:00:30. > :00:47.After a day and a half of evidence, there was drama in Court number
:00:48. > :00:49.three Sir afternoon. She sobbed uncontrollably as she changed her
:00:50. > :00:54.plea against one of the charges of plea against one of the charges of
:00:55. > :00:57.fraud from not guilty to guilty. And her husband Stephen did the same.
:00:58. > :01:08.She was made a CBE and could command 1000 pounds a day as an NHS
:01:09. > :01:16.But tonight her reputation is in tatters.
:01:17. > :01:24.She authorised payment of ?11,000 to her husband seen on the left. He was
:01:25. > :01:28.a graphic designer and it was for a document called transform but it
:01:29. > :01:34.never existed. It was not her first error. An industrial tribunal bought
:01:35. > :01:36.by a whistle-blower heard she employed her daughter s boyfriend
:01:37. > :01:40.without declaring she knew him. I wondered whether he had
:01:41. > :01:42.actually been briefed I didn't know what
:01:43. > :01:45.the relationship was. It was only later that it came
:01:46. > :01:49.to light and that is when I was told After the tribunal was critical
:01:50. > :01:55.of her evidence she left Torbay but still works in the NHS,
:01:56. > :01:57.even taking the unusual step of calling herself
:01:58. > :01:59.a doctor despite only having I think she had got to the pinnacle
:02:00. > :02:05.of her professional career and I think she was tempted to use
:02:06. > :02:16.the power she had inappropriately. Two charges against a third
:02:17. > :02:25.defendant were dropped. The judge described the guilty pleas
:02:26. > :02:40.as a momentous decision. He said they could be an immediate
:02:41. > :02:44.custodial sentence. He said she has fallen a long way but that is her
:02:45. > :02:48.responsibility the sentencing will take place in March.
:02:49. > :02:50.After more than three years of planning and consultation,
:02:51. > :02:52.health bosses today confirmed that four community hospitals
:02:53. > :02:59.There were boos and cries of shame as the South Devon and
:03:00. > :03:01.Torbay Clinical Commissioning Group approved proposals to shut
:03:02. > :03:02.Ashburton, Bovey Tracey, Dartmouth and Paignton Community
:03:03. > :03:09.It says they'll be replaced with health and well-being centres
:03:10. > :03:12.and clinical hubs so that more people can be treated at home.
:03:13. > :03:16.But campaigners say it just doesn't make sense.
:03:17. > :03:19.It was an attempt to give the public the impression that they'd have some
:03:20. > :03:24.They had absolutely no input in the process.
:03:25. > :03:30.All the time they were talking about the fact that the NHS
:03:31. > :03:32.and our local services are under increasing pressure from an ageing
:03:33. > :03:42.Cut one and a half million of expenditures.
:03:43. > :03:50.That doesn't make any sense to anyone involved.
:03:51. > :03:53.The Devon and Cornwall Police force could get a hundred new constables,
:03:54. > :03:55.50 extra investigators and a team of 30 online staff
:03:56. > :03:57.in what's being called a transformation of the service.
:03:58. > :04:00.The Police and Crime Commissioner says she's found 24 million pounds
:04:01. > :04:02.to pay for the new officers, but part of that sum includes
:04:03. > :04:04.asking for more money from council tax payers.

:05:20. > :05:24.We're told there will be no redundancies.
