0:01:15 > 0:01:18Because originally they wanted to get him straight back to the UK.

0:01:20 > 0:01:26because it's better care for him.

0:01:26 > 0:01:28But they were advised it's not safe to fly him.

0:01:28 > 0:01:32It's a long flight and the pressure, it would be too dangerous for him.

0:02:53 > 0:02:56escaping on to the roads or getting out onto the open common,

0:02:56 > 0:02:58which would be very difficult to get them back from.

0:02:58 > 0:03:01So, yes, we have basically lost a couple of days.

0:03:01 > 0:03:04Steps have been taken today to restore order.
