:00:14. > :00:18.A South West MP has called tonight for a radical rethink

:00:19. > :00:22.Sarah Wollaston, who sits on the Health Select Committee,

:00:23. > :00:24.said all parties should agree a new consensus in the interests

:00:25. > :00:28.Her remarks came during a health debate held earlier on Spotlight

:00:29. > :00:39.Johnny Rutherford's report features some of the key issues raised.

:00:40. > :00:42.Behind me are some of the key decision-makers in the South West.

:00:43. > :00:48.Tonight they're discussing the problems of the NHS today.

:00:49. > :00:51.Well, the most immediate pressure is in social care, because that has

:00:52. > :00:56.I think many of us feel that the government should bring

:00:57. > :00:59.forward something called the Better Care Fund,

:01:00. > :01:05.which is new money into social care to bring that forward

:01:06. > :01:11.There are many things that we need to do, but that

:01:12. > :01:13.would be the single most effective immediate measure.

:01:14. > :01:18.Claire is arguing passionately for community hospitals,

:01:19. > :01:21.Are they sustainable? Some are.

:01:22. > :01:24.In terms of the number of beds we need into hospitals,

:01:25. > :01:27.We will retain community hospital beds where they are appropriate

:01:28. > :01:33.But a patient, an elderly person in a hospital bed who doesn't need

:01:34. > :01:39.You have muscle wastage, you have exposure to infection,

:01:40. > :01:42.and if somebody has a confusion or a dementia, being out

:01:43. > :01:46.of their normal place of residence is the worst place for them to be

:01:47. > :01:49.Nurses are quitting the health service.

:01:50. > :01:51.They're going into agencies instead because the money's better,

:01:52. > :01:56.Cathy, how do you, as Angela says, encourage, incentivise and motivate

:01:57. > :01:59.staff and reward them so that they want to stay in the NHS?

:02:00. > :02:04.That's a very good question, and we've been doing exactly that

:02:05. > :02:23.We would prefer to have a good quality, sustainable,

:02:24. > :02:26.permanent workforce augmented for surge purposes, really,

:02:27. > :02:30.when we need to scale up or scale back, to be able to have

:02:31. > :02:34.the flexibility of agency or casual staff which is very desirable.

:02:35. > :02:41.Tonight's debate also calls for concern for the future

:02:42. > :02:44.of the NHS, and calls for patients to stand up for the services.

:02:45. > :02:46.You know, I really fear for the future of the NHS

:02:47. > :02:53.And I want to commend Sarah Wollaston, because actually

:02:54. > :02:55.she's done an amazing job as the Health Select

:02:56. > :02:59.And she stands up for the NHS as often as possible.

:03:00. > :03:02.But in terms of what I would say to communities, I would say, fight.

:03:03. > :03:04.Fight absolutely tooth and nail for the NHS

:03:05. > :03:06.because government ministers, Theresa May and Jeremy Hunt I think

:03:07. > :03:09.have behaved absolutely deplorably, and I think the only language

:03:10. > :03:16.They're not here to speak for themselves and it seems

:03:17. > :03:18.almost unfair to ask you, Sarah Wollaston, to defend them.

:03:19. > :03:20.But you are a Conservative MP. Of course.

:03:21. > :03:24.But what I would say is that these challenges will be there for whoever

:03:25. > :03:28.And I think what's very depressing is sitting in the Commons chamber

:03:29. > :03:31.listening to the yahoo of debate, and what we need is for all

:03:32. > :03:33.political parties to come together and accept the challenge,

:03:34. > :03:36.just as we had to do with pensions, and actually try and come

:03:37. > :03:38.to a consensus about how we should fund this.

:03:39. > :03:41.And that funding issue remains at the centre of the debate,

:03:42. > :03:44.which you can continue to take part in by telling us what you think

:05:43. > :05:44.to explore beneath the surface Experts are not expecting

:05:45. > :05:49.a gold-rush, but given the desire for electric cars, lithium

:05:50. > :05:51.is the mineral everyone's interested in as our Business Correspondent,

:05:52. > :05:58.Neil Gallacher, explains. This is what many old Cornish mines

:05:59. > :06:01.are full of - water. The conventional challenge

:06:02. > :06:04.is how to get rid of it. It has been known for decades

:06:05. > :06:08.that the water in many Cornish mines Until recently, there was only

:06:09. > :06:12.a limited market for it. But in today's world,

:06:13. > :06:18.we were all reliant on portable mobile devices, if not electric

:06:19. > :06:21.vehicles, lithium is suddenly much A major new business

:06:22. > :06:37.deal has been reached. It covers many parts of Cornwall

:06:38. > :06:38.which probably harbour reserves of lithium.

:06:39. > :06:41.A new company is launching what is claimed to be the largest

:06:42. > :06:42.exploration programme in Cornish history.

