:59.?1000. It seems as if a lot of people have not been paying

:02:00. > :02:00.attention to that side. The number of people...

:02:01. > :02:03.These are some of the 8,000 people who trespassed

:02:04. > :02:07.In one instance, a man staggers off the track and just about manages

:02:08. > :02:14.to haul himself onto the platform, with seconds to spare.

:02:15. > :02:19.Worryingly, more and more people have trespassed on the railways.

:02:20. > :02:22.Here in Devon and Cornwall, we are recording 150 crimes a year.

:02:23. > :02:26.That is the tip of the iceberg, we have another 150-plus incidents

:02:27. > :02:31.recorded, so we are into 300, and we believe it is probably double

:02:32. > :02:38.that, so between six and 800 offences every year in the county.

:02:39. > :02:40.Across the country, one person trespasses

:02:41. > :02:47.Last year in the South West 32 children were caught trespassing,

:02:48. > :02:51.with boys aged 14 to 16 being stopped the most.

:02:52. > :02:58.We get young children who are exploring, we get teenagers

:02:59. > :03:01.who don't understand the dangers, and we get adults who are taking

:03:02. > :03:06.Even professionals working on the track are only allowed to do

:03:07. > :03:10.so with a raft of safety measures, including lookouts

:03:11. > :03:17.Trains that travel so fast, trust bosses will be unaware of.

:03:18. > :03:30.The trains are silent until they are on top of you.

:03:31. > :03:36.I have been at this level crossing for the past hour or so, and I can

:03:37. > :03:41.confirm, the trains really do race along here, coming out of Exeter at

:03:42. > :03:46.a terrific click. If you got caught on this side of the tracks, your

:03:47. > :03:52.chances would be pretty slim, given that it takes about a mile for a

:03:53. > :03:57.train to slow down. Network Rail told me there are about 315 miles of

:03:58. > :04:01.track in Devon and Cornwall, so it goes to show that in terms of the

:04:02. > :04:07.number of incidents of trespassing, it is relatively high for quite a

:04:08. > :04:09.low level amount of track. The best place to be is this side of the

:04:10. > :04:11.safety barriers. Some South West hospitals say

:04:12. > :04:13.the new junior doctors' contract is taking millions from budgets

:04:14. > :04:17.at a time they're being They're also finding it harder

:04:18. > :04:22.to fill rota gaps and believe it could have a significant impact

:04:23. > :04:26.on some services. The new contracts were opposed

:04:27. > :04:29.by the junior doctors' union, which claimed it would affect

:04:30. > :04:32.pay and services. The Government argued

:04:33. > :04:34.more-efficient working practices It was the latest stand-off

:04:35. > :04:47.between junior doctors and the Government, the end of years

:04:48. > :04:50.of disagreement over But as it is phased in,

:04:51. > :04:56.hospitals have started Jeremy Hunt had described it

:04:57. > :05:03.in Parliament as cost neutral. We have set aside considerable

:05:04. > :05:08.sums, up to ?1 million, for the new contract,

:05:09. > :05:11.so we are anticipating it will not be cost neutral,

:05:12. > :05:14.it will be more expensive The contract is in the process

:05:15. > :05:20.of being phased in. Half of the South West hospitals

:05:21. > :05:24.have told us it is either having no But in the last financial year,

:05:25. > :05:30.others say it has cost them a total These extra costs come

:05:31. > :05:37.at a time when hospitals in England are being asked

:05:38. > :05:40.to reduce their spending as part of so-called sustainability-and-

:05:41. > :05:45.transformation plans. Plans which may include the loss

:05:46. > :05:49.of acute hospital services. Particularly ones which do not

:05:50. > :05:57.have enough staff. Something which has led

:05:58. > :06:02.to protests in part of Devon. But there is another way

:06:03. > :06:04.in which the new contract could impact on some

:06:05. > :06:06.of those vulnerable services. It is making it harder

:06:07. > :06:10.to fill gaps in the rotas. Torbay Hospital has warned that

:06:11. > :06:13.could have a significant impact on service continuity in urgent

:06:14. > :06:19.and emergency services. We have in the South West

:06:20. > :06:22.15% of junior-doctor posts are not filled,

:06:23. > :06:26.and we have over the years developed ways of flexing to fill those gaps,

:06:27. > :06:30.and this contract will make There is a concern that morale

:06:31. > :06:35.amongst junior doctors The British Medical Association

:06:36. > :06:40.fought against the introduction of the contract for years,

:06:41. > :06:42.and says it warned This contract was brought

:06:43. > :06:48.in by Government, it was forced in before we felt it was ready,

:06:49. > :06:52.this contract was rejected We still think there are huge areas

:06:53. > :06:58.of concern in this contract that need to be addressed,

:06:59. > :07:01.and this was pushed through on a political timeline

:07:02. > :07:04.without considering the implications that we have already raised

:07:05. > :07:12.within this new contract. Today, Royal Cornwall Hospitals

:07:13. > :07:15.Trust said it won't know yet about additional costs

:07:16. > :07:18.until after August, Meanwhile, in response to other

:07:19. > :07:26.hospitals' concerns, NHS Improvement, the organisation

:07:27. > :07:27.responsible for overseeing health trusts, told the BBC,

:07:28. > :07:32."It's important when moving onto the new contract that

:07:33. > :07:34.providers take the necessary steps to help doctors

:07:35. > :07:37.in training feel supported. We will continue to support

:07:38. > :07:39.trusts as they work towards implementing

:07:40. > :07:45.the new contract." Now a brief roundup of other stories

:07:46. > :07:48.making the news in the South West. Chickens across the South West have

:07:49. > :07:51.been released from captivity today as avian-flu restrictions

:07:52. > :07:54.for high-risk areas These birds from Teignmouth,

:07:55. > :07:58.like other free-range hens, have had to be kept indoors

:07:59. > :08:03.for the last three months. Urgent repairs have been carried out

:08:04. > :08:06.on Plymouth's Hoe Foreshore, The city council is spending

:08:13. > :08:15.the Tinside Bathing Houses and Arcaded Sun Terraces needed

:20:49. > :20:54.here on display. From Cambodia, South America, Venice, and so on.

:20:55. > :20:57.The volunteers who also run this shop have been delighted. Hello,

:20:58. > :21:15.thrift shop... Christmas 2016 was quite a cold

:21:16. > :21:20.one... The Christmas market was just across the river? We have had a

:21:21. > :21:27.wonderful trip to Vietnam. We started in Hanoi... So many

:21:28. > :21:34.motorbikes! Alex Hales continue and have brought us to Malaysia. She

:21:35. > :21:43.thought it was hilarious to bury me in the sand. It is fantastic, such

:21:47. > :21:50.progress, and they are kind enough to send us postcards, so we enjoy

:22:01. > :22:05.everyone. Easter is their birthday, and they are keeping tight beat
