:01:00. > :01:02.Blood in my hair, on my ear, it was just awful.

:01:03. > :01:04.Out of all of that that is the worst part.

:01:05. > :01:08.Hard for a parent and more importantly really hard for the

:01:09. > :01:15.This victim's son was one of the first in the UK to have the

:01:16. > :01:19.It's a simple scheme where if the police attend a case

:01:35. > :01:38.Professional embarrassment is a difficult thing

:01:39. > :01:41.to admit sometimes because we all want to be seen as professionals

:01:42. > :01:45.On this issue we haven't been on top of our

:01:46. > :01:50.Fixing that is really important for us but it's not

:01:51. > :01:53.important because I need to stand in front of teachers and hold my head

:01:54. > :01:55.up high, it's important because I need to look

:01:56. > :01:58.at communities and know that children's welfare is being

:01:59. > :02:00.promoted through what we are doing, not that

:02:01. > :02:01.it's being neglected through

:02:02. > :02:03.Five years ago Devon and Cornwall police joined

:02:04. > :02:06.forces with all the Plymouth headteachers.

:02:14. > :02:19.There wasn't the will at the top table.

:02:20. > :02:21.There were people who thought it was not a bad

:02:22. > :02:25.idea but I think there were people who just dismissed it.

:02:26. > :02:29.And when the computer glitches came in, because

:02:30. > :02:32.effectively Devon and Cornwall Police bought a duff computer system

:02:33. > :02:36.that didn't do what it was promised to do, they were able to lean back

:02:37. > :02:41.and say that was the reason it has fallen apart.

:02:42. > :02:45.Obviously we are sad that it hasn't happened earlier than

:02:46. > :02:48.this but happening now is better than it not happening at all.

:02:49. > :02:51.And we really are looking forward to working with the police in Cornwall

:02:52. > :02:55.to get it rolled out here as soon as we can in the new autumn term.

:02:56. > :02:57.While 19 other police forces are already

:02:58. > :02:59.part of Operation Encompass, Devon and Cornwall's Chief Constable says

:03:00. > :03:08.he is committed to adopting the scheme.

:03:09. > :03:11.Road and rail services in Plymouth were brought to a standstill in this

:03:14. > :03:19.It's not the first time the bridge has been hit by a truck

:03:20. > :03:22.and as our reporter Scott Bingham explains, there are now calls

:03:23. > :03:24.for improvements to signs and markings to give

:03:35. > :03:38.The articulated lorry was finally hauled

:03:39. > :03:41.from the bridge outside Plymouth's main railway station just after 7.15

:03:42. > :03:47.Unfortunately the truck at 16 foot has gone under the

:03:48. > :03:53.Clearly there is a six inch difference.

:03:54. > :03:56.It has got part of the way under and then

:03:57. > :04:07.There was widespread disruption as roads and railways were closed.

:04:08. > :04:10.Network Rail apologised for any delays and alternative transport was

:04:11. > :04:11.laid on to get these Cornwall-bound passengers home.

:04:12. > :04:14.They said there has been a vehicle stuck on the bridge again.

:04:15. > :04:17.There was a similar incident a couple of weeks

:04:18. > :04:19.ago on the 10.45 train, which meant I was not back until

:04:20. > :04:26.It's been a very long day for me today at work.

:04:27. > :04:30.But hopefully I'll get the next taxi,

:04:31. > :04:34.The lines were reopened after engineers had

:04:35. > :04:36.Tonight it was declared structurally sound.

:04:37. > :04:40.There is a warning sign on the bridge up

:04:41. > :04:43.there and there is another one on the approach to this road.

:04:44. > :04:46.But police have told me today they plan

:04:47. > :04:48.to speak to the council about improving the signage and giving

:05:09. > :05:11.Some residents in Modbury fear their concerns won't be heard

:05:12. > :05:25.Where new homes should be built will never be without controversy

:05:26. > :05:29.Concerns have been raised about the difficulty of submitting

:05:30. > :05:31.comments about developments in Plymouth and South Devon

:05:32. > :05:36.These people in Modbury say it is time-consuming and unnecessarily

:05:37. > :05:37.complex to enter views to the council's consultation.

:05:38. > :05:40.The consultation as it stands now is not fit for purpose

:05:41. > :05:49.We have got increasing numbers of reports coming

:05:50. > :05:52.saying they are extremely frustrated and incensed that they cannot

:05:53. > :05:57.To submit comments to the online portal you need

:05:58. > :06:01.It is asking for my name, e-mail address, username, password,

:06:02. > :06:10.But residents say this is not the difficult part.

