:01:20. > :01:22.of domestic violence involving children the
:01:23. > :01:28.school is contacted by nine the next day and can give that child support.
:01:29. > :01:31.Today's presentation by the charity to high level members of the Devon
:01:32. > :01:33.and Cornwall force had a commitment from them
:01:34. > :01:34.to relaunch the scheme in
:01:35. > :01:38.Professional embarrassment is a difficult thing
:01:39. > :01:41.to admit sometimes because we all want to be seen as professionals
:01:42. > :01:45.On this issue we haven't been on top of our
:01:46. > :01:50.Fixing that is really important for us but it's not
:01:51. > :01:53.important because I need to stand in front of teachers and hold my head
:01:54. > :01:55.up high, it's important because I need to look
:01:56. > :01:58.at communities and know that children's welfare is being
:01:59. > :02:00.promoted through what we are doing, not that
:02:01. > :02:01.it's being neglected through
:02:02. > :02:03.Five years ago Devon and Cornwall police joined
:02:04. > :02:06.forces with all the Plymouth headteachers.
:02:07. > :02:08.But when a new computer system was brought in the
:02:09. > :02:13.This journalist has covered plenty of
:02:14. > :02:19.There wasn't the will at the top table.
:02:20. > :02:21.There were people who thought it was not a bad
:02:22. > :02:25.idea but I think there were people who just dismissed it.
:02:26. > :02:29.And when the computer glitches came in, because
:02:30. > :02:32.effectively Devon and Cornwall Police bought a duff computer system
:02:33. > :02:36.that didn't do what it was promised to do, they were able to lean back
:02:37. > :02:41.and say that was the reason it has fallen apart.
:02:42. > :02:45.Obviously we are sad that it hasn't happened earlier than
:02:46. > :02:48.this but happening now is better than it not happening at all.
:02:49. > :02:51.And we really are looking forward to working with the police in Cornwall
:02:52. > :02:55.to get it rolled out here as soon as we can in the new autumn term.
:02:56. > :02:57.While 19 other police forces are already
:02:58. > :02:59.part of Operation Encompass, Devon and Cornwall's Chief Constable says

:03:09. > :03:11.Road and rail services in Plymouth were brought to a standstill in this
:03:12. > :03:13.evening's rush hour after a 30-tonne juggernaut got stuck

:03:57. > :04:07.There was widespread disruption as roads and railways were closed.

:04:11. > :04:11.laid on to get these Cornwall-bound passengers home.
:04:12. > :04:14.They said there has been a vehicle stuck on the bridge again.
:04:15. > :04:17.There was a similar incident a couple of weeks
:04:18. > :04:19.ago on the 10.45 train, which meant I was not back until
:04:20. > :04:26.It's been a very long day for me today at work.

:04:31. > :04:34.The lines were reopened after engineers had
:04:35. > :04:36.Tonight it was declared structurally sound.

:04:47. > :04:48.to speak to the council about improving the signage and giving
:04:49. > :04:52.Police say the driver of the lorry has been
:04:53. > :05:02.There are calls tonight for the consultation on a blueprint
:05:03. > :05:05.for future housing needs to be extended because people have
:05:06. > :05:08.struggled to use the website to express their views.
:05:09. > :05:11.Some residents in Modbury fear their concerns won't be heard
:05:12. > :05:25.Where new homes should be built will never be without controversy
:05:26. > :05:29.Concerns have been raised about the difficulty of submitting
:05:30. > :05:31.comments about developments in Plymouth and South Devon
:05:32. > :05:36.These people in Modbury say it is time-consuming and unnecessarily
:05:37. > :05:37.complex to enter views to the council's consultation.
:05:38. > :05:40.The consultation as it stands now is not fit for purpose
:05:41. > :05:49.We have got increasing numbers of reports coming
:05:50. > :05:52.saying they are extremely frustrated and incensed that they cannot
:05:53. > :05:57.To submit comments to the online portal you need
:05:58. > :06:01.It is asking for my name, e-mail address, username, password,
:06:02. > :06:10.But residents say this is not the difficult part.
:06:11. > :06:13.That is posed by the next stage in the process when they start
:06:14. > :06:18.Once you have registered then you can log on and start
:06:19. > :06:28.Once you have saved it in draft form you can't go back to revisit it,
:06:29. > :06:30.you cannot find where you have drafted it.
:06:31. > :06:32.You are either back to square one, or giving up.
:06:33. > :06:35.We are concerned that people will be giving up
:06:36. > :06:38.but we need their views to be heard because they all have strong views.
:06:39. > :06:41.Plymouth City, South Hams District and West Devon borough council told
