:01:08. > :01:12.A killer who dragged the body of his ex girlfriend in a suitcase

:01:13. > :01:15.through the streets of Exeter has been described by a judge as

:01:16. > :01:21.Kostadin Kostov has been given a life sentence for the murder

:01:22. > :01:24.of Gergana Prodonova, the mother of his three children.

:01:25. > :01:27.Police have released CCTV footage, which was seen by the jury,

:01:28. > :01:31.showing Kostov taking the suitcase through the city centre in the early

:01:32. > :01:36.He eventually disposed of it on railway embankment.

:01:37. > :01:39.From Exeter Crown Court Jane Chandler reports.

:01:53. > :01:58.The chilling evidence that helped convict Kostadin Kostov. Here, he is

:01:59. > :02:04.seen dragging the suitcase containing the body of his partner,

:02:05. > :02:11.38 old Gergana Prodonova, in the early hours of August the seven.

:02:12. > :02:16.Kostadin Kostov killed her in a jealous rage because she had a new

:02:17. > :02:27.partner. Hours and hours reviewing CCTV to try and identify all catch

:02:28. > :02:30.Mr Kostov are nowhere and after hundreds of hours, it paid off

:02:31. > :02:34.because we caught him walking through the city centre with the

:02:35. > :02:42.body of Gergana Prodonova in the suitcase. Her remains were found on

:02:43. > :02:48.the railway embankment, on August 16th, following a huge search across

:02:49. > :02:51.the city. The court heard that Kostov and Gergana Prodonova had a

:02:52. > :02:57.complex relationship in bulk area for 15 years. They had three years

:02:58. > :03:01.-- three children together but he was controlling and fired. She

:03:02. > :03:07.wanted to start life as a heist caper in Exeter, he followed her and

:03:08. > :03:12.forced his way back into how life, moving into his flat, taking a job

:03:13. > :03:19.as a cleaner. Heat killed her on August the 4th but then sent bogus

:03:20. > :03:24.messages from her saying she had flown to Bulgaria because her mother

:03:25. > :03:30.had died, to cover his tracks. The judge said Kostov had not shown

:03:31. > :03:38.remorse. He said he was devious web of deceit -- deceit. The Tango is --

:03:39. > :03:44.tangled web revealed roofless determination but you became

:03:45. > :03:49.ensnared by it. The fact is, you are thing as clever as you thought. He

:03:50. > :03:52.has been sentenced to life, serving a minimum of 19 years.

:03:53. > :03:55.A police community support officer jailed for misconduct would never

:03:56. > :03:57.have been employed if he'd been subjected to current

:03:58. > :04:02.That's the conclusion of a senior officer at Devon and Cornwall police

:04:03. > :04:04.as it's revealed the force is battling to deal with backlog

:04:05. > :04:09.Across the country, thousands of police haven't gone

:04:10. > :04:18.through up-to-date vetting as Victoria Gould reports.

:04:19. > :04:27.Peter Banyan was police community support officer in Cornwall. He was

:04:28. > :04:31.jailed in 2013 after being found guilty of eight charges of

:04:32. > :04:36.misconduct. His trial heard he turned down his police radio while

:04:37. > :04:41.on duty to have sex with women. He also used the police database as a

:04:42. > :04:45.dating agency. A subsequent report has been released and says in the

:04:46. > :04:50.opinion of the fourth betting manager, Peter Banyan would never

:04:51. > :04:58.have been employed if he had been through the current vetting policy.

