:01:28. > :01:30.incredibly difficult and it's incredibly hard work
:01:31. > :01:34.pulling the thatch away from the property and just removing
:01:35. > :01:39.all the combustible material to try and deal with the incident.

:01:49. > :01:55.There's concern from police about the rise in the number

:02:02. > :02:04.are dispatching often vulnerable teenagers to the region to sell

:02:11. > :02:12.Drug dealing may not be a legal business,
:02:13. > :02:19.Spying new markets, gangs branch out from big cities to create
:02:20. > :02:26.The young dealers travel by train, coach and car to places
:02:27. > :02:29.like Bournemouth, Yeovil, Plymouth and Penzance.
:02:30. > :02:33.Once there, they establish themselves in hotels and hostels
:02:34. > :02:35.and often in the homes of drug addicts.
:02:36. > :02:38.Former gang member Jamal was shot and knifed before
:02:39. > :02:46.You're taking a chance with them by off-loading drugs
:02:47. > :02:52.If they come back with the money, obviously that's beneficial.
:02:53. > :02:56.If it's a loss or that person gets arrested up there, it is what it is.
:02:57. > :03:03.And it can be a lot of money - ?3,000 a day.
:03:04. > :03:06.The young dealers are usually commanded by a single gang leader
:03:07. > :03:11.on a single mobile phone in what are known as county lines.
:03:12. > :03:14.This detective sergeant, who does not want his face shown,
:03:15. > :03:17.leads undercover operations to break them up.
:03:18. > :03:21.Quite often they will be people that are recruited from care homes
:03:22. > :03:29.The youngest person we've had is 14 years old and he was already on bail
:03:30. > :03:32.after being found in Bournemouth in a hotel room with
:03:33. > :03:38.Figures from the police in the south west show that last year,
:03:39. > :03:41.sentences totalling hundreds of years in prison were handed out
:03:42. > :03:45.to criminals following county lines investigations.
:03:46. > :03:50.We intercepted numerous people, young, vulnerable, missing people
:03:51. > :03:53.from the metropolitan cities and returned them back
:03:54. > :04:01.Many of those young people will have been recruited through social media.
:04:02. > :04:04.Very often they will be groomed for me that collated by these groups
:04:05. > :04:09.of people who want them to sell all run drugs for them,
:04:10. > :04:11.and they can then be exploited for that and then
:04:12. > :04:17.In regards to social media, I think the flip side of things
:04:18. > :04:19.should be promoted and shown, where a mother's sitting
:04:20. > :04:24.in their house crying when her house is turned upside down at 5am
:04:25. > :04:28.by the police, or when a family is at the graveside due to the fact
:04:29. > :04:33.that someone has been lost to knife crime.
:04:34. > :04:37.Exeter University says it is carrying out an urgent
:04:38. > :04:42.investigation after a swastika was found carved into a door on campus.
:04:43. > :04:45.The university says the graffiti and an offensive slogan were removed
:04:46. > :04:50.Disciplinary action against the students believed to be
:04:51. > :04:54.The university said any form of racist or discriminatory
:04:55. > :05:02.The rail operator GWR has been told to improve the training
:05:03. > :05:05.and assessment of new drivers following an investigation
:05:06. > :05:08.into a collision at Plymouth railway station.
:05:09. > :05:10.48 people were hurt and two trains damaged

:05:17. > :05:20.The accident happened on a Sunday afternoon last year, last April,
:05:21. > :05:25.The Penzance to Exeter service, passenger train, it was pulling
:05:26. > :05:30.into Plymouth Station on platform six when it hit an empty train.
:05:31. > :05:33.Some 48 people were hurt, four of them were trained staff.
:05:34. > :05:36.According to the Rail Accident Investigation Branch,
:05:37. > :05:40.they say that the signalman had decided that both trains
:05:41. > :05:45.Unfortunately, he had not told the driver,
:05:46. > :05:47.but he doesn't have to according to the rules, and although
:05:48. > :05:50.the driver applied emergency brakes, he still hit the other train
:05:51. > :05:54.and to further complicate matters, the train driver had
:05:55. > :06:01.The recommendations that have been given in the report to GWR
:06:02. > :06:03.who owned two of the trains, and some of the other operators
:06:04. > :06:08.who also have to look at this, is that there should be improvements
:06:09. > :06:10.to the training and assessment of new train drivers.
:06:11. > :06:13.And that there are also improvements to the emergency door release
:06:14. > :06:18.There's also another recommendation, but is to Network Rail
:06:19. > :06:22.and that is there is a review of what's called permissive working
:06:23. > :06:26.What that means essentially is when you've got two trains
:06:27. > :06:32.who occupy the same platform or the same line at the same time.
:06:33. > :06:35.We spoke to GWR today and they gave us a statement and what they have
:06:36. > :06:39.told us is that they have been working closely with Network Rail
:06:40. > :06:43.to improve processes when two trains are occupying a single platform.
:06:44. > :06:47.They say that "the safety of our passengers and colleagues
:06:48. > :06:52.They have also said that they will be closely studying the report
:06:53. > :06:58.and they will hope to implement any of its further recommendations.
:06:59. > :07:00.A bell-ringer from Devon is recovering at home after a freak
:07:01. > :07:04.accident saw him yanked into the air by the rope of the bell
:07:05. > :07:08.Ian Bowman, from Widdecombe, was preparing for a service
:07:09. > :07:13.Firefighters had to lower him almost 100 feet through a trapdoor before
:07:14. > :07:25.On Saturday they took their toll on Devon bell-ringer Ian Bowman.
:07:26. > :07:27.The rope was going up and down through the ceiling and somehow
:07:28. > :07:32.the rope got behind my right ankle and took me from a standing position
:07:33. > :07:36.to upside down and the next thing I knew I was eyelevel with another
:07:37. > :07:41.So I was upside down and it crashed me back into the floor
:07:42. > :07:44.as the rope came down and then picked me up again.
:07:45. > :07:47.With a head and back injury, the emergency services decided
:07:48. > :07:50.a spiral staircase would be problematic, so they placed
:07:51. > :07:53.the mechanic from Widdecombe on a special structure
:07:54. > :07:57.and lowered him through this trap door, 80 feet high.
:07:58. > :08:03.We train a lot for this type of scenario, so these types
:08:04. > :08:06.of resources in the fire and rescue service are not always
:08:07. > :08:08.seen out and about, because these incidents,
:08:09. > :08:12.thankfully, do not occur a lot, however we do train exactly
:08:13. > :08:19.Ian's recovering at home and hopes to be back ringing bells very soon.
:08:20. > :08:22.It is just an accident and it could've happened to anyone,
:08:23. > :08:25.but I was just unlucky that it happened to me.
:08:26. > :08:34.It's happened and I'll get better and I can get back to bell-ringing.
:08:35. > :08:36.Four rare otter pups, which were born at Newquay Zoo
