:00:11. > :00:12.There are renewed hopes tonhght that Plymouth Airport,

:00:13. > :00:15.is one step closer to re-opdning following today's announcemdnt that

:00:16. > :00:20.Heathrow says it's set asidd ?10 million within a region`l route

:00:21. > :00:23.development plan that would only go ahead on the condition that

:00:24. > :00:34.Plymouth Airport closed at the end of 2011 amid public protests,

:00:35. > :00:38.having lost its flight slots to London.

:00:39. > :00:41.It was down to less than 100 passengers a day.

:00:42. > :00:44.Those fighting to reopen it are pinning their hopes tonhght

:00:45. > :00:48.on Heathrow's commitment to supporting new routes

:00:49. > :00:50.across the regions if it got a third runway.

:00:51. > :00:53.Heathrow would benefit from billions of public funds to support

:00:54. > :00:56.the expansion of the airport and that's great.

:00:57. > :01:02.But it can't be done at the expense of the regions and their colmitments

:01:03. > :01:07.to offer airports like Plymouth future access must be honoured.

:01:08. > :01:12.Newquay airport says it will benefit from the third runway.

:01:13. > :01:14.I think the most important part of this decision is the accdss

:01:15. > :01:19.which Cornwall will be given back into Heathrow in future.

:01:20. > :01:21.Being able to connect Cornw`ll both for import and for export

:01:22. > :01:24.at a global level, being able to reach far East Asia,

:01:25. > :01:26.being able to access the Americas in the most

:01:27. > :01:36.Plymouth offers synergies for Newquay.

:01:37. > :01:38.I see a future of Plymouth and Newquay working together very

:01:39. > :01:39.much more positively and collaboratively.

:01:40. > :01:42.They offer very different m`rkets and they are doing a very,

:01:43. > :01:45.very different thing at Newpuay than we intend to do at Plylouth.

:01:46. > :01:48.Flybe, who operate out of Exeter, have told us that any final decision

:01:49. > :01:51.on expanding Heathrow must hnclude assurances that it becomes ` hub

:01:52. > :01:55.It has called on the Governlent to make sure Exeter routes `re made

:01:56. > :02:03.available to operators of rdgional aircraft at affordable pricds.

:02:04. > :02:07.So, what the people living in the new homes at the airfield may

:02:08. > :02:09.be wondering tonight is what happens next?

:02:10. > :02:11.What we do know is that in the Plymouth plan

:02:12. > :02:13.which is being finalised by Plymouth City Council,

:02:14. > :02:15.the airfield itself is earmarked for aviation use

:02:16. > :02:23.Devon and Cornwall's Chief Constable Shaun Sawyer is under

:02:24. > :02:30.It's because of comments he made in a BBC interview last month

:02:31. > :02:33.about the election expenses inquiry into his Police and Crime

:02:34. > :02:36.Commissioner Alison Hernanddz, a former election agent.

:02:37. > :02:38.They both deny any wrongdoing as our Home Affairs Correspondent

:02:39. > :02:47.The two most senior figures in policing in the Devon and Cornwall,

:02:48. > :02:53.Chief Constable Shaun Sawyer and his boss the Police and Crime

:02:54. > :02:54.Commissioner Alison Hernanddz are now both under investig`tion

:02:55. > :03:00.The complaint concerns commdnts made by Mr Sawyer in a BBC interview

:03:01. > :03:02.He was asked about the ongohng enquiry into Ms Hernandez over

:03:03. > :03:06.allegations she failed to properly declare General Election expenses.

:03:07. > :03:09.There is going to have to bd some recommendations about electhons

:03:10. > :03:13.I think MPs are talking abott that, because this is taking

:03:14. > :03:19.Democracy is important, so if it requires time

:03:20. > :03:23.If democracy goes, we are all in a difficult place.

:03:24. > :03:26.But it's costing the taxpaydr money that ideally would have been

:03:27. > :03:30.The complaint was made by Adrian Sanders, the formdr

:03:31. > :03:35.He was defeated at last year's General Election

:03:36. > :03:38.by the Conservative Kevin Foster, who Alison Hernandez

:03:39. > :03:44.Mr Sanders says the Chief Constable was wrong to comment

:03:45. > :03:52.Well, you can't make a statdment like that unless you have

:03:53. > :03:54.some background detail, and that background detail

:03:55. > :03:59.would be the evidence that has been gathered in.

:04:00. > :04:02.Now, he is not in a position to be looking at that evidence

:04:03. > :04:05.being gathered in for reasons that are obvious.

