:01:57. > :01:58.connection with the deaths, abut are asking anyone

:01:59. > :02:03.with information to come forward and contact them.

:02:04. > :02:09.The chronic lack of support for homeless people with drink

:02:10. > :02:14.and drug addictions in Cornwall is becoming a desperate situation,

:02:15. > :02:16.according to the Mayor of Truro. Rob Nolan is now calling

:02:17. > :02:21.Addaction, a drug and alcohol charity, says it saw a 20% rise

:02:22. > :02:23.in referrals to their Cornish service last year.

:02:24. > :02:26.Clare Woodling has been speaking to rough sleepers,

:02:27. > :02:29.who say they've been turned away from shelters due to their alcohol

:02:30. > :02:32.Sonia is used to getting by on the streets.

:02:33. > :02:34.It is not the only habit she has, though.

:02:35. > :02:42.If we did not drink, we would be housed within a week.

:02:43. > :02:45.Any of us who have lived here a long time, we get put

:02:46. > :02:49.to the back of the queue, cos they just think

:02:50. > :02:57.She is not alone in not finding shelter due to addiction problems.

:02:58. > :03:00.They see it and they choose to ignore it.

:03:01. > :03:03.Or they go, "It will be OK, it will sort itself out.

:03:04. > :03:09.Of course it is not going to sort itself out.

:03:10. > :03:15.The shortage is something the Mayor of Truro wants to see

:03:16. > :03:18.We have a desperately urgent need for some sort of provision.

:03:19. > :03:22.Some sort of shelter for people with drug and alcohol issues.

:03:23. > :03:26.There are some homeless people here who are looked after,

:03:27. > :03:29.and those doing so do a fabulous job, but people

:03:30. > :03:31.with drug and alcohol issues, they cannot go into the shelters

:03:32. > :03:34.at night, so end up sleeping on the streets.

:03:35. > :03:36.This has been going on for three months now.

:03:37. > :03:39.They are now setting up tents. They are setting up home here.

:03:40. > :03:45.We need a hostel somewhere, some accommodation, for them -

:03:46. > :03:50.somewhere they can go in the evenings and be looked after.

:03:51. > :03:52.As the light fades, so the temperature falls

:03:53. > :03:58.There is bigger chance of people dying on the streets

:03:59. > :04:03.There is the risk of increased, if they are drug users,

:04:04. > :04:11.That, combined with the cold, could lead to overdosing and death, etc.

:04:12. > :04:16.Also, just frustration from the street homeless community.

:04:17. > :04:17.Frustration does not quite do it justice.

:04:18. > :04:24.Absolutely disgusted that human beings can treat homeless

:04:25. > :04:33.Being an old lady myself, and a mother and grandmother,

:04:34. > :04:41.We understand that temperatures here could fall

:04:42. > :04:48.and the people in that package, the rough sleepers, will be expected

:04:49. > :04:54.to bed down on hard floors out on the city tonight.

:04:55. > :04:56.The society has said it will work with other

:04:57. > :05:03.services offering help for rough sleepers.

:05:04. > :05:05.Derriford Hospital is tonight on black alert.

:05:06. > :05:08.The hospital has declared itself at the highest level

:05:09. > :05:11.in the escalation system, saying the pressure on its services

:05:12. > :05:14.is currently so great, there is potential for patient care

:05:15. > :05:18.The Royal Cornwall Hospital at Treliske, and Yeovil Hospital

:05:19. > :05:30.As the authorities in France begin slaughtering up to a million ducks,

:05:31. > :05:33.to try to halt the spread of bird flu,

:05:34. > :05:34.poultry keepers here are facing even tighter controls.

:05:35. > :05:37.All poultry must now be kept indoors until the end of February.

:05:38. > :05:39.That includes so-called backyard farmers -

:05:40. > :05:42.people who may only keep a small number of chickens, but who may not

:05:43. > :05:47.be aware of the risks of not keeping them housed.

:05:48. > :05:50.Traders in one Cornish town are warning that a major shake up

:05:51. > :05:53.of their business rates could be the final straw for many of them.

:05:54. > :05:56.From April, some shops in St Ives will have to pay hundreds

:05:57. > :05:59.Ministers say the changes make the system fairer,

:06:00. > :06:02.and nearly three quarters of companies nationwide will see

:06:03. > :06:19.But there are warnings some could be forced out of business.

:06:20. > :06:21.They perhaps see that St Ives is the jewel in the crown

:06:22. > :06:23.of Cornwall and so it's buoyant and rich.

:06:24. > :06:26.It's very quiet in the winter months still.

:06:27. > :06:29.A lot of businesses, you know, will struggle to survive.

:06:30. > :06:31.A pioneering genetic test has pinpointed a rare immune deficiency

:06:32. > :06:35.Matthew Knight has suffered from one infection since he was a baby.