:04:59. > :05:04.But he joined the force before the central vetting unit was set up and

:05:05. > :05:07.nine years before the national betting policy was introduced. At

:05:08. > :05:14.the end of last year, Devon and Cornwall police told us they had 62

:05:15. > :05:21.PCSOs still waiting to be vetted and 181 police officers. Avon and

:05:22. > :05:24.Somerset police told us they had 463 police officers, out of more than

:05:25. > :05:30.2500 who were still waiting for up-to-date vetting. We identified

:05:31. > :05:36.there were some individuals working for the falls who still had not been

:05:37. > :05:43.vetted. We have dedicated resources to go back and that those people to

:05:44. > :05:49.the current exacting standard. Across the country, the figures are

:05:50. > :05:54.more startling. 18 forces responded to freedom of information request,

:05:55. > :05:57.revealing that at the end of 2016, at least 28,000 officers were still

:05:58. > :06:04.waiting for up-to-date background checks. We want to see and expect to

:06:05. > :06:11.see clear plans by how forces will address the backlog. In a way, this

:06:12. > :06:13.has recognised the importance of it but we are realistic about the

:06:14. > :06:18.numbers it will achieve. We want the plans to be fully resourced and we

:06:19. > :06:23.want to see progress against those plans. It is pretty straightforward.

:06:24. > :06:25.Devon and Cornwall police say they are working hard to tackle the

:06:26. > :06:33.backlog and the number of officers wishing projects is 73, along with

:06:34. > :06:37.55 PCSOs. Avon and Somerset police says it has been waiting to check

:06:38. > :06:42.and prioritise those who have not been vetted to the new standard and

:06:43. > :06:45.the name -- the number of those requiring vetting is 43.

:06:46. > :06:48.Now a roundup of other stories making the news in the South West.

:06:52. > :06:55.29-year-old Hazel Brown from Redruth died at the Royal Cornwall Hospital

:07:09. > :07:17.Nature lovers in Devon and Cornwall are being asked to create a home

:07:33. > :07:36.slogans from elections in the past, but just how important will it be

:07:37. > :07:38.when voters make their decision at the polls this June?

:07:39. > :07:40.In Dorset, special educational needs and disabilities faces

:07:41. > :07:44.This is due to the number of children who need help rising

:07:45. > :07:46.without the money to pay for it doing the same.

:07:47. > :07:48.The County Council has managed to stave off some

:07:49. > :07:51.of the cuts in the short term, but still faces a big

:07:52. > :08:03.John Ayres has been to West Dorset to gauge reaction there.

:08:04. > :08:11.Naomi Paddison's son George has a severe learning disability caused by

:08:12. > :08:13.meningitis when he was baby. She is full of praise for his education but

:08:14. > :08:20.is worried that cuts could change that. I believe it will leave George

:08:21. > :08:25.with bigger classes, less staff, the staff that help George are

:08:26. > :08:29.magnificent. They are not just teachers in education, they have to

:08:30. > :08:36.be on board with his health needs, they are physios, they'd deal with

:08:37. > :08:38.all his medication. Special needs education is expensive and involves

:08:39. > :08:46.some of the most vulnerable children. Dorset has a ?5.2 million

:08:47. > :08:50.shortfall. The main reason Dorset is in this position is that the number

:08:51. > :08:52.of children requiring special educational help has risen

:08:53. > :08:57.considerably but the funding that it gets in to help pay for it hasn't

:08:58. > :09:02.really changed. This meant that last year, but County overspend. They

:09:03. > :09:07.have found some money to stave off the cuts in the short term but

:09:08. > :09:10.longer term, the cuts seem inevitable. How important for the

:09:11. > :09:15.funding of education as a whole the during the selection? Earlier this

:09:16. > :09:20.month, parents across the country delivered sackfuls of postcards to

:09:21. > :09:27.the government department, demanding school funding is protect it. The

:09:28. > :09:31.blood has to be realistic. If the numbers of children have increased,

:09:32. > :09:38.-- the government have to be realistic. We have to find extra

:09:39. > :09:42.resources. We can't have more children and carry on regardless, it

:09:43. > :09:45.doesn't work like that. It is a fundamental part of the British

:09:46. > :09:53.educational system. Students with additional needs must have those

:09:54. > :09:56.needs met. Ukip are not fielding a candidate in West Dorset and they

:09:57. > :10:01.didn't provide anyone for interview. That answer that if candidate, Sir

:10:02. > :10:04.Oliver let when a that he wouldn't be interviewed. He said he wouldn't

:10:05. > :10:13.comment on a single constituency matter. I spoke to party activist
