:00:32. > :00:34.Tamsin Melville has this report from Plymouth train station,

:00:35. > :00:42.where the money will help fund major redevelopment.

:00:43. > :00:48.When you arrive, that is my biggest beef, really. It is tired, it is

:00:49. > :00:50.dilapidated. dilapidated.

:00:51. > :00:54.If it is true first impressions count, today, Plymouth had reasons

:00:55. > :00:59.to celebrate. Sprucing up the area outside the station is on a list of

:01:00. > :01:02.ten projects across Devon and Somerset in line for some government

:01:03. > :01:05.cash. This is an ideal way to spend

:01:06. > :01:08.government money, because it will leveraged huge amount of private

:01:09. > :01:12.sector investment. Universities are keen to get involved in the project.

:01:13. > :01:17.They are keen to locate a new faculty, so we're talking about

:01:18. > :01:20.winning in 40- ?50 million of private sector investment, and it

:01:21. > :01:23.would transform the entire site. The money coming down the tracks to

:01:24. > :01:30.hear is bid for by business leaders, and is for projects to boost the

:01:31. > :01:34.economy and create jobs. Six local enterprise partnership areas across

:01:35. > :01:37.the wider South West are sharing ?191 million.

:01:38. > :01:39.In our area, this is how it breaks down. Dorset is in line for 19.5

:01:40. > :01:44.million. Devon and Somerset will million. Devon and Somerset will

:01:45. > :01:51.pocket 43.6 million, and Cornwall and the Isles of Scilly are getting

:01:52. > :01:54.18 million. But Cornwall actually bid for 127 million, so there are

:01:55. > :01:58.some tough decisions on what project will now get the cash.

:01:59. > :02:03.We are disappointed that it is not more. Clearly, in terms of Cornwall

:02:04. > :02:07.and the Isles of Scilly economy, we absolutely need further investment,

:02:08. > :02:11.whether that be in infrastructure, direct into business, skills and

:02:12. > :02:16.other things. We still need that investment. One thing I would say is

:02:17. > :02:20.that on a per capita basis, we are about on a par with many other LEP

:02:21. > :02:24.areas. In Devon and Somerset, funds for ten

:02:25. > :02:27.projects instead of the hoped-for 27, but some are happy it is more

:02:28. > :02:30.than expected. Some disappointment but Cornwall. I

:02:31. > :02:35.think it is very important to look at again the quality of the bid. The

:02:36. > :02:39.more tangible the better, and in relation to some bids in Devon and

:02:40. > :02:41.Somerset, lots of joint ventures, people working together, and

:02:42. > :02:45.government likes to see that, and that is perhaps a lesson that could

:02:46. > :02:48.Work continuing on these Work continuing on these

:02:49. > :02:53.improvements near Saltash, funded by money from one of two previous

:02:54. > :02:56.growth funding rounds. But the council to night branded the

:02:57. > :02:59.settlement as shockingly small and disappointing.

:03:00. > :03:05.Our political editor Martyn Oates has been following the story. A huge

:03:06. > :03:08.discrepancy between the money awarded either side of the tame our?

:03:09. > :03:12.Yes, Cornwall council eventually today admitted that they were

:03:13. > :03:16.shocked and disappointed by the amount of money they had got. They

:03:17. > :03:19.say in future, they would encourage the government to base this on need,

:03:20. > :03:25.because this is not, they say, reflect lower earnings in the

:03:26. > :03:29.county, poverty and rural areas. But as the South West Devon MP hinted

:03:30. > :03:33.there in the report, that is not how this particular scheme is set up. It

:03:34. > :03:36.is basically competitive, so the government gives money to the

:03:37. > :03:43.proposals it thinks are the strongest. So it is quite unlike,

:03:44. > :03:46.for instance, the European funding that Cornwall has been receiving and

:03:47. > :03:52.is continuing to receive, which is basically awarded according to need.

:03:53. > :03:55.The background to all this is quite interesting as well. A few months

:03:56. > :04:00.ago, Devon and Somerset were told they should expect as little as

:04:01. > :04:05.Cornwall, if not an even smaller sum of money. In the meantime, there has

:04:06. > :04:10.been some quite ferocious lobbying by MPs from the two counties, both

:04:11. > :04:14.in parliament and administers' offices in Whitehall, and that seems

:04:15. > :04:16.to have paid off. Briefly, how important is this

:04:17. > :04:19.investment overall? Well, even in Devon and Somerset,

:04:20. > :04:23.the money they have got is less than half the amount they bid for, so

:04:24. > :04:27.there, as in Cornwall, number of projects will not now go ahead. I

:04:28. > :04:32.spoke to one senior figure in the business community this evening who

:04:33. > :04:37.said that frankly, ?43 million for Devon and Somerset is a derisory sum

:04:38. > :04:37.for an economy the size of those counties.