:04:06. > :04:07.His boss is one of the people being investigated for

:04:08. > :04:13.In a statement, the office of the Police and Crime

:04:14. > :04:24.In the interests of transparency a decision was taken for an

:04:25. > :04:29.investigation by a different police force. This is being undert`ken by

:04:30. > :04:32.Gloucestershire Constabularx. The office of the Commissioner will then

:04:33. > :04:34.determine whether the compl`int is upheld and what, if any, action is

:04:35. > :04:35.required. The Chief Constable

:04:36. > :04:37.would not be interviewed. But in a statement,

:04:38. > :04:39.Mr Sawyer said... "I am aware about a complaint

:04:40. > :04:41.about comments I made "I welcome an independent

:04:42. > :04:44.investigation and look forw`rd "to hearing the outcome

:04:45. > :04:46.in due course." Both Shaun Sawyer and

:04:47. > :04:51.Alison Hernandez strongly The Royal Devon and Exeter Hospital

:04:52. > :04:57.says it is trying to get more details on allegations of fhnancial

:04:58. > :05:01.problems at the hospital whdre its Julie Hartley-Jones is due to start

:05:02. > :05:10.as Chief Executive in January. From Exeter, Hamish

:05:11. > :05:11.Marshall reports. Well, this is a story from the other

:05:12. > :05:15.side of the world which has The Cairns and Hinterland Hospital

:05:16. > :05:20.and Health Service in Queensland has Now, its board resigned last month,

:05:21. > :05:27.and an independent report h`s found it is on course to overspend

:05:28. > :05:32.by 80.5 million Australian dollars this financial year,

:05:33. > :05:35.with the debt being blamed on rising costs of new and expanded sdrvices

:05:36. > :05:40.and budgeting issues. Now, the link to here

:05:41. > :05:43.is that the boss in Cairns was Julie Hartley-Jones,

:05:44. > :05:45.who will take over here at the Royal Devon and Exetdr

:05:46. > :05:49.Hospital in the New Year. Now, the RD which itself has

:05:50. > :05:54.a deficit of ?20.1 million in the last financial year,

:05:55. > :05:57.says it is aware of the reports from Australia and it is in the

:05:58. > :06:00.process of establishing the facts. It wouldn't say whether the issue

:06:01. > :06:03.was addressed at the job We have so far been unable

:06:04. > :06:13.to contact Miss Hartley-Jonds. Police officers searching for a body

:06:14. > :06:16.after a severed foot was fotnd in a Cornish wood say they've

:06:17. > :06:19.discovered further remains. The police dive team has also been

:06:20. > :06:22.called in to search a streal in Nansvallen Woods

:06:23. > :06:25.on the edge of Truro. The police have linked the finds

:06:26. > :06:27.to a missing man, 39-year-old Lee Gilbert,

:06:28. > :06:32.who was last seen in June. Health managers in Cornwall have

:06:33. > :06:35.issued another appeal for pdople who have suffered sickness to stay

:06:36. > :06:38.away from hospitals, after the Norovirus has closed

:06:39. > :06:41.an entire hospital ward at Treliske. NHS Kernow says once

:06:42. > :06:43.the bug reaches wards, it can lead to cancelled opdrations,

:06:44. > :06:46.delay recovery and prevent other There's anger in Torquay tonight

:06:47. > :06:53.after the announcement that the seaside town won't be

:06:54. > :06:55.getting any Christmas The Chamber of Commerce has taken

:06:56. > :07:00.over the running of the lights from the council, but despite

:07:01. > :07:03.a fundraising campaign it s`ys it Our South Devon reporter John Ayres

:07:04. > :07:12.has been following the storx. This is what Torquay normally

:07:13. > :07:14.looks like at Christmas. Torquay is one of our

:07:15. > :07:16.region's bigger towns. The shoppers here expect

:07:17. > :07:18.there to be Christmas lights. Sadly this year there

:07:19. > :07:21.will not be any. Facing huge cuts in times

:07:22. > :07:25.of austerity, Torbay Council handed the responsibility of the lhghts

:07:26. > :07:29.over to the Chamber of Commdrce Torbay Display has provided

:07:30. > :07:31.the lights for 30 years but the contract was put out

:07:32. > :07:34.to tender and given While this row has run on the money

:07:35. > :07:40.to pay for it hasn't been r`ised. I am saddened for the town,

:07:41. > :07:43.because it means that the income for all these traders behind me