:06:11. > :06:13.That is posed by the next stage in the process when they start

:06:14. > :06:18.Once you have registered then you can log on and start

:06:19. > :06:28.Once you have saved it in draft form you can't go back to revisit it,

:06:29. > :06:30.you cannot find where you have drafted it.

:06:31. > :06:32.You are either back to square one, or giving up.

:06:33. > :06:35.We are concerned that people will be giving up

:06:36. > :06:38.but we need their views to be heard because they all have strong views.

:06:39. > :06:41.Plymouth City, South Hams District and West Devon borough council told

:06:42. > :06:50.They want to reassure people they can also e-mail their views

:06:51. > :06:53.or send in a letter by the deadline tomorrow.

:06:54. > :06:55.Any late comments will still be passed to the planning inspector

:06:56. > :06:57.and will be considered at their discretion.

:06:58. > :07:02.There are now calls for an extension to the deadline.

:07:03. > :07:14.People in the South Hams need more time to make a comment.

:07:15. > :07:16.In order to do this we need an immediate extension

:07:17. > :07:19.of the deadline on Wednesday the 26th, to allow those people

:07:20. > :07:26.The ball is now in the council's court.

:07:27. > :07:28.Now, they are the elite, but two Royal Marines have started

:07:29. > :07:31.a challenge that'll see them run 16.64 miles every day,

:07:32. > :07:46.The all-important team photo before the challenge gets under way,

:07:47. > :07:49.but for these two corporals, today is the start of 100

:07:50. > :07:58.consecutive days running a very precise 16.64 miles.

:07:59. > :08:00.Aiming to run at the right pace, at a reasonably slow

:08:01. > :08:04.Just been resting the last week or so, trying to stay injury free.

:08:05. > :08:07.I am going to take each day at a time.

:08:08. > :08:14.Hopefully that's how I will get on until the end.

:08:15. > :08:18.Although getting across to the start line was their first hurdle.

:08:19. > :08:21.We have set off from the Mayflower steps, we are now en route

:08:22. > :08:28.Once on dry land it was time to start running.

:08:29. > :08:37.1664, it's nothing to do with the beer, it is the year

:08:38. > :08:42.We'll be going round every unit in the corps and Army units that

:08:43. > :08:48.So they will be the face of the corps for the next 100 days.

:08:49. > :08:51.They will get support from everyone they meet and they will be sort

:08:52. > :08:54.of dragged along and pushed uphill if they need to be.

:08:55. > :08:56.Their journey will take them across the region over the next

:08:57. > :08:58.few days raising funds for the Royal Marines charity.

:08:59. > :09:07.At Exeter Chiefs they will run the match ball

:09:08. > :09:14.After Honiton to Lyme Regis on Sunday, they will start heading

:09:15. > :09:19.north before hopefully ending at Buckingham Palace in August.

:09:20. > :09:28.But tonight they will be enjoying a well earned rest in Looe.

:09:29. > :09:38.Time for the weather. It has been cold. But it is not often we see

:09:39. > :09:41.Plymouth has had the highest temperature of any around the

:09:42. > :09:46.country, but that happened today. But that was not everywhere. The

:09:47. > :09:50.other feature of the weather is just total year and clean the air is.

:09:51. > :09:56.Fantastic visibility in many locations. In excess of 30

:09:57. > :10:01.kilometres in some places. Tomorrow, more showers to come. Tonight

:10:02. > :10:04.showers will fade away and become isolated by the morning. Mostly

:10:05. > :10:11.confined to the far West of Cornwall. Where the sky is clear

:10:12. > :10:14.that is where we will see the lowest temperatures. Another frost is

:10:15. > :10:19.possible tonight with temperatures close to freezing tomorrow morning.

:10:20. > :10:24.Tomorrow, some morning sunshine. Showers at the start of the day in

:10:25. > :10:30.West Cornwall. For the rest of us, for half a day, it is fine and dry

:10:31. > :10:36.and perhaps less windy. A view showers in the afternoon with

:10:37. > :10:43.similar temperatures. Thursday, slightly less cold are arriving. A

:10:44. > :10:47.few spots of rain and chisel. Temperatures start to rise as we

:10:48. > :10:55.head towards the end of the week. It is also a later right then as well.

:10:56. > :10:56.Thank you. That is all for now. Join us for our breakfast bulletins

:10:57. > :11:12.tomorrow morning. Good night. Good evening. Another cold night

:11:13. > :11:18.lies ahead after what was a chilly day for swathes of the UK. This is

:11:19. > :11:21.the Highlands of Scotland. 25th of April and lying snow.