:04:38. > :04:39.Thank you very much. The Maritime and Coastguard Agency

:04:40. > :04:41.is tonight insisting that people calling 999 in south Devon

:04:42. > :04:44.will still get help, despite a dispute with

:04:45. > :04:46.the Dartmouth Coastguard Two senior members have quit

:04:47. > :04:50.and the other ten will resign if a resolution with the MCA

:04:51. > :04:53.cannot be found. They're unhappy about changes

:04:54. > :04:56.to their procedures. Other emergency services,

:04:57. > :05:01.such as the RNLI Lifeboats, are still operational.

:05:02. > :05:13.From Dartmouth, John Ayres reports. Tonight, the Dartmouth coastguard

:05:14. > :05:18.rescue team are off-line, meaning they will not be answering their

:05:19. > :05:20.pagers are going on any shouts. Ordinarily, it would take 7-10

:05:21. > :05:24.minutes for them to get to an incident, but it would have to be a

:05:25. > :05:27.neighbouring team now, which could take anything between 40-50 minutes.

:05:28. > :05:32.They have had a vote of no-confidence the management, the

:05:33. > :05:35.MCA. They are unhappy two senior members have quit. The remaining

:05:36. > :05:40.members say they will resign if they cannot come to a solution. The

:05:41. > :05:44.Maritime and Coastguard Agency said, we are aware of an issue with the

:05:45. > :05:48.Dartmouth coastguard rescue team. We will be working with those involved

:05:49. > :05:52.to bring about a swift resolution. Coastguard rescue team is a much

:05:53. > :05:56.valued part of our search and rescue capability, which also includes

:05:57. > :06:00.helicopters and lifeboats, so anyone who finds themselves in difficulty

:06:01. > :06:06.should be assured that they will always get help if they call 999 and

:06:07. > :06:07.ask for a coastguard. There will be a meeting tomorrow, and hopefully,

:06:08. > :06:09.they can find a resolution. An independent investigation

:06:10. > :06:11.into a former Avon and Somerset police doctor has found he fell

:06:12. > :06:14.woefully or grossly below common and acceptable standards during 10

:06:15. > :06:17.medical examinations. The report also found

:06:18. > :06:20.there were several missed opportunities to act upon concerns

:06:21. > :06:24.about Dr Reginald Bunting, Victims complained about being made

:06:25. > :06:30.to strip naked unnecessarily and being touched inappropriately.

:06:31. > :06:36.The force has apologised. Experts are warning that terror

:06:37. > :06:38.groups are using gaming forums They say the problem isn't just

:06:39. > :06:44.confined to urban areas, but also affects teenagers

:06:45. > :06:47.in Devon and Cornwall. Terror groups are creating their own

:06:48. > :06:51.games mimicking the style of popular games to draw people in.

:06:52. > :07:09.Eleanor Parkinson has more details. It is a seductive world for

:07:10. > :07:12.teenagers, the world of fantasy and often violence, and many young

:07:13. > :07:15.people are linking up with others around the world on gaming forums.

:07:16. > :07:19.But experts say often, they have no idea of who they are talking to.

:07:20. > :07:25.Terror groups are now using gaming forums to radicalise and recruit. As

:07:26. > :07:29.a potential radicalise, you are looking for vulnerabilities in an

:07:30. > :07:34.individual, and if those are identified, that is where they start

:07:35. > :07:37.to signpost them to alternative sites, alternative chat rooms, and

:07:38. > :07:42.start to communicate with them outside of the normal media

:07:43. > :07:44.channels. In 2008, Nicky Reilly, young man with learning

:07:45. > :07:50.difficulties, try to set off a home-made nail bomb in Exeter. It

:07:51. > :07:54.emerged he had been encouraged by two men he had been speaking to an

:07:55. > :07:57.online chat room. All schools in Cornwall have no train their staff

:07:58. > :08:02.to look up on my medicalisation. At this college, they have had to refer

:08:03. > :08:06.two pupils because of low level concerns about their behaviour, and

:08:07. > :08:10.he's are not isolated cases. -- these are not. At this college,

:08:11. > :08:13.students can now use an app to talk to a teacher if they have concerns

:08:14. > :08:16.about a friend. If I were to see one of my close

:08:17. > :08:20.friends who were starting to act differently, perhaps not so social,

:08:21. > :08:24.or spending more time inside by themselves, I would just go and

:08:25. > :08:26.question them, CF anything was happening to them, such as the

:08:27. > :08:31.radicalisation. It might be a student who changes

:08:32. > :08:35.their friendship group, becomes more isolated. Their parents may report

:08:36. > :08:39.that they spend more time alone in their bedroom, more time alone

:08:40. > :08:42.online. It might be that they have particular searches that flag up on

:08:43. > :08:48.our filtering system in the school that might be a concern, or in some

:08:49. > :08:50.cases, students who might respond to national or international incidents

:08:51. > :08:53.in a way that worry you. Terror groups have even designed

:08:54. > :08:58.their own games to mimic the plots of the game is being sold in shops.

:08:59. > :09:01.Parents are advised to move console into a shared living space so they

:09:02. > :09:02.can look out for anything suspicious.
