:00:38. > :00:43.But he brushed straight past me and was looking

:00:44. > :00:48.The man had stolen Carly's iPad from her kitchen.

:00:49. > :00:51.Known to police, he ended up in prison.

:00:52. > :00:58.Carly was offered the opportunity to meet him.

:00:59. > :01:01.The remorse for what he'd done was so evident that he made me cry.

:01:02. > :01:09.And then he nearly cried because he was crying and hd had

:01:10. > :01:12.And then he nearly cried because I was crying and he had

:01:13. > :01:14.actually stolen from us to get some money

:01:15. > :01:23.What do you think, from his point of view,

:01:24. > :01:31.Actually, he's valued, he still valued.

:01:32. > :01:33.Actually, he's valued, he's still valued.

:01:34. > :01:35.He has a purpose and there are people in place

:01:36. > :01:41.for when he leaves prison to try and help him.

:01:42. > :01:43.While Carly's story shows the good restorative justice can do, some

:01:44. > :01:46.critics question its effecthveness and say it isn't suitable

:01:47. > :01:48.for all cases, like domestic abuse or sexual assaults.

:01:49. > :01:57.Providers say they need more certainty.

:01:58. > :01:59.What we'd like to say to the government is for thdm

:02:00. > :02:02.to commit to the long-term funding of restorative justice in Cornwall,

:02:03. > :02:06.so we can find out the true extent of what it can really achieve.

:02:07. > :02:08.Because we believe restorathve justice can make communities safer.

:02:09. > :02:10.And that message is getting support from the top.

:02:11. > :02:14.At the moment, the money I get for that has come from the Linistry

:02:15. > :02:17.of Justice in its year, one year only funding and wd really

:02:18. > :02:20.need to be lobbying to ensure we do get it for longer term.

:02:21. > :02:22.I'm very committed to supporting voluntary organisations

:02:23. > :02:25.on a three-year commitment of funding and where I can do that

:02:26. > :02:31.But this Ministry of Justicd funding, we need to be lobbxing

:02:32. > :02:35.The Ministry of Justice says under the victim's code, all victhms

:02:36. > :02:39.from Carly can now receive information about restorative

:02:40. > :02:41.justice and it says its funding structures are under review.

:02:42. > :02:47.Well Davis Hanson is a Labour MP who sits

:02:48. > :02:51.He told me how important restorative justice can be

:02:52. > :02:57.Criminals may break into a house, not know the fact that when they've

:02:58. > :03:00.knocked over a vase or damaged something, or stolen somethhng,

:03:01. > :03:03.it is a very precious, personal item to somebody.

:03:04. > :03:06.It may be, why have I been `ttacked, or why have you picked on md?

:03:07. > :03:09.It's important that that engagement is there,

:03:10. > :03:12.but it really is victim centred and it has to be at the reqtest and

:03:13. > :03:18.And we've heard from Carly, one of the victims taking

:03:19. > :03:21.part in the scheme here, but not all victims of crimd

:03:22. > :03:26.I am a member of the Justicd Select Committee and we did a report

:03:27. > :03:29.a couple of months ago, which looked at the availabhlity

:03:30. > :03:32.of restorative justice across the country and it's very

:03:33. > :03:38.What we were arguing is there should be a minimum standard that hf people

:03:39. > :03:40.want restorative justice, it should be available

:03:41. > :03:42.and there should be an opportunity for them to participate.

:03:43. > :03:45.The numbers are very small, but it should be an opportunity

:03:46. > :03:50.Realistically though, what can be done to ensure

:03:51. > :03:52.there is the commitment to the funding then?

:03:53. > :03:55.I think the real issue is for people who are victils

:03:56. > :03:57.of crime to start to think whether they want to

:03:58. > :04:03.We need to look at how we ddvelop funding, but also capacity

:04:04. > :04:07.because in areas across the country, and I'm sure Devon and Cornwall

:04:08. > :04:10.would be the same, the capacity for trained facilitators to help

:04:11. > :04:14.support the victim and the offender, is not necessarily always there

:04:15. > :04:18.But ultimately, it is to trx and ensure the victim has some

:04:19. > :04:21.closure and some understandhng and the offender understands why

:04:22. > :04:25.and what they've done, with the hope, ultimately,

:04:26. > :04:27.they don't reoffend because they see the impact of their crime

:04:28. > :04:32.on the person who's been on the receiving end of that crime.

:04:33. > :04:35.We have to leave it there, thank you for joining us.

:04:36. > :04:39.In the last few hours policd have charged 19 year-old Damon Slith

:04:40. > :04:42.from South East London, with terrorism offences.

:04:43. > :04:44.It follows the discovery of a suspicious item

:04:45. > :04:50.At the weekend, homes in Newton Abbot were evacuated

:04:51. > :04:54.as a nearby house was searched by Met Police Officers in connection

:04:55. > :04:59.There's uncertainty tonight at the home of one

:05:00. > :05:04.Saad Hammad, who joined as chief executive of the Exeter-basdd

:05:05. > :05:08.airline Flybe three years ago, has left "with immediate effect .

:05:09. > :05:12.The news straightaway hit the company's share price.

:05:13. > :05:15.A statement said Mr Hammad and the airline felt it was "time

:05:16. > :05:24.for a new CEO to lead the ndxt phase of Flybe's long-term development".

:05:25. > :05:27.Our business correspondent has been watching this today and Neil this

:05:28. > :05:35.Well, it's knocked 9% of thd stock market value off the companx,

:05:36. > :05:38.so that tells you this really was a surprise.

:05:39. > :05:41.It's been quite a day for one of Devon's biggest businessds.

:05:42. > :05:44.We don't have that many PLCs based down here and there was alrdady

:05:45. > :05:47.concern amongst the Flybe shareholders about the way the share

:05:48. > :05:50.And while the company is clearly hoping this is,

:05:51. > :05:53.in the long-term, going to steady the ship, clearly,

:05:54. > :05:55.in the short term, it's demonstrably more turbulencd.

:05:56. > :06:00.The big question then, did he jump or was he pushed?

:06:01. > :06:04.That really is the ?433,000 question.

:06:05. > :06:08.All that's been said by either side is that the decision

:06:09. > :06:12.takes effect immediately and it was by mutual agreemdnt.

:06:57. > :07:00.after a lot of of determined cost-cutting led by Saad Halmad

:07:01. > :07:03.The timing of this announcelent is very interesting,

:07:04. > :07:07.because in a couple of weeks Flybe are going to come out with their

:07:08. > :07:10.Those will be watched very closely indeed.

:07:13. > :07:18.A man from Cornwall says he's distraught his driving licence has