:06:36. > :06:39.The success of the test has made it possible

:06:40. > :06:42.to boost his immunity and help him fight off future illnesses.

:06:43. > :06:46.The team responsible believe their work could benefit

:06:47. > :06:48.many more people, paving the way for a routine genetic test

:06:49. > :06:58.for all NHS patients with rare diseases in the future.

:06:59. > :07:06.Some have compared what we are doing is the same as the man landing on

:07:07. > :07:10.the moon. I think we are moving out into the reality of delivering tests

:07:11. > :07:13.that we would not have thought possible a decade and a half ago

:07:14. > :07:18.into clinical care and indeed within Matthew's case within two weeks we

:07:19. > :07:20.were able to create a result and give the family information that had

:07:21. > :07:28.previously been elusive. An 18-foot high soldier,

:07:29. > :07:30.made entirely from scrap metal, Clinton Rogers has been to see

:07:31. > :07:34.the Tommy, at the forge where he was welded together

:07:35. > :07:45.in honour of the men who served He is a monument to bravery, but

:07:46. > :07:51.also recycling. At the door said Ford where he was created, they

:07:52. > :07:54.pieced together, well, pretty much everything they could get their

:07:55. > :08:00.hands on. From car parts to spammers. From chains to garden

:08:01. > :08:06.forks. And the result is truly impressive. Only when you stand next

:08:07. > :08:11.to the sculpture do you get a true sense of its scale. It powers the

:08:12. > :08:18.bubbly to 5.8 metres. It weighs one and a half tonnes. It took three and

:08:19. > :08:22.a half months to build. It is called the Haunting. It has been made for a

:08:23. > :08:26.local man who wants to remain anonymous. It is a commission for a

:08:27. > :08:31.local opera, actually. He came to us and asked if we could build a

:08:32. > :08:36.ghostly figure of a First World War soldier. So that is what we have up

:08:37. > :08:41.with and I think it fits the bill. It will be featured in a book. At

:08:42. > :08:46.the moment, that is as much as I can say. Well, as it stands, proudly

:08:47. > :08:50.waiting for delivery, the sculpture is certainly attracting admiring

:08:51. > :08:53.glances from passers-by. I think it is just incredible. The more you

:08:54. > :08:58.look at it, you see so many little bits that you missed and it is

:08:59. > :09:04.absolutely wonderful. I think it is absolutely beautiful. Though younger

:09:05. > :09:13.admirers really are not sure who he is. What do you call him? The BFG.

:09:14. > :09:19.Oh, you think he is the BFG. Well, I think he might be. A friendly giant

:09:20. > :09:23.or a hero? Well, that depends what side you are on. The Content will

:09:24. > :09:29.eventually go on show. Where and when that will be for now remains a

:09:30. > :09:33.mystery. Fabulous. Time for the weather.

:09:34. > :09:42.Hello. Good evening. Temperatures right now are already a feudal

:09:43. > :09:45.freezing in some places. For tomorrow, generally a lot more cloud

:09:46. > :09:50.coming our way, so limited brightness, mainly in the east and

:09:51. > :09:54.some patchy rain turning up as well. All courtesy of a couple of weather

:09:55. > :09:57.fronts that are gradually, slowly creeping up towards us. Slow

:09:58. > :10:03.progress on that, but they are not particularly active. It is like an

:10:04. > :10:08.patchy. Overnight, the main frost risk is to the east. Milder air

:10:09. > :10:12.across the world western parts of England and particularly across

:10:13. > :10:17.Cornwall. Temperatures between 5-9 C. Still some places getting

:10:18. > :10:22.down to minus figures. Tomorrow we have some brightness in the East,

:10:23. > :10:25.but generally the cloud will win. It will produce fabrics of rain from

:10:26. > :10:30.late morning onwards. It is patchy but it will be with us. It

:10:31. > :10:34.introduces milder error and a lot of low cloud. On Saturday, we may end

:10:35. > :10:41.up with very misty conditions. Mild but rather cloudy along with

:10:42. > :10:46.Saturday and Sunday a bit of brightness coming through from time

:10:47. > :10:49.to time. Have a good evening. David, thank you very much. We will be back

:10:50. > :10:58.at breakfast. From as all of the late team, have a good night.

:10:59. > :11:01.creeping up by a notch or two, 10, maybe nine Celsius. Here is Louise

:11:02. > :11:13.with the national picture. Won't it cold and frosty this

:11:14. > :11:19.morning? The coldest night of the winter so far in England. Down to

:11:20. > :11:24.minus 8 Celsius. But widely, the temperatures below freezing. Through

:11:25. > :11:25.the night, cloud and rain, so temperatures for