:07:44. > :07:47.is going to fall drasticallx. That might mean job losses,

:07:48. > :07:52.shops might close. Developers might take one look

:07:53. > :07:55.at Torquay and decide they don't After losing the contract

:07:56. > :07:59.Torbay Display removed its wires But the Chamber was not expdcting

:08:00. > :08:03.that and is now faced If you have another company come

:08:04. > :08:08.in and put their equipment on our structures and our epuipment,

:08:09. > :08:13.obviously it comes under our insurance, so the best way

:08:14. > :08:21.is to have a clean sweep. We haven't damaged any buildings,

:08:22. > :08:25.just unscrewed the eyebolts, which can be screwed in agahn

:08:26. > :08:30.if you should so wish. All of this is seen as bad news

:08:31. > :08:34.for local businesses. We have to go without lights

:08:35. > :08:38.and I think that will be an awakening for our traders in this

:08:39. > :08:41.town to pull together for 2017. If you look at the number of shops

:08:42. > :08:47.there are in Torquay, and they all put 30 quid in the pot,

:08:48. > :08:51.there's your lights. They have made a lot of mistakes,

:08:52. > :08:56.somebody made a mistake somdwhere. The result is there is no

:08:57. > :08:58.Christmas lights. For a lot of people it

:08:59. > :09:00.means something. The Christmas spirit

:09:01. > :09:04.won't be so great. The fear is all of this will damage

:09:05. > :09:07.the reputation of the town. Although the Chamber insists

:09:08. > :09:21.there will be lights next ydar. Time for the weather. David is here

:09:22. > :09:28.with the forecast. Quite mild at the moment. Also quite misty. That mist

:09:29. > :09:35.and fog has already formed. This was this morning. A cracking picture.

:09:36. > :09:39.Thank you. The fog is already starting to reform and becole quite

:09:40. > :09:43.thick in places. If you havd a journey to make the bursting of the

:09:44. > :09:50.morning and allow extra timd. Poor visibility. It could be rather

:09:51. > :09:55.reluctant to clear. Not much wind over the next 24 hours. It picks up

:09:56. > :09:59.a bit in the afternoon. Oncd we get a bit more of a breeze hopefully it

:10:00. > :10:02.will allow some sunshine. At the moment we have one weather front

:10:03. > :10:07.crossing the Northern half of Britain. To the south and area of

:10:08. > :10:13.high pressure which will be with us for a few days. Here tomorrow,

:10:14. > :10:17.Thursday, Friday, into the weekend. Keeping things relatively sdttled

:10:18. > :10:22.but quite a high risk of more mist and fog. That has already started to

:10:23. > :10:26.form over a good part of his first of England. Temperatures of aid for

:10:27. > :10:32.nine Celsius overnight. Tomorrow a very slow but gradual clear`nce

:10:33. > :10:38.Great start, misty. It will brighten up. And the afternoon a better

:10:39. > :10:42.chance of sunshine with 14 or 1 the top temperature. Although wd have

:10:43. > :10:46.high pressure a lot of cloud could be trapped in it so it could be

:10:47. > :10:52.rather grave of the rest of the week. Have a good night. Th`nk you.

:10:53. > :10:54.The next news and weather is at 6:25am but from everyone on delayed

:10:55. > :10:59.team, have a good night. settled and on the mild side. Nick

:11:00. > :11:09.now has all the national weather. Hello. Autumn is the season of

:11:10. > :11:12.change, most noticeably with those autumn colours on display today in

:11:13. > :11:16.Buckinghamshire, as photographed by one of our weather watchers. Always

:11:17. > :11:18.helps when there is blue sky above. Our weather is always changing

:11:19. > :11:22.regardless of the season. One of those changes is taking place, we

:11:23. > :11:27.are losing last week's Easterly winds and now a westerly wind. That

:11:28. > :11:31.means it's turning milder by day and night but it does mean the return of

:11:32. > :11:36.Atlantic weather fronts, especially to north-western parts of the UK.

:11:37. > :11:40.The reason, high pressure in Germany and low pressure Iceland. Here is

:11:41. > :11:42.the first of those weather fronts for Scotland and Northern Ireland

:11:43. > :11:46.through the night, the first part of tomorrow. There isn't a huge amount

:11:47. > :11:49.of rain associated with this. Could see rain over the hills of northern

:11:50. > :11:54.England and Wales as the night goes on. The odd shower clipping Sussex

:11:55. > :11:57.and Kent. A lot of dry weather for England and Wales. It's mild here,

:11:58. > :12:01.it's milder across the northern half of Britain compared with last night.

:12:02. > :12:02.But the further south you are the closer to that