:06:43. > :06:45.It plans to sink boreholes like we've seen in recent years thanks

:06:46. > :06:51.They hope to spend ?5 million on this and get to commercial

:06:52. > :06:57.That coincides with the dramatic change in growth in electric cars

:06:58. > :06:59.which is the main consumer of this product.

:07:00. > :07:04.A electric cars starting at a low base, but dramatic growth,

:07:05. > :07:16.particularly after 2020 and going into 2025 went

:07:17. > :07:19.-- when Volkswagen have said 25% of their fleet will be electric.

:07:20. > :07:27.Hopefully we will coincide with that, perfect timing.

:07:28. > :07:29.It's not far-fetched and it's certainly not something

:07:30. > :07:31.we would expect to see production immediately, but it's a lot

:07:32. > :07:33.quicker to get something like this into production

:07:34. > :07:36.than you would a hard rock mine where you're having

:07:37. > :07:42.From that point of view, it's very exciting.

:07:43. > :07:47.most of the mining schemes that have been announced over the last 15

:07:48. > :07:49.years haven't come to fruition, or not yet.

:07:50. > :07:51.Here there is a double layer of uncertainty.

:07:52. > :07:54.Not only do they need to persuade investors there's enough lithium

:07:55. > :07:57.below the granite in Cornwall, they also have to persuade them

:07:58. > :08:02.there's cost-effective way of getting it out of of the water.

:08:03. > :08:05.The Government is being urged to do more to tackle environmental

:08:06. > :08:08.The Conservative MP for North Cornwall, Scott Mann,

:08:09. > :08:11.told the Commons today that councils in the county needed more

:08:12. > :08:18.Camelford in North Cornwall suffers from very high levels of pollution

:08:19. > :08:21.because of the A39 running straight through the town centre.

:08:22. > :08:25.Would my honourable friend congratulate the work being carried

:08:26. > :08:28.out by Camelford town council to address the air quality,

:08:29. > :08:31.and will she work with them and myself to tackle the problem?

:08:32. > :08:33.Environment Minister Therese Coffey promised to do all she could.

:08:34. > :08:37.The national government has its part to play,

:08:38. > :08:40.and so does local government in finding solutions to tackle

:08:41. > :08:42.local congestion issues and other elements of it.

:08:43. > :08:45.Of course, we will continue to work with my honourable

:08:46. > :09:00.It was ten years ago that it happened, and it's an occasion

:09:01. > :09:04.The container ship The MSC Napoli was beached at Branscombe in Devon.

:09:05. > :09:06.It prompted incredible scenes when people helped themselves

:09:07. > :09:09.to the cargo from her containers as it washed ashore.

:09:21. > :09:25.We've had some glorious sunshine today pretty much

:09:26. > :09:29.It has been cold, though, and there's more of it to come.

:09:30. > :09:31.Frost overnight tonight and at first tomorrow morning.

:09:32. > :09:35.But also another day when the temperatures are pretty low.

:09:36. > :09:37.We have the same setup - high-pressure, that doesn't change

:09:38. > :09:41.But some changes as we head into the weekend.

:09:42. > :09:45.The really unsettled weather isn't close to us at the moment.

:09:46. > :09:49.It's across parts of the east and south of Spain, where there's

:09:50. > :09:53.been some snow over the last couple of days.

:09:54. > :09:56.But we're drawing in the air from the east.

:09:57. > :09:58.It's cold coming from southern Scandinavia, and it's that cold air

:09:59. > :10:00.that gives us another widespread frost overnight tonight.

:10:01. > :10:03.Very dry air as well, so temperatures will probably get

:10:04. > :10:07.down as low as -1 or -2 in quite a few places.

:10:08. > :10:10.And even lower than that, particularly in sheltered parts

:10:11. > :10:12.of central Devon and parts of Dorset and Somerset.

:10:13. > :10:14.Still a bit of a breeze along the south coast,

:10:15. > :10:17.helping to keep the temperatures are a couple of degrees

:10:18. > :10:22.But for most of us, it's going to be a very cold start

:10:23. > :10:28.By the time we get to the afternoon, temperatures have recovered -

:10:29. > :10:32.But I think with the clear skies the game, the frost

:10:33. > :10:36.A bit different on Saturday - a lot more cloud around

:10:37. > :10:38.which is capable across parts of Cornwall of producing some spots

:10:39. > :10:45.But it's still cold, we still have that cold air.

:10:46. > :10:47.So cloudy and, without the sunshine, still very cold.

:10:48. > :10:50.4-7 is Celsius is the temperature range for the start of the weekend.

:10:51. > :10:53.Sunday's a little bit brighter, but we should see some

:10:54. > :10:57.The high pressure is staying with us into the early part of next week.
